Call to Order –Chair James Schlender called the meeting to order at 9:00 am. Roll Call taken. Quorum was met. Certification of Compliance with the open meeting law was met. Meeting Agenda Public Comment Minutes from Previous Meeting – A motion was made by Mr. Peters to approve the minutes of the June 9, 2021, meeting; second by Ed Schleeter. Motion carried without negative vote. Circuit Court Report – Mr. Hoff reported that County staff has been meeting with Venture Architects and Miron Construction on the layout of new courtroom and other related items. Solar options are still under review as a possible consideration. Clerk of Court Report – Written report provided; Ms. Kelsey advised that there is one jury trial in July and the County is facing a huge loss in the passing of Family Court Commissioner, Susan Lein. District Attorney’s Office Report Sheriff’s Department Report – Sheriff Mrotek stated that staffing concerns are mounting as they face officers and staff leaving for other positions. Today starts the Wisconsin hound hunting season and there are more concerns this year than in past years regarding potential problems on public and private land with dog owner trespassing and dogs running at large. Communication Center Report – A written report was provided. Chief Deputy Sajdera advised that the department has met with North Memorial and completed several tests of the telephone transfer system with North Memorial and everything is working properly; it is scheduled for implementation on July 21, 2021. Patrol Report – A written report was provided. Lt. Ripczinksi stated that patrol calls remain steady and staff have successfully completed required training. Communication Systems Specialist Report – A written report was provided.

Jail Report – A written report was provided. The average daily population in June was 91.94 with 5 people currently on electronic monitoring. Animal Control Report – A written report was provided. Ms. Shelton stated that calls are starting to go up and LCO will have a vaccination clinic in September which is open to everyone. Revenue is down a little due to absence of March vaccination clinic in Hayward. Jail Tour – Sheriff Mrotek will make the jail tour available to all county board members at 6:00pm prior to the August 20th County Board members. Child Support Department Report – A written report was provided. Ms. Ocomoto also relayed the great loss that the County will experience due to the passing of Susan Lein. Coroner’s report Emergency Management Department Reports – A written report was provided. Criminal Justice Coordinating Council Update – Ms. Fisher reported on the upcoming culinary training program to be conducted in the jail starting program August 31 for 10 full days. Inmates will get instruction in food preparation, hospitality, team work, goal setting and serve safe licensing. Ambulance Service Department report – Written reports were provided. Mr. Dunston reported that the ambulance service is doing well on staffing with only one open position. Three staff members have completed training on the new pediatric system and Great Divide has guaranteed a transfer truck to Hayward Area Memorial Hospital every day on a trial basis. Potential Uses of ARPA Funds – Mr. Hoff shared a list of categories for approved ARPA expenditures. Every committee is being asked to consider potential recommendations for spending. Meeting Date/Time – The next meeting of the Public Safety Committee will be Thursday, August 5th, at 9:00 am in the Assembly Room. Clerk’s Report for August 2021 Public Safety Committee:

An Annual Restitution report was due to the Senate & Assembly Chiefs on July 7th. I compared

restitution disbursed to victims between last years report to this years:

07-01-2019 to 06-30-2020: $22,980.36

07-01-2020 to 06-30-2021: $49,245.47

We were pretty happy to see that increase on behalf of the victims.

Sawyer County Communications Center

Dispatch currently has one open full-time position and is actively training 2 new part-time dispatchers. Once they complete training the open full-time position will be posted . The shifts that are open due to the vacancy are currently being covered by full and part-time staff.

Over the last year dispatch has had a large influx of 911 hang up calls. From January 1st to present (07 /27 /2 l ), dispatch has received 648 - 911 Hang Up calls. This is nearly 6% of the calls coming into the center. Listed are some of the actions dispatch staff takes when receiving a 911 hang up.

• Attempt cal I back to verify emergencies - leave message

• If call plots - dispatch officers

• Check in house records for phone number/contact info.

• Contact cell phone company attempting to get contact info or start location (ping)

• Dispatch Officers

A vast majority of these calls originate from I-Phones. A recent update on the I-Phone allows the phone to call 911 if the volume or power button are hit in a rapid succession.

• Patrol calls volume are steadily increasing, May '21 was 811, June '21 with 1067, while July'21 is 1356. Which is an increase of July '20, which was 1178. Of note: 207 calls were received as 911 hang-ups. The vast majority of those deemed to be accidental dials.

• Our deputies, in addition to our task force partners, have continued the HVE, under the WI BOTS seatbelt grant. Specifically, Sawyer County Deputies in this period have issued 55 Citations for traffic offenses, .2.. written warnings and .2 Non-Traffic Citation. July 2021 there have been 21 Total Crashes, ~ with Personal Injury; and Q Fatalities in our County.

• We are actively seeking new applicants for part-time patrol positions. We have advertised on WILENET and the Sawyer County website, which is automactically uploaded to INDEED.COM. We are currently looking at several prospective applicants, but it is still early in the process. If and when, any applicants are hired, they then must complete a 10 week Field Training Program before being grant solo duty status.

Coroners Report: There are more reportable deaths this year than there were last year at this time. Main cause of deaths are still cancer and heart disease related. Our office has also reported to Public Health when someone who has known to have had a COVID Vaccine has passed away within 2 weeks of the shot. Drug overdoses that lead to deaths are down however we still have many drug overdoses that do not die thanks to the efforts of our First Responders, EMS, and Law Enforcement.

Been running into more and more deaths where it is hard to find Next of Kin or family's that don't want to take responsibility for decedent's which then incurs costs to the county.

Looking into purchasing a vehicle for the coroners office to keep a complete set of equipment for investigations as well as taking body's from scene when finding next of kin to make decisions becomes time consuming as well as transporting to Midwest Medical Examiner's for Autopsy's. We can also charge for body removal which can help offset the costs. Cost for transports are going up and sometimes it is difficult to line up transports on short notice especially on high profile cases or when funeral homes have limited staffing.

August 5th 2021, Public Safety Committee Report

• Participated in the Multi-county Hazmat Exercise July 7th • Working on the 2022 EMPG and EPCRA State grants that funds 50% of my wages and benefits. • Working with NWS -Duluth on potential for a Joint Information Center (JIC) in case of a major

incident. They have multi means to get information out in a media blast. • Hosting a 5-day Air Force Rescue Coordination Center course at the OO Center August 2-6. Only 12

a year are held nationwide and this was rescheduled from 2020 due to Covid.

Meetings and Trainings Attended:

• WEM regional Meeting • Fire Association • LEPC • PH SAR: • 35 participants from Sheriff Office, Fire, Dive, DNR and SAR took part in a mock exercise on the

Chippewa Flowage July 10th. • Medic First Aid/CPR Class July 28th
