Commissioner Eakin seconded. Motion carried. Blair Ballou, Road Commission Engineer/Manager, was present to provide the agency's semi- annual update. The draft that proposed 2016 local millage projects were distributed and discussed. These projects proposals will be discussed with township representatives at a meeting scheduled for March 25,2016. The 2015 local millage projects were also discussed. An update on the effects of winter conditions on the gravel road system was also discussed. Jessica Larkin, Soil Erosion and Sedimentation Enforcement Officer, was present to provide an update on recent legislative changes (P.A. 2 of 20 16) which provided agricultural exemptions to the requirements of Part 91. MINUTES

MEMBERS PRESENT: Commissioners Walter Miars, Glenn Freeman, Terrance Augustine, Roger Eakin, Wayne Ridge and Barbara Rogers

ALSO PRESENT: Commissioners Blake Mulder and Jeremy Whittum; Blair Ballou, Clay Summers, Jessica Larkin, Gene Bryan, Mary Beth Roe and John Fuentes

The March 9, 2016 regular meeting of the Public Works and Planning Committee was called to order at 8:30 a.m. by Chairperson Miars,

Commissioner Rogers moved to approve the minutes of the February 10, 2016 meeting, as presented. Commissioner Eakin seconded. Motion carried.

Blair Ballou, Road Commission Engineer/Manager, was present to provide the agency's semi­annual update. The draft that proposed 2016 local millage projects were distributed and discussed. These projects proposals will be discussed with township representatives at a meeting scheduled for March 25,2016. The 2015 local millage projects were also discussed. An update on the effects of winter conditions on the gravel road system was also discussed.

Jessica Larkin, Soil Erosion and Sedimentation Enforcement Officer, was present to provide an update on recent legislative changes (P.A. 2 of 20 16) which provided agricultural exemptions to the requirements of Part 91.

Clay Summers, Parks and Recreation Director, was present to provide the department's monthly update. It was reported that the department was the recipient of a $2,500 grant through the Michigan Recreation and Park Association. It was also reported that an appraiser had been selected to perform a new appraisal for the M-50 site. Donations from private sources have been secured to cover the cost of this appraisal. Discussion held.

A district change amendment (DCA 3-16-1), a text amendment to the zoning ordinance recommended by the Planning Commission, was presented and discussed.

Commissioner Augustine moved to recommend the approval of DCA 3-16-1 to the Board of Commissioners. Commissioner Ridge seconded. Motion carried.

Gene Bryan, Construction Code Enforcement Director, was present to provide the department's monthly update. Current permit and inspection activities were discussed.

Mary Beth Roe, Resource Recovery Coordinator, was present to provide the monthly update for the Designated Implementing Agency. The total 2015 diversion rates for recycling centers and waste haulers were reviewed.

It was reported that Sunfield Township had been notified by the State that it had not provided the County its statutory right to comment on the creation of a Commercial Rehabilitation Tax Exemption District. Discussion held.

Commissioner Augustine moved to recommend that the Board of Commissioners reflect no objection to the creation of the Sunfield Township Commercial Rehabilitation District. Commissioner Freeman seconded. Motion carried.

Chairperson Miars adjourned the meeting at 9.51 a.m.

The next regularly scheduled meeting of the Public Works and Planning Committee will be held at 8:30 a.m. on Wednesday, April 13, 2016, in the Board of Commissioners Room of the Courthouse located at 1045 Independence Boulevard, Charlotte, MI 48813.

February 3, 2016

The Eaton County Parks and Recreation Commission met in regular session at Lincoln Brick Interpretive Center, Lincoln Brick Park, Grand Ledge. PRESENT: Brittany Covault, Duane Eldred, Michael Hosey, Neil Lacasse, Robert McConnell, Jim Osieczonek, Jerry Roe and Barbara Rogers ABSENT: Paul Dean, Shane Powers, GUESTS: Blake Mulder-Eaton County Board Chairman, Riley Spayde and Geri Goffin-Friends of Eaton County Parks, Terry Dankenbring-Lion’s Club STAFF: Clay Summers-Director, Jackie Blanc-Naturalist/Operations Manager, Teddy Short-Recreation Specialist and Melody Smalley-Administrative Assistant 1. CALL TO ORDER

Chairman McConnell called the Parks Commission meeting to order at 5:10 p.m. followed by the Pledge of Allegiance and roll call.

2. INTRODUCTIONS/CHAIRMAN’S REMARKS Chairman McConnell welcomed Terry Dankenbring with the Lion’s Club. Mr. Dankenbring gave a brief introduction of himself and his affiliation with the Lion’s Club and Lincoln Brick Park.

3. APPROVAL OF CONSENT AGENDA

a. January’s Agenda was reviewed b. November’s Minutes were reviewed Motion made by Hosey, Second by Eldred to approve the Consent Agenda. Motion carried.

4. PUBLIC COMMENT None 5. FINANCIAL REPORTS

a. Upon review of the January 2015 Master Voucher list, motion by Rogers, second by Hosey to approve payment of voucher. Motion carried. b. Monthly financial report for January 2015 was reviewed. Motion made by Roe, second by Covault to receive the report. Motion carried.

6. STAFF REPORTS a. Naturalist/Operations Report: Commission received the Programs/Operations Reports by Jackie Blanc. Blanc gave an overview of January meetings, programs and participant attendance. Blanc stated that the weather has been uncooperative for winter activities this year. b. Recreation Specialist: Commission received the Recreation Specialist Report by Teddy Short. Short gave an overview of January meetings, and highlighted that registrations are starting to come in for programs and she is still seeking volunteers to assist with the programs.

c. Director Report: Commission received the Director Report by Clay Summers. Summers gave an overview of January meetings. Summer highlighted his meetings with the Rotary Club where he was a presenter and the Winter Warm-Up that was held at the Lansing Mall. The following communications were distributed: Letter from Gina Johnsen, former Parks Commissioner, new slide for the theatres highlighting the July 9, 2016 Classic Auto & Craft Show, several PSAs that appeared in the Lansing State Journal and the Grand Ledge Independent highlighting the Parks’ programs, Fox Park Observatory, an article in the Lansing State Journal about snowshoeing in the parks, the BEDHD February 2016 Community Outreach Highlights.

7. PARTNER ORGANIZATION REPORTS

a. Friends of Eaton County – Riley Spayde, Treasure, stated the Friends of Eaton County Parks was pleased with the Master Plan and supports the plan. Riley also stated that the Friends also are in favor/support of a millage to financially achieve those goals that are listed in the Master Plan. Spayde also stated they are setting up a scholarship in support of the new recreation programs. b. Thornapple Trail Association – No representative

8. OLD BUSINESS

a. M-50 Project Update: Summers gave a brief overview of the meeting with the Crandalls that took place earlier in the day stating the meeting was positive and plans are being made for a new appraisal on the property. b. Marketing/Visibility Committee: The video of Eaton County Parks was shown to the Commission. The video is a result of a collaboration of the Tri-County Regional Planning Commission, Greening Mid-Michigan Team and Eaton County Parks. c. Other: None

9. NEW BUSINESS a. Grounds Maintenance Contract, Draft: Summers gave an overview of his meetings with the City of Grand Ledge in regards to City contracting Eaton County Parks for the maintenance of their park properties and the draft of the contract was reviewed. Commissioner Lacasse suggested clarification in the wording of number #12 in the contract. Motion made by Hosey, second by Osieczonek to approve the contract with the clarification and to send the contract to the Public Works and Planning Committee for approval. Motion carried. b. Other: None

10. LIMITED PUBLIC COMMENT

None 11. OTHER BUSINESS

Jackie Blanc, Naturalist/Operations Manager was recognized for her 25th Anniversary with Eaton County Parks. Blake Mulder, Chairman of Eaton County and Commissioners McConnell thanked Blanc for her dedication, as well as, many other Commissioners and Summers. Blanc was presented with a Resolution in her honor. Blanc thanked everyone for their support over the years.

12. COMMISSIONER COMMENTS Commissioner Osieczonek stated that when his term ends this coming December, he will not be seeking re-election with the Eaton County Board.

We are beginning to work on the budget and continue to try and finalize the annual report as soon as time permits.

Activity Report:

Green Break- We recently applied for a grant through our Mparks Association for $2,500.00 to put towards green initiatives. We won the Green-Gift at our Mparks Conference. We are currently looking for supplies to purchase for Green-Break Camp with part of the money.

Ledge’s Classic Auto Show- We have received a few registrations for the car and craft show.

Summer Youth Camps- Our summer youth camps are in the process. We have been planning our field trips and extra activities to add to our weekly schedule.

Alive- We met with Patrick from Alive in Charlotte about some possible joint programming in the future. Teddy Short, Recreation and environmental education specialist

The Planning Commission met February 2, and approved one Conditional Use Permit for a Construction Contractors Establishment and Storage of Heavy Equipment in Eaton Township.

The Board of Appeals did not meet in January due to a lack of business.

Currently there are forty-three (43) junk violations and seven (7) zoning violations.

Housing Department Activities (See attached report).

Fifteen (15) Sheriffs Deeds and two (2) redemptions were recorded in the month of February 2016. (January 14).

Mr. Hager was in the office twice in the month of February and additionally worked on projects remotely. One housing project is almost complete with one other to be bid out shortly. Three applications are in

process for verification. Several homeowners are on a waiting list and will be called in date order of when they were added to the list as projects are completed and funding is still available.

Ms. Williams and Mr. Hager both attended a required MSHDA grantee training on February 24. Please see the attached Housing Report for an update on our grants and revolving loan Fund account.

Economic Development Activities.

Ms. Williams met with Ed Reed from Delta Township and Greg Nicholas from Capital Fund to discuss potential projects that may be interested in using the Eaton County RFL administered by Capital Fund.

Ms. Williams received (and forwarded to all locals) two site searches. Additionally, information was provided (with the assistance of LEAP) directly to an entity looking for a large office space specifically in Eaton County.

Veteran Service Activities

Fifty-Nine (59) Veteran appointments regarding benefits, applications, existing claims and new claims were conducted this month.

Four (4) veterans were transported to the Ann Arbor hospital by our volunteer drivers.

OTHER:

Ms. Williams attended a community partner meeting at the BEDHD as part of their Public Health Accreditation Board certification site visit and evaluation. Several different entities were present to discuss how they partner with the BEDHD to improve community health. Medical Marihuana – House Bill 4209 (also known as the Medical Marihuana Facilities Act) is being discussed again. Revisions so far appear to address the MTA concerns previously noted. Additionally Ms. Williams attended the following meetings: Continuum of Care, CARTS, Board of Commissioners, Information and Technology, HGB Community mtg, Charlotte Main Street mtg, and two Can Do! mtg’s.

Introduced by the Public Works and Planning Committee

PREAMBLE: The Eaton County Land Development Code, an Ordinance adopted by the Commissioners of the County of Eaton pursuant to Public Act 183 of 1943, and administered pursuant to Public Act 110 of 2006, may be amended from time to time by following procedures outlined in Article 13 of the Development Code. WHEREAS, Eaton County Planning Commission initiated a petition for a Comprehensive Amendment to the Eaton County Land Development Code (zoning ordinance) to clarify the intent, update language and improve comprehension. Amendments are proposed to the following: Article 5 Definitions and Interpretations (amend Sections 5.3.10 J.) and Article 6 General Provisions (amend Section 6.2.9 Junk); and WHEREAS, the Eaton County Planning Commission held a duly advertised and noticed public hearing on March 3, 2016; and WHEREAS, the Eaton County Planning Commission found the requested amendment to be consistent with the required findings of fact (Items A through G) contained in Section 13.6 of the Eaton County Land Development Code; and WHEREAS, the Eaton County Planning Commission has taken action on March 3, 2016 to recommend the adoption of the ordinance amendments for reasons stated at the meeting. ARTICLE 5 DEFINITIONS AND INTERPRETATIONS:

Changes are proposed to the definition of junk to clarify how items defined as junk may be stored on property. SECTION 5.3 DEFINITIONS 5.3.10 J

Junk: Miscellaneous solid waste, rubbish, scrap, debris, and reclaimable material located outside of a fully enclosed building, including, but not limited to, paper, rags, scrap metal and equipment, glass, household appliances, garbage, tires, vehicle parts, or motor vehicles which are inoperable, partially dismantled, wrecked, or abandoned, excluding farm machinery. Junk shall not be visible from any property line or right-of-way. Junk may be stored inside a fully enclosed building or be screened by an opaque fence of not less than six (6) feet in height.

ARTICLE 6 GENERAL PROVISIONS: Changes are proposed to the regulation of junk to add clarity. Section 14.2 is an Automotive Salvage and Scrapping Yard, which is a use only allowed for in the Industrial (I) Zoning District with a Conditional Use Permit.

SECTION 6.2 GENERAL REGULATIONS AND SPECIFICATIONS The following regulations shall apply to all districts of this Ordinance unless specifically exempted elsewhere in this Ordinance.

6.2.9 Junk: No person shall store, place, abandon, or allow to be stored, placed, or abandoned, or allowed to remain on property in their ownership or control, material defined as junk in Article 5 of this Ordinance, except as provided for in Section 14.2 of this Ordinance in the definition of junk.
