How to be a millionaire

Cheryl Markosky brings you the latest word on the streetsWho wants to be a millionaire? If, just like the song, your answer is “I do”, then you’ll be

reassured to know you won’t be the only one on the block. That is, if you live in prime central London, where 43 per cent of homes are now worth £1 million, up from 34.6 per cent a year ago.

Just over one third of properties across prime areas of the capital were worth £1 million or more in September 2011 (34.6 per cent), a figure that has risen to two in five (43 per cent), following average annual price growth of 11.1 per cent during the last quarter, according to new research from Marsh & Parsons.

Strong growth over the past two years has boosted the number of homes worth £2 million or higher, with 18.5 per cent of all homes in prime London worth £2 million or more, compared to 14.3 per cent a year ago’ while 35.5 per cent of homes in prime central London are at or above the £2 million mark.

Peter Rollings of Marsh & Parsons comments: “After meteoric price rises seen in prime London in the past few years, the number of property millionaires in the capital has also shot

up. Properties no longer have to be palatial to be worth £1 million. If they’re located in a popular prime area, there’s a good chance they’ll be worth a seven-figure sum. They don’t have to be mansions.”

He adds that this influx of wealth is no longer concentrated in the most central places, such as Chelsea and Kensington. “With the supply of homes especially constrained in central prime areas, wealth has been overflowing into areas like Balham, Clapham and Brook Green, pushing up prices and boosting the number of £1 million properties across the capital.”

And what does £1 million get you these days? Currently on Marsh & Parsons’ books is a four-bedroom house in Battersea at £1.1 million and a two-bedroom Fulham flat costing £1.15 million.

Despite the rise in the number of million-pound properties in the last year, house price rises are showing signs of slowing. In the last quarter, Marsh & Parsons reports that prices rose by 3.5 per cent, down from 3.7 per cent in the second quarter of 2012, which may indicate that price growth in the capital is moving towards a steadier, more sustainable rate of increase.

Well done, George Osborne. You’ve managed to scupper dozens, if not hundreds, of house sales across the capital.

Although high-net-worth individuals attract some controversy, they play a vital part in our economy. They purchase goods and services, which in turn allows retailers, manufacturers and service providers to employ others.

In Osborne’s recent budget, he raised stamp duty on homes over £2 million and made it prohibitively expensive for ‘non-natural persons’, such as companies, to purchase property. Now the Government is proposing an annual levy from £15,000 to £140,000 (depending on a property’s value) on homes already owned by ‘non-natural persons’. Properties will be assessed – aptly – on 1 April, and then re-valued every five years. When sold, these properties will also be subject to capital gains tax.

I cannot even begin to describe how damaging this will be to the London property market. Restrictions on ownership have already had far-ranging consequences. Osborne may have intended the new levy as a means to dissuade people avoiding stamp duty. In fact, few buyers were purchasing through companies for this reason. Many were trying to minimise unfair inheritance tax, or their home country’s prohibition on foreign home ownership.

Also affected are buy-to-let investors holding portfolios in companies for practical reasons; and companies wanting residential property assets, or simply to have a company flat for visiting employees and clients. They now have to re-think their strategies.

An annual levy will send a signal that this country is hostile to HNWIs. While Switzerland, Lichtenstein, Ireland and even the US are trying to entice job creators, this country is driving them away. I had a number of clients shrug off the higher stamp duty threshold, but they take issue with an annual levy. As one says, an ‘entry fee’ is the cost of membership to a very exclusive club, but an annual fee on top is inherently unfair.

If these proposals do come to pass, I anticipate a fair number of HNWIs will start to wonder if it’s worth staying in London, which could lead to a number of upper-scale homes going on the market next year. I don’t think this will be the case, but London will appear less attractive. We’ve already seen the market slow considerably since the budget and these proposals will only cause more harm.

While it’s easy to think the rich have bottomless pockets or they’re to blame for our economic crisis, neither is true. Entrepreneurs and other HNWIs are crucial to our economic recovery. So, George, let’s not send them packing.

Post-Olympics bounce backAfter a lull when everyone caught Olympic fever in the summer, Cluttons reports 7.1 per cent growth in prime central London in a welcome post-Games rebound.

Average house prices across the capital grew by 3.1 per cent over the third quarter, after a modest increase of 0.9 per cent in Q2. This healthy growth leaves average property values in prime central London 3.33 per cent above the 2007 market peak and 7.1 per cent higher than this time last year.

Investment trends in the capital show a distinct geographical divide: investors from India, Western Europe, Russia and other Eastern Europe countries are increasing their focus on low-yielding prime core assets, while investors from the Asia Pacific region have remained interested in new-build offerings in central south-east London, including east London sub-markets

and key areas south of the Thames where gross yields are higher.

Sue Foxley, head of research at Cluttons, says: “Central north-west London was the best performing region, with an outstanding upturn of 7.5 per cent in capital values being recorded. Calculated yields in Maida Vale and St John’s Wood are consistently high, reaching 6.38 per cent and 6.36 per cent respectively.”

Five cities, one of which was London, recorded double-digit growth over the past year to September, says Knight Frank’s latest Prime Global Cities Index. Alongside Jakarta, Dubai, Miami and Nairobi, the English capital is considered an investment hub for high-net-worth individuals. London, one of the strongest performers since a financial crisis low in 2009, has seen price growth of 45.4 per cent over this period.

What’s my mantra?For those wanting to avoid mounting stress levels when buying a house, a solution could be found in one of the capital’s most peaceful properties. The West London Buddhist Centre, on the corner of Westbourne Park Villas and Westbourne Park Road, is up for sale by the trustees, as they need to find bigger premises.

“The Victorian house has normal residential use, and at £2.5 million for 2700 square feet you get a lot of bang for your buck. You’re paying a Hammersmith price in Notting Hill,” says selling agent Nick Mahony from Nick & Co.

He believes updating the building (for instance, a new buyer is likely to remove the first floor kitchen) could be a great project for someone. Once it is renovated, the house could well be worth another million, Mahony suggests.

And to remain in a mindful and meditative state, you can visit The Idler Academy across the road, where learning to strum a ukulele in a chilled fashion is regarded as an admirable vocation.

With the Christmas season upon us, it’s time to think about making the spare room habitable for guests.

To show what a hash we make of this concept every year, a new study shows that an eye-watering 81 per cent of us don’t have a clue what’s stored in our spare room. When asked to list more than five things stashed away there, we couldn’t do it.

With a jumble of old clothing, toys and neglected fitness equipment in our spare rooms, the survey from wardrobe storage specialist Spaceslide.co.uk revealed that more than half (53 per cent) claim it’s the room we most dread tackling.

Encouraging us to install sensible storage systems to de-clutter the space before Santa slides down the chimney, Spaceslide should be applauded for its laudable aims. But I wonder how many of us will panic the day guests arrive and shove all our detritus under the bed, hoping they won’t notice the unseasonable pile of junk.

More options To fix or not to fix is still the question, says Duncan Farmer News that the UK economy has emerged from its double-dip recession and that house prices rose by as much as

7 per cent this month was marred only by the news that the Financial Services Authority’s Mortgage Market Review is to introduce tighter lending criteria.

The latter fact is almost irrelevant. Anyone who’s tried to take out a mortgage in the past five years knows only too well how that the lenders have long been making potential borrowers jump through hoops.

Elsewhere, there was more good news as Tesco launched the cheapest fixed-rate loan on the market and other lenders have been cutting their own fixed rates. Ray Boulger, of broker John Charcol, says that while the Government’s much-vaunted Funding for Lending Scheme has been taken up by relatively few banks (the application is painfully slow and complicated), it has helped bring down the wholesale cost of borrowing.

“Despite very limited draw down of the Funding for Lending Scheme so far, the scheme is already having a significant impact on the cost of funds and this has been reflected in progressively lower mortgage rates since the scheme was announced as a result, particularly on fixed rates,” says Boulger.

“At its current level of 0.57 percentage points three-month Libor is just over half a point lower than when Funding for Lending was announced, and swap rates are at all times lows, with two-year swaps at 0.71 points and five-year swaps at 1.01 percentage points. The knowledge that FLS is available also appears to have impacted on many lenders’ appetites for new lending, even before they draw down funds.”

This news has not only improved the flow of cash and the cost of borrowing but also gives homebuyers more options. Anybody buying a house or remortgaging has greater choice, but must decide whether to fix and if so for how long.

Boulger says there is little difference

There were very few surprises in the FSA’s Mortgage Market Review (MMR), especially as lenders have already imposed tighter criteria for prospective borrowers, but there was a welcome recommendation. When the proposals take effect, lenders must advise borrowers which loan is most suitable for their individual circumstances.

“This will add to borrower protection and is clear recognition of the important role of independent mortgage advisers who counsel borrowers as to the most suitable product for their needs from across the market,” says Brian Murphy, head of lending at Mortgage Advice Bureau.

“It’s also great news for all those existing borrowers who’ve been trapped by tighter affordability requirements – the so-called mortgage prisoners. With immediate effect lenders have been told to use their judgement on affordability requirements for borrowers with a good payment history, which will prevent them offering less favourable interest rates or other terms and allow more borrowers to remortgage and even move lender.”

Currency on the moveEuropean investors who see the London property market as a safe haven have been taking advantage of the current strength of sterling against the euro and reserving pounds even before they have found a house to buy.

Currency movements mean that buying a £500,000 London home with euros would now cost an extra £33,000 compared with a year earlier. As a result, says Raphaels Bank, a growing number of Greeks, Italians and Spaniards are buying forward contracts to take advantage of the pound’s strength and to protect themselves against future fluctuations.

“The increasing interest in buying abroad has been marked over the last couple of months in particular and a forward contract allows purchasers to lock in the rate while it is good with just a 5 per cent deposit,” says Nathan Cheema, Corporate Dealer Manager at Raphaels Bank.

“For example, a £10,000 forward contract will just need an upfront deposit of £500. This tends to be the favoured option for people moving overseas who have a mortgage or a set time period to complete the purchase as they can lock their costs in for up to 12 months.”

PREDICTING AN UPSURGE

Gross remortgage lending is down by 37 per cent on last year – to its lowest level since 1999 – but a report by remortgage specialist LMS says this is to be expected as interest rates are currently at a historic low level, and many people, especially those on standard variable rates, are benefitting from this.

“However, we believe that borrowers have been holding back and will start to take advantage of the current very attractive three per cent deals offered by lenders such as HSBC, Leeds Building Society and The Cooperative,” says Andy Knee, managing director of LMS. “Indeed, by the end of the year, we believe that we will start to see an upsurge as people look to secure their mortgage repayment before an uncertain 2013.”

“Furthermore, if one takes a two-year fix and factors in additional fees to refinance in two years’ time, the difference becomes even smaller and in some cases disappears,” he says. “Therefore we believe that in general five-year fixes continue to offer the best value for those wanting a fixed-rate mortgage, provided that having early repayment charges for five years is not expected to be a problem.”

Whatever borrowers decide, it is worth bearing in mind that the best two, three and fixed rates are cheaper than most new tracker and discount loans.

Beatle Ringo Starr met his Bond girl Barbara Bach – KGB agent Anya Amasova in The Spy Who Loved Me – in Mexico on the set of the movie Caveman. They married in 1981 a few weeks after its release.

In the early 1990s, the Starrs lived in Knightsbridge at 4 Glynde Mews. Ringo was back in the recording studios with Fab Four survivors Paul and George for two new Beatles singles, Free As A Bird and Real Love, working with demo tapes by the departed John. The ‘Threetles’ also recounted their moptop memories for the Beatles Anthology TV special and book.

On 7 July 1992, his 52nd birthday, Ringo performed at the Hammersmith Odeon – now the Apollo – with his All-Starr Band, the day after a homecoming concert at the Liverpool Empire. Meanwhile his wife had been helping to found a Self-Help Addiction Recovery Programme (SHARP) centre in London, and together they created the Lotus Foundation, based in Jermyn Street.

Their London home of that post-Fabs era formed part of a private mews cul-de-sac off Walton Street. Bought from the Wellcome Trust five years ago, the mews has since been redeveloped into four high-spec, high-tech houses, each with underground parking.

On just two floors, the Starr property was the easiest to redevelop. The other three now have a barrel-vaulted reception on the second floor, and two have media rooms in their new lower ground floors.

Each has comfort cooling, finest trimmings such as Douglas Fir timber and Portland Stone, and is pre-wired for AV equipment to play your Beatles CDs and Bond DVDs.

Win best in price and best in showReport by Cheryl MarkoskyWith a summer house market that never really happened, there’s more attention being paid now, believes Jemila Divito of Strutt & Parker Kensington. “Because of the Olympics people waited, but now they’re making a move.”

Although there’s more activity, there’s also a lot of stock, which means “landlords have to realise there’s likely to be a chipping away of values,” Divito adds. It’s a process of educating landlords: “Their property must be best in price and best in show.”

There’s also a lot occurring off-market (a tactic usually associated with sales). Landlords without mortgages aren’t in a rush to let at low prices. “One guy is spending three years refurbishing his property, and is already promoting it off-market. A tenant is guaranteed a great place and the landlord a decent price.”

Another new trend is tenants within

the family house market downsizing due to the recession and bonus freezing. Kate Rotheram from Savills Fulham says one family is moving from a £2400 a week house in Tyrawley Road to one at £1300 in Settrington Road. Another has left neighbouring Chelsea (where they were paying £1500 a week) for a Fulham property where the rent’s been fixed for three years at £900.

“There have been many golden years where bonuses were treated as salary, but that’s all changed,” she explains.

Another example is a mother and daughter moving from a £3100 a week home in South Kensington’s Neville Street to one over in Fulham at £2500. “They’re getting a bigger house for £600 less. Tenants are very savvy and landlords have to be flexible. They should think about stripping carpet out of bathrooms if someone prefers tiles.”

Lets be flexibleBudgets remain an issue and demand is highest for smaller properties, reports Fay Askarnia, senior lettings negotiator for Benham & Reeves Residential Lettings.

“Landlords who are holding out for higher rents than the market will stand are finding that their properties are taking longer to let,” says Askarnia. “The most successful landlords are those who recognise the need to be flexible on rents and these are letting their properties more quickly.”

She recommending landlords take a hard look at their properties and make sure they are well maintained and presented. Furnished apartments also let more quickly. “It is worthwhile for a landlord to look at the cost of furnishing an apartment and working out the payback time – this is often quicker

than the landlord imagines,” she says. Currently to let is a furnished and

newly decorated apartment (pictured) on the first floor of a portered building in Vicarage Gate, a quiet Kensington cul-de-sac close to Kensington Gardens and High Street.
