TAFE deliver new huts to CouncilEight new beach huts have been constructed on the shores of Shellharbour Village as part of a collaborative project between TAFE Illawarra and Shellharbour City Council.

The huts are the latest addition to Shellharbour Beachside Tourist Park and will provide contemporary group accommodation for four to five people. An outdoor camp kitchen facility is also being constructed for visitors to access during their stay.

“This has been an exciting opportunity to provide new facilities to attract tourists and partner with TAFE Illawarra to deliver practical training experience,” said Mayor Marianne Saliba.

“The additional accommodation will provide greater choice for visitors and cater to another tourist market looking for a more relaxed, camping style of holiday,” Cr Saliba said.

“The beach huts are painted in bright seaside colours, similar to the famous huts at Brighton Beach in Melbourne,” she said.

The $430,000 project involved 12 TAFE students studying Certificate II in Construction, working on the project three days a week for 10 months. The building was

completed at Nowra campus with some also constructed at the site.

Council appointed a contractor to complete the foundations, site works, landscaping and construction of the car parking.

The students assembled steel base frames, laid timber joists and particle board flooring, built and erected timber wall frames and scaffolding. They also installed veranda beams and posts, laid timber decking, installed skirting, architraves and trim and installed windows and doors.

“This model of providing our students with real life projects enables them to gain the skills and experience they need to kick start their careers,” said TAFE Illawarra Institute Director, Dianne Murray.

“Originally, there were 19 students enrolled in the course. In a matter of weeks, six of the students were offered an apprenticeship – so it’s a proven success for both the students seeking employment and our local employers,” she said.

During the next week the ramp and external steps will be complete, turf laid and furniture installed in all the huts. It is anticipated that bookings for the huts will open for Christmas.

Discussions have now begun to determine the feasibility of additional cabins being installed at the site in 2016, following the success of this partnership between Council and TAFE Illawarra.

Track between Shell Cove and Shellharbour to closeThe start of construction of Harbour Boulevard road this month will force the closure of some informal pedestrian and bicycle access between Shell Cove and Shellharbour village.

The road will provide a direct link between Shellharbour Road, the boat harbour and The Waterfront, Shell Cove and will be built in stages during the next 12 months.

The track between Brigantine Drive, Shell Cove and Darley Street, Shellharbour village will be closed from Wednesday 13 January.

A permanent laneway between two properties on Ragamuffin Circuit can be used to cycle or walk to the village, along Shellharbour Road.

WHAT YOU NEED TO KNOW

Draft West Dapto Section 94 Development PlanCouncil wants to hear the community’s opinions of a draft Plan that identifies the roads, bridges, parks, sports grounds and community centres required to support the West Dapto Urban Release Area.

The infrastructure requirements are outlined in a draft West Dapto Section 94 Development Plan. Currently, developers are required to pay $30,000 per housing lot towards the cost of this infrastructure through developer contribution levies. This money is used by Council to pay for the development of new infrastructure such as roads, sports parks, bike tracks and recreation and leisure centres.

The State Government has capped the levy at $30,000 per lot which has resulted in a funding shortfall. The draft West Dapto Section 94 Plan has shown there is a gap between the amount of money that is collected through this Levy, and the infrastructure required into the future. By 2055 West Dapto is expected to be home to more than 56,500 people living in more than 19,500 homes.

To overcome this funding gap, Council will ask the Independent Pricing and Regulatory Review Tribunal, or IPART, to review the draft West Dapto Section 94 Plan. Once reviewed by IPART, Council will then request the State Government to contribute to the funding shortfall. As part of this process, Council is first asking the community for their opinion.

“West Dapto is an essential and fast-growing area and one that we’re putting a lot of time, planning and money into,’’ Wollongong Lord Mayor Councillor Gordon Bradbery OAM said.

“However, Council’s funds are limited and we’re looking for additional funding so that we’re able to provide the best quality of life for those who choose to live in this area. It’s all well and good for houses to be built, but without roads, bridges and playgrounds residents will struggle to get to their properties let alone enjoy the area in which they live.’’

The draft Plan is on Council’s website and the community can comment on it until Wednesday 10 February 2016.

“It’s important to emphasise this Levy increase isn’t about rate rises. What we’re asking is for the community’s thoughts on asking the State Government to help meet the funding shortfall.’’

Wollongong & Shellharbour City Councils Proposed to AmalgamateJust before Christmas, the NSW State Government announced a proposal to amalgamate Wollongong and Shellharbour City Councils.

As of Thursday 7 January, the State Government has appointed Mike Allen as the delegate who will conduct the public consultation and review of the proposal for Wollongong and Shellharbour Councils. Mr Allen is the former Chief Executive of Housing NSW and has nearly 40 years’ experience in social and affordable housing management, homelessness, community and Aboriginal housing.

Mr Allen will examine the State Government proposal and prepare a report for the Minister of Local Government. The community can be involved in this process by preparing a written submission and participating in a public inquiry. Written submissions can be made online at http://www.councilboundaryreview.nsw.gov.au or by mail and should be received by 5pm, Sunday 28 February. A date for the public inquiry is yet to be advised.

Once Mr Allen has prepared his report, the Boundaries Commission will review the document and provide their feedback to the Minister. The Minister will then recommend whether the councils should amalgamate. It has been indicated the timeframe for this decision is mid-year.

As this process runs its course, it’s important to note that if the merger was to go ahead, its Government policy there will be no changes to existing, approved rate increase paths for each of the council areas of Wollongong and Shellharbour. In addition, the NSW Government will provide up to $10 million to meet merger costs and that all permanent Council staff will have their terms and benefits preserved for three years from the date the two organisations are merged.

Wollongong City and Shellharbour City Councils will continue to deliver all their current services and programs as usual for now and into the foreseeable future.

The real estate market in the Illawarra has started the New Year well. A period that can be notoriously quite has seen plenty of homes remain on the market and continue to sell.Median house prices (3 bed) currently sit at $645,000, a 7% rise on figures in December where the median price was $600,000. Median unit prices (2 bed) currently sit at $415,000. Rental prices also remain competitive with current prices standing at $440 for a house and $360 for a unit, in contrast the combined average for rental prices in capital cities standing at $486 and $464 for units.Auctions have been quite over the Christmas and New year period which is to be expected, but we will see a return to form by the end of January, early February.Wollongong and the surrounding Illawarra is starting the new year on the radar of many businesses and investors after the recent announcement of the NSW State Emergency Service that it has signed an agreement, brokered through MMJ Wollongong, on a new head office in Burelli Street Wollongong. Making it the biggest office lease in the area.With high levels of transport availability and increased investment into expanding the roadway network in the Illawarra it is little wonder businesses from Sydney are seriously considering taking advantage of the lower market prices on offer and relocating. Many families as well are looking to make the move after another bumper summer tourist season in the Illawarra.Wollongong and surrounds are of particular interest to families and investors, with close proximity to Sydney and 10+% growth in property values over 2015 and a proven ability to deliver capital growth, 2016 is going to be a very busy time for real estate

in our region. The economic outlook for Australia in 2016 is weak and investors are now looking for stability, a bill the Illawarra delivers.Foreign investment from China is still booming, with Chinese real estate portal juwai.com suggesting that the top locations in Australia for foreign investors in terms of number of inquiries are: Sydney, Newcastle, Wollongong/Illawarra, and Byron Bay.High levels of interest remain even after government intervention. Under new rules, introduced by Government on December 1st, foreign investors must pay a $5,000 application fee when purchasing a home under $1 million and $10,000 for purchases over $1 million. This new fee structure has helped to make the Illawarra and Newcastle more attractive as in both areas median house prices still remain under $1 million.Reports by Knight Frank suggest that Sydney will still see a potential 10% rise in capital growth. Whilst other data providers have more modest expectations of the market, even at Knight Franks higher 10% forecast still makes Sydney an affordable option. All of this is positive for the Illawarra which, as we saw in 2015, will see a flow on affect as the population moves away from the main metro area.There is speculation that the recent NSW Government proposal to amalgamate both Wollongong and Shellharbour councils will negatively affect the housing market. However, there is no evidence to suggest that this would be the case, as at this stage we do not know if the amalgamation will even occur. The government has appointed Mike Allen to conduct public consultation and review council submissions. If the merger does proceed Government maintains that there will be no changes to existing, approved rate increase paths for the areas.

Changes made to real estate advertisingA lot has been said in the press recently about changes to laws governing underquoting, but what does this all mean for buyers or vendors?

Buying a property is the biggest financial investment most people will ever make. When dealing in the residential property market, vendors and potential buyers should be able to expect certain standards to be met.

A review of the previous underquoting laws found that clearer requirements for agents selling property would better protect consumers in the NSW property market and would ensure that the laws reflect the expectations of buyers and sellers. In turn this will also ensure that Consumers now have greater certainty about property prices.

From the 1st of January 2016, real estate agents are now banned from stating or publishing a price for a residential property that is LESS than their reasonable estimate of the property’s likely selling price. This price must be recorded in the agency agreement with the seller.

If a price range is used, the highest price must not be more than 10 per cent higher than the lowest price.

Agents also cannot market a residential property for a stated price using vague terms or symbols such as ‘offers above’, ‘offers over’, ‘plus’ or ‘+’.

If a real estate agent’s estimated selling price changes because of new evidence, the agent must update the estimated selling price in the sales agreement as well as updating all advertising and marketing information materials. Therefore buyers may see advertised pricing of a specific property change whilst it is on the market.
