Dear Riders, Trainers, Owners and Friends of WIHS, We are delighted to welcome you to the Washington International Horse Show for our landmark 60th Anniversary. Please join us in October at Capital One Arena, home of this year’s Stanley Cup Champions, The Washington Capitals!

Each fall the ice is melted in the arena to make way for 500 of the best horses in the world, competing for $518,000 in prize money to the cheers of more than 26,000 spectators. This year we commemorate our diamond anniversary with nightly celebrations and special historical exhibitions on the concourse, featuring U.S. presidents and their horses.

Once again, we are proud to host an important qualifier for the Longines FEI Jumping World CupTM Final, taking place next April in Sweden. Exhibitors will notice we maximized world ranking points by increasing the prize money for the Longines FEI Jumping World CupTM Washington to $135,000 and the Welcome Stake to $40,000. Following positive reviews from riders and trainers, The Footing Firm will return to install and maintain the world-class fiber-mix footing.

In memory of the 2017 Amateur-Owner Grand Champion, we are introducing a new award this year. The Technicolor Award will be given to the horse who best exemplifies the classic hunter in aesthetic, jumping style, and presence in the Amateur-Owner Hunter 3’6” division.

The Lindsay Maxwell Charitable Fund WIHS Equitation Finals is a prestigious national championship for junior riders. Former winners include world champion

rider Kent Farrington and two-time Olympic gold medalist McLain Ward.

Introduced in 2017, the Lindsay Maxwell Charitable Fund WIHS Equitation Grant provides a rider with the opportunity to participate in the Finals without the

financial commitment that accompanies the event.

The deadline for applications to receive the distinguished Lindsay Maxwell Charitable Fund WIHS Equitation Grant is September 5, 2018. To learn more

RULES & REGULATIONSENTRIESENTRIES CLOSE TUESDAY, SEPTEMBER 4, 2018.

An application must be submitted for all horses including all International Jumpers and horses in the WIHS Children’s and Adult Hunter and Jumper Championships, except for WIHS Equitation riders, who will receive invitations.

We encourage all competitors and trainers to submit entries electronically through the Show Management SystemTM Platform: http://entries.showmanagementsystem.com. There will be a $25 credit for entries completed in their entirety (application fee, entry, and payment) online through the Show Management System.

WIHS uses this platform to process entries and communicate with competitors about their acceptance status. All entries will be charged a $5 entry processing fee payable to Show Management System™ at the time of submission. This fee applies to all entries, electronic and mailed. For those who wish to mail in their entries with a check, use the enclosed paper entry form. This form may be downloaded at wihs.org.

Entries postmarked after midnight Tuesday, September 4, will not be accepted, with the following exception: if a section does not fill, management may accept late entries using the alternate qualifying criteria outlined below. The U.S. Post Office date will be considered the effective date of mailing for entries received bearing a U.S. Post Office postmark. For entries received bearing a postage meter date and no U.S. Post Office postmark, the metered date will be considered the official postmark only if received within seven days of the postage meter date. It is strongly suggested to use a trackable delivery method.

• A separate entry form must be submitted for each horse. Forms may be copied. Prize list and forms are available on www.wihs.org.

• Enclose $155 with your entry ($150 application fee + $5 entry processing fee) for each horse entered (non-refundable). DO NOT enclose entry or stall fees at this time.

• All checks must be in U.S. funds and made payable to WIHS. Credit cards will be accepted through mail, but if you are paying by credit card, you are strongly encouraged to submit electronically at http://entries.showmanagementsystem.com.

• DO NOT mail Negative Coggins and Routine Health Certificates with the entry form. Both documents must be presented to the show secretary upon arrival. See page 32 for details.

• Each entry form must be signed by the owner, rider, trainer and coach (if applicable) . Said signature shall constitute verification that the information contained therein is accurate to the best of the signer’s knowledge and belief. Any falsification of entry information will result in disqualification of the entry and forfeiture of entry and stabling fees.

• USEF measurement cards, amateur certification, and membership cards or copies must be provided to the horse show office before numbers will be released.

Effective January 1, 2009, a $7 USHJA Fee is to be charged to each horse entered at a Federation Liscensed Hunter and/or Jumper Competition. This fee shall be collected by the competition and remitted to the USHJA in accordance with GR1210.13.


QUALIFICATION: The show will limit the number of entries accepted in all sections. Qualifying lists will be posted in mid-September on the WIHS website, wihs.org.• Please see each section/division for the maximum number of horses or ponies allowed

per rider. You may enter as many horses or ponies as you wish, however, you are responsible for complying with the restrictions in each section/division.

• Acceptance letters will be emailed in mid-September to the name and address specified on the entry form. Payment in full as billed on the acceptance invoice must be postmarked/submitted online by the specified date; entries not paid in full by that date will not be permitted to show. If response to acceptance letter is not received by the date specified in the acceptance letter, management will move down the list.

• Non-negotiable checks will disqualify the entry, and the exhibitor will be charged a $150 collection fee. Exhibitors with outstanding debts to WIHS will not be allowed to compete.

Alternate Qualifying CriteriaIf the qualifying list is exhausted and spaces are still available in a section, the following alternate qualification criteria will be used:• Any horse applying for acceptance in a section must have shown in that section within the

specified qualifying time period but need not necessarily have won points.• Horses accepted based on the alternate qualifying criteria must have submitted an entry

and will be accepted on a first-come-first-served basis.• A mandatory office fee of $75 will be assessed for each entry.StandbyDeadline for replacing horses/ponies on standby in qualifying hunter/jumper sections is 5:00pm the day before the start of the section.

HUNTERSQualifying for the Hunter, Amateur-Owner Hunter, Junior Hunter and Pony Hunter divisions will be based on USEF National Horse of the Year points earned by horses/ponies at their best 15 shows starting on or after August 28, 2017, through shows starting on or before August 27, 2018. Horses that were champions at the 2017 WIHS automatically will qualify for the section in which they were champion provided they are properly entered and still eligible for that section.

Hunter champion and reserve champion titles will be awarded to the top two of the four horses that acquire the most points over fences in that section. In addition to these points, only these four horses will receive half points for ribbons won in model classes (full points for


Regular Conformation Model class) and full points for ribbons won in one under saddle class. Ties will be broken under Article HU148.

Hunter grand champion titles will be awarded to the horse or pony accumulating the most points in their section of that division. In the event of a tie, the horse winning the most points over fences will receive the award. If there is still a tie, the award will be presented jointly.

All classes will be judged on performance and soundness unless otherwise noted.

JUMPERS: High and Low Junior/Amateur-Owner Jumpers: Qualifying will be based on prize money won at USEF recognized shows and/or FEI sanctioned competitions starting on or after August 28, 2017, through shows starting on or before August 27, 2018 in Junior, Amateur-Owner and/or Young Rider competitions. For the High Junior/Amateur Owner section, classes above 1.35m to count. For the Low Junior/Amateur Owner section, classes held at 1.35m or lower to count. For FEI competitions held outside of the United States, riders are responsible for insuring the USEF has a record of their winnings. Previous year champions automatically will qualify provided they are properly entered and still eligible for that section.

International Jumpers: See page 49 for qualifying information. Riders must submit an official entry form to the Washington International Horse Show office for each horse. Riders must also be nominated by their National Federation on the FEI entry system, along with the horses they wish to compete. Deadline for submission of entries is September 4, 2018.

PRIZE MONEY: Prize money will be mailed within 30 days of the conclusion of the show to the owner or designee as listed on the entry form. No prize money will be mailed unless the payee’s social security number and complete address are listed on the entry blank.

All prize money and refund checks must be cashed by December 31, 2018. After that date, checks are null and void and will not be re-issued.

Foreign competitors: The U.S. Internal Revenue Service requires sporting events to withhold 30% of prize money won in the United States. Foreign competitors should apply for a U.S. Social Security number and will be asked to complete form W-8BEN or complete a W-8 Certificate of Foreign Status form.

CROSS ENTRY RESTRICTIONS WIHS Regional Horse Show Hunter and Pony Hunter Finals: Horses and/or riders showing in the WIHS Regional Finals at Capital One Arena may not enter any other class at WIHS.

International Jumper Section: Horses showing in the International Jumper section may not show in the Junior/Amateur-Owner Jumper sections.

WIHS Children’s and Adult Championships:Children’s Hunter – Riders may not compete in any other hunter class at WIHS. Horses may, with a different rider, compete in any other class for which it is eligible and qualified.

Adult Hunter - Horse/rider combination may not compete in any other class at WIHS. Horses may, with a different rider, compete in any other class for which it is eligible and qualified. Riders may not compete in any other hunter class at the show where fences are set at 3’6” or higher, however, riders may, if qualified, show one other horse in the Amateur-Owner Hunter 3’3” section.

Children’s and Adult Jumper – Riders may not compete in any other jumper class at WIHS. Horses may not compete in any other class at WIHS.


SUBSTITUTIONS: No substitution of horses may be made after the announced closing of entries. No horse may be withdrawn from competition in the show without permission. Exhibitors shall be held responsible for entry fees of all horses entered by them or their agents.

REFUND POLICY/SCRATCHES: Stabling and nominating fees will not be refunded under any circumstances.Horses entered may be scratched without a veterinarian’s certificate by notifying the show secretary in writing via letter, official scratch sheet, etc. • If written notification is received prior to 8:00 a.m. EST Wednesday, October 10, 2018, entry

fee will be refunded less $155 ($150 application fee + $5 entry processing fee).• If written notification is received after 8:00 a.m. EST Wednesday, October 10, 2018, but

prior to 8:00 a.m. EST Saturday, October 13, 2018, one-half of entry fee will be refunded.• Unless written notification is received by 8:00 a.m. EST Saturday, October 13, 2018, no

portion of entries or fees will be refunded.

USEF MEMBERSHIP STATEMENT: Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR218) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes.

WRISTBANDS: Three types of wristbands are available to exhibitors:• FEI: Allows access to FEI stabling tent as well as to exhibitor seating area, horse show

office, exhibitors’ lounge, indoor and outdoor stabling, and backstage area. A total of five (5) will be issued for each International Jumper horse entered. No additional FEI wristbands may be purchased.

• All Access: Allows access to exhibitor seating area, horse show office, exhibitors’ lounge, indoor and outdoor stabling, and backstage area. A total of three (3) all-access wristbands will be issued for each horse entered. Additional all-access wristbands may be purchased for $200 each.

• Regular: Allows access to exhibitor seating area only. Regular wristbands are available free of charge and are limited to six (6) per exhibitor on a first-come, first-served basis, while available.

ALL wristbands will be issued at the stabling trailer on 6th Street and will be placed on the wrist of the wearer by horse show staff only. Wristbands are not transferable. Any wristband that shows evidence of stretching, cutting or removal will not be accepted. THIS POLICY WILL BE STRICTLY ENFORCED.


SHIPPING/ARRIVAL: All vehicles bringing horses to WIHS are required to come to Prince George’s Equestrian Center (PGEC) in Upper Marlboro, MD, as a preliminary staging point. Horses will be shipped to Capital One Arena by Johnson Horse Transportation, the official carrier of WIHS. A round-trip transportation charge of $150 will be placed on each accepted horse’s invoice, which includes a stall for any short-term waiting period at Prince George’s Equestrian Center. No horses may be shown from vans or trailers.

STABLING/FEED & BEDDING: The Stabling Office may be reached at 202-304-7772 beginning Sunday, October 14. Stalls at Capital One Arena are 9’x9’ and are of vinyl construction. The FEI tent is located at the top of the ramp at Capital One Arena on 6th Street. FEI stalls are 10’x12’. Stall doors will be provided. Exhibitors are responsible for any damage to assigned stalls or tent area. Tack stalls will not be available.

LAYOVER STABLING/CAMPER SPACES: Layover stabling and camper spaces will be available at Prince George’s Equestrian Center in Upper Marlboro, MD. Layover stalls are $200 per stall per week and camper spaces are $300 per space per week. Layover stabling and camper spaces will not be pro-rated. You may order layover stabling or camper spaces on your acceptance invoice, or by downloading the Layover Stabling/Camper form on wihs.org and submitting it with proper payment. HEALTH REQUIREMENTS FOR THE ENTRY OF HORSES/PONIES: The District of Columbia requires a Negative Coggins Test within the past 12 months of the horse show and a Routine Health Certificate within 30 days for horses crossing into the District. The Negative Coggins and Routine Health Certificates must be presented to the Show Secretary upon arrival and therefore should not be mailed with the entry form. An official from the District Board of Health will be present at the show to inspect all certificates.

MISCELLANEOUS• Smoking in any part of the stables or Capital One Arena is prohibited. This rule will be

strictly enforced by the Fire Marshal. • Dogs must be leashed at all times and will not be permitted in the arena. Any violation will

subject the owner to a $50 fine.• Formal attire is required in all evening classes. Please check each division’s requirements.

All individuals entering the ring are to wear proper attire. Approved hard hats must be worn at all times while mounted.

• Equine Ambulance: A $15 fee for the equine ambulance will be added to each entry.• WIHS Management reserves the right to cancel or combine classes that, in the opinion of

management, have insufficient entries except as prohibited by USEF rules.


• WIHS Management reserves the right to amend certain terms or conditions within the prize list at its sole discretion and to decline any entry, or return any entry fees before or during the show, without being liable for damages.

• WIHS is not responsible for errors, omissions or typographical errors in the prize list. • Any act of discourtesy or disobedience to the judges or officials by the owner, rider, trainer,

coach or groom, shall disqualify the horse, and the owner shall forfeit all fees. • Every animal entered shall be under management’s control. • Waiver: the Washington International Horse Show Association, Ltd., shall not be responsible

for any accident, loss, injury or damage to persons or property which may occur to any spectator, guest, rider, driver, groom, trainer, attendant or other employee, animal or equipment at the Washington International Horse Show, at the Prince George’s Equestrian Center or while being transported between the Prince George’s Equestrian Center and the site of the Washington International Horse Show.

• All owners and competitors are personally responsible for damages to third persons caused by themselves, their employees, their agents or their horses/ponies. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date.

POLING: Manual poling or the use of bamboo off-sets is prohibited at all times while on Capital One Arena property or surrounding properties. Violators will be penalized with the automatic elimination of the horse involved from the class in which it is participating and/or the next succeeding class in which it is entered. The second violation will be cause for elimination of the horse involved from the remainder of the show, forfeiting all entry and stabling fees. FEI rules for schooling will be in effect for all International Jumpers (Rules for Show Jumping Events-Articles 243 & 244).

USE OF WHIPS: Any rider or trainer who uses a whip in a cruel or excessive manner will be immediately eliminated from the current and/or next succeeding class in which the horse/rider is entered. In the case of further violations by that exhibitor, on the same or different horse, the exhibitor/horse will be barred from any future classes at WIHS and all entry and stabling fees will be forfeited. No rider may carry a whip longer than 30” (75cm) while in the process of jumping or schooling over fences.

MOTORIZED VEHICLES: Minors who do not have a valid driver’s liscense which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motor vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

No motorized vehicles or carts are to be operated anywhere on the premises of Capital One Arena.

PROCEDURES FOR THE WIHS EQUITATION FINALS AT CAPITAL ONE ARENA: For complete procedures visit www.wihs.org-equitation/. Third Phase - The scores from the Hunter & Jumper Phases will be added together

to determine the ten riders who will participate in the Third Phase. The combined score will determine the order of go, with the highest scoring rider competing last. In the event of a tie in determining the ten riders for the Third Phase, or the order for the Third Phase, the higher score in the Jumper Phase will break any ties. These ten riders will change horses. The order of change will be as follows; first and second place will switch, third and fourth place will switch, fifth and sixth place will switch, seventh and eighth place will switch, ninth and tenth place will switch. Once the riders have changed horses for the Third Phase and before the first rider in the Third Phase has entered the arena to compete, there will be a 3-minute period during which riders may work individually on the flat. Should any rider feel that the horse on which they will compete in the Third Phase is unsound to the extent it will impair the horse’s ability to perform the Third Phase, that rider must petition the panel of Judges(s) and Veterinarian(s) who will be available to assess the soundness of any


questioned horse. The panel’s decision regarding the fitness of a questioned horse to compete will be final. Should a horse be declared unfit to compete in the Third Phase, the rider who qualified that horse will be eliminated from the Third Phase and automatically placed 10th. The Show Steward will then draw by lot 1 of the 8 remaining riders (not to include the rider who was to ride the eliminated horse in the Third Phase). The rider drawn will then change its switched mount with the horse qualified by the rider who was switched to the unfit horse. In the event that more than one horse is declared unfit to compete, this procedure will be repeated in each instance. In the case of multiple eliminated riders due to unsoundness, the combined score of the first 2 rounds of the Finals will determine their final placing.

Once the Third Phase begins only 2 Riders will be permitted in the schooling/warm-up area at one time. The next Rider in the competition and the one that follows. There will be one oxer and one vertical. Each Rider will be permitted to jump a total of 4 fences. Riders in the Third Phase will negotiate the Jumper Phase course. There will be neither a starting tone nor a Time Allowed in the Third Phase. A score will be given by the judges in the Third Phase, but will not be announced until the conclusion of the class. All horses must compete in the same equipment (saddles excluded) as in the Second Phase. This includes, but is not limited to: bridle, bits, reins, boots. Any ties in the overall after the third phase will be broken by the designated tie breaking judges’ panel score in the third phase.

$305,000 INTERNATIONAL JUMPERS This section is open to International Jumpers. All National horses entered in this section must be recorded with the USEF. This section is limited to 30 riders using the Longines FEI World Ranking List dated August 24, 2018 (#211) and/or by invitation. WIHS reserves the right to offer up to three Wild Card invitations in addition to the 30 riders.

Entries: Riders must submit an official entry form to the WIHS office. Riders must also be nominated by their National Federation on the FEI entry system, along with the horses on which they wish to compete. Deadline for submission of entries is Tuesday, September 4, 2018.

Nominating Fee: $120 per horse. For Specific showing and other fees please check the FEI Definite Schedule. Riders may nominate a maximum of two (2) horses to the International Jumper Section (plus one additional horse for Class 213, the Puissance). FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSEThe Fédération Equestre International (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences.At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation.Horses and competitors must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids.Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event.Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement.The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise.

referred to above. In accordance with this procedure, any appeal against a decision rendered by the FEI or its official bodies is to be settled exclusively by the Court of Arbitration for Sport (CAS) in Lausanne, Switzerland.

VETERINARY EXAMINATIONS, HORSE INSPECTIONS and PASSPORT CONTROLSThese will be carried out in accordance with the Veterinary Regulations, Art. 1011 & the discipline rules. Gen. Regs., 23rd Edition, Revision effective 1 Jan., 2009 will apply:Art. 139.1: Every horse entered for any competition at CNs or ClMs (see Appendix D) in a foreign country (see GRs 141.2), and all horses entered for other Cls, ClOs, Championships, Regional and Olympic Games, whether at home or in foreign countries (see GRs 141.2), must have an official valid FEI Passport, or a National Passport approved by the FEI


and accompanied by an FEI Recognition Card and, when applicable, an FEI registration number, as a means of identification and to establish ownership.

Art. 139.2: Horses taking part in CNs and ClMs (see Appendix D) in their country of residence are not required to have such a passport as is mentioned in paragraph 1. All such horses must be properly registered and identifiable and, unless there is no national requirement for equine influenza vaccination in the host country and in the country of origin, all horses must have a valid vaccination certificate.

EQUINE INFLUENZA VACCINATION, VET. REGS. ANNEX VII (except events in NZL & AUS) All horses and ponies for which an FEI Passport, or a National Passport approved by the FEI has been issued, must have the vaccination section endorsed by a veterinarian, stating that it has received two injections for primary vaccination against equine influenza, given between 1 and 3 months apart. In addition, a booster injection must be recorded as having been given within each succeeding 6 months, subsequent to the second injection of the primary vaccination. None of these injections must have been given within the preceding 7 days including the day of the competition or of entry into the competition stables.

The above are the minimum requirements for influenza vaccination. Both primary and first and subsequent booster injections should be given according to the manufacturer’s instructions which will fall within the stipulation of the FEI ruling.

SAMPLING FOR PROHIBITED SUBSTANCES (Vet. Regs. Chapter V & VI; Annex IV)Regular sampling is carried out in CCIs (3*,4*), CSIs (3*, 4*, 5*), CIOs, World Cup Qualifiers and Finals, Championships and Games, whereas at other CIs sampling is recommended. When testing takes place, the number of horses tested is at the discretion of the Testing Veterinarian/Veterinary Delegate; however, a minimum of three is recommended (Vet. Regs. Art. 1016). Special guidelines are applicable for events covered by the FEI Medication Control Programme (Groups I & II only).

MEDICATION CONTROL PROGRAMME (GROUP I & II ONLY)The Organizing Committees of FEI events within Groups I & II are advised to charge competitors the equivalent of CHF 12.50 per horse per event as a contribution towards the costs of the MCP programme.

HEALTH REQUIREMENTS FOR THE ENTRY OF HORSES/PONIES The District of Columbia requires both a Negative Coggins Test within the past 12 months of the horse show and a Routine Health Certificate within 30 days for horses crossing into the District. Both the Negative Coggins and Routine Health Certificates must be presented to the Show Secretary upon arrival and therefore should not be mailed in with your entry form. An official from the District Board of Health will be present to inspect all certificates.

During WIHS, the veterinarian’s phone number will be posted in the Horse Show Office and in the Stabling Office. United States regulations require that all equines be covered by official interstate health certificates, issued by a licensed veterinarian, showing that the animals are free from any symptoms of any infectious or communicable disease. The certificate shall include the name of the owner and address, destination, number of horses examined, the name, registration numbers(s), if any, tattoo, if any, sex, age, rectal temperature, color, and marking of each animal listed. Health certificates will become void after 30 days from issue. Health certificates must show animals to be negative to an equine infectious anemia test within the past 12 months. Date of test and approved laboratory must be shown on the health certificate. Equine Rhinopneuonitis vaccination is not required; however, if any animal is vaccinated, it is ineligible for entry within 21 days of vaccination. Vehicles transporting animals must have certificates showing that they were cleaned and disinfected under veterinary supervision prior to loading. This information can be written on the health certificate.


INDEX OF ADVERTISERS

CUSTOMS FORMALITIESBefore a horse can enter the United States, it must have an import permit, a health certificate from the country of origin (signed by a veterinarian), and a negative CEM culture taking within 30 days of import (for mares and stallions). If allowed into the country, all horses must be placed in federal quarantine at a USDA animal import center, which usually lasts two or three days. In the United States, there are four ports of entry for horses coming into this country—Los Angeles, CA; Newburg, NY; Miami, FL; and Honolulu, HI.

Each horse brought into this country must pass through one of these USDA facilities. During that time, the horse will be tested and observed for clinical signs of illness resulting from “exotic” diseases such as dourine, glanders, piroplasmosis, or more common diseases such as influenza. After quarantine, the mares and stallions over 731 days of age (two years) which are new to our country must undergo CEM quarantine at a separate facility.

National Federations holding an international event in their country should inform their national veterinary authority and their customs authority at least four weeks prior to the event. They should request every facility to assist the movement of horses/ponies accompanied by FEI passports and the necessary veterinary certification at frontier crossing points into and out of their countries. (Vet. Regs. Art. 1004.2)

INSURANCEAll owners and competitors are personally responsible for damages to third persons caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date.

Riders competing at the WIHS Regional Horse Show to be held October 19-21, 2018, at Prince George’s Equestrian Center in Upper Marlboro, MD, will qualify for the WIHS Regional Finals at Capital One Arena as follows: the top five in each pony hunter section, the top four in each children’s hunter section, and the top four in each adult amateur hunter section will qualify to compete at Capital One Arena. Horses and ponies to be owned by exhibitors living within 100 miles of Washington, DC, based on owner’s zip code. Owner listed on the entry blank must be the owner listed on the horse’s USHJA registration papers or provide proof of ownership or lease.
