Business Walk Purpose
A business walk is an opportunity to chat with local businesses face-to-face to gather knowledge that
will help foster a more prosperous business climate. The De Pere Business Walk was a one day visitation
program to assess concerns that local businesses are facing. The information gathered is to be used to
help prioritize economic development initiatives and guide business assistance.
Business Walk Highlights
Turnout and participation for the business walk was tremendous. Although many businesses were not
aware the walk was taking place, a majority took the time to share their thoughts and perspectives on
the local business climate. This feedback was overwhelmingly positive, and most businesses anticipated
growing and remaining in the community in the near future. Some interesting findings included:
De Pere customers and business to business relationships were the most valued aspects of
doing business locally. Half (48%) of businesses made comments to this regard.
Three-quarters (75%) of businesses surveyed anticipate growing in De Pere in the near future.
12% of businesses would like to expand locally, but have some concerns about space and/or
property availability to accommodate this growth.
The most commonly cited impediment to business success was traffic and parking, identified by
20 percent of businesses. The most common specific traffic issue was the need for a bridge,
followed by truck traffic routes. Most parking challenges were unique to individual businesses.
A desire for increased events and marketing exposure was identified by 17% of businesses as
having the potential to boost business revenues.
15% of businesses could not identify any specific change that would improve their business in
De Pere.
Although ranking fourth as an overall challenge, 64% of businesses identified talent attraction as
an important issue for their company. This was especially true of manufacturing and
transportation firms, where 76% of firms placed a priority on talent.

Business Walk Overview
On September 26th, Wisconsin Public Service sponsored a Business Walk in De Pere. The business walk,
which conducted brief visits with 115 existing businesses in the City of De Pere and Ledgeview including
retail, service and industrial firms (3 duplicate responses were removed). The walk was conducted in
partnership with the De Pere Area Chamber of Commerce, the City of De Pere, Definitely De Pere, and
the Wisconsin Economic Development Corporation and received support from Johnson Bank, Baer
Performance Marketing and Toppers Pizza. The business walk represented the first attempt to take the
pulse of the local business community, uncover opportunities and challenges for doing business in the
De Pere area, and identify ways that local partners can help enhance and grow the local economy and
create a business friendly environment.
The business walk included both a morning and afternoon interview session, during which 33
community leaders, representing both the public and private sectors visited businesses within a
geographic region in teams of two. Businesses who agreed to be interviewed responded to five
questions about their business and perceptions of De Pere as a place to do business (a copy of the
survey is included at the end of this report). They also had the option of receiving a follow-up visit from
a community partner to discuss specific opportuntiies or challenges identified by the visit, and could
choose to receive a copy of the completed report. Businesses which were unable or unwilling to
participate on the day of the business walk also had the option to complete the survey online. As a
thank you for participating, several businesses that responded to either the in-person onr online survey
were selected at random to win a prize package donated by local businesses.
The results from the business visits, including both the quantitative survey results as well as additional
comments and insights provided as part of the interviews are summarized in this document. A list of
specific comments received through the survey, with individual and/or company references removed, is
provided as an attachment.

Business Respondents
Businesses responding to the survey represent a diverse mix of industries and sizes, as illustrated in the
charts below. While businesses were not asked about their business or employee count, many
volunteered this information, and the remainder were determined using data from ReferenceUsa. A
majority (69 percent) of interviewees were small businesses with 10 or fewer employees, while 7
percent had 50 or more employees.
Service businesses (personal and professional) represented 46 percent of businesses interviewed, retail
and restaurant accounted for another 25 percent, and the remaining businesses were engaged in
manufacturing, warehousing, distribution, contracting and healthcare.

Survey Results
Positive Attributes
Businesses were first asked about positive aspects of doing business in De Pere. By far the most
common response was the importance and value of local connections, tendency of customers to shop
locally, and the loyalty of both customers and businesses to the community and one another. Businesses
without a long term track record or who do not sell locally identified visibility and accessibility (to
customers and workforce) as the most important positive attributes that make De Pere a good place for
their business.

Given the overwhelmingly positive perception of the De Pere business climate, it is not surprising that
three-quarters of businesses anticipated growing and remaining in the community in the next five years.
Of these, 18 percent also anticipate growing at other locations. Only five percent of overall businesses
surveyed indicated a firm plan to grow exclusively in a location other than De Pere.
It is also important to note that of those 88 businesses
that indicated they anticipate growing in De Pere, five
indicated that they would explore an expansion to
their existing facility or new construction in the
community. Three additional businesses indicated
that they would like to purchase in order to make the
investment to expand, but may not be able to do so
locally. An additional six businesses indicated that they
are out of space at their current location, which
caused them to select both the ‘growing here’ as well
as the ‘growing elsewhere’ categories, as they are
unsure whether the anticipated growth can occur
locally.
Of those businesses anticipating growth, 18 percent anticipate also expanding their customer base. Two
businesses indicate a specific desire to expand into more global markets, while several others plan to
expand product lines or to serve a broader geographic area within the domestic market. Five percent of
all businesses plan to grow revenues by implementing cost savings measures, such as by consolidating
real estate or implementing lean management.
Of course, not all businesses are in expansion mode. Six percent of business owners anticipate retiring in
the near future, and 71 percent of these hope to sell their business in order to retire. Two additional
firms (both professional services) plan to merge with other firms, either to expand their market reach or
to achieve cost savings.
Changes Desired
Businesses were also asked to identify aspects of the community that they would like to change to
create an even more positive environment for their business. Responses to this question were more
varied than for the positive aspect, as illustrated in the chart below. Traffic and parking were an issue for
many, although the specific type of change desired to address these challenges depended on the
business type and location. The need for an additional bridge was the most specifically cited traffic
problem. Many businesses desire new/additional outlets for marketing and networking to help them
better connect with the community and other businesses, while others indicated challenges associated
with municipal permitting with either, knowledge, cost, and/or timeliness of permitting presenting a
challenge. (Note that more than half of the permitting challenges were reported by businesses in
Ledgeview versus De Pere). Workforce was the fourth most commonly cited challenge, discussed in
more detail in the following section. Other identified challenges included issues associated with an
individual business’s location, operations, or industry-specific challenge which as a result were shared by
only one or two firms and did not represent a trend within the De Pere business climate as a whole.

While positive characteristics were universally recognized across business types, there was slightly more
agreement regarding challenges among businesses of similar size and/or industry types. For instance,
larger firms reported more difficulty with workforce issues and the need for improved traffic flow, while
smaller firms were more likely to specifically identify the growth of the community through the addition
of new residents and more small businesses as key to enhancing the local customer base and boosting
business. Service firms (personal and professional) were most concerned with permitting and signage,
most notably with liquor licensing ordinances and general visibility.
Talent Attraction
Because talent was anticipated to be a challenge, the survey specifically asked businesses whether or
not talent attraction was important to the business at the present, and what strategies they had found
to be effective and/or not effective in recruiting and retaining quality employees. Overall, 64 percent of
businesses indicated that attracting talent was an important issue for their business. Again, this trend
was fairly consistent across industry types, with manufacturing and transportation firms slightly more
likely to indicate that talent attraction was a challenge (76%) and professional service firms reporting
slightly less urgency, with only 40 percent of companies indicated that talent was an important
consideration at the present.
With regard to talent attraction strategies, just under half of respondents provided insight on current
practices, and most businesses reported utilizing multiple recruiting strategies. Word of mouth
recruitment and personal networking were by far the most successful strategies, although certain

businesses found higher education partners to also be a reliable source of qualified workers. Other
companies have worked internally to add aggressive training programs or provide intangible benefits
that help recruit employees. For those casting a wider net, indeed.com, job fairs and social media were
reported to be somewhat successful, while print advertising was universally panned as an avenue to find
qualified workers.
Entrepreneurship and Small Business Assistance
Businesses were also asked about the perceived effectiveness of seven specific strategies designed to
foster entrepreneurship and small business growth in De Pere. Businesses were asked to rate these
strategies (Networking, Pitch Contests, Start-up Bootcamp, Micro-Lending, Coworking, Incubators,
Makerspaces) on a scale of 1-5 with 1 being somewhat effective, and 5 being the most effective. This
question proved difficult for some businesses to answer, whether because they were unfamiliar with the
strategies, or because they have limited perspective on the needs of entrepreneurs. While the vast
majority of businesses interviewed were small businesses, many are well-established and not in need of
this type of support services. However, the chart below indicates the relative level of support each
strategy received from the De Pere business community (74% of businesses responded to this question).
Strategies near the top of the chart received the least support, while those at the bottom created the
most interest.

Follow-up
The most important element of a business walk is the opportunity to follow-up with individual
businesses regarding specific challenges, and to identify strategies or inititaives that will be undertaken
as a result of the information learned during the survey. Of those surveyed, 41 percent requested that
an individual follow-up with them to address their specific issues. An overwhelming 81 percent wanted
to receive a copy of the business walk results. Surprisingly, 13 percent of those intersted in a personal
followup were not interested in receiving the report or other business walk follow-up. Of those
interested in follow-up, a majority (71%) prefer email communications, while 22 percent prefer phone
contact and 3 businesses (7%) would like to receive primarily hard copy communications.

Traffic has picked up now that road has opened. Any kind of exposure is good. Signage indicating what park it is. Advertise to get more people in the business park. Better communicate to the businesses on decisions. Invite to meetings and discuss future changes (i.e. dumpsters).
Parking can be an issue at times. Getting word out to families would help me most.
