Temporary Access Road to Open Off of Rt. 303

In order to safely separate school traffic from construction traffic, a temporary access road off of Rt. 303 will be opened for construction vehicles only. The access will be gated and used during restricted times during the day, and will be removed when no longer needed for construction. Site Plan Updates• High School Media Center demolition for renovation begins

May 24th.

• Middle School site construction will begin in late August, including the temporary access road.

• There will be no disruption to playing fields for HCER summer camp programs. Field usage in the fall will be communicated in advance by HCER.

1927 Building Committee to FormA superintendent’s committee is being formed to explore opportunities for the future use of the 1927 portion of the Middle School.

Meet the TeamHammond Construction will be the on-site team for all aspects of the District’s Master Facility Plan construction and renovations. Hammond believes that communications and keeping the community updated and informed is a critical piece in the overall success of the project.

The next Master Facility Plan Report will be mailed this August.

Neighborhood meetings for residents surrounding the Central Campus will be scheduled throughout the construction process.

The bonds for the Master Facility Plan sold on NASDAQ on February 14, 2018. The funds for the construction and renovation in the amount of $81.55 million were received by the school district on March 7, 2018.

Tax collection on the new Bond levy began in January 2018 at 4.97 mills. The 4.97 mills was estimated using the 2017 district assessed valuation. It will take fewer mills to generate the necessary bond debt payment using the 2018 district assessed valuation. The County Fiscal Officer will begin making millage adjustments starting in January 2019. The bond can never collect more than $81.55 million.

The High School serves as the best example of how millage is adjusted over the 30-year life of the new bond. When the bond levy for construction of the High School was passed in 1989, the collection started at the full value of the estimated bond debt at 6.97 mills, and was then reduced based on the value of the bond debt and increasing property values. The millage was reduced multiple times over the years and in 2009 was being collected at 2.5 mills. The levy was paid off in 2014.
