1. Introduction
Article 157 (2)(c) of the Constitution of Pakistan provides that the Government of a
Province may construct power houses and grid stations and lay transmission lines for use
within the Province. Also, Sections 18(A) & 18(B) of the amended NEPRA Act No. XL
of 1997 provides that the provincial governments are allowed to establish the provincial
grid companies subject to the approval and licensing by the federal regulator.
Punjab has the potential to develop power generation on the basis of different indigenous
resources such as solar, hydro, biomass, municipal solid waste and local coal etc.
Electricity production through these resources can be transmitted for Bulk Power
Consumers (BPCs) and other consumers use through the PGC.
Pakistan power sector is transitioning into an open electricity market. In future there will
be frequent B2B and off-grid electricity sale / purchase transactions. Provision of
transmission services to upcoming open market buyers / sellers by GoP entities (NTDC,
DISCOs) alone would be extremely difficult. Private businesses can acquire special
transmission license for a specified transmission facility only.
In Punjab number of IPPs retiring / maturing their PPA terms are willing to sell their un-
utilized power generation. Also new affordable and sustainable power generation in
Punjab can be utilized to deliver affordable / sustainable electricity to BPCs and other
consumers through PGC.
This Pre-qualification Document (PQD) enlists the criteria for consultancy firm/JV to be
shortlisted having expertise/experience in conducting feasibility for establishment of
Energy Sector Entities.
2. Objective
To conduct Feasibility Study for determining the technical and commercial viable model
of PGC elaborating the need of PGC and to which areas it will cater along with power
market analysis in Punjab.
3. Scope of Work
This scope of work is tentative for prequalification only. The actual scope of work will
be provided at the time of issuing RFP as per actual scope of work. However this
prequalification does not guarantee award of work by the department. The tentative
scope of work entails the following tasks that may be assigned for technical, financial
and commercial Feasibility Study:
i. Feasibility Study on technical and commercial viability of PGC (including power market
analysis in Punjab; why we need the PGC and to which areas it will cater).
ii. Brief NEPRA on technical aspects of PGC.
iii. Study and indicate scope of service of PGC in view of current regulatory environment and
upcoming wholesale / competitive electricity market.

iv. Study and identify potential clients for PGC including bulk electricity consumers in
Punjab, existing power generation facilities, future power market participants etc.
v. Preferential PGC Operation and Maintenance (O&M) modeling inter-alia considering;
(a) O&M in public mode
(b) O&M in private contractual mode
(c) O&M through federal entities (NTDC / DISCOs)
vi. Prepare business plan for sustainable operation of PGC.
vii. Propose ways where PGC can facilitate the National Grid Company in removal of
transmission congestion.
viii. Identification of potential transmission lines and grid station for evacuation of power from
generation entities to consumers.
ix. Devise mechanism for coordinating with system operator for dispatch of generation
facilities by use of PGC transmission lines on non-discriminatory basis.
x. Facilitation mechanism to generator and consumers for wheeling the generator / received
power / energy.
4. Eligibility Criteria
Following is the eligible criteria for the Firm/Company/ Consortium/ JV to be
considered for Pre-qualification (Documentary evidence must be attached):
i. Valid Registration with Pakistan Engineering Council as “Consultant”.
ii. Must have 10 years of experience in Energy Sector.
iii. Registration with SECP, Registrar of Firms, or any other body depicting legal
status of Firm, Company or organization.
iv. National Tax Registration Number with active taxpayer status.
v. Valid registration with Punjab Revenue Authority with Active Tax payer.
vi. Firm/ Company/ Consortium/ JV must have office in Lahore.
vii. Undertaking by the firm/ company/ Consortium/ JV on a legal
format/affidavit, that it is currently not blacklisted by any Federal, Provincial,
State or Local Government department and/or by any Government owned
Company/ Foundation/ Authority.
viii. Proof of meaningful association/joint venture, if applicable.
ix. Copy of deposit slip of Rs. 3,000/- paid for the purchase of PQD in accordance
with Section 7 below.

5. Pre-Qualification Criteria
Following is the Pre-qualification criteria on the basis of which Firm/Company/
Consortium/ JV will be Pre-qualified:
Only Eligible Firm/Company/ Consortium/ JV as per Section 4, will be considered for
Pre-qualification (Documentary evidence must be attached).
i. Firm Experience
Firms should provide information regarding;
a. General experience of working in energy sector for the last 10 years as
per Annex – A.
ii. Human Resource Capacity
a. List of key personnel having expertise in relevant field as per Annex - B.
b. CVs of key personnel as per Annex - C.
However, the required qualification and experience is as follows;

being shortlisted/pre-qualified and any other action as per applicable laws.
***Firms/Companies applying under a joint venture/consortium should submit their
documents as a single PQD by clearly indicating the lead firm.

Interested Consultant must purchase PQD by depositing Rs. 3,000/- in Account
No. CDA 6010046977400018 PKR, IBAN No.
PK89BPUN6010046977400018 in Bank of Punjab, Civil Secretariat Branch,
Lahore. Deposit slip must be attached with EOI.
