The section of the Northern Cass Pass Rail-to-Trails project that is to be realigned is immediately adjacent to
the Arthur Elevator (the elevator is located west of the trail), and to the east is the Arthur downtown district
which includes the Arthur Community Hall, Petro-Serve USA, First State Bank, Titan Machinery, the U.S. Post
Office, Arthur Mall and the City Offices.

The Northern Cass Pass is aRails-to-Trails project located immediately adjacent to ND Highway 18 which runs from
the City of Arthur to the City of Hunter. There is a portion of the trail (this project) that is in the City of Arthur and
is situated between the Arthur Elevator and ND Highway 18. The original placement of the Arthur Elevator was
specifically completed to be on the BNSF Railway. As part of the Rails-to-Trails project, the Hunter/ArthurJPA
purchased the BNSF Right-of-Way and is proceeding to convert the route into a hard surfaced shared use path.
Because of the location of the Elevator, there is a 1,300 lineal foot length of the trail that is in direct conflict with
elevator vehicle access. This conflict results in Grain Trucks, semi's, pickups, etc causing safety concerns with
pedestrians that utilize the shared use path. It is the scope of this NDSTREET application to move the portion of
the trail (that is in direct conflict with the elevator access), 40 feet to the East. The new section of the trail will
abut the curb on ND Highway 18. The shared use path will be constructed as a 10 foot wide concrete section. The
separation created between the path and the elevator access road will create a safe environment for pedestrians
on the path.
Describe the public input process used to gain public acceptance of the proposed project.
This project was discussed as a public input meeting at two separate Joint Park Board meetings which included
posting of their agenda. Along with that, the Hunter/Arthur JPA has been fund raising for the development and
improvement of the Northern Cass Pass for 7 years.
What are the proposed Improvements? Realignment of 1,3001. f. of Northern Cass Pass Shared use path. The path
is currently situated on the old BNSF Railway ballast and 1,300 lineal feet of the path is in conflict with existing
Elevator traffic (grain trucks, semi's, cars, etc) and is to be relocated away from the Arthur Elevator access roads (40
feet to the east). The new path will be 10 foot wide concrete abutfinq the ND Highway 18 curb and gutter.
