Antitrust Guidelines for NPCC Meetings Mr. Fedora reviewed the NPCC Antitrust Guidelines in the Agenda package, and suggested contacting NPCC Inc.’s Assistant Secretary, Andrew Fawbush, at (904) 598-6133 for further information.

President & CEO Report Mr. Schwerdt reported on the following items: Events Analysis and the May 25, 2014 Millstone Outage To put the overall events analysis effort in perspective, NPCC has reviewed so far this year a total of some 79 system events that have been voluntarily submitted to NPCC by Member Systems. The willingness of the NPCC Members to share events information has resulted in the submittal of some 40 Event Reports to NERC, in which seven opportunities for Lessons Learned were identified and approved for industry-wide posting. In addition, certain of these disturbances rise to the level of significance that they are separately presented to the RCC for review and acceptance. You will recall that this past June, the RCC accepted upon the recommendation of its subject matter expert Task Forces, the detailed post-contingency analyses following the July 3, 2013 disturbance in Hydro Québec. The post analysis of the May 25, 2014 outage of the Millstone Station followed a similar technical review path through the applicable Working Groups and Task Forces and will be presented for your acceptance. Winter Reliability Assessments The winter of 2013–2014 brought the Northeast the Polar Vortex, several un-named cold snaps, and a renewed appreciation for fuel availability and fuel diversity. That experience gave rise to a special NERC report and numerous regulatory data requests. This year’s NPCC Reliability Assessment for Winter 2014-2015 is again an in-depth, independent, technical and probabilistic analysis of the operational readiness of the five operating areas within Northeastern North America. With respect to ISO-New England, the most vulnerable area within NPCC to the impacts of constraints on gas delivery, the report incorporates the effects on an enhanced Winter Reliability Program, and acknowledges the expectations of improved performance based on increased gas-electric communication and coordination, and the implementation of more timely market signals. Resource Adequacy and Transmission Reviews International reliability interdependency requires both thorough assessments and interim reviews of each other’s resource and transmission plans to verify that mutual reliance is both justified and appropriate, as well as to provide early warning signs of any negative trends. These invaluable activities are conducted by NPCC’s Task Forces and Working Groups against the more-stringent, Regionally-specific criteria that are the foundation of Northeastern North American reliability. On today’s agenda alone there are two comprehensive resource adequacy reviews, three interim reviews of resource adequacy, one interim transmission review and a Region-wide long range review of resource

adequacy. He stated it is an impressive body of work for which you should all be very proud. Taken together, all of the reliability activities reviewed highlight the benefits of strong Regional coordination and demonstrates that NPCC has kept its focus on proactively assuring reliability through collaboration, rather than mandating compliance through enforcement.

Chair Report Meeting Agenda Mr. Briggs noted that the approval of the Modification of the Niagara 230 kV Generation Rejection Type I SPS has been struck from the Agenda. The RCC then approved the Agenda. New England A-10 Extension Request Mr. Briggs stated, for the record, that New England’s request for a six month extension of the time to complete its re-assessment of BPS classification was approved by the NPCC RCC via electronic ballot concluding October 31, 2014. A quorum (two-thirds of 41) was satisfied by the 36 submitted votes. Nominating Committee Report Mr. Briggs said that at the last meeting, the RCC formed a Nominating Committee (consisting of Messrs. Garton and Appelbaum) to recommend a candidate (or candidates) for the position of a 2015 Co-Vice Chair for RCC consideration and NPCC Board approval. He reported that the Nominating Committee has recommended Mr. Crissman of the New York Power Authority (NYPA) for the position of RCC Co-Vice Chair. He has indicated his willingness and ability to serve. 2015-2016 RCC Work Plan Mr. Briggs indicated that the RCC 2015-2016 Work Plan would be considered for approval later in the meeting following RCC approval of the Task Force 2015-2106 Work Plans. 2015 RCC Roster Mr. Briggs referred the RCC to the 2015 RCC Roster provided in the Agenda package, and asked for any corrections or changes; none were provided. 2015 RCC Meeting Dates& Locations Mr. Briggs stated the following dates have been confirmed: Wednesday, March 4 – New York Times Square Residence Inn

2014 Interim Reviews of Resource Adequacy The Ontario, New York and Maritimes 2014 Interim Reviews of Resource Adequacy were approved as provided in the Agenda package. NPCC representatives to NERC’s Critical Infrastructure Protection Committee Approved as provided in the Agenda package.

Reliability Coordinating Committee Actions 2014 – 2015 NPCC Winter Reliability Assessment Mr. Courchesne presented the 2014 – 2015 NPCC Winter Reliability Assessment provided in the Agenda package. The assessment was prepared by the NPCC CO‐12 Seasonal Assessment Working Group and focuses on the assessment of reliability within NPCC for the 2014/2015 Winter Operating Period. Mr. Fedora explained that the NPCC CP‐8 Working Group’s multi‐area probabilistic reliability assessment for the 2014/2015 Winter period was previously approved by the RCC at its June 2014 meeting. Results of CP-8 Working Groups assessment are included as a chapter in this report and supporting documentation is provided in Appendix VIII.

He provided an update of weather outlook based on the latest available US NOAA and Environment Canada Winter forecasts. The RCC then approved the 2014 – 2015 NPCC Winter Reliability Assessment, as provided in the Agenda (all written proxies in favor, with four abstentions: Sector 4, Generator Owners – David Ramkalawan, Ontario Power Generation, Inc., Sector 5, Marketers, Brokers, and Aggregators - Louis Guilbault, HQ Energy Services (US) Inc., Yannick Vennes, HQ Energy Marketing Inc., and Glen McCartney, Constellation Energy Commodities Group, Inc.). New England Comprehensive Review of Resource Adequacy Mr. Wong summarized the materials provided in the Agenda package related to the New England Comprehensive Review of Resource Adequacy. This Review, covering 2015 through 2019, was prepared by ISO-New England accordance with Appendix D of NPCC Directory No. 1 - Guidelines for Area Review of Resource Adequacy. The TFCP reviewed the report and agrees with its conclusion that the New England Area will comply with the NPCC Resource Adequacy Criterion for all years from 2015 to 2019 and recommends RCC approval. The RCC approved the New England Comprehensive Review of Resource Adequacy as provided in the Agenda package (all written proxies in favor, with four abstentions: Sector 4, Generator Owners – David Ramkalawan, Ontario Power Generation, Inc., Sector 5, Marketers, Brokers, and Aggregators – Louis Guilbault, HQ Energy Services (US) Inc., Yannick Vennes, HQ Energy Marketing Inc., and Glen McCartney, Constellation Energy Commodities Group, Inc.). Quebec Comprehensive Review of Resource Adequacy Mr. Lagrange summarized the materials provided in the Agenda package related to the Quebec Comprehensive Review of Resource Adequacy. The Review (submitted in accordance with Appendix D of NPCC Directory No. 1 - Guidelines for Area Review of Resource Adequacy) covers the study period from winter 2014-2015 through winter 2018-2019. Changes in assumptions about facility and system conditions, generation resources availability, load forecast and electricity sector regulations since the last Comprehensive Review and the impact of these changes on the overall reliability of the Québec electricity system were described. The TFCP reviewed the report and agrees with its conclusion that the Quebec Area will comply with the NPCC Resource Adequacy criteria for all years from 2015 to 2019 and recommends RCC approval.

The RCC then approved the Quebec Comprehensive Review of Resource Adequacy, as provided in the Agenda package (all written proxies in favor, with three abstentions: Sector 4, Generator Owners – David Ramkalawan, Ontario Power Generation, Inc., Sector 5, Marketers, Brokers, and Aggregators – Louis Guilbault, HQ Energy Services (US) Inc., and Yannick Vennes, HQ Energy Marketing Inc.). NPCC 2014 Long Range Adequacy Overview Mr. Fedora explained that the NPCC 2014 Long Range Adequacy Overview evaluated, on a consistent basis, the long range adequacy of NPCC and neighboring Regions’ plans to meet their Resource Adequacy Planning Criteria through a multi-area probabilistic assessment for the period from 2015 to 2019, based on the information reported in NERC 2014 Long Term Reliability Assessment and the respective NPCC Area Reviews of Resource Adequacy. The study demonstrated that the NPCC areas are estimated to have, on average, an annual LOLE less than 0.1 days/year through the 2015 – 2019 study period. The Task Force on Coordination of Planning reviewed the report, agreed with the report’s assessment and recommends RCC approval. The RCC then approved the NPCC 2014 Long Range Adequacy Overview, as provided in the Agenda package (all written proxies in favor, with three abstentions: Sector 4, Generator Owners – David Ramkalawan, Ontario Power Generation, Inc., Sector 5, Marketers, Brokers, and Aggregators – Louis Guilbault, HQ Energy Services (US) Inc., and Yannick Vennes, HQ Energy Marketing Inc.). SPS retirements/modifications associated with the Maine Power Reliability Program (MPRP) In accordance with the NPCC Regional Reliability Reference Directory No 7 - Special Protection Systems Appendix B, Section 3, Mr. Conroy notified the RCC of Central Maine’s Power intent to retire two Type I and two Type III SPSs, and remove Maine inputs the Maritimes Islanding Type I SPS. He explained as a result of the system reinforcements accomplished by having the MPRP in-service, there will no longer be a need for these SPSs. The Task Force on System Studies and Task Force on Coordination of Planning have both reviewed the request, and recommends approval of the proposed SPS retirements/modifications associated with the MPRP, according to the stated schedules. The RCC then approved the SPS retirements/modifications associated with the Maine Power Reliability Program, according to the stated schedules, as provided in

the Agenda package (all written proxies in favor, with three abstentions: Sector 4, Generator Owners – David Ramkalawan, Ontario Power Generation, Inc., Sector 5, Marketers, Brokers, and Aggregators – Louis Guilbault, HQ Energy Services (US) Inc., and Yannick Vennes, HQ Energy Marketing Inc.). UFLS Adequacy Assessment Messrs. Latulipe and Morissette presented the SS-38 Working Group’s NPCC UFLS Adequacy Assessment for the year 2018. The assessment, provided in the Agenda package, was reviewed with TFSS and is recommended for RCC approval. The RCC agreed with the report’s conclusion that the IESO, New Brunswick, the New York-ISO, ISO-New England and Hydro-Quebec UFLS programs implemented in their respective areas are in conformance with the NPCC Directory No. 12 UFLS Implementation Plan, and are coordinated and meet the performance characteristics in simulations of underfrequency conditions defined in NERC PRC-006-1 standard, for the NPCC system topology expected in 2018. The RCC then approved the UFLS Adequacy Assessment for the year 2018, as provided in the Agenda package (all written proxies in favor, with three abstentions: Sector 4, Generator Owners – David Ramkalawan, Ontario Power Generation, Inc., Sector 5, Marketers, Brokers, and Aggregators – Louis Guilbault, HQ Energy Services (US) Inc., and Yannick Vennes, HQ Energy Marketing Inc.). 2015 NPCC Criteria Compliance Enforcement Program Implementation Plan Mr. Kopman presented the 2015 NPCC Criteria Compliance Enforcement Program Implementation Plan provided in the Agenda package. The Implementation Plan specifies the due dates, compliance years, and the reporting and certifying entities for each submittal. Full Members will be required to Self-Report compliance with these Criteria/Directories. 2015-2016 Task Force Work Plans The Task Force chairs highlighted their respective 2015-2016 Task Force Work Plans provided in the Agenda Package. Millstone Event Analysis Messrs. Bruun and Wegh described a May 25, 2014, event during which off-site power to the Millstone nuclear station was interrupted, and presented Northeast Utilities’ findings and causal analysis identifying the root and contributing factors of the disturbance, together with the mitigating actions pursued by Northeast Utilities. NPCC’s Task Force on the Coordination of Operation, the Task Force on the Coordination of Planning, and the Task Force on System Protection presented their respective reviews of the event analysis. The RCC accepted the analysis presented by Northeast Utilities, including the corresponding respective NPCC Task reviews of the analysis. The Task Force on Coordination of Operation agreed to monitor the status to completion of the implementation of the recommendations of the report.

NPCC Regional Standards Committee (RSC) Report Mr. Zito briefly explained that he has been working with Mr. DiFilippo, TFSP Chair, regarding a strategy moving forward regarding the PRC-005 Standard, and reminded the RCC that the PRC-002-NPCC-01 Standard was developed from the NPCC A15 criteria, which is still in place. He also emphasized the NPCC Board’s interest cost effectiveness being applied to both the NPCC Regional Standards and the NPCC criteria. NPCC Compliance Committee Mr. Buffamante reported that 1) the RAI dominated the extra Audit area activities in 2014; every audit conducted in 2015 followed the Inherent Risk Assessment for the Entity, 2) Internal controls evaluation will commence in 2015 for Entities that agree, and 3) the Self-certification program is under review with respect to alignment with the concepts of RAI. Regarding enforcement area activities, Mr. Kopman then made the following points: The number of possible violations have been reduced, from a high of 264 possible

violations (identified in 2012) , to 62 (through October 2014). The reduction is due primarily to NPCC outreach efforts, workshops, webinars and the Registered Entities work to improve their compliance programs and internal compliance procedures.

The average time to process violations (from discovery until released to NERC) has been reduced, from an average of ~339 days (at the end of 2013) to an average of 110 days (through October 2014), due primarily to the reduction of the number of violations being reported, and the new process and procedures related to the RAI.

Phase 2 Revision of Directory No. 1 Mr. Briggs noted that the Phase 2 revision of Directory No. 1 was expected to be presented to the RCC at this meeting. Mr. Norden explained that the Task Force on Coordination of Operation and the Task Force on Coordination of Planning are working to resolve two remaining issues by the first quarter of 2015; with the exception of the identified issues, the revision is approximately 98% complete. CIP Version 5 Revisions Update Mr. Goodrich noted a recent revision to the CIP Version 5 schedule; balloting will be open from November 25, 2014 through January 8, 2015; with a final ballot period from January 16 through January 26, 2015. With respect to the Physical Security Standard (CIP-014-1) he updated the RCC that the Commission will not modify CIP-014-1 to allow governmental entities to add or subtract facilities proposed by FERC. “We determine that the Commission’s enforcement authority under FPA Section 215(e), and particularly the use of targeted auditing following implementation of Reliability Standard CIP-014-1, will allow us to address the concerns raised in the NOPR.”

NERC Agenda Items Operating Committee (OC) Mr. Mosier reviewed the following December 2014 NERC Operating Committee Agenda items: Approval of the Standards Committee Guideline: Approving a Field Test Associated with

a reliability Standard; Approval of a new Reliability Guideline: Generating Unit Operations During Complete

Loss of Communications; Eastern Interconnection Frequency Response Initiative; and, Approval of the Integration of Variable Generation Task Force Final Summary Report

and Recommendations. Planning Committee (PC) Mr. Fedora reviewed the following items from the Draft December 2014 NERC Planning Committee Agenda: TADSWG recommendation of the sunset of collection of planned outage data; Approval of the Integration of Variable Generation Task Force Final Summary Report

and Recommendations; and, AC Substation Equipment Task Force Report and Recommendations.

Mr. Evans-Mongeon then provided an update on the NERC Essential Reliability Services Task Force activities. He explained to keep the initiative on schedule, the “Concept Paper on Essential Reliability Services that Characterizes Bulk Power System Reliability” will be presented to the PC for their endorsement. Critical Infrastructure Protection Committee (CIPC) Mr. Hogue reviewed the following items on the December 2014 NERC Critical Infrastructure Committee Agenda: CIP version 5 revisions; CIP version 3 transition to CIP version 5 and, CIP-014 – Physical Security Standard – the mandatory compliance date is October 1,

2015. Informational Items

Mr. Briggs referred the RCC to the materials included in the Agenda package. The following Informational Items were discussed at the meeting: GridEx III Mr. Goodrich explained that GridEx III is scheduled for November 18 – 19, 2015. Technologies, Cyber Security, Physical Security and Business Continuity and Resiliency staffs are also being asked to consider participating in GridEx III. NPCC Frequency Response Activities Mr. Roman briefly summarized the materials provided in the Agenda package regarding recent NPCC Frequency Response activities. He explained that NPCC staff and a consultant have been working over the last five to six months with the NPCC Balancing Authorities to complete a governor response survey in order to obtain accurate generator response information for modeling improvement of the governor representation used for dynamic simulation of Eastern Interconnection Frequency Response. The frequency response of NPCC generators >100 MW will be compared against actual system frequency response performance for many events, in order to improve the coordination of governor and plant controls settings.

Other Matters On behalf of the RCC, Mr. Fedora thanked Mr. Briggs for his leadership as the RCC Chair, and acknowledged his commitment and contributions during his involvement with the RCC. Mr. Briggs responded that it has been an honor and a privilege serving as RCC Chair, and thanked the NPCC staff, Task Forces and Working Groups for their many efforts.
