  • Explain why the project is needed, including the scope and appropriate detail on the project's uniqueness and

complexity. Include any 100% locally funded components of the project that are part of the overall project. Or

other planned projects that may compliment this project?

The Northern Cass Pass is aRails-to-Trails project located immediately adjacent to ND Highway 18 which runs from

the City of Arthur to the City of Hunter. There is a portion of the trail (this project) that is in the City of Arthur and

is situated between the Arthur Elevator and ND Highway 18. The original placement of the Arthur Elevator was

specifically completed to be on the BNSF Railway. As part of the Rails-to-Trails project, the Hunter/ArthurJPA

purchased the BNSF Right-of-Way and is proceeding to convert the route into a hard surfaced shared use path.

Because of the location of the Elevator, there is a 1,300 lineal foot length of the trail that is in direct conflict with

elevator vehicle access. This conflict results in Grain Trucks, semi's, pickups, etc causing safety concerns with

pedestrians that utilize the shared use path. It is the scope of this NDSTREET application to move the portion of

the trail (that is in direct conflict with the elevator access), 40 feet to the East. The new section of the trail will

abut the curb on ND Highway 18. The shared use path will be constructed as a 10 foot wide concrete section. The

separation created between the path and the elevator access road will create a safe environment for pedestrians

    on the path.

Describe the public input process used to gain public acceptance of the proposed project.

This project was discussed as a public input meeting at two separate Joint Park Board meetings which included

posting of their agenda. Along with that, the Hunter/Arthur JPA has been fund raising for the development and

improvement of the Northern Cass Pass for 7 years.

What are the proposed Improvements? Realignment of 1,3001. f. of Northern Cass Pass Shared use path. The path

is currently situated on the old BNSF Railway ballast and 1,300 lineal feet of the path is in conflict with existing

Elevator traffic (grain trucks, semi's, cars, etc) and is to be relocated away from the Arthur Elevator access roads (40

feet to the east). The new path will be 10 foot wide concrete abutfinq the ND Highway 18 curb and gutter.

    Proposed Length: 1,300 L.F.

    Proposed Number of Lanes: One

Proposed Lane Width(s): Entire width of relocated path to be 10 feet

    Proposed Cross Section: 10 feet

    Proposed Surfacing Type: Concrete

Proposed Driving Surface Width: No change to ND Highway IS

  • Describe any proposed corrections to the geometrics of the roadway if required: N/A

Proposed Shoulder Surfacing Type, if applicable: N/A

Proposed Shoulder Width, if applicable: No change to existing shoulders on ND Highway 18

    Proposed Lighting: N/A

    Proposed Traffic Control changes: N/A

Proposed Safety Improvements: Separation of the shared use path from vehicle traffic

    Proposed Intersection Improvements: N/A

    Proposed Traffic Calming Measures: N/A

Will parking be allowed? No changes to parking rules on ND Highway 18

Will any bridges, box culverts, etc. be built/replaced within the project corridor? No

Will any private utilities, water lines, sanitary sewer, and/or storm sewer lines need to be

replaced or worked on with this projector potentially in the recent future (identify year)? Have

private utilities been coordinated with? No city utilities to be replaced or worked on with this

project. The City of Arthur has recently replaced water lines in this area.

Are there any access points along the project corridor that need to be addressed for mobility or

    safety concerns? No

Will a sidewalk or shared use path be installed or replaced? Yes, this project is the realignment of a section of the

Northern Cass Pass Shared use path.

What ADA improvements will need to be made on this project? No

Will there be a transit or other public transportation facility located within the project limits? No

Do any special accommodations need to be made for school buses, transit buses, other multi-modal vehicles, etc. on

    this route? No

    Proposed Railroad Crossing Work: None

    Other Proposed Improvements: None
