The African Football Confederation – CAF- shall organise every other year a competition called the U-17 Africa Cup of Nations. 1.2. CAF reserves the right to add to this denomination the name of a sponsor partner. Article 2 The U-17 Africa Cup of Nations is open to the national representative teams of the associations affiliated to CAF, each Association being entitled to include one team. Article 3 The U-17 Africa Cup of Nations is a qualifying tournament for the final phase of the FIFA U-17 World Cup. Article 4 The U-17 Africa Cup of Nations shall consist of two phases: 3.1. A qualifying phase. 3.2. A final tournament. Chapter 2 - Organising Committee Article 5 The Organising Committee of the U-17 Africa Cup of Nations will be in charge of the elaboration of the regulations governing the competition and the organisation of the competition. It is responsible for: 5.1. Qualifying and final phases: - Ensuring that sanctions imposed by any CAF body are applied; - Replacing, in conformity with the present regulations, the associations declaring their withdrawal; - Taking decisions on all claims. These decisions shall be based on written reports of the referee, the assistant referees and/or the commissioner, and any other official appointed by CAF; - Identifying cases of force majeure; - Appointing commissioners; - Homologating the match’s results. In the absence of protests or claims, matches are automatically homologated 10 days after the match in the qualification phase and 48

Chapter1-OrganisationoftheU-17AfricaCupofNationsArticle11.1. hoursafterthematchinthefinalphase.Allhomologationdecisionsarebindingandfinal;-Inemergencycases,theOrganisingCommitteemaytakedecisionsbymailorbyfaxoremail.-TheOrganizingcommitteecandelegatesomeofitsprerogativestothezonalunionsasrecognizedinCAFstatutesforthemanagementofthequalifyingphase.5.2.FinalPhase:-Ensuring,withthecollaborationoftheorganisingassociation,thepreparatoryworkoftheFinalTournament.-Proceedingtothedrawingoflots,-Setting,afterconsultingtheorganisingassociations,ofthedates,thevenuesandthetimeofthekick-offofmatches.-Takingallnecessarydecisionsforthesmoothrunningofthecompetitioninaccordancewithprovisionsofthepresentregulations.-AppointingSub-CommitteeshavingtherightsandprerogativesoftheOrganisingCommittee.

Chapter3-TrophyandMedalsArticle66.1.AtrophycalledTheU-17AfricaCupofNations,propertyofCAF,shallbegiventothewinnerofeachedition.6.2. The trophy shall be returned to the General Secretariat of CAF two months before theopeningofthefinalphaseofthefollowingedition.6.3.TheteamthatwinstheCupthreetimesshallreceiveanoriginalcopyofthetrophy.6.4.Thewinnerofeacheditionwillreceiveareplicawhosedimensionsareequaltotheoriginaltrophyones6.5Thewinningteamisengagedtotake,onitsownresponsibilityalltheappropriatemeasurestoensurethesecurityofthetrophythroughoutallthetimeitisintheirpossession.Article7CAFshallgrantthirty(30)goldmedalstothewinnerandthirty(30)silvermedalstothefinalist.CAFshallgivegrantthirty(30)bronzemedalstotheteamrankedthirdandthirty(30)diplomastotheteamrankedfourthintheFinalTournament.Article8Amedal will be granted to each referee, referee assistant, fourth official, commissioner andcoordinatorappointedforthethirdplacematchesaswellasthefinalmatch.

Chapter4-Fair-play

Article9AFair-Play trophy shall be awarded to the team thatwill have shown thebest fair-play spiritduring the finalphaseof theU-17AfricaCupofNations, in conformitywith theCAFFair-playregulations.

Chapter5-OtherPrizesandRewardsArticle10The granting of any other trophies, prizes and/or awards requires the agreement of CAFExecutiveCommittee.Anyphysicalormoralpersonwhowishestopresentaprizeoranawardtooneorseveralplayersand/or to teams,ontheoccasionof theU-17AfricaCupofNationsmustformulatearequesttotheGeneralSecretariatofCAF,atthe latestthreemonthsbeforethecompetition.

Chapter6-EngagementsArticle1111.1 The national association wishing to engage in the U17 Africa Cup of Nations shouldformulate their request to its Zonal Union to which it belongs in accordance to the zonesallocationmentioned inCAF statutes. EachZonalUnion informsCAFof theengaged teams intheirzone.11.2CAFwillprovidethezonalunionswiththespecificformsofengagementsandwillfixtheengagementdeadline.11.3Thenational associationwho submit their engagement request to theU17AfricaCupofNations to their Zonal Union undertake formally to fully observe the regulations of thecompetition, CAF marketing and media regulations, the decisions of the Organising andDisciplinary committees, the referees committee, the appeal committee and the executivecommitteeofCAFandcomplywiththemunreservedly.11.4ThenationalassociationorganisingtheU17AfricaCupofNationsisautomaticallyadmittedtothefinaltournamentofthecompetition.11.5CAFdefinestheagecriteriaofeachcompetition.

Chapter7-QualifyingPhase

Article12ThequalifyingphaseisorganisedinthesixzonesrecognizedinCAFstatutes.Eachzonequalifiesoneteamandthezoneofthewinnerofthelasteditionqualifiestwoteams.Therefore,seventeamswillbequalifiedtotheFinalTournament inadditiontothenationalassociationhostingthefinalphasethatisautomaticallyadmitted.Article1313.1 Each Zonal Union determine the format of its qualifying tournament taking intoconsiderationthesportive,economicalandgeographicalspecificfactors13.2 Incaseofqualifiermatchesorganisedbydirectknockoutsystem,playedhomeandaway

thequalified team isdeterminedas follows:a) The teamwhich shallhaveahigheraggregatenumberofgoalsinthetwomatchesshallbequalifiedforthenextroundofthecompetition.b)Ifattheendoftheregulartimeofthesecondmatch,thetwoteamshavescoredthesamenumberofgoalsduringthetwomatches,theteamwhichwillhavescoredthegreatestnumberofawaygoalsshallbequalifiedforthefollowingroundofthecompetition.c) If the number of away goals is the same or if the results of the twomatches are nil, thewinner shall bedeterminedby the takingof kicks from thepenaltymark carriedout by eachteam in according to the recommendations of the International Board. The team which willscorethegreatestnumberofgoalsshallbequalifiedforthenextroundofthecompetition.NoextratimeisplayedintheU-17matches13.3Incaseofqualifyingtournament,theclassificationofthegroupsshallbeasfollows:a) -3pointsforthewinner -1pointforadraw -0pointfortheloser.b) Incaseofpointsequalitybetweentwoteamsat theendof thegroupmatches, theteamswillberankedaccordingtothefollowingcriteriaintheorderlistedbelow:1-Thehighestnumberofpointsobtainedinthematchbetweenthetwoconcernedteams;2-Thegoaldifferenceinallgroupmatches;3-Thehighestnumberofgoalsscoredinthewholegroupmatches;4-AdrawingoflotsconductedbytheOrganisingCommitteeofthezonec)Incaseofequalitybetweenmorethantwoteamsattheendofthegroupmatches,theteamswillberankedaccordingtothefollowingcriteriaintheorderlistedbelow:1-Thegreatestnumberofpointsobtainedinthematchesbetweentheconcernedteams;2-Thebestgoaldifferenceinthematchesbetweentheconcernedteams;3-Thegreatestnumberofgoalsscoredinthematchesbetweentheconcernedteams;4- Ifafterapplyingcriteriaatoc, twoteamsarestillequal,atoccriteriaareagainappliedtomatchesplayedbetweenthetwoteams inquestiontodeterminethefinal rankingofthetwoteams.Ifthisproceduredoesnotallowclassifyingthem,thecriterialistedbelowareappliedintheindicatedorder; -Thegoalsdifferenceinallgroupmatches;-Thehighestnumberofgoalsscoredinallgroupmatches;-AdrawingoflotsconductedbytheOrganisingCommittee

Chapter8-Organisationofthematches

Article1414.1ThematchesofthequalifiersareplayedintheterritoryofeachzoneinconformitytothedatesfixedbythezonalunionsandapprovedbyCAF.14.2.ThequalifyingtournamentmustbeheldintheevenyearprecedingtheFinaltournament14.3.Matchesareplayedatdaylightorunderfloodlights14.4.Thematchesmustbeplayedonnaturalturforartificialturf, incaseartificialturf isusedfor thematches of the competition between representative teams, this turf for artificial turfshouldbeinconformitywiththespecificationsoftheFIFAregulations.14.5.Thehostteamshallputatthedisposalofthevisitingteamatrainingfieldallalongtheirsojournandattheirconvenience.14.6.Thematchesshallbeplayedaccording to the lawsdecidedby the InternationalFootballAssociationBoardandpromulgatedbyFIFA.14.7.Ifthematchisinterruptedduetodarknessbeforetheendoftheregulartimeandifoneofthe2teamsisbehinditexceptincasesofforcemajeure,thelattershallbeconsideredasaloserandshallbeeliminatedfromthecompetition.14.8. If thereferee is forcedtostopthematchbefore theendof theregular timebecauseofpitch invasion or aggression against one team. The team of the spectators who invaded thepitch shall be considered as a loser and shall be eliminated from the competition, withoutprejudicetothesanctionsprovidedforintheregulations.14.9.Ifamatchisinterruptedafterkickoffduetoforcemajeure,thefollowingprinciplesaretobeapplied:14.9.1Thematchshouldresumestartingfromtheminuteatwhichitwasinterrupted, insteadofbeingreplayedentirelyandwiththesamescore;14.9.2Thematchwillresumewiththesameplayersonthefieldandwiththesamesubstituteswhichwereavailablewhenthematchwasinterrupted;14.9.3Noadditionalsubstituteswillbeaddedtothelistofplayerssummoned;14.9.4Teamsareonlyallowedthenumberofsubstitutionsthattheywereentitledtowhenthematchwasinterrupted;14.9.5Playerssentoffbeforethematchwasinterruptedcannotbereplaced;14.9.6Anysanctionsimposedbeforethematchwasinterruptedremaininforcefortherestthematch;14.9.7Thetime,dateandkick-offlocationwillbedecidedbythematchcommissioner.14.9.8Thematchcaneventuallybecontinuedinanotherstadiuminthesamecity.

14.9.9Ifateamrefusestotakepartintherescheduledgame,hewillbesanctionedaccordingtowiththepresentregulations.14.10.Fornocturnalmatches,ifthematchisinterruptedbecauseofdarknessfollowingapowercut,therefereeshallstopdefinitivelythegameafterwaitingforforty-five(45)minutesandtheorganizingcommitteewilltakethenecessarydecision.14.11.ThenationalassociationshostingtheU-17AfricaCupofNationsarerequiredtoconcludeacivilliabilityinsurance,acopyofthispolicyistobesenttoCAFthreemonthsbeforethestartofthecompetition.14.12. CAF officials should ensure that these instructions are carried out by the organisingcountry.

Chapter9-BallsArticle15ThehostFederationshallprovideforeachmatchatleastfourteen(14)legalballsapprovedbyFIFAwhich shall be put at the referees’ disposal. Theymust have one of the following threeimprints: the FIFA official logo “FIFA APPROVED” the official logo “FIFA INSPECTED” or“INTERNATIONALMATCHBALLSTANDARD.”Article16AnydisputesaboutonfinancialmattersshallbedealtwithbytheOrganisingCommittee.

Chapter10-TheMatchCommissionerArticle1717.1.TheorganisingCommitteeofthezoneafterapprovalofCAFappointsamatchcommissionerforeverygame.HeistheofficialrepresentativeofCAFandhemustattendthematch.Inthiscapacity,heisentitledtoaplaceinthefirstrowoftheofficialtribune.17.2. In case thepresentationof the teams to the authorities is approvedbyCAF, thematchcommissionerwillhavetoaccompanytheguestofhonourandtopresenthimtherefereesandaswellasthecaptainsofthetwoteams.17.3.IntheabsenceoftheGeneralCoordinator,thematchcommissionerwillgotothedressingroomstoattendthepreliminarymatchformalitiesfortheeligibilityofplayers.Hemight, ifhedeemsitnecessary,gobacktothedressingroomsduringthehalf-timeorafterthematch.17.4. In the absence of referees appointed by CAF, the match commissioner shall have thematchplayedinconformitytotheprovisionsofthepresentregulations.17.5.Theresponsibilityofverifyingthefield’sdimensions,ofascertainingtheregularityandthepracticability of the field as well as ascertaining the adequacy of the electric light for thenocturnalmatchesisexclusivelythatofthereferee.

17.6. Only the referee and his assistants are in charge of the procedure dealing with thesubstitutionofplayersduringthematch.17.7.Thematchcommissionermay,ifhedeemsitnecessaryforsecurityoftherefereesorthevisiting team, decide not to have thematch started until his instructions are carried out. Butonce the match is started, it is exclusively the prerogative of the referee to decide of thesuspensionorthetotalstopofthematchforanyofthereasonsstipulatedinLaw5ofthelawsofthegame.17.8Ifthematchcommissionerreceivesbeforethestartofthegame,aprotestfromateamonanarticleoftheregulation,hemusttrytoreconcilethepointsofviewwithintheframeworkoftheregulation.Ifhedoesnotsucceed,heshallregistertheprotest.Inallcases,thematchmustbeplayedaccordingtotheprovisionofregulationsandaccordingtotheinterpretationgivenbythematchcommissioner.17.9 The match commissioner shall observe the match in all its aspects and especially thereferees’performance(intheabsenceofthereferees’assessor),theevaluationoffairplay,thebehaviouroftheteamsandthespectators,theeventualincidents,theorganisationofsecurityinthestadiumandaroundandtheorganisationofhealthservices.Assoonasthematchends,heshallsendhisreportintheformprovided.17.10. The absence of the commissioner cannot constitute an obstacle to the playing of thematchatthescheduleddateandtime. Insuchacase, theappointedcommissionercannotbereplaced,unlessadecisionistakenbyCAFinthisrespectandonlythereferee’sreportwillbearwitness.

Chapter11-RefereesandAssistantRefereesofqualifyingtournamentsArticle18TheRefereesandassistant refereesappointed forU-17AfricaCupofNationsmustbeon thecurrentannualFIFAlistofinternationalrefereesandassistantreferees.CAFreferee’scommitteedelegatetheprocedureof thedesignationtothezonaladhoccommitteethatshouldhaveatleastonememberofCAFreferee’scommitteefromthezone.18.1.TheadhocCommitteeappointforeachmatchonereferee,twoassistantrefereesandonereservereferee(allneutral)toofficiatethematches18.2. If the appointed referee is absent or becomes unfit before or during amatch, and hisreplacement is required he shall be replaced by the neutral reserve referee or the neutralreserveassistantreferee.18.3 At the end of thematch the refereewill send, the detailed report on the specific formprovided.

Chapter12-Othermatchofficials

Article19CAFandor theZoneorganisingthecompetitionmayappointan inspectoronreferees fortheevaluationoftherefereeingofagame.The inspector isamatchofficialandmustbereceivedandtreatedassuch.Heshallsojournwiththeappointedrefereesandattendthematchintheofficialtribunewhereaseatinthefirstrowshallbereservedforhim.Article20CAF and or the Zone organising the competition may appoint a security officer to overseesecurity in the stadium under the authority of the match commissioner. The Nationalassociationsshouldprovidehimwithanyneededsupportandassistanceandurgethestadium’sofficialsresponsibleofsecuritytocooperatewithhim.Article21CAFandortheZoneorganisingthecompetitionmayappointaGeneralCoordinatorwhoshallassistthematchcommissionerforthegoodorganisationandthesmoothrunningofthematch.Heisparticularlyinchargeof:-Ensuring thecomplianceof thereceptionandsojournrulesandsojournrulesof theofficialsandteams,-EnsuringthecomplianceofCAFcommitmentsinthematterofmarketing,publicityandaudio-visualretransmissions,-Ensuringthecomplianceorrespectofthesetschedulesandofthematchprotocol.AttheendofthematchhewillsendthedetailedreportonthespecificformprovidedArticle22CAFandortheZoneorganisingthecompetitionmayappointTheMedicalOfficer,appointedfortheanti-dopingcontrolofmatchesinthequalifyingphase,hemustbeassistedbythenationalassociationsfortheaccomplishmentofhismission.Thenationalassociationsmustespecially:-Putathisdisposalinthestadiumafullyequippedcontrolroom(Photocopyingmachine,paper,toilet,desk,chairs,mineralwater...).Attheendofthematchhewillsendthedetailedreportonthespecificformprovided.

Chapter13-FacilitiesforteamsandmatchofficialsArticle23In the matches played by system of knock-out by home and away matches, the visitingassociation shall assume the trip expenses of its delegation including its full boardaccommodation.Thehostassociationshallassumethedomestic transportationof thevisitingteam,forthreedaysbeforethematchandtwodaysafter,atthemost.In the zonal tournaments, the visiting association shall assume the trip expenses of itsdelegation.Thehostassociationshallassumethedomestictransportationofthevisitingteam,forthreedaysbeforethestartofthecompetitionandtwodaysatthemostafterthelastmatchoftheteaminthetournament.

Article24ReceptionrequirementsThefollowingslightestrequirementsforreceptionshouldbestrictlyrespected:24.1.Receptionat theairport:ACommittee composedof theofficialsof thehost associationmust be at the airport tomeet the visiting delegation and provide all facilities for the entryformalitiesinthecountry.Oneofficialofthehostassociation,whospeaksthelanguageofthevisitingdelegation,willbeatthedisposalofthevisitingdelegationandwillactasliaisonofficerbetweenthetwoassociations.24.2.TransportFacilities:acoachfortheplayersandacarfortheofficialswillbeputatthedisposalofthevisitingdelegationfromthetimeoftheirarrival(3daysbeforethematch)tillthetimeoftheirdeparture(2daysmaximumafterthematch).Anyadditionalvehiclesaresubjecttoanagreementbetweenthetwoassociations.24.3.Securitymeasures:The lawenforcement forces (thepolice)of thehostassociationmustensure the security of all the visiting delegation’s members as well as the referees and thecommissionerappointed toofficiate thematch.The lawenforcement forces (thepolice)mustprevent any pitch invasion and any attack against players or officials, inside and outside thestadium.24.4.Accompanyingthevisitingteamoff:Officialsofthehostassociationshallseethevisitingdelegationoffattheairportandshallfacilitatealldepartureformalities.

Chapter14-QualificationofPlayersArticle2525.1 Each Association shall select its national representative team from players enjoying thecitizenship of its country, qualified to participate in its national championship, subject to itsjurisdiction and qualified for selection in conformity with the provisions of the regulationsgoverning the application of the FIFA statutes. All playersmust present upon request, to theSecretariatofCAFortothematchcommissioner,theirvalidpassportswithpicture.Article2626.1.Foreachmatch,allplayersofthehostandvisitingteamsmustpresenttheirvalidpassportoranaccreditationvalidatedbyCAF.26.2. If a team loses passports or accreditation of one or many of its players, the team isauthorizedtoallowfieldingtheconcernedplayerorplayersprovidedthateachoneofthemistaken in picture with the match commissioner or the referee, before the match. ThesephotographsshallbegiventotherefereewhoshallsendthemtoCAFSecretariat,togetherwithhisreport.Incaseofaprotestdulylodged,theconcernedteamshallpresenttotheSecretariatofCAFthevalidpassports forcomparisonwiththephotographstakenwiththerefereeorthematchcommissioner.26.3. All associations are held responsible of the integrity of the information written in thepassportsoftheplayersnamelythenameandsurname,nationalityandthedateofbirth,.

Article2727.1 For the qualifying phase, an age eligibility testwill be compulsory performed for all theparticipatingteamsbeforethestartofthematches.27.2ThetestwillbeperformedaccordingtotheprotocoloftheF-MarcinahealthfacilitydulyaccreditedcenterwherethereisanMRIapparatus(MagneticResonanceImaging).27.3CAFreservetherighttomaketheageeligibilitytest(MRI)aswellduringthefinalphasefortheeight teamsqualified to the tournament.Thecostof theMRI test thatwillbecoveredbyCAF.If a person referred to under art. 2(2) of CAFDisciplinary Code and has been found to be incontraventionofclause1ofarticle135ofCAFDisciplinaryCode in regard toanyMRI testing,thensuchperson(s) shall receiveabanonperforminganyFootballactivities foraperiodof4(four)years.Article28Substitutionsup toamaximumof threeplayersper teamarepermittedat any timeduringamatch.Asubstitutedplayercannolongertakepartinthematch.Beforethestartofthegame,thenamesofsevensubstituteplayersmustberegisteredonthematchform

Chapter15-SanctionsofPlayersArticle2929.1. For the qualifying tournament and the Final Tournament, a player who receives twocautions shall be automatically suspended from playing the following match. This automaticsuspensionshallbecommunicatedbytheSecretariattotheconcernedAssociations.29.2. The cautions received during matches of the qualifying phase shall not be taken intoaccountforthematchesoftheFinalphase.At the end of the first phase of the qualifying and Final Tournament (group matches), allcautions received shall be cancelled for the rest of the competition. Nevertheless, a playerhavingcollectedtwoyellowcardswillsustaintheonematchsuspension.29.3.Aplayerexpelledfromthefieldbytherefereeisautomaticallysuspendedforthefollowingmatch in the framework of the same competition, without prejudice to other sanctions thatmightbeimposeduponhimsubsequently.29.4.Aplayerexpelledfromthefieldbythereferee intwomatchesofthequalifyingphase isautomatically suspended for the remaining phase of qualification,without prejudice to othersanctionsthatmightbeimposeduponhimsubsequently.29.5.Ifarefereereportsaplayerwhosebehaviourhascausedtheinterruptionofamatchorwhohascommittedaseriousviolationaftertheendofthematch,theinvolvedplayershallbe

automaticallysuspendedfromplayingthefollowingmatchofthesamecompetition,withoutprejudicetothesanctionswhichmightbeimposeduponhimsubsequently.29.6. Suspensions for more than one match shall be applicable to the matches of thiscompetition– theU-17AfricaCupofNations–and/or thematchesofanyother competitionorganisedbyCAFandinvolvingtherepresentativenationalteams.29.7.Incaseofseriousviolations,thefaultyplayermightbesuspendednotonlyfromtheU-17AfricaCupofNationsbutalsofromallthecompetitionsofCAF.29.8. The Zonal union Disciplinary Board after the approval of CAF disciplinary Board isempowered to apply disciplinary measures to all incidents registered on the official matchreports,before,duringorafterthematch,andthis inconformitywiththepresentregulationsandCAFdisciplinarycode.29.9. Before every match, the Secretariat of the Zonal Union CAF shall communicate to theappointedmatchcommissionersandrefereesthename(s)ofthesuspendedplayer(s)foreachmatch.thesuspendedplayer(s)shallbeprohibitedfromtakingpartinthematchbythematchofficials.DefaultingofficialsshallbesanctionedbyCAF.29.10.Thetallyingofthesesanctionsremainstheresponsibilityofthenationalassociationthatshallassumeanybreachtotheregulations.29.11.Ateamwhichallowsanon-qualifiedorasuspendedplayertotakepartinadirectknock-out match shall lose the match and shall be eliminated from the competition, even in theabsenceofprotests.29.12.Ateamwhichallowsanon-qualifiedorasuspendedplayertotakepartingroupmatchesshalllosethematchbypenalty(3–0),evenintheabsenceofprotests/reservations.29.13.Foranydeliberateintentiontodefraudbyfalsifyingofficialdocuments,theconcernedassociationshallbesuspendedinaccordancewiththepresentregulationsandCAFdisciplinarycode.

Chapter16-Protests–RightsArticle30Aprotestagainstthequalificationofplayerswhotakepartincompetitionmatchesmustbemadeasfollows:30.1.Itmustbeprecededbyanominalandmotivatedprotestformulatedbeforethematchontheproperformofthematchbythecaptainoftheprotestingteamandcommunicatedtothecaptainoftheopposingteamwhowillcountersignit.30.2Itmustbeconfirmedbyaregisteredletter,byfaxoremail,senttotheZonalUnioninthequalifyingtournamentsandtoCAFSecretariatinthefinaltournament48hoursafterthematchatthelatest.

30.3Itmustbeaccompaniedbythepaymentofaprotestrightfixedto2000US$(twothousandUSdollars).Thisamountwillbereturnedtotheprotestingteamiftheprotestisupheld.30.4. If a national association requests, for players whose qualification is contested to beconfronted, this associationwill have to cover thewhole expenses incurred for the transportandthesojournofplayersandofficialsaccompanyingthem.Ifitsclaimisacceptedtheexpenseswillbebornebytheassociationguiltyoffraud.30.5OtherprotestsaretobecommunicatedtotheZonalUnioninthequalifyingtournamentsandtoCAFSecretariatinthefinaltournamentwithinthe48hoursfollowingthematchbyfaxoremail, registered mail or express courier. A detailed confirmation by registered letter, faxmessage,oremailmustreachCAFSecretariatfivecleardaysfromthedateofthematchatthelatest.30.6Therightofprotestfixedto2000US$(twothousandUSdollars)shallbepaidtotheZonalUnioninthequalifyingtournamentsandtoCAFSecretariat inthefinaltournamentbeforetheprotestcanbeexamined.Thisamountwillberefundediftheprotestisupheld.30.7Thedecisionstakenbytherefereeonthegroundduringthematchonmattersoffactshallnotbesubjecttoprotestsinanycase.

Chapter17-AppealsArticle3131.1AnappealcanbeaddressedtotheAppealsCommitteeoftheZonalUnioninthequalifyingtournamentsandtoCAFSecretariatinthefinaltournamentagainstthedecisionstakenbytheOrganisingCommitteeandbythedisciplinaryboardbutnotagainstthosestipulatedasfinal.31.2.Therightofappealisfixedat$3000(ThreeThousandUSDollars)whichwillbereturnedtotheAssociationconcernediftheappealisupheld.31.3.TheappealmustreachtheZonalUnioninthequalifyingtournamentsandtoCAFSecretariatinthefinaltournamentbyfaxoremailwithinthethreedaysfollowingthedispatchbyfax,email,registeredmailorexpresscourierofthedecisionofOrganisingCommitteeordisciplinaryboard.31.4.Anappealshallhavenodelayingeffectexceptinfinancialmattersandforfines.31.5.DuringtheFinalTournamentoftheU-17AfricaCupofNationsalldecisionstakenbytheorganisingCommitteeandorbythedisciplinaryboard,,withtheexceptionofthosereportingtheapplicationofdisciplinarymeasurespronouncedonbasisof reportsofmatchofficials arefinalandwithoutappeal.31.6.Anydecisionthatmaybeappealablecanbebytheplaintiff,hisnationalassociation,theCAF Executive Committee or by its (their) representative (s) nominally appointed by theExecutiveCommitteetodetainthisfaculty.

31.7.WhentheappealcomesfromtheExecutiveCommittee,thedefendantisinformedaswellasthedeadlineuptowhichhecansubmithiscomments.31.8. Incaseofamainappeal interjectedbytheplaintifforhisNationalAssociation(withthewritten agreement of the concerned person, the person (s) appointed by the ExecutiveCommittee has (have) an additional deadline of three days in addition to the deadline of anordinaryappealleadinguptosixdaysinthecounter-appealperiod.31.9.When the appeal’s body is called upon by the concerned person or his association, thedisputedpenaltymaynotbeaggravated.

Chapter18-Fraud-Forgery-AdministrativeerrorArticle32IfCAFisinformed,nomatterthesource,thatafraudoraforgerywascommittedbyanymeansand/orsupportwhatsoeverbyoneormorenationalteam(s),aninvestigationwillbelaunched.Article33In case the alleged facts are true, the convicted national associationwill be suspended fromparticipationinthefollowingtwoeditionsoftheU-17AfricaCupofNationsanditsteamwillbeeliminatedfromthecompetitionifitisstillongoing.Article34Foranyadministrativeerror intheregistrationofplayers,thehe involvednationalassociationwillbesuspendedfromparticipationinthenexteditionoftheU-17AfricaCupofNations,anditsteamwillbeeliminatedfromthecompetitionifitisstillongoing.Article35Eachplayermustpossessapassportcontaininghisphotoandgivingthefullparticularsontheplayer’sage(day,monthandyearofbirth)aplayerwhodoesnothaveapassportissuedbythecompetentauthorities,shallnotbeauthorisedtoparticipateintheU-17AfricaCupofNations.InthecaseofjuniorplayerparticipatinginCAFInter-Clubscompetitions:

a- Hewillnotbequalified toparticipate in theU-17AfricaCupofNations if thedateofbirthindicatedinhislicenceisdifferentfromtheoneindicatedonhispassport.

b- HewillnotbequalifiedtoparticipateintheU-17AfricaCupofNationsifthefulldateof

birth(Day,month,andyear)isnotindicatedonhislicence.

Chapter19-Listofplayersforqualifyingtournaments

Article3636.1Ten(10)daysbeforethefirstmatchofthequalifyingTournament,alistofamaximumoftwenty (20) players must be submitted to CAF and Zonal Union secretariat. If the list of 20playersisnotreceived7dayspriortothekick-offdayoftheFinalTournament,theconcernedteamwillbeonlyallowedtoregister18players.

36.2Aplayeronthefinal listcannotbereplacedunlessseriously injuredatthe latesttwenty-four hours (24) before the beginning of the first match of his team. The Zonal medicalCommitteemustapprovehissubstitutionbywriting,afterreceptionandapprovalofadetailedmedical certificate.ThemedicalCommittee shallwritea certificateattesting that the injury issufficientlyserioustopreventtheplayerfromparticipating.Oncethecertificate isapproved,theassociationshouldthenimmediatelyappointasubstituteimmediatelyandinformtheSecretariataccordingly.36.3Thenameofthetwentyplayersmustbewrittenonthelistoftheeachmatch(11playersand9substitutes.Only14persons(5officialsand9substitutes)shallbeauthorisedtoseatonthesubstitutionbench.

Chapter20-Coloursofjerseysandshorts–NumberingArticle37Eachteamshallwearthecoloursofitscountry.Intheopinionofthereferee,thecoloursofthetwo opposing teamsmight lead to confusion; the visiting teammust change its shirts. If thematchisplayedinaneutralcountry,therefereeshallproceedtoadrawtodeterminetheteamhavingtochangeitsshirts.Everyteamshallhaveaspareoutfitavailable,otherthanitsofficialcolours.Article38ThejerseysandshortsoftheplayersmustcomplywithCAFequipmentregulations.Article39Publicity on the equipment of the national teams’ players is not permitted. The matchcommissioner and referees must ensure strict compliance with this provision and whereappropriate, prohibit the playing or conduct of the match. The faulty association shall besanctionedaccordingtoCAFEquipmentregulations.

Chapter21-NationalAnthemsandColours

Article40Every travelling team must carry with it a good quality recording (K7, CD and MP3) and apartitionofitsnationalanthemaswellastheflagofitscountry.

Chapter22-PublicityintheStadiaArticle41PublicityforalcoholandtobaccoispermittedontheoccasionofallmatchesorganisedbyCAFwithintheframeworkoftheU-17AfricaCupofNations,providedthatlawsofthehostcountryallowsuchpublicity.

Chapter23-TransmissionandPublicityRightsArticle42The transmission and publicity rights of all matches during the preliminary rounds are theproprietyofCAF.However, itmayconcedethemgraciouslytothezonalunionand/ortothe

associations. In this case, the latter must pay the quote part of CAF as fixed in the presentregulations.

Chapter24-DopingArticle4343.1. Doping is the use of substances that could have the effect of artificially improving theplayer’s physical and/or mental condition and so augmenting artificially his athleticperformance.43.2.Dopingisstrictlyforbiddeninternationally.43.3TheuseofforbiddensubstancesshallbepunishedinaccordancewiththeCAFregulationsandDisciplinaryCode.43.4Theorganisingcommitteehastherighttocarryoutanti-dopingcontrolonplayersatanytimeduringthematchesoftheU-17AfricaCupofNations.43.5 The organising committee is in charge of deciding which authorised laboratory shallproceedtotheanalysisofsamples.43.6TheregulationsofdopingcontrolforFIFAandnon-FIFAcompetitions,thedisciplinarycodeofCAFandotherrelated,inforce,FIFAdirectivesareappliedtothematchesoftheU-17AfricaCupofNations.

Chapter25-Forfeit,Withdrawal,RefusaltoPlay,andReplacementArticle44Theengaged teamsmustplay all thematchesof thequalifyingphase. In caseof forfeit, theyshall be responsible for financial consequences that shall be determined by the organisingCommitteeofCAF.Article45Anynationalassociationdeclaringforfeitafterhavingbeenregisteredandbeforethedrawingoflotsshallloseitsentryfeesandisliabletoafineofonethousandtwohundredandfifty(1250)U.S.dollars.ItshallalsonotbeallowedtoparticipateinthenexteditionoftheU-17AfricaCupofNations.Article46Any national Association declaring forfeit after the drawing of lots and before the start ofmatchesisliabletoafineoftwothousandandfivehundred(2.500)U.S.dollars.ItwillalsonotbeallowedtoparticipateinthenexteditionoftheU-17AfricaCupofNations.Article47Anyassociationdeclaringforfeitafterthestartofthematchesisliabletoafineoffivethousand(5.000) U.S. dollars. It will also not be allowed to participate in the next edition of the U-17AfricaCupofNations.

Article48Ifateamwithdrawsfromthequalifyingphase,organizedathomeandawayformatonknock-outsystem,theopposingteam,whichitwasscheduledtomeet,shallbequalified.Article49Ifateamwithdrawsfromthefinalorqualifyingphaseorganisedingroups,allitsresultsshallbeannulled(points,scoredandconcededgoals).Article50Ateamthatwithdrawsorrefusestoplaythereturnmatchafterhavingplayedthefirstlegonitsown territorymust refund the association of the visiting teamaminimum fixed indemnity offourthousand(4.000)U.S.dollarsinrepairtothedamagesufferedbythehostcountry.Article51If,foranyreasonwhatsoever,ateamwithdrawsfromthecompetitionordoesnotreportforamatch,exceptincasesofforcemajeureacceptedbytheOrganisingCommission,orrefusestoplayor leaves the field before the regular endof thematchwithout the authorisationof thereferee, it shall be considered as a looser and shall be eliminated for good from the currentcompetition.Article52Ateamthatshallnotbepresentinthefield,dressedtoplayatthetimefixedforkick-offoratmost 15minutes later, shall bedeclared forfeit. The referee shall register the absenceof theteamandshallwrite it inhis report.TheOrganisingCommitteeshall takethe finaldecision inthisrespect.Article53Thefaultyunderthetermsoftheabovearticleswillbeexcludedforgoodfromthecompetition.This teamwill lose itsmatches by 3-0 unless the opponent has scored amore advantageousresult at the moment when the match was interrupted, in this case this score will bemaintained.TheOrganisingCommitteemayadoptfurthermeasurestowardsit.Article54Theguiltyteamshallbeexcludedfromthetournamentandasaresultnoneofitsmatchesshallbetakenintoconsideration,unlesstheincidentsmentionedintheabovearticlesdidnotoccurinthelastgroupmatch.TheOrganisingCommitteecantakefurthermeasures.Article55TheOrganisingCommitteeshallconsidercasesofforcemajeurelikelytoberaised.

Chapter26-OrganisationoftheFinalTournament

Article56EightrepresentativeteamsshallbequalifiedfortheFinalTournament.56.1OnlytheteamoftheassociationorganisingtheFinalTournamentisautomaticallyqualified.56.2Theother seven (7) teamsarequalified for the final tournament following thequalifyingphaseplayedbythezones.56.3 Thematches of the Final Tournamentmust be played on the territory of the organisingassociation.Incaseofco-organisation,thematchesmustbeplayedontheterritoriesoftheco-organisercountries.56.4. The opening of the final phase of the U-17 Africa Cup of Nationsmust be held duringunevenyears56.5 Thedates and venuesof the Final Tournamentmatches shall be fixedby theOrganisingCommitteeofCAF,afterconsultationoftheorganisingassociation,allowingeachteamtohaveaminimumbreakof48hoursbetweentwomatches.56.6 The kick-off time of the matches shall be fixed by the Organising Committee afterconsultingtheorganizingfederation.Theteamsmustbepresentinthedressingroomsatleast90minutesbeforekick-off.Eachteammustpresenttheaccreditationsofthe21playersselected(threeofwhommustbegoalkeepers)andregisteredonthesheetofthematchtotakepartinthematch.

Chapter27-Coloursofjerseysandshorts-Numbering

Article57Each association shall communicate to CAF, a month before the kick-off of the FinalTournament,themaincoloursandthereservecoloursofitsequipment.Thenumbersfrom1to23ontheshirtsandshortsaswellastheplayers’namesontheshirtsmustcomplywiththeCAFEquipmentRegulations. Thenumber1will be reservedexclusively tooneof the goalkeepers.The selected numbers on the back of the shirts must correspond to those indicated on theplayersfinaloftheteam. Chapter28-ListofplayersfortheFinalTournamentArticle5858.1. Ten (10) days before the first match of the Final Tournament, a list of a maximum oftwentyone (21)playersmustbe submitted toCAF secretariat and the concerned teams.Anynational Association that does not conform to this provision will pay to CAF a fine of fivethousand(5.000)USdollars.Noothermodificationtothelistoftwenty-one(21)playerswillbeallowed,unlessincasesofforcemajeurerecognizedassuchbytheorganizingCommittee.Ifthelistof21players isnotreceivedatCAFSecretariat7dayspriortothekick-offdayoftheFinalTournament,theconcernedteamwillbeonlyallowedtoregister19players.

58.2.Aplayeronthefinal listcannotbereplacedunlessseriouslyinjuredatthelatesttwenty-fourhours(24)beforethebeginningofthefirstmatchofhisteam.TheCAFmedicalCommitteemust approve his substitution by writing, after reception and approval of a detailedmedicalcertificate.CAFmedicalCommitteeshallwriteacertificateattestingthattheinjuryissufficientlyserious to prevent the player from participating at the U-17 Africa Cup of Nations and willsubmitthiscertificatetotheorganizingCommitteeforapproval.Oncethecertificate isapproved,theassociationshouldthenimmediatelyappointasubstituteimmediately and inform CAF General Secretariat accordingly. CAF General Secretariat shallpublishthefinallistoftwenty-one(21)players.58.3. Thenameof the twentyoneplayersmust bewrittenon the list of the eachmatch (11playersand10substitutes.Only17persons(7officialsand10substitutes)shallbeauthorisedtoseatonthesubstitutionbench.

Chapter29-FirstPhaseoftheFinalTournamentArticle5959.1TwogroupsA,B,eachoffourteamsshallbeformedbytheOrganisingCommitteeofCAF.TheorganisingcountryshallbetheheadofgroupA.GroupBshallcomprisetheholderofthetrophy, if qualified, or the team having obtained the best classification in the previoustournament.59.2. The other teams shall be distributed within groups by public drawing of lots to whichrepresentatives of the participating teams will be invited. However, the absence of theserepresentativesshallnotpreventtheorganisationofthedrawatthescheduledday.59.3.ThedateofthedrawingoflotswillbefixedbytheOrganizingCommittee.59.4.ThegroupmatchesshallbeplayedinaccordancewiththecalendarsetbytheOrganisingCommittee.59.5.Theclassificationofthegroupsshallbeasfollows: -3pointsforthewinner -1pointforadraw -0pointfortheloser.Article6060.1Incaseofpointsequalitybetweentwoteamsattheendofthegroupmatches,theteamswillberankedaccordingtothefollowingcriteriaintheorderlistedbelow:60.1.1Thehighestnumberofpointsobtainedinthematchbetweenthetwoconcernedteams;60.1.2Thegoaldifferenceinallgroupmatches;60.1.3Thehighestnumberofgoalsscoredinthewholegroupmatches;60.1.4AdrawingoflotsconductedbytheOrganisingCommittee.

60.2 In caseofequalitybetweenmore than two teamsat theendof thegroupmatches, theteamswillberankedaccordingtothefollowingcriteriaintheorderlistedbelow:60.2.1.Thegreatestnumberofpointsobtainedinthematchesbetweentheconcernedteams;60.2.2.Thebestgoaldifferenceinthematchesbetweentheconcernedteams;60.2.3.Thegreatestnumberofgoalsscoredinthematchesbetweentheconcernedteams;60.2.4. If after applying criteria 60.2.1 to 60.2.3, two teams are still equal, 60.2.1 to 60.2.3.criteriaareagainappliedtomatchesplayedbetweenthetwoteams inquestiontodeterminethefinalrankingofthetwoteams.Ifthisproceduredoesnotallowclassifyingthem,thecriterialistedfrom60.2.5to60.2.7areappliedintheindicatedorder;60.2.5.Thegoalsdifferenceinallgroupmatches;60.2.6.Thehighestnumberofgoalsscoredinallgroupmatches;60.2.7.AdrawingoflotsconductedbytheOrganisingCommittee

Chapter30-SecondPhaseoftheFinalTournamentArticle6161.1Attheconclusionofbothgroupmatches,thefirstandthesecondofeachgroupshallbequalifiedforthesemi-finals.Thesemi-finalmatchesshallbeplayedinthefollowingorder:i.WinnerGroupA/SecondGroupBii.WinnerGroupB/SecondGroupA61.2Thesemi-finalmatchesshallbeplayedinaccordancewiththedirecteliminationsystemofthe loser. If by the end of the regular time the two teams are at draw, the winner shall bedeterminedbypenaltykicks.61.3Thelosersofthesemi-finalsshallplayamatchforthethirdplace.Incaseofadrawafterthe end of the regular time, thewinner shall be determined by the taking of kicks from thepenaltymark.61.4. The final shall be played between the winners of the semi-finals. If by the end of theregulartimethetwoteamsareatdraw,thewinnershallbedeterminedbypenaltykicks.Article62Thematchesshallbeplayedindaylightorunderfloodlights.

63.1Thesub-committeesareinvestedwiththeattributionsofCAFOrganisingCommitteeasdefinedinthepresentregulations.63.2.Eachsub-committeeshallappointacommissioneramongitsmemberstoofficiateeachgroupmatchitcontrols.63.3.Eachsub-committeeshallorganisethecoordinationmeetingattheeveoronthedayofthematchandshallratifytheresultsthedayfollowingthematch.63.4Aftereachmatch,acommuniquéwrittenbyeachsub-committeeshallbedistributedtoallteamsonthesamedayofthematch.

Chapter32-Forfeit,sanctionsduetorefusaltoplayandreplacements

Article64Aforfeitdeclaredfromthequalificationuptothedrawingoflots,shallentailfurthertothelossofentryfees,afineoftwentyfivethousand(25.000)USdollarsaswellasthesuspensionoftherelevantAssociationfornexteditionoftheU-17AfricaCupofNations,exceptincasesofforcemajeureasdefinedbytheOrganisingCommitteeofCAF.Article65Aforfeitdeclaredfromthedrawingof lotsanduptotwentydaysbeforethestartofthefinalcompetition results, inaddition to the lossofentry fees,a fineof fifty thousand (50.000)U.S.dollarsaswellasthesuspensionoftherelevantassociationforthefollowingtwoeditionsofU-17 Africa Cup of Nations, except in cases of force majeure as defined by the OrganisingCommitteeofCAF.Article66A forfeitdeclared less than twentydaysbefore the startof the final competitionorduring it,shallentail inadditiontothelossoftheentryfee,thelossoftherightofentry,afineseventyfivethousand(75.000)U.S.dollarsaswellasthesuspensionoftherelevantassociationforthenexttwoeditionsofU-17AfricaCupofNationsof forcemajeureasdefinedbytheOrganisingCommitteeofCAF.Article67Foranyteamqualifiedforthefinalphase,theconcernednationalassociationmustintroduceitsbest representative team. If anassociationdeclares through itsofficials including the coachesthatitwillalignanotherteamthanitsbestrepresentativeteam,theOrganisingCommitteeshallimposeallthenecessarysanctions.

Chapter33- Withdrawals

Article68If,foranyreasonwhatsoever,ateamwithdrawsfromthecompetitionordoesnotreportforamatch,orrefusestoplayorleavesthegroundbeforetheregularendofthematchwithouttheauthorisationofthereferee,itshallbeconsideredasalooserandshallbeeliminatedforgood

fromthecurrentcompetition.ThesameshallbeappliedontheteamspreviouslydisqualifiedbyCAFdecision.Article69Ateamthatshallnotbepresentinthefield,dressedtoplayatthetimefixedforkick-offoratmost15minuteslater,shallbedeclaredforfeit.Therefereeshallregistertheabsenceoftheteamandshallwriteitinhisreport.TheOrganisingCommitteeshalltakethefinaldecisioninthisrespect.Article70The faulty team under the terms of articles 80 and 81 shall be excluded for good from thecompetition. This team will lose its matches by 3-0 unless the opponent has scored a moreadvantageousresultatthemomentwhenthematchwasinterrupted,inthiscasethisscorewillbemaintained.TheOrganisingCommitteemayadoptfurthermeasures.Article71Theguiltyteamshallbeexcludedfromthetournament.TheOrganisingCommitteemayadoptfurthermeasures.Article72Ifateamwithdrawsfollowingitsqualificationafterthebeginningofthefinaltournamentitshallbereplacedbytheteamithaseliminatedinthelastroundofqualifications.Otherwise,thegrouptowhichtheteamhavingwithdrawnbelongwillbecomposedofthreeteams.Article73IfateamwithdrawsafterthestartoftheFinalTournamentwithoutplayingallthematchesofitsgroup,itshallbeconsideredasalooserofalltheremainingmatchesitwasscheduledtoplaybythescoreofthreetonil.Article74Ifateamwithdrawsafterhavingreachedthesemi-finals,itshallbereplacedbytheteamithaseliminatedinthequarterfinals.Article75Ifafinalistteamrefusestoplaythefinal,itshallbereplacedbytheteamithaseliminatedinthesemi-final.TheotherSemi-Finalloosershallbedeclaredthirdinthecompetition.Article76Reserves are made as to cases of force majeure and shall be decided by the OrganisingCommittee.Article77Ifacountryhavingbeenentrustedwith theorganisationof theFinalTournamentof theU-17Africa Cup of Nations is desisting or the organisation has been withdrawn from it shall besubject, inaddition to furtherdisciplinary sanctions, toa fine fixedaccording to the followingscale:

77.1.WithdrawalnotifiedtwoormoreyearspriortotheFinalTournament:afineoftwentyfivethousand(25.000)U.S.dollars77.2.WithdrawalnotifiedlessthantwoyearsbeforethedateoftheFinalTournament:afineofoneseventyfivethousand(75.000)U.S.dollars77.3.WithdrawalnotifiedwithinoneyearbeforethedateoftheFinalTournament:afineonehundred and twenty five thousand (125,000) U.S. dollars and a suspension of the followingeditionofU-17AfricaCupofNationsofitsnationalteam,regardlessoftherespectiveedition.77.4.WithdrawalnotifiedlessthansixmonthsbeforethedateoftheFinalTournament:afineof two hundred and fifty thousand (250.000) U.S. dollars, and this country will cover theexpenses of allmoral and financial damage suffered by CAF and the participants. Its nationalteamwillalsobesuspended for the following twoeditionsof theU-17AfricaCupofNations,regardlessoftherespectiveedition.

Chapter34-Nationalanthems-nationalcolours-prohibitedmanifestationsArticle7878.1.Forthefinalcompetition,nationalanthems(K7–CD–MP3partitions)andtheflagsofthefinalistcountriesmustbesenttotheorganisingcountryandCAFtwomonthsbeforethestartofthe Final Tournament. A letter indicating the dispatch of these materials to the organisingcountrymustbesenttothesecretariatofCAF.78.2.DuringtheFinalTournament,oneweekbeforeandtwodaysafterthefinal,nomeetingsand no religious or political demonstrations can be held in the stadia reserved for thecompetition, the training fields nor the places reserved for the accommodation of officials,referees.78.3. Written or audio-visual slogans in favour or offensive to other countries' political orreligious convictions are not permitted in the stadia, the accommodation places and trainingfields. They shall not be allowed also in the programs of match transmission on radio ortelevision.

Chapter35-RefereeingoftheFinalTournamentArticle7979.1 Referees and assistant referees are appointed namely by the Referees Committee. Theyshall be chosen among the referees who are on the current annual FIFA list of internationalrefereesandassistantrefereesregroupedinthehostcountry/countries.79.2 Associationswhose referees are selected for the Final Tournamentmust confirm to theSecretariatofCAF,byfaxoremail, theavailabilityoftheirreferee(s)andthis,at least30daysbeforethedateofthefirstmatchoftheFinalTournament.Ifnot,theRefereesCommitteeshallautomaticallyproceedwiththeirreplacement.

Article8080.1.Attheendofeachmatch,therefereeshallestablishareportontheofficialdocumentofCAF and transmit it immediately to the General Coordinator or by using the software ofcompetitionsmanagementsystemofCAF(CMS)beforeleavingthestadium80.2. Refereesmust also hand jointlywith the report the list of players and substitutes as itappearsonthematchsheet,andsignaleventualprotestsorclaimsformulatedbyateam.Theymustrecordalltheincidentsthatoccurredduringthematch(warnings,expulsions….).

Chapter36-FinancialprovisionsArticle81In case of direct exploitation of TV rights during the qualification phase, each NationalFederationshallpaytheCAFafixedlicensefeeofonethousand(1.000)U.S.dollarspermatch.Article8282.1.IntheFinalTournament,revenuesshallconsistofticketsalesofallofficialmatches,feesoftelevision broadcasting rights and publicity inside and outside the stadium during the wholetournament.82.2.Thetelevisionandradiobroadcastingrights,therevenuesfromadvertising,merchandisingrightsandthesymbolsexploitationbelongexclusivelytoCAF.82.3.Thetelevisionandradiobroadcastingrightsononehandandtherevenuesfrompublicityinside and outside the stadia aswell as the symbols exploitation on the other hand, shall besubject to separate contractsand freelynegotiatedbetweenCAFand specialisedagencies foroneormoresuccessiveeditions.82.4.Thetelevision,radiobroadcastingandpublicityrightsofthedrawceremonyofthefinalphasebelongtoCAF.TheyshallbesubjecttoseparatecontractsandfreelynegotiatedbetweenCAFandspecialisedagencies82.5. TheorganisingAssociationsmustgive their consentandpresent theprioragreementoftheir governments on the full respect of the whole territory of their country of thecommitments taken by CAF within the contracts signedwith the specialised agencies and tofacilitatethetaskofthoseagencies.82.6. The National Associations are required to ensure compliance with the contractualobligations of CAF in regarding TV and marketing rights. In case of non-compliance to CAFcommitmentsby theNationalAssociationor in caseofpiracyof theTV signal, theconcernedteam shall be excluded from the competition and will be suspended for the next edition,notwithstandinganyothersanctionthatmaybe imposedtothefederationtowhichtheteambelongs.

82.7.Twenty(20)%ofrevenuesfromthetelevision,radiobroadcastingandpublicityrightswillbeattributedtothehostassociation(s),aswellasallrevenuesresultingfromticketing.82.8.ThenationalfederationsofthequalifiedeightnationalteamswillreceiveprizesbasedontheirrankingintheFinalTournamentandinaccordancewiththeCAFGrid.Article83TheOrganisingAssociationsshallput,freeofcharge,atthedisposalofCAF:83.1.Thestadiumwherethematchesshallbeplayed,clearofpublicity,eightdaysbeforethebeginningofthetournament,duringthetournamentand48hoursafterthelastmatchplayedwithintheconcernedvenue.83.2.Thenecessaryinstallations,theinternationalsignalandsoundtowardsthesatelliteaswellastechnicalpersonnelareindispensabletoensuretheliveandregularlyterrestrialtransmissionofmatches.Inreturn,theOrganisingcountriesshallbeallowedtotransmitliveallthematcheswithintheirterritoryandforwhichtheyhadalreadyprovidedalltheabovefacilities.Article84TheOrganisingAssociationsshall seeto it that thecommitments takenbyCAFas indicated inthecontractsconcludedwiththeagenciesarefullyrespectedontheirterritory.Article85The symbol and themascot of the Final Tournament shall be proposed by the holder of thepublicity rightsat least twelve (12)monthsbefore theopeningdateof theFinalTournament.TheyshallnotbegivenafinalrecognitionuntilCAF,inconsultationwiththeOrganisingCountryhasapprovedthem.

Article86TheAssociationorganisingtheFinalTournamentshallsubmittoCAFFinanceCommittee-six(6)months before the opening date of the Final Tournament- the budget giving the expectedexpenditure for the organisation of the Final Tournament and an estimation of the expectedreceiptsandprofits.ThisbudgetthatmustbeapprovedbytheFinanceCommitteeshallincludetheratesadopted for thevariouscategoriesof tickets for theFinalTournamentmatches.TheFinance Committeemay, if it deems it necessary, recommend the organising association themodificationofthematches’ticketsprices.Article87TheOrganisingAssociation of the Final Tournament has the obligation to cover the followingexpenses:87.1Statetaxes,provincialormunicipal,ifactuallypaid,87.2Thesojournexpensesoftheparticipantassociationsteamsforamaximumof28personsper team,starting from3daysbeforethe firstmatchofeveryteamupto2daysafter its lastmatch,exceptionmadeduetotheabsenceofregularflightservice.

87.3.Theexpensesofeconomyclassflight,sojournanddailyindemnityof100US$(100fiveUSdollars)forrefereesandassistantrefereesforamaximumof20days.87.4ThesojournexpensesandadailyindemnityofonehundredUSdollars(100US$)perdayandafirstclassflightticketforthePresident,orthehonoraryPresidents,theExecutiveCommitteemembersandtheGeneralSecretaryofCAF.87.5Theexpensesoftravel,sojournanddailyindemnityofonehundredUSdollars(100US$)for: 87.5.1Themembersoftheorganizingcommittee, 87.5.2TheDeputySecretaryGeneralofCAF, 87.5.3Thegeneralcoordinatorsandtheirassistants, 87.5.4Honorarymembers, 87.5.5ThemembersoftheDisciplinaryandAppealBoards, 87.5.6ThemembersoftheReferees’Committee, 87.5.7ThemembersoftheMedicalCommittee. Thedailyindemnityshallbepaidtothemembersduringtheirsojourn,startingfromthedateofdeparturefromtheircountryuntilthedateoftheirreturntotheircountry.AdailyamountshallbeallocatedbytheHostassociationtomembersofCAFforfoodexpenses.87.6ThecostofthematchticketsforCAFmembers.Thequotasoftheticketsaredeterminedforeachmatchasfollows:-100ticketsforthepresidentialtribuneor50%ofitscapacity,-200ticketsforthestandsadjacenttothepresidentialbox,-300ticketsfortheBcategory(infrontofthepresidentialbox).TheticketsshallbegiventotheGeneralSecretaryofCAFbeforethestartofthecompetition.87.7ReservesaremadeforcasesofexceptionalexpenseswhicharetobedefinitelydecidedbytheExecutiveCommittee.Article88TheOrganisingAssociationshallsendtothefinalistassociationsofthetournamentandtotheGeneralSecretariatofCAFanabstractoftheaccountsstatement,twomonthsafterthedateofthefinalatthelatest.Article8989.1 The payment provided for in these regulations must be made according to the officialexchangerate.Theyaremadewithoutrestrictionsorspecialtaxes.89.2EndorsableairpassageticketsforofficialsmustbeissuedbytheOrganisingAssociationandsent to them along with their invitation at least 15 days before the start of the FinalTournament.

Article90AnyconflictrelatedtothesettlementofaccountsshallbedecidedbytheExecutiveCommitteeofCAF,whosedecisionwillbefinal.

Chapter37-GovernmentEngagementstowardstheOrganisationofthequalifyingandfinal

tournamentsoftheU-17AfricaCupofNations

Article91The national associations organising the competition shall give a written engagement of itsgovernmentassuringthat:91.1AllmembersofCAFandtheaffiliatednationalassociationsshallobtainthenecessaryentryandsojournvisasforthewholedurationoftheevent.91.2 The Statutes and Regulations of CAF shall be strictly observed, particularly the financialregulations.91.3TheengagementsofficiallytakenbytheconcernednationalassociationshallbeconsideredasacceptedbyitsGovernment.

Chapter38-EngagementoftheParticipatingAssociations

Article92The National Associations taking part in the U-17 Africa Cup of Nations (qualifying and finalphases)undertakeformallytofullyobservetheRegulationsofthecompetition,themarketingand media regulations, the decisions of the Organising and Disciplinary Committees, theRefereesCommittee,theAppealCommitteeandtheExecutiveCommitteeofCAFandtocomplywiththemunreservedly.Article93Eachparticipatingmemberassociationinthequalifyingorfinaltournamentisresponsibleof:93.1Thebehaviourofmembersofitsdelegation(officialsandplayers)throughoutthewholedurationofthecompetition;93.2Theobligatoryhealthinsurance,accidentsandvoyageforallthemembersofthedelegation;93.3ThepaymentofalladditionalexpensescausedbythemembersofitsdelegationduringthesojournattheFinalTournament;93.4 Grantingthenecessaryvisasinpropertimefromthediplomaticmissionsoftheorganizingcountry93.5 Its duty to attend the press conferences as well as any other official media activityorganizedbyCAF

93.6Acceptingtheprovisionstakenbythehostassociationofthefinalcompetition,bymutualagreementwithCAF.

Chapter39-ResponsibilitiesoftheorganizingAssociationinthequalifyingandfinaltournament

Article94TheobligationsandresponsibilitiesofthehostassociationrelativetothefinalcompetitionarestipulatedinthetermsofreferenceofthecompetitionwhichshouldbesignedbyCAFandtheorganizingassociation.Thelatterisresponsibleof:94.1 Maintaining law, order and security, in particular on the way to the stadiums, in thestadiums,andtheiraccesses,aswellasthesmoothrunningofmatches;94.2Maintainingthelaw,orderandsecurityinthesurroundingsofthehotelsandtrainingfieldsofparticipatingteams;94.3Thesubscription,inagreementwithCAF,ofaninsurancepolicycoveringthewholeofrisksrelativetotheorganizationandtherunningoftheFinalTournament,particularlytheadequatecivil responsibility insurance of the stadia and the spectators, the local organization, itsmembers and those of the local organizing committee, the employees, the volunteers or anyotherpersonparticipatingintheorganizationoftheFinalTournament.94.4 Granting the finalist teams, free access tickets to the stadium in accordance with thequotasfixedbytheorganizingCommittee.Article95ThehostassociationsdischargeCAFofanyresponsibilityandrenouncetoanycomplaintagainstthelatterandthemembersofitsdelegationforanydamageresultingfromanyactoromissioninconnectionwithtotheorganizationandtherunningoftheU-17AfricaCupofNations.Article9696.1Thehostassociationswillberesponsiblefortheprovisionofanadequatenumberofplacesand necessary installations for the local and foreign press representatives (press, radio,television and internet). Conditions that are to be fulfilledby thehost association concerningthe installations of the media and the technical equipment are specified in the set ofspecifications.96.2Thehostassociationsshallbe responsibleofensuring that journalists,photographers,TVandradiocommentatorsandmembersoftheiraccreditedteamsdonotenterthepitchatanytimebefore,duringorafterthematch.Onlyalimitednumberofphotographersandtelevisionpersonnelinchargeofensuringthetechnicalsideofthebroadcasting,andallofthemhavingaspecialaccreditationfortheevent,couldbeadmittedtothezonesituatedbetweenthelimitsofthefieldandthespectators.

Article97The host country of the U-17 Africa Cup of Nations is required to suspend all nationalCompetitionsduringtheFinalTournament,failuretodosocouldleadtoCAFsanctions.

Chapter40-CopyrightArticle98Thefixturesofthecompetition,thematchesorganisedbytheOrganisingCommitteeandallthedatarelatedtothemaresubjecttoaCopyrightreservedforCAF.

Chapter41-LanguageArticle99Incaseofdisagreementrelativetothe interpretationsoftranslations,theFrenchtextshallbedeemedauthentic.

Chapter42-UnexpectedMatters

Article100UnexpectedMattersinthepresentregulationshallbedecidedbytheOrganisingCommittee.

Chapter43-RegulationsApprovalandentryintoforce

Article101ThepresentRegulationshavebeenapprovedbytheEmergencycommitteeofCAFonthe6thofMay2018andcameintoforceimmediately.
