On May 5th

2014, Essam El-Beik, a consultant for Illinois Department of Central Management

Services, a state agency of Illinois, met with the following FCC staff members:

• Nick Alexander - Office of Strategic Planning & Policy Analysis

• Jon Chambers - Office of Strategic Planning & Policy Analysis

• Kate Dumouchel - Wireline Competition Bureau

• Charles Eberle - Wireline Competition Bureau

• Dana Shaffer - Office of the Managing Director

Essam presented the attached slides. Essam first presented key data points regarding Illinois and

Illinois schools and libraries, as shown in the slides. Essam then presented the merits of open

access fiber that includes competition for the provision of lit service to the school. Essam then

stated support for a capital infusion to assist remote rural schools and libraries with external

connections.

For internal connections Essam stressed the preference for set funding each year for schools and

libraries for internal connections.

For voice services, Essam stated a preference for a gradual phasing out of voice service over 3 –

5 years.

Essam then asked if lit services provided by a 3rd

party service provider utilizing school owned

fiber could be funded via E-rate. FCC staff stated they would follow up on this question after the

meeting.

Essam then provided suggestions for the downloading and aggregation of form 471’s from the

Universal Service Administration Company (USAC) website.

Pursuant to the Commission’s rules, this notice is being filed in the above referenced docket for

inclusion in the public record.
