Sector Disaster Management Planning Project Type Technical Assistance Project Title The Disaster Risk Reduction and Management Capacity Enhancement Project Location Manila, Philippines Client Office of Civil Defense (OCD) / JICA Project Period March 2012 – March 2015 Problems addressed by the Project In recent years, the Philippine government has been shifting the disaster risk management approach from “Post Disaster Response” to “Proactive Disaster Management,” which is an approach that focuses on mitigation and preparedness. The “Philippine Disaster Risk Reduction and Management Act of 2010 (RA No. 10121)” (DRRM Act) was enacted in May 2010, creating the legal framework to implement a new approach to disaster management called Disaster Risk Reduction and Management (DRRM). In order to implement the DRRM activities under the new approach, the need for preparing the various plans, as well as strengthening the capabilities of related organizations, is rapidly increasing. The Office of Civil Defense (OCD), which has been appointed as the central and leading organization for DRRM activities, is also facing challenges in organizational and human resource capabilities enhancement. Service Provided For the capabilities enhancement on DRRM of OCD, OC Global set four outputs that have been agreed upon with the Philippines side: Output 1 Planning and implementing capacity of OCD on DRRM is strengthened Output 2 DRRM activities including information management are standardized Output 3 Human resources development plan for DRRM is developed Output 4 Supporting system to Community Based Disaster Risk Reduction and Management (CBDRRM) is strengthened And OC Global adopted the following approaches to achieve each output: Output 1: - Formulate Regional, Provincial and LGUs DRRM Plans for selected area(s) - Develop monitoring system of DRRMP and DRRMO for LGUs - Suggest RA10121 and NDRRMP on LGU’s activities Output 2: - Develop National Disaster Response Plan (NDRP) for Hydro-Met and Earthquake/Tsunami - Develop OCD operations manual & information management system for DRRM activities - Conduct drills based on NDRP, operation manual and IMS Output 3: - Develop DRRM education and training Program & priority training modules for DRRM TI - Develop civil defense career education and training program for OCD Output 4: - Prepare national policy and training course including basic instructor’s guide - Implement pilot testing to finalize national policy and training curse - Prepare action plans to implement CBDRRM activities nationwide Project Recommendations Most documents and system developed by the project are “living” outputs that requires continual improvement and revision as and when necessary in accordance with changing situations. OC Global recommended the following activities to ensure continued utilization of each output: Extension and dissemination of good practices of the project to other areas Promoting coordination of disaster-related organizations Localization the outputs/results of the project on DRRM activities
