Garbage, Rubbish and Recyclables From Outside of Municipality: It shall be unlawful for any persons to place, deposit or cause to be deposited for collection, any garbage, rubbish or recyclable materials from outside the boundary limits of Reedsville into the Village unless authorized by an agreement with the Village. Improper Use of Garbage, Rubbish or Recycling Re-ceptacles: It shall be unlawful for any persons to place, deposit or cause to be deposited in or on any receptacle, or compost area not belonging to or assigned by the own-er without the permission of the owner or designated assignee unless such receptacle or areas is designed ex-pressly or implicitly for use by the general public. Compost: Yard waste such as grass clippings, leaves, and yard & garden waste shall be disposed of by com-posting the material or leaving it at the Village compost site. Items NOT to be put in the compost are: stumps, roots, shrubs with intact root balls, animal waste, pine cones and sod. Defecation on Private or Public Property: It shall be unlawful for any person owning or in control of a dog or cat to allow or permit such animal to defecate on any private or public property owned by another person. Vio-lation of this shall be punishable by a forfeiture of any-where from $20.00 to $200.00 Sump Pumps: No discharge or overflow of storm water shall be permitted upon any street or public way from October 1 to April 15 of each year. Trick or Treat Hours: The Village of Reedsville will hold Trick or Treat on Sunday, October 25, 2015 from 2:00 PM to 4:00 PM. Chipping Dates: October 6th and 20th. October 20th will be the last date until April 2016. Recycling Pick-Up: October 9th and 23rd

As a TOPS group we try to educate ourselves on subjects that can help us achieve our

weight loss. On October 13th Rebecca Enzer will speak from 6:45 – 7:30PM. on the glu-

ten free diet and on October 20th Susie Griepentrog,YMCA instructor, will teach us sim-

ple exercises to help us stay moving and motivated. Come and join us!

We meet on Tuesday evenings at the Village Hall. Private weigh-ins start at 6:00PM,

group exercise at six thirty (only if you want to participate, not mandatory) and

meeting from 6:45-7:30PM. Yearly corporate dues are$32.00 and monthly dues

Breast cancer screening does save lives By Denise Brilliant

Breast cancer continues to be the second leading cause of cancer deaths among women, exceeded only by lung cancer, according to the American Cancer Society, which also estimates that more than 230,000 women in the U.S. will be diag-nosed with new cases of invasive breast cancer in 2015. All women should undergo simple screening practices that can help detect early onset of breast cancer, which can lead to more effective treatment. Such practices include: Breast self-awareness: You should develop a general awareness of how your breasts look and feel, and promptly report any changes to your health care provider. Changes to be mindful of include any new lump or mass, skin dimpling, swelling or redness or abnormal nipple discharge. Clinical breast exam: An annual breast exam by a qualified health care provider is recommended, beginning at age 40. Mammography: Aurora recommends that average-risk women have a screening mammogram every year beginning at age 40. If you’re at high risk for breast cancer you may need mammograms or other imaging of breast tissue starting at an earlier age and more often. Family history is important in knowing your risk for breast cancer but so is environmental and lifestyle factors. Talk with your health care provider to determine the best plan of care for you. If you have genetic mutations such as BRCA1 and BRCA2, or a history of radiation therapy to the chest, talk with your provider to formu-late a customized plan, including earlier and more intensive screening that could include: Breast imaging – mammography, ultraso-nography and/or breast MRI. Breast biopsy – procedure in which a radiol-ogist or surgeon samples a portion or all of the suspicious tissue. Breast MRI – may be indicated if you have a hereditary risk of developing breast cancer, or if you have dense breasts or scar tissue. A breast MRI may be helpful in determining the extent, size and distribution of newly diag-nosed breast cancer. Early detection of breast cancer is very im-portant to improving the chances of cure and treatment options. Please do not wait. The regular meeting of the Reedsville Board of Education was called to order at 6:30 P.M. by Board President Andrew Maertz. Present: Board Members – Andrew Maertz, John Ebert, Vicki Petska, and Carie Boldt. Rick Hein – Absent. School is in session and we are in need of volunteers to be mentors for the students that come from the area schools. Don't have experience with horses? That is fine because there are various ongoing projects that do not include the horses. Proceedings of the Reedsville Village Board July 9, 2015

The monthly meeting of the Reedsville Village Board was called to order on July 9, 2015 at 6:30 PM by Village President Andy Bubolz. Present were: Bob Campana, Ryan Lorrigan, Jerry Reis, and Jack Siebert: Also present were: Brad Busse, Melanie Hills, Leroy Krep-line, JoAnn Mignon, Craig Schuh, Emilie Heideman, Tony Hills and Joe Tisler. The minutes of the previous meeting of June 4, 2015 were approved as presented. A motion was made by Siebert and seconded by Campana to pay the accounts payable in the amount of $290,017.89. Motion carried 4-0. Correspondence was presented from Outagamie County regarding their projected 2016 Recycling and Solid Waste rates, Valders Ambu-lance monthly report and the WRWA Alert regarding the extension of water & sewer lines and the Prevailing Wage Reform. A motion was made by Lorrigan and seconded by Reis to approve the Deerview Drive change order for a total reduction of $36,571.00. Motion carried 5-0. A motion was made by Campana and seconded by Siebert to approve Pay Request #6 from Feaker and Sons Co., Inc. in the amount of $221,281.54. Motion carried 4-0. A motion was made by Siebert and seconded by Campana to lock in our 2016 Pro-pane Agreement with Country Vision Coop. in the amount of $3,659.70 Motion carried 4-0. Melanie Hills gave the First Responders written monthly report. Tony Hills presented vehicle options. The discussion was postponed until next meeting. Tisler gave the Police Dept. written monthly report. Sample ordinanc-es will be obtain for improper use of trash receptacles and accepting materials from individuals who do not live in the Village limits. Busse gave an update on the Consumer Confidence and the Compli-ance Maintenance Annual Reports and the payment received for the paint damage on the water tower. Campana introduced Resolution 2015-5 relating to the Compliance Maintenance Report. A motion was made by Siebert and seconded by Reis to approve the Resolution as presented. Motion carried 4-0. Busse gave an update on repairs to Vehicle #171 and the grant money received from the CN Railroad. Busse presented the resignation letter from Robert Alberson. A motion was made by Campana and second-ed by Siebert to approve the resignation with regret. Motion carried 4-0. Krahn gave an update on the internet service. A motion was made by Lorrigan and seconded by Campana to contact Mercury Network regarding cancelling service to two Departments and to have them adjust the Service Contract for these cancellations. Motion carried 4-0. A motion was made by Campana and seconded by Siebert to ac-cept the recommendation of Atty. Reynolds regarding the pay agree-ment from a business. Motion carried 4-0. A motion was made by Siebert and seconded by Campana to approve the Soda License Ap-plication from Manitowoc St Pub and the Reedsville Fire Fighters. Motion carried 4-0. A motion was made by Siebert and seconded by Campana to approve the Operator License Applications from Susan Miller, John Sloma, Cassandra Weinreis, Tony Reinke, Kayla Even-son, Danyl Hass, Teri Horn and Scott Dvorachek. Motion carried 4-0. A motion was made by Campana and seconded by Siebert to reinvest the CWF Replacement Certificate of Deposit for 6 months at the Den-mark State Bank. Motion carried 4-0. Reis introduced Resolution 2015-6 regarding the Transportation Investment Coalition. A motion was made by Campana and seconded by Lorrigan to approve the Res-

olution as presented. Motion carried 4-0. Following a discussion, a motion was made by Siebert and seconded by Lorrigan to approve Alternative 4 (staining rock face and stain all smooth concrete in a single color) in a natural tone on the Manitowoc Street Bridge project. Motion carried 4-0. A motion was made by Siebert and seconded by Reis to contact the low bidder of the Park Street Restroom Project to see if they can still do the project this year at the price they bid. Motion carried 4-0 (Lorrigan abstained; Bubolz voted). A motion was made by Siebert and seconded by Campana to obtain prices for a computer for the Public Works Department. Mo-tion carried 4-0. A motion was made by Siebert and seconded by Campana to approve Webster on Third Street verbal request to close 3rd Street between Manitowoc Street and Mill Street from 3:00 pm until 12.00 midnight on Friday, July 31st & Saturday, August 1, 2015 for Webfest. Final approval will be given upon receiving the request in writing. Motion carried 4-0. A motion was made by Camapna and seconded by Reis to submit the Intergovernmental Agency Services Agreement to the Village Attorney for review. Motion carried 4-0. Bubolz gave an update on the discussion with the insurance company representative. Sample copies will be obtained regarding alcohol stor-age in public owned buildings. A motion was made by Siebert and seconded by Reis to schedule interviews with four (4) candidates from the employment application received. To be present during the interviews would be Bubolz, Campana, Krahn and Krepline. Motion carried 4-0. At 7:35 pm a motion was made by Reis and seconded by Lorrigan to convene into closed session, pursuant to WI Statute Section 19.85(1)(f) to consider data of specific persons. Motion carried 4-0. At 7:40 pm a motion was made by Reis and seconded by Lorrigan to recon-vene into open session. Motion carried 4-0. At 7:40 pm a motion was made by Siebert and seconded by Reis to convene into closed session, pursuant to WI Statute Section 19.85(1)(c) to conduct business which requires a closed session to consider performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Mo-tion carried 4-0. At 8:10 pm a motion was made by Siebert and se-conded by Campana to reconvene into open session. Motion carried 4-0 At 8:10 pm a motion was made by Siebert and seconded by Campana to convene into closed session, pursuant to WI Statute Section 19.85 (1)(e) to conduct specified public business, where competitive or bar-gaining reasons requires a closed session. Motion carried 4-0. At 8:28 pm a motion was made by Campana and seconded by Reis to recon-vene into open session. Motion carried 4-0 At 9:00 pm, Bubolz turned the meeting over to Lorrigan to discuss the Deerview Drive Extension Project. A motion was made by Cam-pana and seconded by Reis to send out the bills for the sanitary lat-erals at the cost of $1,331.35 per lateral. Motion carried 4-0. Lorrigan turned the meeting back to Bubolz at 9:02 pm. A motion was made by Reis and seconded by Siebert to move the August 6th meeting to August 13, 2015. Motion carried 4-0. The next regular monthly meeting will be held on Thursday, August 13, 2015 at 6:30 PM. A motion was made by Siebert and seconded by Reis to adjourn the meeting. Motion carried 4-0.
