The one-off $1 million Recruitment, Retention and Responsibility (3R) National Fund supports schools’ use of 3R payments when employing a person with a Limited Authority to Teach (LAT) between 1 January 2018 to 30 June 2018.

Where a school is unable to recruit a registered and certificated teacher to an advertised position, the fund supports school use of 3R payments to employ a person who holds a LAT.

Payments are set at the same level as current 3R payments under policy outlined in Circular 2008/1 and under the Primary Teachers Collective Agreement.

Payments are:

» $4,000 per payment for those with a LAT in a secondary school or area school, up to a maximum of $8,000 per LAT per year

» $2,750 per payment for those with a LAT in a primary school, up to a maximum of $8,250 per LAT per year

A school may apply for multiple 3R payments, provided all criteria and confirmations are met for each LAT position.

Eligibility Criteria:The school and the applicant must meet all of the eligibility criteria before being eligible for assessment:

i. the person being offered the position holds a LAT granted by the Education Council at the time the application for funding is being made,

ii. the position has been advertised in the Education Gazette and either:

iii. no registered and certificated teachers applied for the position; or those who applied were demonstrably unsuited to the advertised position

iv. the position is being offered for a fixed term period of at least 12 months

v. the position’s start date must be between 01 January to 30 June 2018

vi. the school made an operating loss using the latest financial information (if the school made an operating profit, it does not qualify for this funding).

PaymentsAll payments shall be made directly into the schools operational grant to the school bank account we hold on record. The payments as outlined in the table below are not inclusive of GST. GST shall be added prior to the payment being made to your school.

How the allocation of 3R payment works:There are three categories, A, B or C, under which the maximum number of 3R payments would be considered depending on the specific circumstance of the person who holds the LAT being recruited.

Eligibility

Is my school eligible?

All state or state-integrated schools who meet the criteria can apply for the 3R National Fund.

Who is likely to receive these payments?

When a school is unable to employ a registered and certificated teacher, they can instead employ someone with a LAT granted by the Education Council.

The LAT allows a school to employ someone with skills that are in short supply – often people who have specialist skills but no teaching qualification, such as industry specialists in technology subjects. However, with a LAT individuals are paid as untrained teachers which can mean a significant reduction in their income.

The allocation of 3R payments was developed to acknowledge the structure of salary scales. Particularly where the starting salary is relatively lower than other starting points of the scale.

Was the Education Council involved in developing the 3R national fund?

The Education Council was consulted on the development of the criteria for this fund, given it is the body that grants LATs.

How will you confirm a LAT has been requested and meets the requirements?

We will be checking the LAT register on the Education Council website https://educationcouncil.org.nz/limited-authority-teach-list to confirm the position is being filled as per the eligibility criteria.

What qualifications are required for a LAT?

Information about Limited Authority to Teach can be found at the Education Council.

Payments

What if the school would like funds to go to a different school bank account than the one on file with the Ministry of Education?

If you would like the funds to go to a different school bank account, you will need to provide verified banking details.

One of the following documents can be accepted for verified banking evidence:

» bank statement (original or copy stamped and signed by a bank teller)

» encoded deposit slip (from the schools cheque book, original or copy stamped and signed by a bank teller)

» handwritten deposit slip (stamped and signed by a bank teller)

» printout from your bank (stamped and signed by a bank teller)

» printout of an internet banking page where the bank account number and name are clearly printed (stamped and signed by a bank teller).

Please note: Original documents, certified or stamped and signed by the bank teller may be emailed or posted.

When will the school receive the payment?

The school should receive any approved payments within four weeks of being advised of the outcome.

When do I apply for 3R?

Applications for the 3R National Fund must be received by 30 June 2018. Applications received after this date will not be considered.

Can I apply for more than one person with a LAT to receive 3R payments?

Yes, if each application meets the criteria. A separate application is needed for each person with a LAT.

Evidence

What evidence is required under categories B and C?

Evidence could include information about the market salary and/or the actual salary of the role the person is being recruited from. For example, a person being recruited as a Science teacher who is employed as a marine biologist, the market salary for such a role (assuming the holder has five or more years’ experience) is usually between $69,000 and $78,000 - this information could be the board’s supporting evidence for a 3R payment.

How will the Ministry check that the school cannot afford to pay the LAT teacher from their own funds?

We will check with the Ministry’s Resourcing team to see if the school made an operating loss using the latest financial information the Ministry has on file.
