Report Summary:

There is a need to have effective governance processes in place that enable expedient monitoring of progress to take place and importantly provide the warnings that enable appropriate support to be provided to schools at the right time.

Risk Management:

There are significant reputational risks to the Council if it does not have in place sufficient capacity and expertise to monitor schools’ performance and standards of education, and intervene where appropriate. Schools which are failing to make the required progress need to be identified early in order that the local authority can ensure it receives prompt and timely support. It should not be the case that an Ofsted inspection identifies a school in difficulty.

1. INTRODUCTION

1.1 It is now clear from advice from Ofsted, that the Local Authority has a responsibility to

monitor the quality of education across all of its schools and that they should be proactive in challenging schools where they are judged to be underperforming, using the powers available to them to ensure that schools are making the appropriate level of improvement. In order to do this accurately, the local authority needs to gather intelligence in relation to a number of performance indicators.

2. TAMESIDE’S POLICY FOR SCHOOLS CAUSING CONCERN

2.1 The Schools Performance and Standards Unit, has been working proactively with its

maintained schools and with a number of Academies to ensure that they have the systems in place which enable them to track pupil progress year on year. Some schools have very good reliable systems in place whereas others need much greater support and, in consultation with a small group of representative Headteachers who are members of the School Performance and Standards Review Panel, two sets of data have been developed that will provide both schools and the local authority with a range of information that will be helpful in monitoring both pupil progress but also the overall performance of the school.

2.2 The challenge for the local authority is to ensure that all schools, including academies, are

fulfilling their duties in providing at least a good standard of education and with the cooperation of schools in contributing to, as well as receiving this data, a reliable picture can be gained of a school’s improvement journey. Conversely, the data will also provide an early alert where there are problems in some aspects of the school’s performance.

2.3 The two sets of data attached are:

(i) Primary School Report Card and Secondary School Report Card; and (ii) Primary School Performance Report and Secondary School Performance Report.

These are anonymised examples of the information to be gathered in relation to an individual school.

3. RECOMMENDATIONS 3.1 That Members note the content of this report. 3.2 That the Education Attainment Improvement Board receives regular updates in relation to

the performance of schools, using the School Report Card as the headline summary.
