James C Dolan president of tfie board explained in detail the dilemma in which the board had been placed b y r e a son of necessary changes in the original plans when the estimate for repairs and a new heating and ventilating system was placed at $7000 and this s u m w a s voted. The three bids received from local contractors for rebuilding the rear por- tion wore all higher than the appropri- ation leaving nothing for the neating ventilating and wiring. Some enanges were made In the plans however and it was found that the $7000 would cover the expanse of rebuilding but still there was nothing for the heating plant. I t w a s a t first thought that it might be well to let the contract so the work could be started as soon as school is out and put a 14000 proposition before the taxpayers a t t h e annual school meeting in August and it wa* to discuss the advisahilite of this rouse that the public meeting was called. I). (J. Scholton, A. W. Orvis, J. II. Mc Lear and a few others spoke and there seemed to be some opposition t o t h e board taking the risk of securing the remainder of the necessary amount and the meeting Was closed with this opin- ion prevailing althrough a resolution introduced by Mr. McLear and adopted unanimously left the mattfer entirely to the board to decide. A special meeting of the board was hel*l Friday evening, and all bids were rejected, this being deemed the proper course under the circumstances. Ar- chitect William Towner was present and he explained very fully w h y t h e building renuilt and the present found- ations would not meet with t h e r e - quirements of the State Kdticational department, and I). An Efficient Worker The resignation of President, Almon Gunnison, of St. Lawrence university, after fourteen y^ars of service in a re- grot to the university and its friends, but it must be v«ry satisfactory t o h i m self, for his work has produced wonder- ful results. It is always a satisfaction t o a m a n of nerve and courage to find himsolPlip against a hard proposition and then win out and feel that it is a triumph of his own personality. President (iunni- son was against a very hard propo- sition when he took the management of St. Lawrence university, for its for- tunes were at a very low ebb. He leave* it established in tho respect of the educational forces of the country and with a recognized standing amongst all universities. Its graduates are not ashamed to tell whore they come from, president Gunnison's success has not only been in the buildings he has had erected, in the increase in the student body, in additi- ons of educational departments, in medicine and in agriculture, but in the higher quality o? general scholarship and the reputation of the school itself among aducational people. It is a bright and shining light in northern New York, its rays penetrating in all directions, and has been a distinct ilium inatiou and an uplifting force to all this north country. The following account of the meeting of St. w L a w r e n c e County Pomona grange held in Depeyster was received too late for publication last week: Patrons of Husbandry of St. Law- rence county wiere again permitted to enjoy the well famed hospitality of lh*peyster, when Pomona convened there on June 3rd. 1914. About one hundred visitors enjoyed an interesting day session and the commodious hall was entirely filled for the Public evening meeting. A tone of sadness pervaded t h e a s - semblage, as each member realize the break in our ranks, caused by the death of Brother Kysaman. Herbert K. Sweet of Madrid fittingly expressed the sorrow of each heart in the following tribute: IN MEMORIAM "I lost a friend the other day, His life was pure and strong and true Hut while I see him here no more, I know that on a happier Bhore Not here, but in eternity, - God will give back my friend t o m c . Horn on the shores of beautiful Black Lake, proud of his sturdy Dutch ancestry, wrapped up in his home which was that of his father and his father's father before him, deeply interested in the welfare of the com- munity in which he lived, devoted to his family and true to his many friends, such w a s t h e m a n whose soul had gone on ahead. H e w a s genial, kind and sincere; correct of life and strong in this convictions, always lookng f o r t h e best in others and giving the best in himself. To know of us who knew him through the grange, there will always b e t h e picture of him as he says, '*[ love the Grange for the friends I have made." When we learned that he was gone, we each felt that the loss w a s a personal sorrow. Many of you remem- t>er the last time he was present at Pomona, when he was again recom- mended for our Deputy, how he tried to refuse, but at last accepted the recommendation only as a command. He was always so willing to do any- thing for our order if only the interests of his family would permit. As son, husband, father, friend and patron, he was an example to us all. L e t u s then enshrine in our memory those qualities of manhood which so endeared h i m t o us and made us all mourners. Faim Bureau Manager Phelps re- K or ted on cooperation, saying that he ad sent to each Grange a list of questions covering the amount of business method of procedure pro- ducts handled and degree of organisa- tion for cooperation. A good per cent reported, showing a growing favor for the subject, only deploring the in- efficiency of the business machinery this department, as Mr. Phelps ex- plained, is being much facilitated by the new state law, known as the Cole act. The largest business is done in feed, fertilizer and seeds, while a f e w are purchasing groceries and machinery A pertinent point is that the business is done in buying, when we call our- selves the Producers. A committee to act in conjunction with Mr. Phelps was appointed as follows:, M. S. Wallace, B. T. Scott and F. S. Hartley. A pleasing feature of the afternoon was a Degree march, executed by Heuvelton Grange. Too much praise cannot be given this excellent piece of work. The march consisted of a dimYult chain of figures, emblematic of Grange work, and even to the super- ficial observer, it was an accomplish- ment of splendor and perfection. Good luck to Heuvelton Grange. Annie Leo Austin of Potsdam read the first volume of Pomona Grange News, an original newspaper edited by this Sister, supplemented by a few others. The paper covered a wide range of subjects, serious and frivolous Sister Austin is especially strong on advice and bright Hashes of humor illuminated the article from beginning to end. What a drab world this would be without the cheerful souls. Dean Cook spoke briefly and pointed- ly on the Reorganization of Agriculture His trend of thought suggests as a title for his remarks, "Cook's Caution." He questioned the function of the Grange, heartily commending its intellectual uplift work- fitting the Agricultural mind for the co-operation that must come if we escape Peasantry in America, He bade us remember that transformations do not take place in a dsy, the Progress of evolution is slow and the greatest factor in its development is economic necessity. He cited the fame x>f Hood River Valley, united through necessity and thus brought before the fnarkets of the World. The soil is our asset, improve ntent of our stock, equipment and methods is our opportunity, community management and prosperity our goal. GeoTge Clark explained briefly a system of Farni accounting, recom- mended a daily account record of work done by men and horses, charging to each crop or project full wages, this of course involving careful estimations. He advised avoidance of confusing the farm with personal or household ex- penses and said not to forget t o p a y yourself wages* Brother Clark's records for over twenty years show interesting com- parisons of crop values and cost of 'production. The first object of farm so it only pays to feed the good ones. The Making and Feeding of Silage Silage during the last three decades has come into general use throughout the United States, especially in those regions where the dairy industry has reached its greatest development. Sil- age is universally recognized as a good and cheap feed for farm stock, a n d p a r ticularly BO far cattle and sheep, are the observations made in Farmer s Bui letin 578. Silage is the best and cheapest form in which a succulent feed can be pro- vided for winter use, continues the bul- letin. An acre of grain can be placed in the silo a t a cost not exceeding that of shocking, husking, grinding, and shredding. Crops can be put in the silo during weather that can not be used in making hay or curing fodder, which an important consideration in some localities. A given amount, of corn i n t h e form of silage will produce more mdk than t h e s a m e amount when shocked and dried. There is less waste in feeding silage than in feeding iodder. Good silage properly fed is ajl consumed and in addition very palatable. Like other succulent feeds it has a beneficial effect upon the digestive or- gans, and some stock can be kept on a given area of land when it is the basis of the ration. On account of the smaller cost for labor, silage can be used for supple- menting pastures more economically than can .soiling crops. Unless only a small amount of supplementary feed is required. Converting the corn crop into silage clears the land sooner than if the corn crop is shocked and husked, and because of these advantages silage in the general opinion of dairy farmers has increased milk production per cow and has increased tne profits per acre. Lynch o f t h e State Department of Labor has sent a letter to Health .Officer S. W. Sayer of this village asking him to see to it that the Mercantile L a w a s amended by the 1914 Legislature is enforced In his jurisdiction. A similar request has been sent to the health officer in each third class city in the State and in each village that at the last State enumera- tion had a population of 3,000 or over* While the Labor Law directs that the Commissioner of Labor enforce the merchantile provisions in the first and second class cities of the State, the law's enforcement in third class cities and villages with 3,000 or more is laid upon the local health authorities. In order that the local authorities may be aware of the recent amend- ments to the law relative to employ- ment of women and children, which Commissioner Lynch ia especially anx- ious about, a letter has been sent out by the Commissioner. In the letter Commissioner Lynch says: "Your at- tention is directed to amendments made to the Labor L a w a t t h e last session of the Legislature, especially those affect- ing the employment ol minors and women in mercantile establishments. In giving an outline of the changes in the law it will be of interest to give the definition of the term 'mercantile es- tablishment." It means any place where goods, wares or merchandise are offered for sale, and where children under 1G years of age and females over lf> are employed in the sale or trans- miasion of merchandise, articles or messages. "By amendment of section Ifil o f t h e Labor L a w , t h e hours of labor of chil- dren under Hi a r e restricted to eight a day and to forty vight a week and they may not be employed before 8 o'clock in the morning or after o o'clock in the evening of any day. The hours of women have been reduced to nine a d a y and they m a y n o t b o employed longer hours unless for the purpose of making a shorter work day of some o n e d a y o f the week. In no event may they be employed more than fifty-four hours a week or before 7 o'clock in the morn- ing or after 10 o'clock at night. "The amended law has awakened State-wide interest and the application and enforcement of its provisions are of prime importance. Local health officers are charged with the enforce- ment of the law in cities of the third class and in villages which at the last State enumerations had 3.1XK) or more inhabitants. (See sections 100 and 172 article 12, Labor Law). In this list there are forty-four cities of the third class ami seventy vdlages with a com- bined population of over a million in- habitants. "from information received at this office it appears that many health offic- ers are not fully informed as to the re- sponsibility placed upor. them b y t h e requirements of section 172 of the La- bor Law. Commissioner Lynch's aim, he said to a reporter to day in discussing the letters sent out, is to bring about a closer relationship between the Labor Department and the authorities upon whom devolves tho enforcement of the Mercantile Law in the smaller places of the State. "By getting the health officers and this Department in closer touch, there will of course be better co-operation and a better enforcement o f t h e l a w , " said the Commissioner, " i n t h e places to which we have sent letters there was a popuiation at the last State enumera- tion of 1,172,OHO, and this probably is much greater by now. Call and be convinced on prices at Parrina An Albany June 11 Said: After months of study and confer- ences with representatives of insurance companies, Superintendent of Insur- ance Frank liafbrouck announced that the state department had determined a basis for adequate minimum rates to insure employers against liability for compensation under the workmen's compensation law. The system in vogue in Massachusetts will be the basis for the rates i n N e w York Btate' and the formula for calcu- lation of rates will produce a loss of ratio of M 2-3 per cent and an expense ration of ii3 1-3 p e r cent. The original rate schedule adopted for this state exceeded that of Massachusetts, and Governor Glynn insisted upon its modi- fication. The compensation given to injured workmen a n d t o t h e dependents of those who are killed, according to Superin- tendent Hasbrouck is much larger than that provided in similar laws of any other state and therefore necessitate a larger premium for this liability and compensation than is necessary in these other states. The determination of Superintendent of Insurance Hasbrouck. as outlined in a statement given out last night, fol- lows. "The superintendent, acting in con* forrnity with the views of the govern- or, has determined to reject all conclu- sions which appear to be extreme and to adopt a formula for the calculation of rates which will produce a less rato of 00 2-3 per cent, and an expense ra- tio of 33 1 3 per cent. The conclusions of the department as to what will con- stitute adequate minimum rates are embodied in the memorandum which follows: "Schedules of rates t o b e filed by companies persuant to the provisions of section h7 of the insurance law, in ord^r to receive department approval as tk) adequacy, must be constructed on the following basis. "Pure premiums as sKown by Mass- achusetts schedule Z modified b y t h e experience in other compensation states and by the grouping of analogous haz- ards in minor classifications. "To such pure preminms should be added a loading of at least 8 per cent for the purpose of covering incom- pleted exeerience on outstanding claims and the catastrophe hazard. "For the difference representing the greater benefits pro video b y t h e N e w York law above those of the Massachu- setts law, a factor of two should be used as a multiplier. "For administration exgenses inslud- ing acquisition, its adjustments, in- spections, taxes and all other expenses a loading 33 1-3 p e r cent of the gross premiums' will be required. The de- partment will not prescribe the manner in which the 33 1 3 per cent margin allowed for expenses shall be distribu- ted by the companies. It will, how- ever require that the companies do not expend a greater amount of the premi- ium for the purposes above indicated. "With this information in their pos- session the department will expect the companies to proceed immediately with the printing of the manual of rates and to submit the same for approval not later than Monday, June 15, The de- partment now has in preparation a manual constructed on tne above for- mula, which will be ready in printed form on the date above mentioned. Companies that submit manuals which conform to the department mini- mum rates, or that provide for adequ- quate rates in excess of such minimum rates will receive department approval as a matter of course. Manuals prepared on different for- mula will require a reasonable time for consideration. "Minimum rates prepared in accor- dance with the formula outlined here will be subject to the following reduc- tions. "On policies, excluding the medical benefits provided in section 13 of the workmen's compensation law, a dis- count of 20 per rent will be permitted. "On policies of employers whose plants have been inspected in accord- ance with a schedule with this depart- ment, such schedule taking into consid- eration the audident experience of the inant, reductions will be granted t o e x - tent of the results shown by the inspec tioti report and record of experience, in no case, however, will a reduction be permitted that is greater than 40 per cent of the manual rate. A plan is now being formed by which employ- ers will receive the benefit of an early credit on baHis of inspection rating bureau. Such bureau will be composed of the various insurance carriers in this state and will be under the im- mediate supervision of this department "With the reduction as above indi- cated the gross premium shown by manual rates will be subject to a re- duction of approximately lA per cent. H e a n d two other Italians were rowing along the village front. While they were changing seats within 50 feet of the dock, the boat overturned. T w o o f them kept afloat until assistance came but Luigi sank and did not rise. He was 18 years old. a Catholic, and was born in itlay. His parents a n d o n e b r o ther hurvive. The Chateaugay Excelsior Co's mill in Chateaugay, together with costly machinery and about 1,200 bales of the completed orodact were totally destroyed by fire recently incurring s loss esti- mated at six or seven thousand dollars. There was $6,800 insurance on the prop erty. The mill was operated regularly and employed ahou* eight men on the average. The f\ra started in the upper part of the building where the bales of excelsior were stored but the cause is unknown. Roscoe P. Their boat was found half full of water the next morning and the men's hats were found in the Iske. Sunday the oars of t h e beat were found washed up on the shore but bodies hsve not been found, si though 30 or 40 men dragged the lake all day Sunday. T h e m e n owned a camp on the east shore of the lake. * According to the income tax reporta there are approximately 1,000 men and women in baranac Lake whose incomes are more than $3,000 annually. I n t h e 21st district, which embraces 19 counties, one of which is Franklin, there are 7,095 persons with incomes averaging over $3»(P00. Of these 540 earn from $20,000 to 100,000 a year each and 103 have incomes ranging from $50,000 to $100,000. Twenty- seven swear that their incomes are over $100,OCX) a year. Byron Traver, a marine in the Un- ited States navy, who took part in the occupation at Vera Cruz, was badly burned across both hands when he was ? [razed by a bullet during the 1st day's ighting. One hand was burned t o t h e bone, while the other was slightly achorched. Vpung Traver, with Char- les Backus, son of J. C. Bsckus, of Watertown was firing frt>m behind s curb stone in the streets of Vera Cruz. A shot from a Mexican rifle passed within s half inch of Backus' head and struck Traver's hands. Traver is a nephew of Mrs. B. S. O'Neil, of Mas- sena, and is a graduate of Msasena high school. Prof. Edwin B. Wheeler, who has oc- cupied the chair of physics at Clarkson College, Potsdam, for the last six years, has tendered his resignation, to the board of trustees and it has been accepted, to take effect with the close of the perfect college year. Prof. Wheeler is one of the oldest members of the college faculty and it was with a feeling of greatest regret that the trustees accepted hi* resignation. Prof. Wheeler has not been in exellent health recently and it is this fact that has i*aus*>d him to give up his position. It is also |K>ssible that he may do some post graduate work. On July 1 the Ogdensburg postoffice will become first class and the post- master will be entitled to a raise of $100 a year in salary. A cbief clerk will be promoted from the ranks and given a similar increase, litimately all of the carriers and clerks will en- joy an increase of $100 JHT annum, as the salarj limits for JM>H1B! employes of these grades will be lifted u p t o t h e level of those of all first class offices. A special committee has been named to formulate a new set of rules for the Jefferson county hoard of bUfH,*rvisors in order to expendite business and to meet the requirements of the state comptroller's office. It isprobable that all the old committees will be baolished and new ones established anpl that un- der the new plan assessment rolls will be delivered to the rlerk of the board properly footed and recapitulated on October 10th ef each year. The clerk would then examine the rolls and turn thern over to the committee. This would save much delay after the ses- sion had begun. Tht-re is also a plan for the board to meet quarterly a s a board audit the main legislative busi- ness being transacted as usual in the fall. In order to interest the farmers and horse breeders of St Lawrence county in the horse show feature of the Ogd- densburg fair this year, the manage- ment has added to the prize list over a score of classes open only to this county. Last fall at the close of the fair some of the farmers residing in this vicinity complained that the county breeders should have classes of their own and not be obliged to meet out- siders in competition. To meet this de- sire the management in making u p t h e list for this year, s e t off about 20 for actual residents. The program at the Presby- terian church was extensive and wsjl presented under the direction of Super- intendent Cuahman and (he teachers at the Methodist church. There were songs and recitations which were very interesting to the large congregation present. In the absence of Superin- tendent Baker, Walter Hyatt had charge. At the West Side chapel the program was arranged by Mrs. Robert Sheckard and Miss Aleda Gamble and it was well presented, Tbe chapel . was handsomely decorated with potted plants and cut flowers.
