In July 2011 the Concord Monitor criticize Guinta for playing games with the debt ceiling and imperiling

the economy

ldquoSen Kelly Ayotte and Reps Charlie Bass and Frank Guinta are among those holding a gun to the head

of the global economyrdquo the paper opined ldquoAyotte Bass Guinta and their fellow Republicans have

essentially said Put tax cuts in the mix and well pull the trigger They want to hold the rich harmless

Guinta Op-Ed ldquoBalanced Budget Amendment Will Restore Responsibilityrdquo

In November 2011 Guinta wrote an op-ed in support of the balanced budget amendment which would

have required Congress not to spend more money than it collected in revenue unless approved by a

supermajority

Guinta wrote ldquoWhile Im always ready to work with any member on either side of the aisle to advance

common goals Democrats simply refuse to work with us on this issue The spirit of bipartisanship that

passed the balanced-budget amendment in the House in 1995 is gone now The positions are clear and

unmistakable Republicans want to pass a balanced-budget amendment to keep the US from joining the

ranks of nations whose out-of-control spending has pushed them to the edge of bankruptcy Democrats

refuse to budge from their ldquobusiness as usualrdquo attitude as a tidal wave of red ink threatens to wash over

Opposed ldquoMinibusrdquo Legislation to Prevent Government Shutdown

In November 2011 Guinta opposed the $245 billion ldquominibusrdquo legislation that included three

appropriations bills and a continuing resolution to keep unfunded parts of the government running until

Guinta said that the resolution called for too much spending He said ldquoThe Washington mentality of

voting for a bill because a few sweeteners are included in it must end The federal debt hit $15 trillion on

Listened To Voter Concerns on Medicare Cuts

In October 2011 Guinta visited an adult day rehabilitation center and listened to concerns over Medicare

cuts

Under the Ryan plan which Guinta voted for Medicaid expenses would be shifted to states in the form of

ldquoblock grantsrdquo Guinta said ldquoRight now we are looking at a lot of different options on Medicaid This is

exactly the challenge we have At the federal level with respect to Medicaid we have 8 percent increases

in expenditures every year and the math suggests we can only afford 4 percent The block grants have

Refused To Say Whether He Would Accept a 101 Spending Cuts To New Revenue

In August 2011 Guinta dodged a question in a Greenland town hall about whether he would accept a

deal that included 101 spending cuts to new revenue

In responding to the question Guinta said that new revenue did not necessarily have to come from raising

tax rates He said ldquoI donrsquot feel that raising taxes has to be the first option there have to be many other

options and alternatives before you raise tax ratesrdquo [thinkprogressorg 8182011]

Guinta Debt Vote Criticized by Dover Seniors

In August 2011 Guinta received criticism over his debt vote during a visit to the Dover Senior Center in

Dover NH Several seniors voiced their strong discontent with Guintarsquos vote saying he had ldquofumbled the

ballrdquo with his vote

According to the Daily Democrat ldquoGuinta agreed he has seen the same frustration expressed in Dover in

other towns and cities He said hes received many phone calls and e-mails about mdash and against mdash the

Guinta ldquoGets Earfulrdquo on Debt at Hooksett Town Hall

On August 4 2011 Guinta was criticized by attendees at a town hall meeting in Hooksett NH over his

vote to raise the debt ceiling According to the Concord Monitor the 100-person audience applauded as

several different citizens voiced their displeasure with Guintarsquos vote for the compromise bill [Concord

According to WMUR ldquoConservative activists like Skip Murphy of Granitegrokcom said its too early to

tell if this will become a wedge between Guinta and the tea party activists but the congressmans vote is

certainly putting him under greater scrutinyrdquo [WMUR 80411]

Voted for Final Debt Ceiling Compromise Legislation

In August 2011 Guinta voted for the final debt ceiling compromise legislation the Budget Control Act of

2011

The framework would cut $917 billion in spending over a decade raise the debt limit initially by $900

billion and assign a special congressional committee with members from the House and the Senate and

appointed by congressional leadership to find another $15 trillion in deficit savings by late November

If Congress met that deadline and deficit target or voted to send a balanced budget amendment to the

states the debt ceiling would be raised an additional $15 trillion The plan guaranteed a vote on the

balanced budget amendment between October and the end of 2011

If Congress failed to take either step or debt savings of at least $12 trillion were not produced the plan

allows the president to obtain a $12 trillion debt ceiling increase That would trigger automatic spending

cuts across the government ndash including in defense and Medicare ndash to take effect starting in 2013 The

Medicare cuts would only affect Provider reimbursements The legislation included no revenue increases

The bill was passed by the full House 269-161 [Bloomberg 80111 S 356 80111]

Voted Against Reidrsquos Debt Ceiling Plan

In July 2011 Guinta voted against Sen Harry Reidrsquos plan to raise the debt ceiling

Reidrsquos plan called for raising the debt limit by $24 trillion requiring no additional debt ceiling vote until

after the 2012 election

The plan included $12 trillion in discretionary spending cuts over 10 years mandatory spending cuts of

$100 billion $1 trillion in savings from winding down combat operations in Iraq and Afghanistan and

$400 billion in interest savings The legislation included no revenue increases

The CBO score of Reidrsquos plan said it would reduce the deficit by $22 trillion The bill was rejected by the

Voted in Favor of Boehnerrsquos Debt Ceiling Plan

In July 2011 Guinta voted in favor of Speaker John Boehnerrsquos plan to raise the debt ceiling

Boehnerrsquos plan called for an immediate debt ceiling raise of $900 billion spending cuts of $917 billion

over 10 years and an additional debt ceiling vote in six months The legislation contained no revenue

increases

Under Boehnerrsquos plan the second debt ceiling raise was conditional on the passage of a balanced budget

amendment by both Houses of Congress and the creation of a select joint committee on deficit reduction

The CBO score of Boehnerrsquos plan said it would reduce the deficit by $850 billion The bill was approved

Supported Boehner Debt Ceiling Plan Said Default Would Have ldquoReal Costsrdquo

In July 2011 Guinta said he supported Boehnerrsquos debt ceiling proposal because ldquoshort of Cut Cap and

Balance it is the strongest cap on spending that we can actually passrdquo

Guinta also said he didnrsquot agree with Michele Bachmann who again said she did not support raising the

debt ceiling at all Asked about the potential for default Guinta said ldquoThere are real costs to average

Americans and I donrsquot know if people realize that Itrsquos hard for me to fathom that the Senate the

Congress and the President of the United States would allow that to happenrdquo [Union Leader 72611]

Said He was ldquoFrustratedrdquo with Debt Ceiling Standoff

In July 2011 the Sacramento Bee reported that Guinta was one of many freshman Republicans caught

squarely between hard-line conservatives with ldquotea partyrdquo allegiances in their district and the political

reality of Washington

Guinta has been careful not to say ldquoneverrdquo Hersquos said that with any debt ceiling increase he would need to

see ldquosignificantrdquo spending cuts and ldquobudgetary reformsrdquo Hersquos rejected higher tax rates

Guinta said House Republicans are ldquogetting blamed alreadyrdquo for the debt ceiling standoff He said

In July 2011 Guinta voted in favor of the Cut Cap and Balance Act legislation requiring deep spending

cuts a federal spending cap and a balanced budget amendment in order to raise the federal debt ceiling

Under Cut Cap and Balance discretionary spending in fiscal year 2012 would be reduced below fiscal

year 2008 levels except for Defense Homeland Security and Veterans affairs The plan provided a

universal spending cap after 2012 The legislation contained no revenue increases

Said He was Sent to Washington to Cut Spending Regardless of Potential Job Losses

In July 2011 the Federal Highway Administration said that if the House-passed budget were signed into

law around 2000 construction workers in New Hampshire would lose their jobs Guinta said that even if

the number was correct he was sent to Washington to cut spending

Guinta said ldquoWell Democrats have been asking for more money for the last four years and theyrsquove spend

In July 2011 Guinta said ldquoLike all Americans Irsquom eager to learn what progress is being made in this

weekendrsquos debt-ceiling negotiations The outcome of those talks will play a role in determining how I will

vote When a clean up-or-down debt ceiling increase bill came up on the House floor a few weeks ago I

emphatically voted lsquonorsquo because I was sent to Washington to stop the government spending spree As for

a new bill let me repeat what Irsquove said all along I wonrsquot even consider increasing the debt ceiling without

In June 2011 a Bloomberg analysis listed Guintarsquos congressional district as one of the top 10 districts

In April 2011 the Associated Press reported that ldquoLike many GOP lawmakers Guinta began by asking

people over 55 to raise their hands The Republicans Medicare plan would affect lsquonone of yoursquo he said It

would however phase in a less costly voucher system when people now younger than 55 retire President

Barack Obamas alternative plan calls for more modest changes to Medicare plus tax increases on the

In February 2011 Guinta voted to eliminate federal spending for numerous projects including New

Guinta Voted Against Amendment Cutting $450 Million In F-35 Joint Strike Fighter Back- Up

Engine

In February 2011 Guinta voted against an amendment which would cut $450 million in building a back-

up engine for F- 35 Joint Strike Fighter Guinta spokesman J Mark Powell said Guinta supported

continuing funding for the GE engine because ldquoitrsquos a job creator and it saves the taxpayers $21 billion

In January 2011 Guinta was appointed to the House Budget Committee which is in charge of writing the

nationrsquos budget At the time of the appointment Guinta was under investigations for a secret bank accout

Supported Ionbondrsquos Decision to Open Plant in Portsmouth

In November 2011 Guinta praised Ionbondrsquos decision to open up a new plant in New Hampshire and

said it showed that New Hampshire was still a competitive place to draw businesses

Officials from Ionbond said that it was not New Hampshirersquos business friendly tax structure that

incentivized them to open up a new plant there but rather proximity to nine Northeast gun and weapons

manufacturers the company services

Guinta said that the challenge in tough economic times was to draw more businesses to New Hampshire

He said ldquoWe need to find ways to be even more competitive To see more manufacturing come to New

In October 2011 Guinta joined Speaker John Boehner at a news conference to call on Senate Democrats

to act on the ldquoForgotten 15rdquo bills that House Republicans claim would create jobs and cut costs and

regulations

Guinta spoke about the Cement Sector Regulatory Relief Act which would loosen environmental

regulations for the cement industry Proponents of the legislation said that the regulations in place could

shut down almost 20 percent of the cement industry

Guinta said ldquoWith this specific piece of legislation we would be able to help with the creation of

thousands of jobs all across our country I spoke to one concrete company specifically in New Hampshire

who said they spend hundreds of thousands of dollars dealing with EPA regulatory compliance That is

taking money out of the private sector It is taking money out of that companys ability to hire small job

In February 2012 former Democratic Rep Carol Shea-Porter released links to Federal Election

Commission filings that detailed the contributions of PACs to both her campaign and to Guintas

ldquoNew Hampshire voters deserve to see who is contributing to my campaign and who donates to Frank

Guintas campaignrdquo Shea-Porter said in a statement ldquoI am highlighting the PAC money to increase

Attacked by Buddy Roemer for Supporting a Bill to Eliminate Voluntary Public Financing of

Presidential Campaigns

In December 2011 Guinta praised the House passage of HR 3463 which would terminate public

financing of presidential campaigns

ldquoDespite spending over one billion dollars since 1976 taxpayer financing of presidential campaigns has

failed to improve the publics trust in government or increase the competitiveness of electionsrdquo Guinta

said

ldquoPerhaps itrsquos Guintarsquos zeal to be seen as a thrifty Congressman who can cut wasteful spendingrdquo Roemer

responded ldquoAnd instead of cutting taxes which would be more impressive he proposes to appropriate

Counties Inc said the 22 percent reduction for Head Start and Early Head Start programs in the House

resolution would eliminate 416 children currently in the program and 135 jobs and would close 27

classrooms

Investment Act job training and the 21000 New Hampshire students receiving Pell Grants will receive
