Thirty-five years ago, a group of forward-thinking lawyers and philanthropists conceived of a law student internship program in Chicago. Backed by law schools, public interest law organizations, the Donors Forum, and the Chicago Bar Association, a pilot project was launched in the summer of 1977 with twelve interns at four organizations: the Better Government Association, the ACLU of Illinois, Business and Professional People for the Public Interest, and the Chicago Lawyers’ Committee for Civil Rights Under Law. Called “The Chicago Law Student Public Interest Fellowship Program,” the stated objectives were to increase law students’ understanding of the need for public interest law, to encourage their informed consideration of a career in public interest law, and to help further the work of public interest law agencies in Chicago.

But, PILI’s founders had larger goals too, goals that reached beyond these first dozen students. They set their sights on nothing less than changing the culture of law school and the legal profession. “This says to every student who hears about the program: “Public interest law is respectable too,” they wrote. “It says, ‘Here is a group of potential role models – leaders of the bar, law school deans and faculty members, attorneys at the agencies, officials of important Chicago foundations and corporations – who think public interest law is worth their time and money.’”

“The Chicago Law Student Public Interest Fellowship Program” launches with 12 Law Student Interns at 12 public interest law organizations in Chicago.

The program formally incorporates as the “Public Interest Law Internship,” or PILI for short, establishing our first board of directors.

PILI launches the Graduate Fellowship Program, with 4 Fellows sponsored by 3 firms joining 23 Interns at 7 participating public interest law organizations.

For the first time, government agencies join PILI’s Participating Agencies.

Three and a half decades later, our programs have grown beyond law student internships and expanded outside of the city of Chicago. But we are proud to continue to pursue the vision of our founders, as relevant today as it was in 1977, to foster a culture of service within the legal profession.

PILI’s mission is to cultivate a lifelong commitment to public interest law by creating opportunities for law students and lawyers to do public interest and pro bono work in Illinois. Through our four programs, the Law Student Internship Program, Graduate Fellowship Program, Alumni Network, and Pro Bono Initiative Program, we leverage resources from within the legal community into thousands of hours of legal assistance each year, so that together we can better meet the legal needs of individuals and families living in poverty.

The celebration of our 35th Anniversary has been made even more special by the growth we have achieved this year. This summer and school-year, we placed a remarkable 127 Law Student Interns and Graduate Fellows at public interest law organizations across Chicago and Illinois. We launched a new Alumni Network Leadership Council, and our Pro Bono Initiative Program has undertaken several new projects, equipping pro bono leaders and practitioners with the resources they need, and facilitating effective partnerships with our constituents across the state. This annual report details the accomplishments and successes of this most recent year in PILI’s history, with stories and features to give you a closer look at the work we do.

Anniversaries afford a particular opportunity for reflection and thankfulness. From its beginning, PILI has been an organization built on partnerships and collaboration. We could not achieve the goals described in this report without the 59 public interest law organizations that participate in our programs. They not only

work tirelessly with and on behalf of countless legal aid clients each year, but they also help nurture a new generation of public interest lawyers through their effective supervision of our Interns and Fellows. We are thankful to these agencies for their ongoing partnership!

And, we certainly would not be able to achieve our goals without support from the many law firms, corporations, law schools, foundations, and individuals who have invested in our mission. In particular, we wish to thank the founding members of our Giving Circles, individuals who have pledged a specific gift to PILI for the next five years. Their commitment to us enables us to cultivate a lifelong commitment to public interest law among the law students and lawyers participating in our programs. PILI’s Law Student Internship Program places first and second-year law students at public interest law organizations in Illinois. Interns work 400 hours during the summer or 200 hours during the school year, with PILI paying their stipend, ensuring quality supervision by experienced attorneys and providing supplemental educational, networking and mentoring opportunities. The result is an increase in the capacity of these public interest law organizations to meet the needs of their low-income clients and an increase in the number of emerging lawyers connected and committed to public interest law.

Law Student Internship Program

47 summer Interns and 10 school-year Interns served

20,800 hours at 24 participating agencies. They provided direct services

to 1,005 clients and brief services to 1,540 clients for a total of

2,545 clients served by this class of PILI Interns.

These Interns undertook a wide range of tasks this summer, including but certainly not limited to:• Conducting in-person intake in both English and Spanish;• Successfully arguing for a VAWA adjustment of status and cancellation of removal;• Negotiating settlements in eviction cases;• Compiling U-visa applications;• Attending IEP (individualized education program) meetings with clients;• Participating in a testimony before the Illinois Health Information Exchange Authority;• Mediating pro se cases at the Daley Center;• Drafting wills and assisting in creating Powers of Attorney for property and healthcare;• Contributing to a rapid response on the Affordable Care Act ruling; and• Writing memos on township government, elections and free speech.

My Internship at the National Immigrant Justice Center has been a great experience. While working under the supervision of some of the best and most passionate immigration lawyers in the area, I was given a lot of freedom and responsibility to work with clients directly. I have filed six immigrant applications and two appeals with the United States Citizenship and Immigration Services (USCIS), attended a USCIS hearing in the capacity of a translator, and represented a client in removal proceedings at the immigration court in Chicago. Probably the most memorable experience I had during my PILI Internship was working at the Dream Relief Day at Navy Pier in mid-August. This event was organized to help undocumented youth who might qualify for deferred action status navigate the ins and outs of the application. I spent the entire day doing intake with these young people who had either camped out overnight or arrived at 4 or 5 in the morning just so that they could live their lives free from fear of deportation or be able to work to help their family. They were all truly inspirational representatives of America’s youth, and reminded me of why I wanted to fight for their cause and work for an organization like the National Immigrant Justice Center for my PILI Internship.”

Expanding our reach

Under our current long range plan, PILI has committed to expanding both the number and the geographic scope of our Internship placements. We are pleased to announce a new PILI Internship position for the summer of 2013 at Prairie State Legal Services in Peoria, IL, made possible with funding from the Lee L. Morgan and Mary H. Morgan Endowment of the Community Foundation of Central Illinois. This will be PILI’s first Internship in Illinois outside of Chicago, where the need is great but resources are few.

Graduate Fellowship Program

Among a wide range of tasks, they:• Served as a case manager at the Daley Center as part of

the court mediation program;• Represented domestic violence victims in divorce, custody,

Through the PILI Graduate Fellowship Program, new associates at Chicago law firms spend 300 hours during the summer or fall working at public interest law organizations in Illinois while studying for or after taking the bar. Fellows are sponsored by their firms. PILI ensures quality supervision by experienced legal aid attorneys and provides supplemental educational, networking and mentoring opportunities, cultivating a commitment to pro bono work and public interest law that will stay with these new associates throughout their career.

Participating in the PILI program was the ideal supplement to studying for the bar exam. My Fellowship experience not only exposed me to an area of the law with which I was completely unfamiliar, but it also allowed me to further develop skills that will be invaluable to me as a young associate. As a Fellow at the MacArthur Justice Center at Northwestern, I was part of a team of attorneys who made it their mission to remedy miscarriages of justice that occurred as a result of flaws within the criminal justice system. I researched a wide array of legal issues that affected the Center’s wrongly convicted clients and actively participated in the discovery stages of the Center’s ongoing civil cases. My supervising attorney gave me the unique opportunity to participate in strategy conferences, observe depositions, and attend status hearings. Though my Fellowship has now concluded, I can say with confidence that my involvement with public interest work and criminal justice reform is far from over. As I begin my legal career, I will take my experiences at the MacArthur Justice Center with me, and I hope to devote my pro bono practice to criminal justice reform.”

Growing our numbers

In 2012, PILI saw a substantial increase in the number of Graduate Fellows, as well as the number of law firms offering this opportunity to their incoming associates. To help our Fellows establish strong and lasting roots in the Illinois legal and pro bono community, this year we invited them to participate in our Advising Program, matching them with PILI Board Members and Alumni.

Since PILI first launched the Internship Program in 1977 and the Fellowship Program in 1983, over 3,000 law students and graduates have participated. These public interest lawyers span the globe and the profession: from firm and corporate attorneys, to members of the government sector and the judiciary, to members of the higher education and public interest law sectors. The PILI Alumni Network maintains the connection between these lawyers and the greater pub-lic interest community, providing educational, networking and leadership opportunities.

The second annual Alumni Reunion Reception was held in FY 2012 on October 5, 2011, and raised over $3,000 towards the Alumni Named Internship Fund. The Alumni Network Leadership Council launched in 2012, with Alumni leading teams to plan programming, outreach and fundraising. The Network hosted a CLE program on July 12 on “Working with Diverse Client Populations.” Many PILI Alumni also spoke or presented on panels at PILI programs and events, including our summer educational series. In record numbers, PILI Alumni served as advisors to this year’s class of Interns and Fellows.

Pro Bono Initiative Program

PILI is a resource for law firms, corporations and other groups seeking to develop or enhance their pro bono programs. The goal of our Pro Bono Initiative Program is to foster a culture of service within the legal profession, creating work environments, programs and opportunities that help new associates and seasoned attorneys alike actualize their commitment to pro bono work. Through a range of innovative projects, creative partnerships and coordinated efforts, PILI promotes new ways to expand the scope and quantity of legal services available for people living in poverty in Illinois.

PILI hosted the Illinois Forum on Pro Bono on September 14, 2011, on the topic “Improving the Pro Bono Delivery Model.” Ideas and strategies generated at this Forum contributed to the American Bar Association’s National Pro Bono Summit held the following month in Washington, DC, and helped inform the Summit’s ultimate goal of developing a nationally coordinated action plan for improving the pro bono legal services delivery model. On September 29, PILI hosted “Explore the Possibilities: Pro Bono and Public Interest Law Placements” for law students interested in learning more about public interest law. In 2012, PILI organized a full complement of Pro Bono Roundtables, constituent group-specific gatherings for pro bono leaders from across the state. Our Corporate Pro Bono Roundtable was on March 14, a special joint Agency and Law School Roundtable was on May 29, and our first ever Law Firm Pro Bono Roundtable was held on November 13.

Working together with Prairie State Legal Services and Land of Lincoln Legal Assistance Foundation, PILI has developed and launched new Judicial Circuit Pro Bono Committees. These committees are made up of members of the judiciary as well as pro bono leaders from local law firms, corporations, bar associations, and public interest law organizations.

The goal of our Judicial Circuit Pro Bono Committees is to increase access to justice by promoting and enhancing pro bono legal services within a particular judicial circuit. Specifically, through these committees, PILI aims to raise awareness of the need for free or low-cost legal services, identify and reduce barriers to pro bono, recruit attorneys to participate in pro bono programs, and recognize the pro bono contributions of area attorneys.

In FY 2012, the first two Pro Bono Committees were officially launched. The 3rd Judicial Circuit Pro Bono Committee (Edwardsville Area), chaired by Judge Barbara Crowder, hosted a legal advice workshop in Madison County. The 14th Judicial Circuit Committee (Rock Island), chaired by attorney Thomas Blade, is working on developing a CLE program and pro bono project on landlord-tenant issues.

PILI aims to launch two more Pro Bono Committees in the coming year: one in the 6th Judicial Circuit (Champaign area) and another in the 10th Judicial Circuit (Peoria area). We are grateful to our partners across the state for making this new initiative a success!

Each year PILI hosts our Annual Awards Luncheon to celebrate the best aspects of the legal profession: the skill, commitment, and generosity of the lawyers, law students, law firms and corporations dedicating countless hours each year to public interest work. PILI’s Annual Awards Luncheon brings together hundreds of members of the Illinois legal community to pay tribute to the people and organizations whose exemplary pro bono work has inspired us and made us proud. The Luncheon also features several awards to acknowledge those whose work epitomizes the ideal of access to justice for all.

The Annual ProBono Reception is PILI's opportunity to celebrate the community’s pro bono relationships and successes and the work of our Pro Bono Initiative. In 2012, this event was held on

June 20 and attended by 250 law firm and corporate attorneys, paralegals and legal secretaries, the current class of PILI Interns and Fellows, PILI Alumni, and representatives from law schools and public interest law organizations from across the state. PILI

recognized 34 law firms and 8 corporate legal departments whose noteworthy pro bono contributions earned them a place on PILI’s Pro Bono Recognition Roster, unveiled at this event.

Named and Honorary Internships are a special way to make a difference in the life of a law student while also adding critical capacity to public interest law organizations seeking to better meet the needs of their clients. Donors can designate Internships in tribute to family, friends and colleagues, or they can target a specific legal need or legal service provider.

PILI had a surplus of $32,058 from FY2011, which the PILI Board of Directors authorized for use to support additional Law Student Interns in FY2012: four new summer and two new school-year Interns, in addition to those that were accounted for in the FY2012 budget. Surplus funds used to pay Intern stipends are not counted as income in this audit, though they are reflected as expenses. This accounts for much of the deficit reflected above.
