Greenwich Gate

Proposed Improvement

Much of the 2.1-mile Presidio Promenade multi-use trail connecting the Golden Gate Bridge to the

Greenwich gate has been completed, the 535 feet east of the Letterman/Lombard intersection is one of

the few remaining segments. 1

As shown in the attached drawings, the proposed project would create a new gate for pedestrians and

bicyclists at Greenwich Street and build the easternmost 535 feet of the Presidio Promenade multi-use

trail. The project would include crosswalks and other crossing improvements at Greenwich Street, Ruger

Street and Letterman Drive.

Pedestrians entering or leaving the Presidio through the Greenwich Street gate would experience fewer

conflicts with vehicles compared to the Lombard gate. A new gate at Greenwich Street would also be

more direct for Presidio residents, visitors and employees walking to/from the MUNI 41 and 45 routes,

which terminate on Lyon Street immediately south of Greenwich Street. Cyclists could enter the Presidio

directly from San Francisco Bike Route 6 on Greenwich Street. Many pedestrians and bicyclists could

avoid the busy Lombard/Lyon intersection at the Lombard gate, improving safety for pedestrians and

bicyclists and improving the operation of the all-way stop intersection for both vehicular traffic and

transit (PresidiGo and MUNI 43).

1 Another current gap in the trail, near the National Cemetery, is associated with Presidio Parkway reconstruction. Presidio Parkway construction activities are expected to be completed over the next year, allowing for closure of this trail gap. There is also a short segment through the Main Post district where users are redirected to sidewalks and Class II bike lanes.

The planned gate would reestablish an opening in the wall at Greenwich Street, but at approximately

half the width of the 26’ historic opening. The gate opening would be just wide enough to

accommodate an 8’ wide path with 2’ wide shoulders. See photo and illustration below.

Current Traffic Conditions

The Presidio is bounded by an historic wall with a limited number of gates. The Lombard gate is one of

the busiest gates, typically carrying 15 to 20 percent of the daily vehicle traffic into and out of the park

each day. The Presidio Trust operates a vehicle/bicycle counter just inside the gate at the intersection of

Lombard and Ruger Street. According to one year of data, the Lombard Gate accommodated

approximately 8,800-10,700 vehicles per day including PresidiGo buses and MUNI buses (43-Masonic

route), as well an average of 300-370 bicyclists per day. Many pedestrians pass through the Lombard

gate as well, and must negotiate the congested Lombard/Lyon intersection.

The Lyon/Greenwich intersection carries less than one-third the volume of vehicles during both

weekday peak hours and the weekend peak hour.

Lombard Street from Van Ness to Broderick is a part of the Vision Zero High Injury Network. According

to data collected by Vision Zero, there are 27 pedestrian collision injuries per mile compared the

citywide pedestrian collision rate of 4 injuries per mile. The Lombard Street Safety Project is a Vision

Zero Priority Project and is scheduled to begin construction in spring of 2017. Safety improvements

include signal timing adjustments, intersection daylighting, enhanced crosswalk/intersection striping

and sidewalk bulbs.

According to current plans, the Lombard Street Safety Project will not include the two intersection

closest to the Presidio: Baker Street and Lyon Street. According to the Statewide Integrated Traffic

Records System (SWITRS), there were two collisions at the intersection of Lombard and Lyon involving a

pedestrian or cyclist between 2009 and 2015. Presidio Trust’s collision records include a collision

involving a cyclist in the Presidio at the nearby intersection of Lombard and Ruger Street. Building the

remaining portion of Presidio Promenade and the Greenwich Gate would allow cyclists and pedestrians

to avoid these busy intersections on Lombard Street. Combined with the Vision Zero project along

Lombard Street, the Greenwich Gate project would help improve pedestrian conditions in this corridor.

Prior Community Engagement/Support

The Greenwich Gate and Presidio Promenade multi-use trail are part of the Presidio Trails and Bikeways

Master Plan (July 2003), and associated Environmental Assessment and Finding of No Significant Impact

(http://www.presidio.gov/presidio-trust/planning/Shared%20Documents/Planning%20Documents/PLN-

344-PresidioTrailsEa_200307.pdf). Because the Finding of No Significant Impact (FONSI) for the Presidio

Trails and Bikeways Master Plan addressed this project, environmental compliance is complete.

Some individuals expressed support for the Greenwich Gate project during the public participation

phase of the Presidio Trails and Bikeways Master Plan, but members of the Cow Hollow neighborhood

expressed concern about the gate design being wide enough to accommodate transit with minimal

modification.2 The Presidio Trust has no interest in accommodating any sort of vehicular traffic through

this gate, and has subsequently altered the design to narrow the proposed opening in response to

neighborhood feedback. The Presidio has several other pedestrian gates, and has no intention of

opening any of them for vehicular traffic. If funding is approved for the project, the Trust will reengage

the community for feedback on the revised design.

This cost estimate is based on standard industry practice, professional experience and knowledge of the local construction

market costs. TBD Consultants have no control over the material and labor costs, contractors methods of establishing prices

or the market and bidding conditions at the time of bid. Therefore TBD Consultants do not guarantee that the bids received

will not vary from this cost estimate.

The Design Contingency is carried to cover scope that lacks definition and scope that is anticipated to be added to the

Design. As the Design becomes more complete the Design Contingency will reduce.

The Construction Contingency is carried to cover the unforeseen during construction execution and Risks that do not

currently have mitigation plans. As Risks are mitigated, the Construction Contingency can be reduced, but should not be

eliminated.

An owners contingency has not been included in this construction cost estimate, The owners contingency is recommended

to cover scope change, bidding conditions, claims and delays.

This Construction Cost Estimate was produced from the following documentation. Design and engineering changes

occurring subsequent to the issue of these documents have not been incorporated in this estimate.

Unless identified otherwise, the cost of such items as overtime, shift premiums and construction phasing are not included in

the line item unit price.

This estimate reflects the fair construction value for this project and should not be construed as a prediction of low bid.

Prices are based on local prevailing wage construction costs at the time the estimate was prepared. Pricing assumes a

procurement process with competitive bidding for all sub-trades of the construction work, which is to mean a minimum of 3

bids for all subcontractors and materials/equipment suppliers. If fewer bids are solicited or received, prices can be expected

to be higher.

Subcontractor's markups have been included in each line item unit price. Markups cover the cost of field overhead, home

office overhead and subcontractor’s profit. Subcontractor's markups typically range from 15% to 25% of the unit price

depending on market conditions.

General Contractor’s/Construction Manager's Site Requirement costs are calculated on a percentage basis. General

Contractor’s/Construction Manager's Jobsite Management costs are also calculated on a percentage basis.

General Contractor’s overhead and fees are based on a percentage of the total direct costs and include general conditions,

contractor’s bond, insurance, site office overheads and profit.

January 6, 2016 Amy Marshall Transportation Manager Presidio Trust 103 Montgomery Street San Francisco, CA 9412 Re: Greenwich Gate B ike Path Proposition AA Funding Application To Amy Marshall: On behalf of the San Francisco Bicycle Coalition and our 10,000-plus members, I am writing to convey our strong support for your application for funding through the Proposition AA Program for the Greenwich Gate Bike Path Project. With miles of beautiful trails, 433 historic buildings and gorgeous views throughout a total of 1,491 acres of national park land, the Presidio is a true San Francisco treasure. For people who love to explore by bike, the Presidio has premier routes for all types of riders making accessibility by bicycle from the surrounding neighborhoods essential. The Presidio Trails and Bikeways Master Plan and Environmental Assessment, created with input from the SF Bicycle Coalition outlines the planned bike network for the Presidio, which emphasizes accessibility and connectivity within the Presidio for people on bikes. Connections into the Presidio going westbound are few, the main one being Lombard Street, which intersects Lyon Street before entering the Presidio. This intersection is congested for all modes and dangerous for people on bikes, offering only Class II facilities. Biking in San Francisco has grown 184% over the past decade and is the fastest growing mode of transportation in San Francisco. With more and more people entering the Presidio by bike, it is essential that they have a safe point of access. The Greenwich Gate Project would give people biking to the Presidio exactly that. With separated, protected bike infrastructure and a direct connection to the existing bike route on Greenwich, this new gate would make accessing the Presidio safe and convenient for all people biking and walking. We strongly support the Presidio Trust’s proposal for the Greenwich Gate Project and encourage the SFCTA to award funds for this important project.
