    1.0 Project overview

    The Port Mann/Highway 1 Improvement (PMH1) Project is part of the Provinces Gateway Program, which will improve roads and bridges for people, goods and transit throughout Metro Vancouver . The project includes construction of a new Port Mann Bridge, widening of the highway, upgrading interchanges, and improving access and safety on Highway 1 from the McGill Street Interchange in Vancouver to 216 Street Interchange in Langley, a distance of approximately 37 kilometres . A more detailed summary of the Port Mann/Highway 1 Project is provided in Appendix 1 .

    Since 2003, the Gateway Program (PMH1 Project) has engaged in extensive public, stakeholder and municipal consultation . Consultation for the PMH1 Project has taken place in various settings; including one-on-one and small group meetings, open houses, committees and working groups, as well as feedback components on the project website . Consultation results, along with technical and financial analyses, provided important input to project scope and design .

    Beginning in September 2009, TI Corp began conducting Local Area Consultations with specific communities to:

    providelocalarearesidentsandbusinessstakeholderswithcurrentinformationaboutPMH1improvements;and

    consultlocalarearesidentsondesignfeaturessuchasnoisewallfinishesandlandscapingoptions.

    The input gathered through each Local Area Consultation is recorded and summarized in a Consultation Summary Report for consideration by TI Corp and the design-build contractor to refine and finalize project designs .

    2.0 Consultation Process

    With construction activity moving forward at the 152 Street Interchange, local area consultation was initiated for the area known as Birdland/Guildford, a small portion of the Birdland community, between Highway 1 and 108 Avenue, between 148 Street and 152 Street . This area is in close proximity to Highway 1, therefore property owners and residents in the area are affected by traffic management changes as well as noise related to both construction and increased traffic movement .

    The consultation included residences on Robin Crescent, Pheasant Drive, 152 Street north of Ferguson Connector, Hummingbird Place and Flamingo Place . Property owners and residents were invited to attend an open house to:

    Meetwithprojectteammembersanddiscussthenoisewallproposedintheirareatohelpreducenoisefromhighway traffic,

    Provideinputontheoptionsfortheappearanceofaproposednoisewall,and

    Receiveanupdateonconstructionactivitiesinthearea,aspartofthePortMann/Highway1ImprovementProject.

    The proposed noise wall is located along the south side of Highway 1 from Robin Park to the 152 Street Interchange . Local residents were asked to provide input on the two finishes that are possible for the side of the noise wall facing residential properties, either by attending the open house or visiting the PMH1 web site to provide input . Through feedback forms and in conversations with the PMH1 project team, participants also expressed their concerns related to the planned location and profile of the noise wall as well as other construction matters in the area .

    An earlier consultation in this area took place in September 2009 and focused on the placement and finish of retaining walls proposed at the end of Glen Avon Drive, Loughren Drive and Landsdowne Drive at 150 Street .

    2.1 Highlights of Consultation Results

    Open house participants were given a feedback form for input and presented the following question to open house participants: A noise wall will be installed along the south side of Highway 1 from Robin Park to the 152 Street Interchange . Two finishes are possible for the side of the wall facing residential properties . Attendees were asked to indicate their preference for one of the following:

    Nearly 100% of the public input on the noise wall was received at the open house . Thirty-five feedback forms were completed and returned, and one resident expressed a preference via email . Of the thirty-six respondents, 31 respondents, or 86 per cent, selected the Highway Finish option .

    Themes from the comments sections on the feedback forms are shown in Section 3 .0 . In general, participants were positive about the proposed noise wall and would like to see it installed as soon as possible . There were a number of residents concerned about the effectiveness of the proposed height and length of the noise wall and others who expressed an interest in maintaining existing trees in the area .

    2.2 Consultation notification

    Residents and property owners in the designated consultation area were notified by letter about the open house and the opportunity for noise wall input . The first letter was mailed in early March to approximately 140 homes . A second letter was dropped off in person to Birdland/Guildford area homes approximately ten days before the March 24 meeting to ensure that all property owners and residents/tenants received the notification . The letter is attached at Appendix 2 .

    2.3 Consultation Meeting

    The Birdland/Guildford open house took place on March 24, 2010 at the Guildford Recreation Centre in Surrey . The consultation meeting was attended by 45 property owners (who were also area residents), one owners representative and seven tenants for a total of 53 participants .

    Attendees were asked to sign in to provide a record of participation and offered the option to sign up to receive project updates by email . A printed Construction Update and Feedback Form were provided to each attendee . Information boards outlining the consultation topic and construction activities were on display for participants to view and discuss with Project team members .

    The majority of participants submitted the feedback form at the March 24 meeting . Two people faxed in their responses, and one submitted an email to info@pmh1project .com . The strata council for a condominium complex on 152 Street submitted a letter commenting on the proposed location of the noise wall . In total, 37 responses were received in connection with the invitation for public input .

    2.4 Consultation Materials

    2 .4 .1 Discussion Guide and Feedback Form

    A four-page Construction Update and Feedback Form was distributed at the open house and is available at www .pmh1project .com and attached as Appendix 3 . The Construction Update summarized the consultation topic that required feedback, as well as provided an update of construction activity in the 152 Interchange area . On the feedback form, participants were asked to indicate their preference for the noise wall finish, and invited to write down any additional comments .

    2 .4 .2 Display Boards

    Five display boards were available for review by participants . The boards included maps illustrating plans for noise mitigation and pedestrian/cycling facilities, and crosssection graphics showing the profile of the proposed Birdland/Guildford noise wall relative to traffic .     3.0 detailed Consultation Results

    The following summary shows the preference of 36 participants who provided input and indicated they were residents of the local area .

    3 .1 Noise wall finish preferences and comments on noise mitigation

    As noted in Section 2 .0, the majority of respondents preferred the Highway Finish for the proposed noise wall .
