RETURN OF UNDOCUMENTED AFGHANS WEEKLY SITUATION REPORT 07—13 JANUARY 2018 Situation Overview IOM is responding to a substanal increase in the return of undocumented Afghans from Pakistan and Iran. Since 01 January 2018, over 21,477 undocumented Afghans have returned due to diverse push factors, including deteriorang protecon space in Pakistan and Iran. This figure represents a 25% decrease in the flow of return than the same period in previous year. Most of those returning have lived outside of Afghanistan for decades, and will need support from the government and humanitarian actors both on arrival and as they seek to reintegrate. As the rate of return is influenced by a number of polical, security and other related factors both in Afghanistan and neighboring countries, another surge in returns could occur at any me. The governments of Afghanistan and Pakistan together with UN counterparts are presently discussing opons to extend Proof of Registraon card validity for 1.4m Afghan refugees in Pakistan and to begin the issuance of Afghan Cizenship Cards for more than 700,000 undocumented Afghans. IOM is working to scale up its support to returnees in coordinaon with the Government of Afghanistan and other humanitarian partners in line with the 2018 Humanitarian Response Plan (HRP). The assistance provided includes meals, ac- commodaon, basic medical screening, Non-Food Items (NFIs), onward transportaon cash grants and referral services, as well as support from partners. Launch of HRP On 15 January, the 4 year Afghanistan Hu- manitarian Response Plan 2018-2021 was launched in the presence of H.E. CEO Dr Ab- dullah, Humanitarian Coordinator Toby Lan- zer, ambassadors, donor organizaons, members of the naonal government, UN representaves and the media. The 2018 HRP requests USD 433m to address the ur- gent and life threatening needs of 3.3 mil- lion Afghans over the next 12 months. IOM is seeking 40.9m USD to respond to the needs of 180,000 undocumented Afghan returnees from Pakistan and Iran in 2018. Situation Overview

IOM is responding to a substantial increase in the return of undocumented Afghans from Pakistan and Iran. Since 01 January 2018, over 21,477 undocumented Afghans have returned due to diverse push factors, including deteriorating protection space in Pakistan and Iran. This figure represents a 25% decrease in the flow of return than the same period in previous year. Most of those returning have lived outside of Afghanistan for decades, and will need support from the government and humanitarian actors both on arrival and as they seek to reintegrate. As the rate of return is influenced by a number of political, security and other related factors both in Afghanistan and neighboring countries, another surge in returns could occur at any time. Return from Iran

A total of 11,678 undocumented Afghans spontaneously returned or were deported from Iran through the Milak (Nimroz) and Herat (Islam Qala) border crossings between 07—13 Jan 2018, 5 % More than in the previous week. Of the total de-ported undocumented Afghans, 2,322 individuals were deported through Islam Qala (Herat) and 2,940 were deported through Milak (Nimroz). Of those who spontaneously returned, 4,568 returned through Islam Qala (Herat) and 1,848 through Milak (Nimroz). Out of the total deportees, 258 individuals (5%) were deported with family members whereas 4,004 (95%) were deported as individuals. This brings the total number of undocumented returnees from Iran since 01 January 2018 to 20,759. IOM provided post-arrival humanitarian assistance to 427 (4%) undocumented Afghans deported from Iran at its Transit Centers in Nimroz and Herat, including 163 individuals in Deported Families (DF), 88 Medical Cases (MC), 68 Special Cases (SC), 60 Unaccompanied Migrant Children (UMC), 12 members of Single Parent Families (SP), 10
