Regarding Mr, Millard*s letter of February 21, 1980, in par-

ticular the comments on release of the Rio Puerco, there ap-

parently is either a divergent set of data or a difference in

semantics with respect to Lead-210 total concentrations. We

This information should be reviewed and utilized as representative

background data in a manner jointly acceptable to UNC Mining &

Hilling and the NMEID.

I would suggest that a two (2) sigrna warning level, used in Radio-

chemical Quality Control Programs/ be established as the boundary

for expected variations in background. For station RWS-27, where

o\ir current weekly samples for total constituents are taken, this

calculates to 2S.6 ±38.72 pCi/1 or an upper warning limit of

67.32 pCi/1. A further extension of this concept would allow

le'.-":-3 ^ f -r ^o 97 .32 pCi/1 under Part 4, Appendix A / of the New

:';e:-:i-;3 =r.i:^5.rds rur releases to an unrestricted ared.

We thsr. c'^n eliminate concern over seemingly high concentrations

and more accurately compare them to the standard. This may be

done by utilizing recent RWS-27 data and the equation from Appendix

A, below:

Thi^ type of approach is supportable and should be explored further

for determining mutually acceptable background concentrations.

With regard to costs associated with cleanup of the Rio Puerco

sediments, we have calculated the values requested in our meeting

of March 25, 1980- For the first five (5 ) miles downstream of the

da.^ a total of $250,654 was spent to remove 2,733 tons of stream

sedi^.enr. 5y comparing the mean values from each station for the

first arc third samplings we see a mean overall reduction of 11.6

:-'.is ^or.verts to a cost of $21^005 .10 pe\- picoCurie of

re^-.-i--^^;.-. .-,"/er the entire 5.1i mil^ strcL^;. or $4 ,223 .59 per

picc-C'-..-L^ of reduction over 1 mile. These figures should help in

your assessment of the reasonableness of continued cleanup. If

any further cost comparisons would be helpful, please let me

know.
