THE WHISTLER STORy

The story of Whistler is the place, the people and the Olympic Dream.

The land around the small chain of lakes had been inhabited for thousands of years by the Coast Salish First Nations. The valley itself was an isolated wilder-ness, frequented only by people from the Lil’wat and Squamish Nations, until a trail linking Pemberton to the Pacific was opened in 1877, attracting prospectors and trappers like John Millar.

Over the next several decades other enterprising folks, including Alex and Myrtle Philip and Philip Tapley arrived, turning the isolated valley into a lively, sociable community, with Saturday night dances at the lodge, fishing, boating, picnicking, hiking, exploring, skating, snowshoeing and that new sport—skiing.

In 1960, a group of Vancouver businessmen had a brain-wave—Vancouver and the mountains north of it, would be a perfect place to hold the ’68 Winter Games. They began a search for suitable terrain, but one Norwegian, Franz Wilhelmsen, already knew the ideal location. He was nuts about the exhausting yet exhilarating sport of backcountry skiing, it only needed a chairlift to make his life complete!

Proposals were submitted, rejected, modified, researched, rejected again, financed and finally, lift construction began in 1965. Whistler didn’t host those Winter Games, and failed in the next bid attempt too, but the vision was always crystal clear: a world-class summer and winter resort, skiing in wide-open bowls and on long, treed trails in winter as well as fishing and hiking in summer, with a commercial area to service the multitudes. The Garibaldi Lift Company opened the Gondola, Big Red Chair and two T-bars on the west side of Whistler Mountain on February 15, 1966.

Whistler then needed a local government, but one that recognized its unique character and its potential to become a year-round resort. The answer was the Resort Municipality of Whistler, incorporated on September 6, 1975, as the first designated resort municipality in the country.

Locals made plans to launch Whistler into the international marketplace. They had architects design a pedestrian village at the foot of Whistler and Blackcomb Mountains. Al Raine, then the Provincial Coordinator for Ski Development, called for proposals to develop a sister ski area on Blackcomb. The Garibaldi Lift Company committed to building a three-stage lift access up the north side of Whistler. The Resort Association was created to sell Whistler to the world. And when the village and Blackcomb opened for business in December 1980, the world came.

Locals began to plot another strategy that would extend the Resort’s business through the spring and summer. The strategy involved a careful mix of summer amenities that fit the mountain landscape, like golf and hiking, a line-up of art, concerts and festivals. It worked. Since 1989 the accolades have poured in. By the new millennium, annual visitation surpassed 2 million, with summer visitors exceeding winter and the permanent population growing to 9,500.

Most fittingly, after a third attempt, on July 2, 2003, more than 5,000 residents gathered in Village Square to cheer Jacque Rogge, the President of the International Olympic Committee telecasting live from Prague, as he announced Vancouver/Whistler as the host of the 2010 Winter Olympic and Paralympic Games.

AN INTRODuCTION TO buyINg PROPERTy IN WHISTLER

There are many advantages to owning property in Whistler whether for residential or

recreational purposes; lifestyle, quality of life, equity appreciation, revenue from periodic

and seasonal rentals. Whistler has it all! Set in one of the world’s most pristine valleys

and anchored by the number 1 ski resort in North America, Whistler continues to be

an attractive option for resort homebuyers both locally and around the globe.

Residential Use Zoning

Properties zoned for “residential use” may be used as primary residences, long-term or seasonal rentals – for periods not less than 28 days – or for personal and recreational use. They may not be used for commercial activities such as nightly or short-term rentals.

As a resort community it was imperative that the urban planning of Whistler’s community would enable it to host its numerous visitors. As a result, various zoning and convenant by-laws, based on location and property type, were put into effect.

www.remax-whistler.com 7AN INTRODUCTION TO bUYINg PROPERTY IN WhISTLER

Working with buyers both locally and internationally our RE/MAX agents understand that finding of

the right type of property can be somewhat overwhelming, particularly for first home and non-resident

buyers. The RE/MAX team will guide you through the various types of properties, the advantages

and disadvantages as they pertain to your specific requirements, explaining every facet so you can be

comfortable and confident in your decisions. Below is a brief explanation of the types of properties, their

zoning restrictions and the commonly used terms and expressions in Whistler real estate transactions.

Whistler’s development cap is set at 62,150 bed units, including resident restricted housing. A bed unit is a measuring tool that reflects the servicing and facility requirements for one person. As of December 31, 2005 the number of developed units reached 46,387 or 84% of the total with the remainder already allocated.

Tourist Accommodation Zones

Properties with this zoning are special in that they have the ability to allow guests to rent on a short term basis either through a professional rental management firm or through the property owner. They also allow owner use, which adds a lifestyle component to the investment.

Many of these tourist accommodations have covenants registered against the title that determines the amount of personal usage of the property. These properties are generally referred to as Phase I and Phase II and are largely located in the Whistler Village and on the Blackcomb Benchlands.

Phase II CovenantProperties with a Phase II covenant are generally Condo/Hotel properties, such as the Westin Resort and Spa,

Four Seasons Resort and Spa and Pan Pacific Mountainside. This covenant allows the owner use up to 56 days per year—28 days in the winter and 28 days in the summer. For all of the days the property is available for rent, the owners who are part of the rental pool will receive a percentage of the rental revenue from all the suites in the hotel each night. This style of property is best suited to those coming to Whistler for a couple of weeks per year or investors interested in revenue producing properties and long term capital gain.

Phase I Covenant (and some Land use Contracts)This covenant gives the owner the most flexibility and control over their property. The owner has unlimited

personal use and the property may be made available for nightly, short term or long term rental. Owners can choose their own rental management company and/or use the property personally. These properties are scattered throughout Whistler but the majority are found only a short bus ride from the Whistler and Blackcomb Gondolas.

Whistler Live Sites Program $8.0 millionIts legacy will be that of showcasing Whistler offering billions of viewers the opportunity to see Whistler from both a local’s perspective as well as a dynamic international resort.

Whistler Conference Centre $3.0 millionUpgraded in 2003 to facilitate the Media Centre during the games, this venue underwent a modernization project to become Whistler’s major meeting space attraction and reflects a vision for long-term community development.

Highway 99 improvements $600+ millionAs part of the Olympic bid process the Sea to Sky Highway Improvement Project was scheduled to be completed in 2009 in time for the 2010 Olympic Games. In addition to meeting the area’s future traffic needs, the upgrades will also enhance economic development opportunities in communities along the highway and in the province as a whole.

In addition, Bell will hugely advance the telecommunica-tion infrastructure within the Sea to Sky Corridor as well as at the venues. To some extent, the new Squamish Lil’wat Cultural Centre can also be included in this list, as they have received considerable support because of the showcase opportunities in 2010.

further to these “hard” legacies, Whistler will gain from many “soft” legacies, such as:

■ The huge media exposure before and

during the 2010 Winter Games. During

Games time alone it is expected for

Whistler to make 3 billion “new dates”

on TV.

■ Community Pride and a “Can-Do”

mentality

■ Increasing involvement of the Lil’wat

and Squamish First Nations with the

Whistler community

■ Advanced business skills

■ Deepened collaboration between

Whistler stakeholders, levels of govern-

ment and tourism organizations

■ Increased accessibility to and within

Whistler

■ Substantial support for the arts

■ Educational programs at local schools,

including the media arts program at

Whistler Secondary School

■ Work and volunteer experience for

locals, including high school students

■ Showcase opportunities for Whistler

sustainability stories, the Whistler

Adaptive Ski Program, etc.

To ensure that the community of Whistler continues to benefit from the $2 billion invested in its infrastructure and the opportunity of being showcased to an international audience of 2–3 billion people, a programme called the “2010 Legacies Now” has been introduced. This programme is dedicated to strengthening arts, literacy, sport and recreation, physical activity and volunteerism leading up to and beyond the 2010 Olympic and Paralympic Games. The 2010 Winter Games will bring a variety of “hard and soft legacies” to Whistler. Whereas community assets, such as the new Olympic venues and the Athletes’ Village constitute hard legacies, soft legacies include awareness creation, relationship building, skill development and much more.

WHISTLER SOuTHCONDOMIN IUMS AND TOWNhOMES

On approaching Whistler from Vancouver the neighbourhoods located at the southern end of the Whistler Valley, both old and new, are scattered along the base of Whistler Mountain’s northwest facing slopes and beside the beautiful lakes of Alpha, Nita and Alta.

Creekside itself is the hub of this area, claiming to its fame that it was the original Whistler and the location of the first gondola. Over the last 5 years it has received a significant face change and now provides the surrounding neighbourhoods with an alternate location for amenities such as schools, shops, restaurants and bars. Whether travelling south or north of Creekside there is a valley trail system that links each as it meanders passed the beautiful lakes of Alpha, Nita and Alta.

Properties within most of these neighbourhoods vary considerably with the old and new, luxury and traditional blending artfully and cohesively. The area still offers good value for money with opportunities for building your own dream home, renovating a slightly older home, buying into modern ski-in/ski-out condos or just finding a home with that private setting – but still just 5-10 minutes from all the action.

the buying ProcessBuyers, in particular first time and non-residents, often

find the buying process overwhelming and although

our RE/MAX agents will guide you through the steps

here is a brief explanation:

■ reVieW ProPerties matchiNg

your criteria—our agents have access to all

listings in the Whistler valley and will work with you

(the buyer) to create your short list.

■ PreVieW ProPerties—your chosen agent will

tour you around to view your chosen short list

while explaining the merits of our neighbourhoods.

■ offer—once you have found the right property

for you, we will prepare an offer to be presented

to the Sellers Agent. This will either be accepted or

‘countered’ by the sellers with a counter-offer.

■ couNter offer—This is when the sellers return

the contract with their terms and conditions. At

this point you have the choice to either accept

these terms or re-counter with new terms.

■ accePteD—When both you and the seller agree

to all the terms and conditions in the contract the

deal is considered accepted.

■ laWyers, accouNtaNts,

mortgage aDVisors etc.—Your agent will

assist you in finding suitable professionals.

■ Due DiligeNce—Your agent will assist you in

researching, evaluating and reviewing all aspects

of buying the property in order to start removing

your conditions of sale.

■ subject coNDitioN—These are specific terms

on which the offer is conditional and each will

have a date by which you have to complete them.

By ‘removing subjects conditions’ the contract

becomes a firm & binding.

■ DePosit—Your deposit will be held in trust by

your real estate company and forms part of the

purchase price upon completion.

■ firm—Once ‘subjects’ have been removed the

contract is firm & binding—your lawyer will contact

you prior to the “closing date” to facilitate your

understanding of the contract, mortgage contract

and releasing of funds.

■ closeD—The Title of the Property is now transfer-

able to your name and you will be able to take

possession of your new home.

gst informationThe GST, Goods and Services Tax, is a 5% federal tax. It is a value added tax and in the case of real estate, it applies to the purchase of new construction and on the resale of accommodations that have been rented out for short term / nightly rentals. It also applies to most of the services provided in completing a real estate transaction.

The payment of GST can be deferred if the new purchaser is going to continue to offer the property for short term or nightly rental for 90% of the time and becomes a GST registrant. Becoming a GST registrant is a straightforward procedure of completing four forms. Once you are a GST registrant, you are entitled to claim credits for the GST that you pay, for example on legal fees, property management fees, and utilities such as electricity, gas, cable and telephone. You are then required to charge, collect and remit GST on the nightly rentals, which in some cases may be done through your property manager. You will be required to file an annual GST return as well.

GST rebate is available under certain conditions where the house is to be a principal residence. However, most properties in Whistler do not apply.

gST on New HomesWhen you buy a newly constructed home, condominium or townhouse, the entire purchase price including land is taxable. If the home is going to be your primary place of residence, it may qualify for a partial GST rebate, depending upon the sale price. If the property is to be rented to tenants, the full 5% GST is charged on the purchase price.

gST on Resale HomesThere is no GST on the purchase price of a used residential property that has been occupied as a residence before you bought it. Used residential property includes an owner occupied house, condominium, apartment, summer cottage, vacation property or non-commercial hobby farm.

Note: GST will change when it becomes a harmonized sales tax (HST) in July 2010.

Your RE/MAX Real Estate Agent has more details and can be contacted regarding this or any other question you may have about your Whistler real estate purchase.

WHISTLER VILLAgECONDOMIN IUMS AND TOWNhOMES

At the heart of Whistler is obviously The Village, which is the central location for most of the tourist accommodations and activities for both the winter and summer seasons. The Village boasts easy access to the mountains, pedestrian walkways, world class restaurants, service, activities and shopping.

From its early conception The Village has been carefully designed and managed to create a world class resort with all the amenities. Whistler’s success has led to an expansion northwards to the Marketplace and eastwards along the base and escarpments of Blackcomb Mountain.

A plethora of property types are available throughout The Village from luxury residences, ski-in/ski-out chalets, condos and townhomes as well as ownership which allows for revenue generation from nightly rentals.

The internet has ushered in an age of readily accessible information and with dozens of discount self-serve brokerages popping up each day, you can easily be swayed into thinking handling the sale of real estate is a simple affair. BUT, remember it’s been proven that up to 80% of all For Sale By Owners eventually turn to the services of a real estate professional. And with good reason.

Licensed REALTORS® are professionally educated, and fully trained to guide you through the sales process with the least amount of risk possible. They are monitored and guided by their brok-ers and governed by real estate law. They are sworn to uphold to a strict code of ethics and have access to vast array of resources, includ-ing their strong network of real-estate-related professionals with whom they have worked with personally, often for decades. Successful

transactions and happy clients are key to their livelihood and reputation. It is their business to know exactly what’s going on in their market, as well as in their community.

In our small communities, our RE/MAX REALTORS® have frequently been in the business long enough to have been involved in the sales process of the same home more than once - they can anticipate issues with underground oil tanks, previously problematic roofing, zoning issues, flood zones and other un-disclosed situations which may affect the true value of your property. They have a database of experienced professionals to offer solutions that they have personally worked with in the past and have networks of affiliates to facilitate the sales process.

WHy uSE A REALTOR®?A REALTOR®’s commitment to high standards of professional conduct works to the advantage of buyers and sellers alike.

Whistler/blackcomb mountain statisticsLocated in the Coast Mountain range of British Columbia, Whistler consistently offers the most reliable snow conditions, receiving an average annual snowfall of 10.22 metres (33.5 feet). Due to Whistler’s coastal proximity, temperatures are moderate through the winter season, rarely dipping below -10°C (12°F) in the valley and -15°C (5°F) in the alpine during the coldest part of the year. Expect -5°C (22°F) average daily alpine temperatures during most of the winter months.

Whistler broke records in December 2008 with the opening of the brand new PEAK 2 PEAK Gondola. Linking the summits of Whistler and Blackcomb Mountains, it boasts the longest unsupported lift span in the world at 3.024 kilometres (1.88 miles) and is the highest lift of its kind at 415 metres / 1,361 feet. WHISTLER NORTHCONDOMIN IUMS AND TOWNhOMES

North of the Village lies most of Whistler’s larger residential neighbourhoods stretching approx 10kms along the Sea to Sky Highway; from the communities surrounding the Village such as White Gold and Whistler Cay Heights to most northerly community of Emerald.

Once again these communities are linked by the Valley Trail System through a series of paths which wind alongside lakes, through wooded areas and passed world-renowned golf courses. Amenities vary considerably within each neighbourhood including Nesters with its own shopping centre and Alpine Meadows with its ever-so popular Sports Centre holding local hockey tournaments to the quieter more remote pockets of Whistler Cay located along the northerly shore of Alta Lake.

Often referred to as where the locals live, these com-munities offer a blend of old and new single family homes and townhouses often situated on large lots, with amazing views of Whistler, Blackcomb, Wedge and Armchair Mountains—but also only 5–10 minutes drive from the Village.

This covenant gives the owner the most flexibility and control over their property. The owner has unlimited personal use and the property may be made available for nightly, short term or long term rental. What is Whistler2020?Whistler2020 is our community’s shared vision and plan

for continued success to the year 2020—and an ambi-

tious step on a longer journey to a sustainable future.

Rooted in our values and a science-based approach to

sustainability, Whistler2020 is long-term, comprehensive,

community-developed, community-implemented, and

action-focused.

Inspired by our natural surroundings and heritage,

Whistler has always been visionary and thoughtful about

planning. Building on the resort community’s previous

five-year vision, Whistler2020 was developed over three

years of consultation and community collaboration

before it was adopted in 2005.

The global and local challenges that face Whistler

highlight the need for an overarching sustainability-

based approach to planning. Whistler2020 uses such

an approach—to inspire, align and guide our resort

community toward a shared vision of sustainability

and success. Drawing on local and external knowledge,

Whistler2020 informs decision-making, optimizes use of

limited resources and provides a framework for aligning

community efforts in a common direction.

A new way of planning is required that focuses on build-

ing a forward-looking and adaptable resort community.

This ‘comprehensive sustainability’ approach to planning

must integrate innovative solutions to address local

and global challenges and employ an upstream and

systems-based perspective at all levels (i.e. focus on root

causes, not symptoms).

Presenting both challenges and opportunities, global and

local trends set the context for influencing and shaping

the future of communities such as ours. Recognizing

external trends and understanding their potential impacts

is an important part of Whistler2020.

Whistler2020 was developed by the community, and for

it to be truly effective it needs to be both supported and

implemented by the community. The RMOW houses the

Whistler2020 Team, but the creativity, direction and exe-

cution of the plan is a product of the ongoing dedication

and commitment of Whistler2020 Partners, community

task forces, and the many organizations and businesses

that are making its vision a reality on a daily basis.

Shared Ownership

Sharing the ownership of a home provides all the lifestyle benefits of owning a second home at a fraction of the cost. Options vary from 1/2 share, 1/4 share, 10th share to the well-known timeshare. For many who desire a “quality resort experience” but only able to use their property a fraction of the time, shared ownership could be a viable option.

Prices start at $125,000

Real Estate in Whistler, like Beauty, is in the eye of the beholder. Twenty five years of participating in the development of Whistler, and assisting many buyers and sellers to realize their dreams, has provided us with a greater perspective on the requirements of our investors and their real estate needs.

Ever dreamed of owning “that special recreational property”, but its just too expensive or not cost effective?

Most vacation properties in North America are extremely underutilized. Statistics indicate that, on average, they are occupied less than 56 days per year leaving them unoccupied over 85% of the time. Most families who desire a “quality resort experience” are only able to use their property a fraction of the time it is available. It does not always make sense to tie up capital and pay all the costs of ownership (maintenance, taxes, insurance, resort fees, etc.) while the property sits underutilized.

Sharing the ownership of that home could be the answer, and there is a growing trend to invest in these programs, which provide all the lifestyle benefits at a fraction of the cost. Now, you can “co-own” your property. All you have to do is analyze your lifestyle objectives and long-term investment goals to realize which of the various share options match your requirements. Options vary from 1⁄2 share, 1⁄4 share, 10th share to the well-known, but often misunderstood, timeshare.

The real estate market is the largest local economy. As such, Whistler has had to adapt over the years to accommodate a growing variety of travelers from around the world, who have discovered our charm-ing village in the mountains. Shared Ownership is just one of those special Whistler options which by being fairly unique in its diversity, enables many people to share the experience.

The real estate market offers time share sales by the week for as little as $1,000, which is a way of

guaranteeing your annual visit in accommodation that is both familiar and affordable. We have a product At Nature’s Door which provides owner use of 5 weeks a year in a luxury, slope-side, townhome with full amenities and concierge service from approximately $250,000.00 and includes an equity position of 1/10th of title.

For those who want more use, we offer quarter share ownership giving owners a week per month at properties like Montebello for $259,000, while the Legends and Horstman House condominiums start at $99,000. Of course, many owners purchase more than one quarter or have friends and family join them in owning an entire unit.

Whistler still has beautiful homes and properties for anyone interested in joining the Whistler Experience. Don’t forget, Whistler is cohosting the 2010 Olympic and Paralympic Games! For more information on these and any other real estate questions contact us – [email protected].

THE PEMbERTON STORy

The Village of Pemberton is a spectacular 30-minute drive north of Whistler Resort, accessible directly off Highway 99. The Village, located at the foot of majestic Mt Currie, is the hub for the Pemberton Valley and its district. The district includes the Village, the First Nations community of Mt. Currie, plus the Pemberton Valley, D’Arcy and Birken.

The first people to call Pemberton their home were natives from an interior Salish tribe. They settled at the foot of Majestic Mount Currie and at the head of Lillooet Lake. During the 1880s, the area saw a large number of Europeans settle on the rich farmlands, instead of continuing on the northern gold rush.

Pemberton was first settled via the waterway at Lillooet Lake, but entered the age of the railway in 1914, when the first passenger train was established. With regular train service and a dwindling gold rush, more families settled in the valley to tap into the rich farmland and establish Pemberton as a growing area for world famous seed potatoes.

In 1967, the Pemberton Valley became the first com-mercial seed potato area in the world to grow virus-free seed potatoes.

With the success of Whistler, Pemberton has experienced tremendous growth in the past few years and has been one of Canada’s fastest growing communities.

Today, Pemberton has two 18-hole golf courses, horse-back riding, lots of local lakes for fishing, hiking trails, mountain bike trails and is very popular in the winter as a snowmobile recreation area. The district also provides a variety of shopping, dining, accommodations, and a thriving service and light industrial sector.

The Pemberton district abounds with natural beauty surrounded by three of the most beautiful Provincial Parks in BC. There is ample opportunity for camping at Birkenhead Lake, Garibaldi, Joffre Lakes and Nairn Falls parks.

Pemberton is easy to reach by road and air. Highway 99 is a well maintained major provincial highway. The Village’s airport provides access for fixed wing and helicopter traffic.

PEMbERTON

Nestled at the foot of the rugged peaks of Mount Currie, which rises some 8,000 ft, the Village acts as a service hub for the area around the intersections of the Green, Birkenhead and Lillooet river valley. Tourism has become a strong economic player enhancing the farming and forestry mainstays. Pemberton has also become a destination for visitors from around the world as well as a place that more and more young families are calling home.

There are approximately 2,500 residents in the Village and its neighbour-hoods. In recent years, Pemberton has undergone a building boom, it is no longer a sleepy little village, but a community blending the old and new. An increase in population has created new real estate opportunities, including a strata-titled hotel, condominiums, townhomes, single-family dwellings and commercial space.
