3. INTRODUCTIONANDBACKGROUNDOFTHEPROJECTPURPOSE

ThepurposeofthisPrequalificationDocument(PQD)istoinviteExpressionsofInterest(EOIs)fromtheprospectiveApplicantsfortheirprequalification.Applicants,whoprequalify,willbeinvitedtoparticipateintheBiddingProcessforawardofcontractforResidentSupervisionof theProject. Information regarding theProject issetforthbelow:

BRIEFINTRODUCTION3.1MineralPotentialinPunjab

PunjabisthelargestprovinceofPakistanwith53%contributioninnationalGDPwhereasPunjabsGrossRegionalProductisapproximatelyPKR13.532trillion.GovernmentofthePunjab,under thevisionaryanddynamic leadershipofChiefMinisterPunjab is fullycommitted todevelop itsmetallicand industrial

mineral resourceswithspecialfocuson IronOre.These industrialmineralsarebeingexploitedandusedatmodestcommercialscale,playingasignificantroleinthenationaldevelopment.GovernmentofthePunjabhasalreadygotestimatedcoalresourcesinSaltRangeTransIndusRangeatJORCStandardsinFebruary,2013,byengagingAustralianConsultingFirmM/sSNOWDEN.

3.2TheClient:PunjabMineralCompany(Pvt.)Limited(PMC)TheClient(PMC)isawhollyownedcompanyofGovernmentofPunjab,establishedunderCompaniesOrdinance1984,dulyregisteredwithSecurities&ExchangeCommissionofPakistan.PMChasahighlyexperiencedBoardofDirectorsand,interalia,hasthemandateforpromotion,explorationandresourceestimationofthemineralresourcesofPunjab.PMC iskeentoexploreandaccuratelyestimate(onInternationalStandards)theIronOreandothermetallicmineralresourceslikecopper,gold,nickel,cobaltetc.asmaybeassociatedwithitintheunderlyingpolymetallicsulphidezone.

3.3BackgroundofExplorationandResourceEstimationofIronOreandAssociatedMetallicMineralsPotentialIronOreresourceshavebeendiscovered inChiniotandRajoaareas,

DistrictChiniotintheProvinceofthePunjab,Pakistan.ChiniotiswellconnectedareawiththerestofthePunjabandisalreadyfamousforminingactivities.ThediscoveredIronOreresourcesarehostedbysub-surfacevolcanogenicrocks,whicharepartofthePre-CambrianIndianShieldrocks(almostentirelysubmergedunderalluvialcovercontainingaquifers).

Thebedrockdepthfromthegroundsurfacerangesfromapproximately71to191metersinChiniotand150to160metersinRajoaareas.AtChiniot,themineralizedbodyhasaNW-SEstrike lengthof700meters,a thicknessof200metersanddowndipextensionof330to400meters,dippingsteeplyat60to65degreesSW.

Asamatteroffact,sofar,14boreholeshavebeendrilledinChiniotand3inRajoa

area.

between

31o43'16andLongitude72o57'44to73o00'30".Atbothlocations,the

mineralizedbodyisnotfullydelineated.Mapshowingtheprobablelocationoftheareasunderexplorationhasbeenreflectedbelow.

3.4ExplorationAreaMap(ShowingBoreHolesLocation)

Accordingtothepastexploration,geological,geo-physicalinvestigations/studiesanddrillingdatacarriedoutbyGeologicalSurveyofPakistan(GSP),PunjabMineralDevelopmentCorporation (PUNJMIN),andotherGeo-ScientificOrganizations/Firms/Consortiums,itwasassessedthatthereare110milliontonnesof IronOredeposits inChiniot.InRajoaarea, theprospectsof IronOre

depositsneedtobefurtherexplored.Basedonavailabledata,itishoweveranticipatedthatthesedepositsareapproximately500milliontonnes.Thedrillcoresampleanalysesarealsoindicativeofpossibleassociationofotherimportantmetallicmineralresources.

3.5BeneficiationStudiesPreliminarybeneficiationstudiesatPCSIRLabs,Lahore,Punjabshowedfollowingresults:

(i). Orehaving>85%Fe2O3candirectlybeutilizedforironandsteelmaking.

(ii). Low,mediumandhighgradeoresofChiniotareamenabletoup-gradationusingwetmagneticseparationandfloatationtechniques,subjecttopilotplantstudiesandeconomicviabilityoftheprocess.

3.6JustificationforFurtherExplorationandDrillingNeedsThedrillingresultsareencouragingbuttheavailablepastgeological,geophysicalanddrillingdata isnotsufficienttopreciselyestimatetheresourcesleadingtopragmaticdevelopmentofthesedeposits.Followingfactorsprovidecompellingjustificationsforfurthersystematicexploration.

(i). Previousmagneticsurveyshaveindicatedanareaofover20squarekilometres(5000acres)asanomalouszonenearRajoawhereonlythreeboreholeshavebeendrilledwhichareinadequateandinsufficient.

(ii). Lowercontactof theorebodyatChiniotareaisyetnotknownbecausenoboreholehaspenetratedorcrossedtheunderlyingsulphidezonetodeterminethemineralizedzoneasthedrillingcapacityoftherigswasnotsufficient.Deepverticalandpossiblyinclineddrillingisrequired.

(iii). Thediscoveryoftracesofcopper,cobalt,nickelandhighvaluesofvanadiumandtungsteninpastdrillingendeavoursnearChiniotareafullyjustifyfurtherexploration.

rail,motorway,electricity,gasandwater.

3.8SelectionandEngagementofContractor(s)toundertaketheProjectPMC/Clientthroughnational/internationaladvertisements,hasalreadyprequalifiedthefirms/consortiaandhasissuedtheRequestforProposalstotheseprequalifiedfirms /consortiaforsubmissionoftheirbidstoundertake theProject titled"ExplorationandResourceEstimationof IronOreandAssociatedMetallicMineralsinChiniot-Rajoa,Punjab".

Inthebackdropofabove,theClientdesirestoengageanApplicant,possessing

sufficientcapabilitiesandrelevantexperience,throughcompetitiveBiddingProcesstoactasConsultantfortheResidentSupervisionoftheProjectContractor(s).ThesuccessfulApplicant(ResidentConsultant)shallberesponsibleforthesupervisionoftheentirework/activitiestobeperformedbytheContractor(s)executingtheProject.TheScopeofWorkoftheResidentConsultantisdefinedinSectionB:TermsofReference,ofthisPQD.Applicants,aspartofsubmissionofthisPQD,areencouragedtoproposeanyrevisions/amendmentsintheScopeofWorkoftheResidentConsultanttomakethisfunctionofResidentSupervisionmoreeffectiveandfruitfulfortheProject.

plans/schedulesandasperInternationalStandards;andthatbestexplorationandresourceestimationpracticesarebeing followedby theContractor(s)andpointoutanydeviationstotheClient,ifany;

(ix). Ensurethathealth,safetyandenvironmentstandardsarebeingobservedbytheContractor(s)duringthecourseofconductingalltheexplorationactivities;

(x). InformClient

of

potential

hazards/problems

that

may

arise

inconnection

withconductingsurveys,drillingoperationsoranyotherProjectactivityandsubmit

recommendationsincludingsuggestionsandremedialmeasures;and

(xi). Facilitate inspectionsoftheProjectbyClientsProjectstaffandensure thatallrelevantinformationanduptodateprogressreportsareavailable.

WheretheClientdeemsitconvenientornecessary,itmayrequestsupplementary informationordocumentation fromanApplicant fordeterminingitseligibility forprequalification.Wheneversuch request ismade, theApplicantshallprovidethesametotheClientbysuchdateasmaybespecifiedbytheClient.

AnyEOIfoundtobenon-responsivemayberejectedbytheClientandnotincludedforfurtherconsideration.

2.2.EvaluationofEOIsTheClientwillcarryoutadetailedevaluationoftheEOIsthathavenotbeenrejectedafterthepreliminaryexamination.Subsequently,theClientwillexaminetheinformationprovidedbytheApplicantintheEOIforitsprequalificationtobedone inaccordancewithPrequalificationCriteriaspecifiedinthefollowingpages.

ApplicantwhoseEOI isdeterminedbytheClienttobesubstantivelyresponsive

therebymeetingtheprequalificationcriteriaspecifiedshallbeinvitedtoparticipateinthenextstagesoftheBiddingProcess.

2.2PreservationofcoreTheFirm /Consortiumwillpreserve theentirecore ingoodqualitycoreboxes,

tagsampledportions,marking theboreholenumberanddepthetc.on thecoreboxes,indicatingthedepthinmetersattheendofeachcorerunalongwithcoloreddigitalphotographsofthesame.AllcoreswillbethepropertyoftheClientandallunusedcoreandremainingportionsofthelaboratorytestedsampleswillbedeliveredtotheClientatitsdesireddestinationbytheFirm/Consortium.

2.3SamplePreparationandAnalysisTheFirm/Consortiumwilladoptinternationallyacceptablesamplingandsamplepreparationmethods,whichbestsuitsuchIronOreandmetallicminerals,keepinginviewtherequirementsformineralogical,petrography,metallurgicalandphysical/analyticaltests.Adequatenumberofsampleswouldbetaken,keepinginviewthelithologicalchangesand inter-distanceofsamplesineachborehole.TheFirm/Consortiumwillalsofurnishanappropriatequantityofthe representativesamples to theClientas referencesamples.Thesampleswillbedulynumbered,transported/handedoverbytheFirm/Consortiumtorenownednational/internationalaccreditedlaboratory(ies) acceptabletotheClient.Themethodsofanalysesmustbeappropriate for thesamplesandstandardassayqualitycontrolmeasureswillbetakenasapprovedbytheClientinliaisonwithResidentConsultant.

2.4ControlSamplesAspartofassayqualitycontrolprocedure,theClientmayintroduceresorttocountercheckingofsamples,ofknownassayvalue,foranalysesinthelaboratoryalongwiththebatchesofsamplesbeingsentbytheFirm/Consortium.

2.5AbandoningofboreholesNoboreholewillbeabandonedunlesscertifiedinwritingby theClientthroughtheClient'sRepresentativeattheClientsSiteOffice.

2.6LithologicalLogsTheFirm/Consortiumwillprepareandprovidethelithologicallogsinhardaswellaselectronicform,intheformatsasperacceptableInternationalStandards, ingoodorder to theClientoncompletionofeachborehole.X,Y,ZcoordinatesofeachboreholeforcalculationofmineableintersectionsforIronOrebodies/metallicmineralsandanyotherrelevantobservationsencounteredduringdrillingwillbegivenonthe lithological logs.Depth towatertable ineachboreholewillberecordedandmarkedonthelithologicallogs.

2.7GeophysicallogsTheFirm /Consortiumwillprepareandprovide thegeophysical logs inhardas

wellaselectronicform,intheformatsasperacceptableInternationalStandards,totheClientoncompletionofeachborehole.

2.8CrossSection/CorrelationChartandInterpretationTheFirm/ConsortiumwillpreparecrosssectionsandcorrelationchartsofIronOreandmetallicbodiesencounteredintheboreholesalongwithinterpretationwiththehelpoflithological/geophysicallogsdata.Computer-aided3-Dgeologicalmodelsbasedongenerateddatatogetherwithresourceestimatesmustbepresentedinaccordancewith internationaldefinitions/standards.

2.9DownHoleSurveyDownholesurveyofeachcompletedboreholewillbeconductedbyFirm/Consortium with appropriate equipment, software and other relevant

3. REQUISITE QUALIFICATION AND EXPERIENCE OF THE FIRM /CONSORTIUM

TheFirm/Consortiumshalldeploythesamestaffalongwithequipmentandmachineryetc.asspecifiedintheirexpressionsofinterestatthetimeofprequalification.Incaseofanissue,areplacementmaybeallowedbytheClientsubject to thecondition that thequalification/experience/specification wouldnotthelessthantherequirementspecifiedinPQD.

TheentireworkplanshouldclearlybeelucidatedonastandardGantChart.

4.2.CertificatesofMobilizationMobilizationofhumanresource,equipment,machineryandaccessorieswillbe

carriedoutinthefollowingtwostages:

(i). Mobilizationofpre-qualifiedTeamLeaderandgeophysicalsurveysstaffalong with all necessary geophysical surveys equipments andestablishmentofSiteOfficeandintimationtotheClient;

SubmissionofCompletionCertificate(whichmayalsobereferredtoasCertificateofMobilizationofStageI)bytheResidentConsultantcertifyingmobilizationinrespectofstage(i)includinglogisticsupportsandestablishmentofofficewithallfacilitiesrequiredtostarttheProjectworksasrequiredintheScopeofWork(SOW).

(ii). Mobilizationofpre-qualifiedexplorationanddrillingstaffalongwithdrillingrigsandaccessoriesetc.

SubmissionofCompletionCertificateofMobilizationbytheResidentConsultant(whichmayalsobereferredtoasCertificateofMobilizationofStageII)certifyingmobilizationinrespectofstage(ii)asrequiredintheScopeofWork.

4.3.PeriodicProgressReportsTheContractor(s)willfurnish,throughoutthecourseoftheProjectexecution,fortnightlyandmonthlyprogressreportsofactivities,onapre-agreedformat, in

accordancewiththeworkplan.

4.4.CompletionofGeophysicalSurveysOnthecompletionofgeophysicalsurveys,theContractor(s)willfurnishacomprehensivereport, inhardandsoftform,comprisingthesurveysdata,theiranalysisandinterpretation,mapsandrecommendeddrillingplanasperacceptableInternationalStandards.

4.5.BoreholeCompletionReportOnthecompletionofeachborehole,theContractor(s)willfurnishacomprehensivereport,inhardandsoftforms,comprisingthelithologicallogs,geophysicallogs,downholesurveyandcollectionofsamplesandtheirdispatchtolaboratoriesforanalysesasperacceptableInternationalStandards.

4.6.SampleAnalysisReportThisreportwillcontaindetailsoftheanalyticalresultsofthesample.

4.7.3-DorebodymodelsandISOPACHsTheContractor(s)willdemonstrate3-DorebodymodelsandISOPACHsbyusingdatageneratedthroughgeophysicalsurveys,drilling,lithological logging,sampleanalysis,geophysicallogginganddownholesurveysetc.

4.8.OreResourcesReportAreport,compliantwithInternationalStandardsspellingouttheresultsofIronOreandmetallicmineralresourcesestimationinthefollowingmanner:

(i)DraftReportofIronOreandassociatedmetallicmineralResourceEstimation(alsoreferredtoasOreResourcesReport)tobesubmittedforClientsreview,commentsandacceptanceasperitssatisfaction.

(ii)FinalOreResourcesReporttobesubmittedforClientsreview,commentsandacceptanceasperitssatisfaction,inthelightofScopeofWorkasalreadyelaborated(includingIsopachsandtonnageandqualityetc).

(iii)ThefinalOreResourcesReportestimatedatInternationalStandardsshould

leadtodevelopmentofbankabledocumentationgoingforward.

TheContractor(s)willprovideten(10)hardandsoftsetsofeachofalltheProjectDeliverablesalongwithalltheelectronicdataofthe3-Dresourcemodelsand illustrations/drawings inhardformonaviewablescaleandinapresentablemanner.Additionally,theContractor(s)mayalsoneedtopresentsuchProjectDeliverables in reviewmeeting(s) inLahore,Pakistan,as requiredby theClient.AllProjectDeliverablesmustbecertifiedbythequalifiedperson/competentpersonoftheContractor(s)undertheInternationalStandards.AProjectDeliverablewillonlybeconsidereddeliveredwhenaCompletionCertificateinrespectofthesamehasbeenissuedbytheResidentConsultant.
