With the busy seasons we’ve had, we’ve taken in many apprentices and new members. Please take the time and introduce yourself and show them what it means to be a proud Local 103 Op- erator. If you see a retired Local 103 member, thank them for their service to this Local. They laid the foundation for what we have today. It is an hon- or to serve you, the members of Local 103. I hope everyone enjoyed the holidays and time with your loved ones. This season has kept everyone busy, and next year is looking to be another busy year, so rest up over these winter months and be ready for another work season! Some good news at the national level, earlier this year, the White House and Congress agreed to $2 trillion in infra-structure project spending.

In a recent meeting, President Trump and Congressional leaders agreed to devote $2 trillion to revitalize the nation’s transportation infrastruc-ture. While passing spending-related legislation of this size entails a compre-hensive process, it’s worth noting that the proposal enjoyed very strong bi-partisan support. Both Democrats and Republicans were in agreement that the nation’s failing bridges, troubled transit systems and crumbling roads are over-whelmingly in need of repair and major financial investment.

IMPORTANT INFORMATION ON UNEMPLOYMENT INSURANCE THIS DECEMBER, JANUARY,

AND FEBRUARY.

The Department of Workforce Development is switching the debit cards that it uses to pay unemployment insurance benefits. Below is some of what you need to know:

1) Claimants will be receiving new cards in December that will not be used until sometime in January. It’s important that claimants DO NOT THROW AWAY THE OLD CARD until after the transition AND all benefits are used from the old card.

2) New UI benefits will be put on the new card starting sometime in January.

3) Claimants will have two benefit cards over the transition period.

4) The balance from the old card WILL NOT transfer over, and must be used via the old card.

We are in our first week of classes here at the Training Center. This week we are hosting IVY Tech Personal Finance class for the first year Apprentice and Human Relations in the Work Place for the second year Apprentice. Our class sizes are so large we have to split class years. We have half of our second year Apprentice in the field operating equipment. Our average attendance this week is 70 people every day. I look for that number to rise to 90 people per day after the first of the year.

This year we accepted a total of 66 Apprentice into the program. We now have a total number of 181 Apprentice. In the next few years I can see us accepting around 60 new Apprentice per year with the heavy workload that is expected in the Local 103 area. These numbers will be the highest in the history of the Local 103 Apprenticeship and Training Program. In order to reach applicants to fill these openings, we put a lot of time into our Outreach Program. The apprenticeship does

several t rade shows and job fairs in the summer/fall months. This year we were able to talk with over 10,000 young adults from all over the state. We have taken almost 500 applications in 2019 and we still have a month left in the year.

We have several pieces of rental equipment here for the winter class season. We were able to lease a new Grove 80 ton RT with new computer system. This computer is now the same on all Grove, Manitowoc, Potain Cranes, counter weight assembly and disassembly are very similar as well. This crane will be on site until the end of March. If you are interested in operating and learning about the new computer system, please call the Training Center to schedule a date for training.

Class schedules were mailed out to all of our members in early

October 2019. If you have not received your schedule, please contact the Apprenticeship Office at 765-378-0013 or go to our website at www.iuoe103training.org to get signed up for any classes you may need. We are continuing satellite classes at each district office again this year. You will be able to take OSHA 10, Hazmat Refresher, MSHA Refresher and Orientation Classes. Please check all of your certifications and get signed up for your yearly updates.

As we look forward to the 2020 construction season, I hope everybody had a great holiday season. The work on the eastern part of District #1 looks to be another good year. With all these fast pace jobs and long hours, safety is a big concern in the construction industry , so please look after your brothers and sisters out there on the jobs.

T h e r e a r e s e v e r a l n e w apprentices and new members out there, so I encourage the more seasoned operating engineers to mentor. Remember WE are the union and strength in numbers. In these winter months, take advantage of the state-of-the-art training site you have and if you can, the International training site. Milestone and Rich & Sons has some work to finish up at the WTP in Richmond.

Kokosing picked up some work at the WWTP in Richmond and should get started after the first of the year.

Thieneman is working on the WWTP in Connersville. J.G.Case is doing some pipe work on the WWTP in Knightstown. Lykins & Sons is finishing some work on the South Industrial Park Interceptor in New Castle. Looks to be another very good year for the asphalt contractors also. The Distribution Agreement is coming up this year, so all the members that are working under this agreement, please try and attend the upcoming meetings, remember strength in numbers. As the 2019 season wraps up, it’s hard to believe the workload we have seen the past couple years. Hamilton and East Marion County have definitely seen their fare share of it. Unfortunately, we skipped fall again this year, but that hasn’t stopped the contractors from making that last big push.

Wilhelm and Ben Hur should be working all winter at the Criminal Justice Center. Bowen is continuing to work on a pipe job at the State Fairgrounds, with EZ doing some tunnel work around the corner. White Construction isn’t planning on slowing down on the Monon Trail in

downtown Carmel. Rieth-Riley has started the new SR 37 project which looks to be a good job heading into next year. Super Excavators will continue to work through the spring on the Noblesville Tunnel Project. Reynolds will be working trying to wrap the Noblesville WWTP. The carry over work should hopefully make for a good start to the season.

The 2020 outlook seems to be keeping up with the pace of 2018 and 19. The roadwork will definitely be there; the good sign is the housing additions and box buildings don’t seem to be letting up. Once again, we brought in a record number of apprentices and journeyman, I encourage everyone to help show them the true meaning of being an Operating Engineer. To the new journeymen and women, I hope to see you all at our Orientation classes. This is a great opportunity to see the history of IUOE and get any questions you have answered.

I’ll end with thanking all the members o f Loca l 103 . You definitely upheld our end of the bargain to the contractors with the way you managed the workload this year. If you need anything don’t hesitate to call. I look forward to a busy 2020. Stay safe and Happy Holidays!

I would like to wish everyone a Merry Christmas and Happy New

Year. It sure didn’t seem l ike i t took 2019 long to come and go. A s a l w a y s , we seem to have our ups a n d d o w n s t h r o u g h o u t t h e y e a r. I s o m e t i m e s t h i n k t h a t j u s t g o e s w i t h b e i n g an Operating Engineer. There has been a lot of long and hard hours worked this year and now that winter has caught up with us, I hope that all of you get some well-deserved time off to spend with your loved ones.

The workload at times this year has had us scrambling to keep the seats covered. And the members of 103 have again stood up to the challenge to help us in the difficult time of covering the equipment, for not only just the local contractors, but were able to s tep in and continue with some new out of state contractors that at first, expressed over and over how they had to have their own operators. After sending Local 103 operators to the out of state contractors, it doesn’t take long before they find out that we have really talented operators here in Local 103.

It’s a great feeling to be a part of Local 103 when they come back and say that Local 103 operators really have done a better job than the

ones they were trying to bring. And as always, we have had a few that no matter what we could do, there was just no way we were going to be what they were looking for. And for a few of the 103 operators that had to endure them for a while this year, I would really like to say thank you. I know it was tough at times, but you stuck in there and kept the equipment covered and represented Local 103 with class and the professionalism that can’t

be matched. And again, I would like to say thank you.

This work is hard enough to make a living at without having to endure a boss or company that doesn’t want you there just because they want one of their home boys. I’m sure each and every one of us has ran across this from time to time. It can make you want to head for the out of work board for another job in a hurry. Most of the work for this past year 2019 has wound down for the year. Some was completed but a lot will still need to be finished in the new year of 2020.

Year 2020 will also be bringing

in a lot of new work and again, it will be time for the long hours and dedication of the Operating Engineers. I try always to remind each of you that we have an awesome training site. Whether you’re trying to learn a new machine or getting familiar with one that you haven’t been on for a while. It’s a great benefit that we have. Please take advantage of an awesome Training Site. I again would like to say Thank You for allowing me to represent Local 103 as Recording-Corresponding Secretary and Business Agent. It’s truly an honor. I wish everyone a safe and prosperous new year.

Spring will be here before you know it. I hope everyone enjoyed their holidays. We still have a lot of work on the books from last year. This year looks like another big year. There is winter work in Marion County and Johnson County. Allison Transmission has some expansion work going on, Poindexter, Berkel, Plant Brothers and Renascent are all working at the Allison’s job. Eli Lilly has steady work going on, FA Wilhelm, Renascent and Blackhawk are currently working on this project. Fed Ex has a lot going on, Alberci, Ben Hur, Gradex, Rieth Riley, Atlas Excavating, EDCO, James H. Drew and Walsh are all active on this job.

Bowen Engineer ing has a nice pipe job on County Line and Morgantown Road, projected to

be a 2-year job. Thieneman is working in Bargersville at the Water Treatment Plant, they should finish in the spring. Gradex will return to Interstate Warehousing this spring, it should last through the summer. Beaty Construction is working on a Musical Venue along White River across from Victory Field. Morphey Construction is working on 2 jobs on the west side putting in storm pipe through a large neighborhood and side walk path from 36 to 40 on High School Rd. Calumet is working on New Road between Tibbs Avenue and Warman Avenue. The Tunnel Project, DK- are still working 3 shifts. There are several shafts all over town. E-Z Construction is on several of their sites. The Crane Barns are all staying busy. The asphalt plants are doing winter maintenance.

This Spring we will be looking for some people to run street sweeping Vacuum Machines. A class is being offered at the Apprentice

FORT WAYNE DISTRICT No. 2 By JIM HARRISON

With the new year upon us and the long hours spent working away from your families, another busy season will soon be over. The new year ahead looks to be just as busy with INDOT, cities, county and private work going on in the northern counties of District 2.

Gas distribution maintenance and new installation continues to be strong in the area with Miller Pipeline, Infrasource and NPL together having 30 crews in the

area. F.A. Wilhelm started the Civic Center parking garage vertical expansion and continues the CSO work at Foster Park. Kokosing has the lining of the drop/vent shaft for the tunnel project along with access roads for AEP transmission lines in the area. Salini/Healy is inching along at the tunnel project with 35 operators on 3 Shifts.

Bunn Excavating has site work at The Shoppes of Glenbrook, Stone Lake CSO and demo of Tokheim gas pump factory. Fleming has two housing developments ongoing and site work on Goshen Rd, State St, Hillegas Rd and Ardmore Ave that goes into the new year. Fox Contractors still has site work at Illinois Crossing Automall, I.U. Health Clinic, Sweetwater sound complex, Premier Truck, Maplecrest Rd. rebui ld and two housing additions.

Low bids on upcoming work in the area are: Midwest Mole water main replacement, Thieneman Construction $3 million Wastewater Treatment Plant upgrades in Angola, Superior Construction $12 million Ft. Wayne International Terminal Apron Improvements, Kokosing Industrial $8.5 million CSO/pump station, Brooks asphalt resurface work and PioneerAssociates bridge work for INDOT.

Permit/Planning outlook in the area: Meijer Superstore, an eleven building - 180-unit apartment complex, $40 million in upgrades on the Art United Center, $65 million for a retail/apartment/parking

garage development, 18 acres of retail and office spaces at Windsor Village and three hotels in various areas throughout Allen County. Remember to keep your MSHA, OSHA, and Forklift certifications up to date thru the Training site. Have a safe and healthy 2020.

Things are winding down in the southern counties of District 2. Considering the late start this spring, it’s been a decent year. Work at Ball State is still going strong. 3D still has utility work to finish up at the new parking garage going up on New York Ave. Work on the science building is still going strong; Bunn Excavating still has site and utility work to do on site. Maxim Crane has crane work that should last throughout the winter. Bowen is still doing utility work in Muncie and picked up the new treatment plant off Martin Luther King Dr. and should be some good work for the members.

Reynolds Co. is wrapping up at Indiana American Water. Atlas Excavating still has utility work to finish in Eaton and should be wrapping up by early January. Phase 2 of the new residence hall is well under way; Bunn Excavating is doing the site and utility work and Maxim Crane is on site assisting. The wind turbine projects for Kiewitt and MA Mortenson have a little work left this season but both will be going full bore come next

spring, it will be a lot of good work for the members.

The asphalt work is slowing down in my area. Brooks and E&B are putting the finishing touches on what they can before mother nature shuts them down. Fleming is finishing up at the new addition at the Ford dealership in Decatur. Kokosing will be working at the new waste water plant in Decatur throughout the winter. As cold temperatures are upon us and the work season has slowed, I would like to thank all of you for

your hard work this season. The 2019 season work load in the western part of District 3, several bridge projects, along with miles of asphalt throughout the region, multiple housing additions started, with more to come, utility work, and a couple of demo projects, even a new baseball stadium for the Lafayette Aviators.

We have had building projects around West Lafayette. A few small pipeline projects in the western area. Along with NMA maintenance at the Oak Dale Dam. We also have multiple wind turbines, and a sub-station project. This work season, we have all worked long hours with few accidents or injuries. With training and skill

comes safety. With that being said, the winter months are the time to better diversify ourselves. Please review our 2020 class schedule. Our contractors are stressing the need for underground excavator operators, finish grade and GPS dozer hands, CCO crane operators with CDL’s AND OSHA 10. I highly recommend getting to the training site and take advantage of these classes to keep up with contractor’s needs.

Tippecanoe Building & Trades held a summer camp and was a success. It will be held again this summer (2020). If anyone has any

Hope everyone has had a good year! After the very wet spring, there was a lot of work to be done. After the late start, I know most of our members worked a lot of hours to get caught up. Highway work was very busy this year and next year looks to be even busier in District 3.

More of the major moves’ projects are coming to US 31 in Tipton and Miami counties, as the projects that are left, are mostly in those two counties. E & B paving

was busy all year on US 31- North of Kokomo with paving and R.L. McCoy doing the bridge work. Central Crane has been busy at the Wild Cat Wind Farm doing maintenance work, that is always an ongoing project. Fox has had a lot of work in the area, with landfill cells and caps in Logansport and stripping for Hanson near Peru. They have also done private work on the south side of Kokomo.

F. A. Wilhelm continues the sewer work project in Logansport that shared good work with Atlas, Haywood Baker, and McKinney Drilling. LaPorte Constructing has had work in Cass County most of the year. They are still working on a bridge West of Logansport on US 24. Industrial Maintenance Specialties has kept busy in several locations in Grant County. Meade and Minnesota Limited have been working this fall on pipeline work in Cass County near Logansport and Royal Center.

NPL has set up distribution work for the long term here in Kokomo. Shook and Walbridge’s work at Chrysler’s plant has slowed down. More work in the New Year should come their way. Asphalt plants were running hard this year, only slowing due to weather. All signs are pointing to a very busy 2020

in District 3. I encourage everyone to enjoy the holidays with family and friends! Please, check your certifications for expiration dates and utilize the training site to renew or add to your certifications. Hope everyone has a Merry Christmas and Happy New Year!
