Parents of SPED students are forming Rotary CommunityCorps to design, suggest and implement community solu-tions to challenges facing SPED and school communities

After the Christmas program with SPED childrenast 18 December 2015, BCP Marites Nepomucenoand PP Marcia Salvador grabbed the long sought-after opportunity to meet and discuss with parentsand teachers of SPED pupils the possibility of or-ganizing the parents into a Rotary CommunityCorps (RCC).

Most of the parents have been together for severalyears already since their children enrolled in theSPED Center of Dona Juana Elementary School. They expressed interest in an RCC.

The next meeting with parents and teachers shallbe held in January 2016.

    What is RCC ?

Rotary Community Corps (RCCs)are teams of men and womenwho work in partnership with Ro-tary clubs to improve their com-munities. Each RCC is sponsoredby a Rotary club and, as with Ro-taract and Interact clubs, the Ro-tary club acts as its partner in ser-vice.

Some RCCs are created to undertake a specific projewhile others tackle larger, more entrenched problems an on-going basis. RCCs set their own goals based

their communities’ specific needs. As representativesthe population being served, RCC members bring enthsiasm, creativity, and sustainability to the projects thdesign and implement. They offer community solutiofor community challenges.

When the Canadian army liberated the Nether-lands in 1945, they found the country on thebrink of starvation. Seeing the suffering of somany, and especially moved by the faces of thechildren, four Canadian privates stationed near Apeldoorn that year decided to make that Christ-

mas special for as many Dutch children as theycould.

Together, they made the rounds among theirfellow soldiers, collecting chocolate bars andchewing gum, candy and comic books. In theirspare moments, they built toy trucks out of wood

d wire, sawed scrap lumber for building blocks; one, risking the mili-y police, sold his cigarette ration on the black market, using the

oney to buy rag dolls. Each thought longingly of his own family atme; each channeled his energies instead toward the children whoseristmas they knew they could brighten.

1 December, four sacks of gifts lay ready; the soldiers eagerlyoked forward to the 25th. But two days later, they learned the date

ey were to depart for Canada: 6 December, long before Christmas.th mixed emotions, the soldiers decided that the best plan simplyuld be to take their sacks over to the local orphanage and leave them

    ere to await Christmas.

e night before they were to leave the Netherlands, the four set off fore orphanage, one of them in a makeshift white beard and red cap. Oneir way, they were surprised to hear church bells ringing and seeuses lit brightly, with Christmas still some weeks away. As they ap-oached the orphanage, boots crunching in the snow, they sawough the windows that the children, two dozen girls and boys, werethered at their evening meal. Only a few months after the war's end,

od was still scarce; the meal was small, and the children's faces paled thin.

anta Claus" raised the knocker on the door and knocked three times,rd. As if by magic, the chatter of young voices inside fell silent; aest opened the door. His polite expression gave way to one of shock, the children behind him erupted into cheers, rushing forward andarming the private who had dressed for Christmas three weeks early

but exactly on time. For in the Netherlands, Sinterklaas comes on St.cholas Eve: 5 December.

r an hour, joyful chaos reigned as packages were opened and ex-imed over, sweets were tasted, dolls caressed. The last woodenck, the last bar of chocolate, went into the hands of a little boy whod been waiting patiently all the while. After thanking the men, hened to the priest and said something to him in Dutch, his face alighth happiness. The priest smiled and nodded. "What did he say?" one

    the soldiers asked.

e priest looked at them with eyes full of tears. "He said, 'We told youwould come.'"

sending joy out into the world, we do not sacrifice it for ourselves  –  only multiply it. As we enter this season of giving, let us multiply thets we have been given by sharing them with others. Through acts ofring, kindness, and generosity, in our clubs and through our Founda-n, we become and remain a gift to the world.

The common perception of the physi-cally disabled throughout Mexico wasthat they are incapable of being pro-ductive members of society. Unable towork or provide for their families, theyface discrimination, must be takencare of, and are kept at home.

But an organization called Autonomy,Liberation Through Movement (ALEM)is working to change all that. Foundedin 2007, ALEM provides vocational training, encourag-ing and empowering people with motor disabilities tofind meaningful employment. In addition, the group isproviding a service that was sorely needed throughoutcentral Mexico: wheelchair repair.

With the help of the Rotary Club of Cuernavaca-Juárezand the Rotary Club of Paoli-Malvern-Berwyn, Pennsyl-vania, USA, ALEM has been able to provide low-costrepairs for wheelchair users in their community. A Ro-tary Foundation grant is funding a mobile repair clinicthat travels to neighboring central Mexican cities includ-

ing Puebla and Veracruz. Local Rotary clubs arrangeaccommodations, meals, publicity, and a central loca-tion where the ALEM team can set up its mobile repairshop.

Erik Friend, co-founder and now president of ALEM,brought his experience as a mechanic to the organiza-tion, and presented ALEM as a potential project partnerto various clubs in Mexico and the United States. Im-pressed with Rotary club involvement in projects thatgoes beyond funding, he became a Rotary memberhimself, joining the Cuernavaca-Juárez club.

“This project has benefits and contributions to societythat are very interesting,” Friend says. “Some are sim-ple, as people who have lost their mobility regain it byhaving their wheelchair fixed, but other benefits aremore subtle, like the impact on the local culture and onsociety. People with disabilities now see that it is possi-ble to work. We know that we are changing perspec-tives.”

ALEM has 10 people working out of its Cuernavaca-based workshop, all with physical disabilities and mostof them wheelchair users. All workers are trained in vari-

ous specialties, including painting, welding, and uphol-

    stery work.

Mayra Solano, director of ALEM, explains that the oganization’s name is meant to emphasize the possibiof growth and change for anyone with a motor disabilShe adds that the constant challenge is figuring out hoto fight pre-established notions about the capabilitiespeople who must rely on a wheelchair.

“ALEM works in two parts,” says Solano. “One partpainting a picture in our country showing that even wa disability, in our case motor, there are still many otions and we can integrate [these people] back into t

world. The other part talks about the education needeso they can become professionals and work. They hato learn new things -- to use their hands, to use thsight, to work in a team, to talk about ideas, and stworking together.”

Providing low-cost wheelchair repairs is another imptant element of ALEM’s mission. Although replacemeparts are relatively inexpensive, they still aren’t affoable for most wheelchair users in the community. WRotary’s help, ALEM now charges only for labor, anwhere from about $3 to $18. With the ability now bring the repair clinic to other communities, ALEM’s ipact is that much wider.

“We [and the Rotary clubs] joined our efforts and startworking together, but it goes much further than thaSolano says. “It goes in the feeling and the spirit of Rtary, which is about working with the community, for tcommunity. It’s the partnership that makes change posible.”

From the December 2015 issue of The Rotarian

In Cuernavaca, Mexico, cobblestone streets and side-walks can wreak havoc on wheels and bearings. Forpeople who get around using a wheelchair, a me-chanical breakdown only exacerbates the social isola-tion they often face. But an enterprising group is train-ing people with disabilities to fix wheelchairs  –  andeven bringing the concept of roadside assistance towheelchair users in other cities.

Erik Friend, a member of the Rotary Club of Cuer-navaca-Juárez, Mexico, had been volunteering with agroup called Autonomy, Liberation Through Move-ment (ALEM) and was intrigued by the simple efficacyof its vision and work. ALEM’s employees design, build, and repair standard and sports wheelchairs, recumbent tricycles, and other custom wheeled de-vices. They work out of a garage workshop in Cuer-navaca and staff mobile units that travel to cities suchas Puebla and Veracruz.

Other groups distribute wheelchairs, but ALEM is theonly wheelchair repair operation in the state of More-los. It provides an essential service in a place wherenew wheelchairs frequently break down within a year– and where people with disabilities are often viewedas unable to work. ALEM’s technicians also offer gen-eral welding, upholstery, and painting services.

“ALEM opened new doors for me,” says GilbertoBeltran Montero, who was paralyzed after being shotin a mugging. Fighting depression, he didn’t leave his

house for a year. “I thougthat because I’m disabledwould never be able to anything. But I realized thacould still learn new skills.”

Friend, who has experienas a mechanic, is now t

president of ALEM. He sahe has seen how learningskill has made workers like Beltran more confideand self-reliant. He has also seen the impact of theexample on the communities where they work. Locauto mechanics, for instance, often bring aluminuwelding projects to ALEM, one of the only places Cuernavaca equipped to do that type of job. Whethey see someone like Rosy Roman Sánchez, young woman who specializes in welding aluminuFriend says, “it makes them question all the assumtions they have  – about not only what a woman c

do, but also what someone in a wheelchair can do.

“To see the look on their faces when Rosy staworking, and does a job well, is great,” he say“That’s how we transform society’s way of thinking.”

In 2013, the Rotary Clubs of Paoli-Malvern-BerwyPa., and Cuernavaca-Juárez used a Rotary Foundtion grant to purchase parts and equipment f

ALEM’s repair operations. The next year, the twclubs received a Rotary global grant to purchase

trailer and a van for ALEM’s mobile repair serviccontinue to fund needed parts and supplies, and suport training, education, and outreach programs. Rtary clubs in each city visited by the mobile repair ucoordinate permits, electricity, and housing for ttechnicians.
