for the Rehabilitation & Extension of

BADEA H.Q Building in Khartoum

The Arab Bank for Economic Development in Africa (BADEA) an International Financial

Institution located in Khartoum intends to invite bids from prequalified contractors for

the Rehabilitation & Extension of BADEA H.Q Building.

The contract is expected to be signed in the second quarter of 2012 and it is anticipated that

the work covered by this contract, excluding defect liability period will be completed in 18

months.

The contract shall comprise the following:

1. Rehabilitation of BADEA existing building which is located at the junction of Tabia &

Sayed Abdel EL Rahman st, Khartoum Town.

The existing building is a six storey office building having a foot print of 700 m2 with

a total area of 4200 m2

The building has also an annex block comprising a social

building of total area 850 m2

.

The rehabilitation includes complete renewal of existing building systems which

includes but not limited to Architectural, HVAC, MEP, Interiors, Landscaping,

Furniture, Fittings and Equipments.

2. A new six stories extension having a foot print of 175 m2 with a total area of

approximately 1050 m2.

3. An extension for an annex block which will give an extra area of

750 m2.

An applicant may if he wishes form a joint venture with local or foreign contractor for the

purpose of prequalification for the contract works. A prequalification application submitted

by a joint venture must be accompanied by documents in support of the formation of the

joint venture. Such documents must set forth the extent of responsibility and participation of

each member of the joint venture, its duration, and the person(s) authorized to represent and

obligate it. The members of the joint venture shall each be jointly and severally liable.

A complete set of prequalification documents may be collected by any interested eligible

applicant in English from Arab Bank for Economic Development in Africa (BADEA) at

their address shown below.

Furthermore the prequalification documents will be posted at BADEA web site

www.badea.org

The Prequalification Documents submitted by the applicants in English language must be

duly completed, the original returned to the BADEA address below and one copy returned to

the Consultant Arab Consulting Engineers (ACE -Moharram.Bakhoum) at their address

shown below.

Documents which are received late will not be considered and will be returned unopened.

The decision of the Director General of the Arab Bank for Economic Development in Africa

(BADEA) as to whether or not the applicant is eligible to bid, shall be final and binding.

1. Invitation

The Arab Bank for Economic Development in Africa (henceforth referred to as

(BADEA) invites Application, on the prescribed forms for prequalification from

eligible intending bidders for the Rehabilitation & Extension of BADEA H.Q

Building.

Tenders will be solicited and opened only from those firms whom BADEA will

consider qualified to perform the proposed work efficiently and expeditiously,

after having analyzed the information and documents which interested firms are

hereby invited to submit. Said data shall be submitted on the prequalification

forms (sheets A-N) attached hereto. The decision of the Director General of

BADEA as to whether or not the applicant is eligible to bid, shall be final.

2. Presumed Date of Contract award

Tenders are scheduled to be floated mid February 2012. Contracts are scheduled

to be awarded in May 2012.

3. Contract Execution

The construction (excluding defect liability period) must be completed within a

time period of Eighteen (18) months. The defect liability period is one year.

4. Brief description of works

The work for which prospective tenderers are herewith invited to prequalify

includes the following:

Construction of a new six storey extension having a foot print of 175 m2 with a total area of 1050 m2 together with complete rehabilitation of the existing building. The building also has an annex block which will be extended to give an extra area of 750 m2. It is also envisaged that all building services will be totally refurbished which include all systems i.e. Electrical, Mechanical, Air conditioning, Elevators...etc. The rehabilitation will also include interior works and supply of furniture.

5. Contract – Preliminary Information

Tender documents for the project will be provided only to prequalified contractors.

The intention is to start construction by June 2012.

The construction shall be a “lump sum” type of contract.

6. Conditions of Contract

The legal relationship with the Contractor shall be governed by the Conditions of

Contract included in the Tender Documents. These shall comprise the General

Conditions (Part I), which will essentially be based on the General Conditions

(International) published by the F.I.D.I.C., and of conditions of Particular

Application (part II). These Conditions of Contract, together with the Instructions

to tenderers, Drawings, Specifications and Bills of Quantities will be furnished

only to those prospective tenderers who have expressed the wish to participate in

the tendering and who have been selected by BADEA.

7. Required Prequalification Information

To participate in the call for tenders, the following documents must be submitted:

a) Title page ( Appendix, Page A );

b) Notes ( Appendix, Page B);

c) Structure and Organization of the firm ( Appendix, Page C and D);

d) Financial statement (Appendix, page E). In addition to the information

required on form E, the applicant shall submit a written statement by the

bank of the firm or by a well known credit information agency on the

regularity of the activities of the firm;

e) Joint venture information (Appendix, page F). In addition to the

information required on page F, applicants wishing to form a joint venture

must submit accompanying documents which set forth the extent of

responsibility and participation of each member of the joint venture, its

duration, and the person(s) authorized to represent and obligate it. The

members of the joint venture shall be jointly and severally liable.

f) Personal, Plant and other resources (Appendix G, H, I and J). Additional

sheets to be included as necessary. Key personnel identification on Form H,

“Resources: personnel 2 “ shall be management and technical person who

would be available for employment on the proposed works;

g) Geographical experiences ( Appendix, Page K);

h) All similar projects completed over the last six years ( Appendix, page L);

i) All projects presently in progress ( Appendix, Page M);

j) Additional information, if considered relevant by the applicant

(Appendix, Page N).

8. Prequalification Application Submittal Date and Conditions

The prequalification documents in English language only must be duly

completed, and the original returned to the BADEA address below, and must be

received no later than 12:00 noon local time ( Khartoum ) on Monday January

30th 2012 in a sealed envelope sent by mail ( DHL , TNT …etc.) or submitted in

person against receipt.

BADEA may at its discretion extend this deadline by issuing the required

notification.

In addition to the original sent to BADEA, one copy of all prequalification

documents must be sent by mail or submitted in person against receipt to :

The sealed envelope must be marked as described above.

The documents must be received no later than 11:00 noon local time (Cairo) on

Monday January 30th 2012.

9. Prequalification Application Evaluation Criteria

BADEA/ ACE should evaluate the prequalification applications to identify those

companies/joint ventures whom they consider to be suitably qualified and

experienced to undertake the project.

The evaluation should determine, for each company or joint venture:

- Structure and organization.

- Experience in both the type of work and the country or region in which it is

to be undertaken.

- Available resources, in terms of management capability, technical staff,

construction and fabrication facilities , maintenance and training facilities,

or other relevant factors.

- Quality assurance procedures and environmental policy.

- Extent to which any work would be likely to be subcontracted.

- Financial stability and resources necessary to execute the project.

- Litigation or arbitration history.

Applicants will be notified individually of the decision as regards their application.

In case discrepancies are found in the information submitted, the application shall

be considered unsatisfactory, and the applicant not eligible to bid until such

discrepancies have been satisfactory explained or resolved.

BADEA will not enter into any correspondences with applicants except to seek

clarification when necessary.

Documents submitted in connection with the prequalification will not be returned.

Prequalification applicants shall bear all costs associated with the preparation and

submission of this application, and BADEA will in no case be responsible or liable

for those costs, regardless of the conduct or outcome of the prequalification

process.

10. Language – Metric System – Currency

The English language will be used in the prequalification applications. The tender

documents (Instructions to Tenders, Conditions of Contract – parts I and II,

Technical Specifications and Bill of Quantities) will be made available in English.

The metric system will be used in the prequalification applications and in all

documents concerning the present project.

Applicants must express all financial figures in U.S Dollars, otherwise the

exchange rate to be used for comparison must be indicated.
