Dear Poll Worker; Welcome to another election, and our guide to get you through it smoothly. Whether you are attending a training class in person or online, this guide should give you the detailed information you will need on Election Day, November 2, 2010.

PLEASE READ THIS GUIDE BEFORE ELECTION DAY.

Both the in person class and the online training give you a broad overview of forms, policies and procedures, and what to expect before and on Election Day. In order to accurately and securely conduct the election, you need to be familiar with all the sections in this manual to be able to look up answers to questions and situations that come up throughout the day. Your goal should be to provide consistent application of all policies and procedures.

Some things in particular that I would like to draw to your attention:

• Voters at the polling site will be voting on paper ballots, with one Voting Machine present for use by those voters who request it.

• Inspectors must pick up their precinct supplies at our office, in Burney or Shingletown. See Calendar on page 4 for dates and times.

• Please remember to request a Vote-by-Mail ballot (absentee) before Election Day to ensure your vote counts!

• We have a Quick Reference Guide in each precinct supply tote.

Thank you for the valuable time and effort that you put forth to serve as a Poll Worker. Free and transparent elections are the bedrock of our country and we sincerely appreciate YOUR contribution. The democratic process could not happen without you!

BEFORE THE ELECTION: INSPECTOR DUTIES

Inspectors perform the following tasks in advance of Election Day to ensure that the polls open on time and run smoothly for voters and precinct staff alike.

ORGANIZE YOUR TEAM & ROSTERS

1. Contact Clerks listed in Inspectors Declaration packet to confirm for Election Day. Remind them of training and that they must report to the polling site by 6:00 a.m. on Election Day. If you are unable to contact any person on your list, please call the office for assistance.

2. Complete the Inspectors Declaration and return it to the Elections Department at least 15 days prior to the election (as soon as possible).

3. Check in again with co-workers the day before Election Day. Remind them of check-in time and to bring lunch and drinks for the day for themselves.

4. Update Rosters from Supplemental Roster and the Inspector’s Absent Voters (Vote-by-Mail) List.

5. Place alpha tabs on Purple and White Active Rosters. 6. Inspector, you as an individual can’t do it all by yourself. The KEY is to delegate as

needed and work together as a team. Clerks, please help your Inspector by volunteering to assist your co-workers!

7. Be prepared to assign appropriate duties to Poll Workers. 8. Be prepared to assign breaks and meal times. (Yes, you can have people leave for meal

breaks as long as you remember to have a simple majority of Poll Workers at the polling site at all times.)

9. Many precinct boards plan a potluck for the day and you are welcome to spearhead one if you wish.

CALL/MEET WITH POLLING SITE CONTACT

1. Inspector acts as liaison between Elections Department and polling site owner/building manager. Call polling site contact person at least one week prior to Election Day to confirm you will have access to the polling site.

2. Get a key if possible to use for entry on Election Day. 3. If no key is issued, confirm that you have the correct name and telephone number of

contact/emergency contact. 4. Meet at polling site location for delivery of voting equipment if necessary. We have

asked polling sites to have their staff accept delivery of the cart of election supplies. However, an Inspector may be called upon by the delivery company to accept delivery of voting equipment at polling site.

PICK UP AND INVENTORY SUPPLIES AND BALLOTS

1. Inspector will need to make an appointment to pick up their precinct supplies; they will not be delivered. Please reference the calendar on page 4.

2. Paper ballots will be picked up with your supplies. An inventory of ballots will be completed in the presence of Election Staff and the Inspector. The Ballot Receipt (see page 44) will be signed by both. Ballots will then be sealed in the empty Ballot Box before leaving with your supplies. DO NOT OPEN THE SEALED Ballot box until election morning. (Refer to page 14 for Paper Ballot Setup).

3. Use the Supply Inventory Receipt (see page 45) to inventory the precinct supplies located in the precinct supply tote before the morning of Election Day.

4. If anything is missing from your inventory call the Elections Department immediately (245-6830).

5. Make sure that your precinct number is on the outside of your Precinct Supply tote. 6. Store all ballots, equipment and supplies in a secure place.

One of the most important duties of the Inspector is to ensure that all Election procedures are performed by TWO Poll Workers at all times. Security requirements make this MANDATORY, and ANY TIME a seal is verified, the Roster is updated, or a critical elections function is performed, it must be done in pairs.

Worker. EACH POLL WORKER HAS THEIR OWN PAYROLL CLAIM FORM. All Poll Workers should be sworn in by the Inspector first thing on election morning.

a. Inspector confirms the shift each Poll Worker worked. The two shift options available for Clerks only are Full Day and ½ Day (6am-2pm or 2pm to closing). Any deviations require that you contact the Elections Department for further instructions.

b. Inspector or driver returning precinct supplies: Be sure to include your mileage on the payroll claim form. Mileage – ROUND TRIP distance from the polling site to the Elections Department (or drop-off site in some outlying areas).

4. Accessibility Tally Log – Place this form on the Clerk’s Table (see pgs 10 & 30). 5. The Assisted Voter’s List – Place this form on the Clerk’s Table. If any voter is given

assistance, list their name on this form (see pgs 10 & 30). 6. Polling Site Incident Report – 5 for your precinct printed on colored paper (see pg 46). 7. Election Night Packing Check List - Use at end of Election Day (see pg 47). 8. Light Blue NOTES Sheet – Place all notes from throughout the day in the pocket on the

light blue sheet and return back in the Blue Signing Folder (see pg 53).

PREPARING THE POLLING SITE SUGGESTED LAYOUT

The above layout is an example, and may need to be modified to work in the space that you have. If you find that you aren’t sure how to set up, you can ask your ROVER for their opinion and assistance. It is always good to act as if you are a voter and walk through the space to check for ease of use and privacy.

EVERYONE:

Assist in setting up and arranging the polling site per the Election Official’s directions, regardless of the job you were assigned. This means everyone!

CONSIDER the following when setting up:

• Voter privacy • Voter traffic flow • Are the ballots in plain view of other voters? • Are there obstructions in the walkway? • Lighting – Is there enough?

VOTING MACHINE – See Voting Machine Manual for procedures • Each precinct will be issued one (1) Voting Machine. • Setup the Voting Machine near the Ballot Drop Off table, keeping in mind the need to

have the touch-screen facing away from public view. • Each Voting Machine will have the following items:

o (1) Card Activator o (2) Printers o (1) Audio unit

OUTDOORS – MANDATORY ITEMS TO POST/DISPLAY

• American Flag (either plastic or fabric) • 2 Polling site directional signs (2031M)

o Use to direct voters to polling site • 2 Electioneering signs (2031L)

o 1-100 feet away from entrance o 1 on entrance door

• 1 Voter Bill of Rights o Posted near entrance

• 1 copy of White Roster on entrance door (see page 19) • Handicapped Parking signs (if applicable)

o If there is not a handicap parking spot available and clearly marked, you must reserve two adjacent parking areas and post with signs.

*Check the path of travel, parking lot to polling site, to make sure that it is clear of any obstacles. Also if you are one of the few polling sites that have a door threshold over ½ inch, please use the ramp that the Elections Department has sent to you to decrease the threshold to ½ inch or less.

PRIOR TO OPENING THE POLLS ON ELECTION MORNING

DOCUMENTS TO BE SIGNED

• Payroll Claim Form - Each Board Member/Poll Worker must sign individual form (Located in Blue Signing Folder) • Declaration of Precinct Board Members – After Oath is administered, all Board

Members/Poll Workers must sign. (Located in front of Purple Active Roster). This MUST be signed by ALL Poll Workers in order to generate stipend checks for entire board.

• Identification Badges – Print name and precinct number on badge. Each Poll Worker must wear badge at all times until all duties as a Poll Worker have been completed in current election. (There are stickers and pin badges for your preference)

PAPER BALLOT SETUP

• Paper ballots are brought to the polling site by the Inspector (in Ballot Box) • Two Poll Workers verify that the seals are intact on Ballot Box

o If the seals are not intact, contact the Elections Department immediately • Two Poll Workers unseal and remove ballots from Ballot Box • Verify the number of ballots and the ballot serial numbers listed on the Ballot Receipt

o If the number of ballots and/or ballot serial numbers do not match the numbers printed on the ballot receipt, contact the Elections Department immediately

• Two Poll Workers sign, date and record the total number of ballots in the box on the Ballot Receipt

• Place signed Ballot Receipt in the Blue Signing Folder • Place ballots in numerical sequence on Clerk’s Table • ONLY POLL WORKERS ARE TO HANDLE THE BALLOTS

VOTING MACHINE • See Voting Machine Manual

FINAL WALKTHROUGH • Check for any obstacles that would be difficult for the vision impaired voter and move them • Make sure that any electrical cords (if applicable) are taped securely and are not a tripping

hazard • Role play as if a voter was there to vote • ALL DAY LONG: Continue to patrol your polling site to make sure that there are no hazards

or illegal postings of campaign literature anywhere

OPENING THE POLLS

VOTING MACHINE: See Voting Machine Manual for OPENING THE POLLS procedures

STEP 1: DECLARE THE POLLS OPEN

• Synchronize watches and clocks • At 7:00 a.m. audibly declare the polls are open

STEP 2: FIRST VOTER OF THE DAY

• Have the first voter visually verify that the Public Counter on the Voting Machine is zero (See Voting Machine Manual for complete procedures)

• Have the first voter visually witness that the Red Ballot Bag and the Ballot Box are both empty

• Seal the Red Ballot Bag (Envelope 2) and Ballot Box o Red Ballot Bag: Using the Red Zipper Seal from Sheet A, shown below, two Poll

Workers must seal the Red Ballot Bag and initial Sheet A. Sheet A is in the Blue Signing Folder.

DO NOT SEAL BEFORE 7 a.m.

Please do not remove ANY forms from the Purple Active Roster (Clerk’s Copy).

This roster never leaves the table. Voters must sign this Roster before being issued a ballot. You will find the following forms in this Roster:

• The Declaration of Precinct Board Members – The Declaration must be signed by all precinct staff after Oath is administered. If this is not completed, stipend checks may be delayed for all of your board members.

• The Challenged Voters List - Refer to the Challenge Procedures in the Election Officers Digest on pages 18 & 23-27. Then contact the Elections Department and your ROVER. The form used is in the front of your Roster—please DO NOT remove the form from the Roster.

• The Active Voter Roster List – The actual list of registered voters in your precinct listed inside the Purple Active Roster. This is the roster that voters sign before voting. Please reference the example and information regarding the Active Voter Roster List on page 18.

THE ACTIVE VOTER ROSTER LIST:

This is a list of all active voters in your precinct (see example below).

• At the end of Election Day, add the number of signatures on EACH page and record the number in the Total Signatures on Page box located on the bottom left of the page. Then accumulate the total of each consecutive page and record in the Accumulated Signature Total box on the bottom right of each page.

Example: Pg 1 Total Signatures-5 Pg 1 Accumulated Signatures-5 Pg 2 Total Signatures-7 Pg 2 Accumulated Signatures-12 Pg 3 Total Signatures-10 Pg 3 Accumulated Signatures-22 • “Vote-by-Mail” Voters: Each voter who has applied for a Vote-by-Mail ballot before the

Active Voter Roster List was printed has been indicated on the roster to the right of the voter’s name, and their name has been lined through. A voter could be a Vote-by-Mail voter and not be listed as one on the Active Voter Roster List. This is because they applied for Vote-by-Mail status after the roster was printed. Use the Supplemental Roster to update the Purple Active Roster.

• “ID Required” Voters: These are first time voters who registered by mail and who need to show ID at the polling site. These should be fairly rare. (See page 40 for a list of acceptable forms of ID.)

WHITE ROSTERS (2): • These identical copies of the Active Voter Roster, with Warning Card affixed to front

cover, are to be used to notify Poll Watchers of who has already voted. One copy of the roster is posted outside the main entrance and the other copy kept at the table. As voter’s come in and vote, their names are to be lined out on the copy at the table. One copy is updated at a time. Once an hour the posted copy is to be exchanged for the current copy and updated, this continues until 6:00 p.m. in the evening.

o Optional process: Use a different colored pencil for each update. Use the table copy to update the posted copy with the same color pencil.

PINK PROVISIONAL ROSTER:

• All provisional voters must print and sign their name, and enter their residence address on this Roster. Follow Provisional Instructions on pages 24 -26.

SUPPLEMENTAL ROSTER:

• This is provided only to Inspectors who have voters in their precinct that registered or made changes to their registration after the Active Voter Roster was printed.

• The Supplemental Roster is printed on white paper, usually a single sheet of paper that contains the names and address of those voters.

• Use the Supplemental Roster to update the Purple Active Roster (Clerk’s Copy).

o Supplemental names can be added by hand writing them on the last page of the Active Voter Roster List or have the voter sign the Supplemental Roster by their name.

o For those voters who have changed to Vote-by-Mail, in the Purple Active Roster (Clerk’s Copy), draw a line through the voter’s name and write “Vote-by-Mail” to the right of the voter’s name (see page 18).

• If a voter is listed as a Vote-by-Mail in the Supplemental Roster, they must surrender the Vote-by-Mail ballot to vote a regular ballot (see page 28).

SERVING A VOTER

VOTING PROCEDURES

SECTION 1: REGULAR VOTING In this section we will discuss the steps to serving a voter whose name is on the Purple Active Roster (Clerk’s Copy). We will discuss alternate voting situations that might come up in the following sections.

VOTERS NAME IS ON THE PURPLE ACTIVE ROSTER (Clerk’s Copy):

1. After a voter arrives and announces their name and address, locate the voter’s name on the Purple Active Roster (Clerk’s Copy). Repeat the voters name, address and ballot aloud.

2. Voter must sign in the Purple Active Roster (Clerk’s Copy). If the voter is unable to write, another person can write the name for him/her.

3. Draw a line through the voter’s printed name on the White Roster that is currently located at the table. (See page 19 for Optional Process.)

4. The Poll Worker issuing the ballots places the ballot inside a secrecy sleeve and issues a marking pen. If the voter requests to vote on the Voting Machine, please refer to the Voting Machine Manual for procedures.

5. Tell the voter to mark their ballot by connecting the arrow ONLY. Show them the “How to Mark Your Ballot” poster.

6. After the voter has marked their selections, they should return their voted ballot inside the secrecy sleeve to the Poll Worker at the Ballot Drop-Off table.

7. The Poll Worker removes the numbered stub AT THE PERFORATION and gives the stub to the voter.

8. The Poll Worker slides the ballot out of the Secrecy Sleeve and into the Ballot Box. 9. Give the voter an “I Voted!” sticker.

VOTERS LAST NAME HAS CHANGED – They are NOT a provisional voter!

1. Voter must both sign their name as it appears in the Roster and as it is at the time of

voting. 2. Complete a new voter registration card. 3. Continue to process as a regular voter.

VOTERS WHO MAKE A MISTAKE:

Just like in baseball, three “strikes” is all you get. California Elections Code §14288 allows a voter three ballots to try and make their selections correctly. 1. If a voter approaches the Clerk’s Table and states they made a mistake, and need a

new paper ballot, they simply turn in the old ballot, and the Poll Worker gives them a new one.

2. The old ballot should be placed in a Spoiled Ballot Envelope, sealed and then put into Envelope 6, the white box, for spoiled and unused ballots (see page 29).

3. When handing a voter their third and final ballot, MAKE SURE TO TELL THEM this is their last ballot—if they make still another mistake, tell them to write their intent in plain English, and we will make their vote count in the office.

VOTERS WITH WRONG ADDRESS

If a voter appears on your Purple Active Roster (Clerk’s Copy) but the address is his/her prior address, and voter’s new address is still within your precinct, (check on Street Guide-see page 23) voter must: • Re-register and leave new, completed voter registration with you to return to

Elections Department. • Vote a regular paper ballot (not provisional) after writing correct address and signing

the Purple Active Roster (Clerk’s Copy).

If the voter no longer lives in your precinct, instruct voter to vote at their new polling site (check in Election Street Guide, if in the same city) or voter may vote a Provisional Ballot (see pages 24-26). If the voter has moved to a different city within Shasta County, you should call the Elections Department for the new polling site.

If you can’t locate the voter’s name on your Purple Active Roster (Clerk’s Copy) the voter may not be at the correct polling site. Search for the voter’s address on the Street Guides provided. If the address is found, tell voter their correct polling site. If it is not located, call the Elections Department for the correct polling site. The voter has the option of voting a provisional ballot at the wrong polling site (see Provisional instructions on pages 24-26) or going to their correct polling site and voting there.

Review the Election Street Guide Report so that you understand how to use the information.

• The report is by city and then by street, alphabetically • Each polling site has mainly the city they are in and/or adjacent areas • The streets are broken into multiple segments or address ranges to work with the

computer program we use in the office • Polling site information is given for each address range • Side O is Odd numbered addressed side of street • Side E is for Even numbered addressed side of street • Side A is for All and B is for Both sides of a street

Please encourage voter to go to correct precinct. If voter refuses and insists on voting at your polling site then proceed with

issuing of PROVISIONAL BALLOT.

SECTION 2: PROVISIONAL VOTING

This section will discuss when to offer a voter a provisional ballot and how to process a provisional ballot. Inspectors should insure that all poll workers understand the provisional voting process. ESTABLISHING WHO A PROVISIONAL VOTER IS:

Provisional Voters are voters whose right to vote cannot be immediately established. Common reasons a provisional ballot is issued are:

• Voter is shown as a “Vote-by-Mail” voter, but cannot surrender their ballot. • Voter is shown as an “ID Required” voter, but cannot produce identification (Refer to

Voter ID Requirements on page 40). • Voter’s right to vote can’t be established, or their name does not appear on any

roster. • Voter has moved within the county without reregistering. Encourage voter to go to

correct precinct to vote. Reference the Election Street Guide for this information (see page 23).

If a voter changed their name but their prior name is listed on the Purple Active Roster (Clerk’s Copy), voter does not vote a provisional ballot.

Voter should fill out new VRC and should vote a regular paper ballot.

Don’t panic if you have a line. Everything that is good in life is worth waiting for -

especially voting!

ISSUING A PROVISIONAL BALLOT If you determine the voter must vote provisionally, then:

1. Voter must sign the Pink Provisional Roster and list their residence address. • If the voter has already signed the Purple Active Roster (Clerk’s Copy), please write

“PROVISIONAL” next to their name where they signed. If applicable, make a note stating the name with an explanation and place it in the Light Blue NOTES sheet. (Inspectors, please also note this fact on the Ballot Statement to balance correctly at the end of the night.)

2. Issue voter a Provisional Ballot Envelope (this envelope takes the place of a secrecy sleeve). • Poll Worker must first complete the following sections of the envelope: PRECINCT NUMBER must be filled out. LEFT-HAND SIDE of the envelope must be filled out. • Voter completes the shaded area on the right-hand side

of the envelope. 3. Have the voter complete a voter registration card and place it in

the pocket on the back of the envelope. 4. Double check that the envelope and voter registration card

are filled out entirely and signed before a ballot is issued. DO NOT REMOVE THE REGISTRATION CARD FROM THE ENVELOPE POCKET.

5. Provide a paper ballot to voter along with their completed provisional envelope and voter registration card and direct him/her to a voting booth.

6. Instruct the voter to take off the top perforated stub from their ballot, place their voted ballot in the completed provisional envelope while still in the booth, and return to the Poll Worker at the Ballot Drop-Off Table.

7. The Poll Worker removes the Voter Information Stub from the back of the pink envelope showing the receipt number, gives it to the voter, ensures that the voter registration card is signed and in the back pocket of the envelope, then places the provisional envelope in the Red Ballot Bag.

NEVER turn away a voter! Section 14311 of the Election Code states: (a) A voter who has moved from one address to another within the same county and who has not re-registered to vote at the new address may, at his or her option, vote on the day for the election at the polling site at which he or she is entitled to vote based on his or her current residence address, or at the office of the county elections official or other central location designated by that elections official. The voter shall be reregistered at the place of voting for future elections. (b) Voters casting ballots under this section shall be required to vote by provisional ballot as provided in Section 14310.

SURRENDERED VOTE-BY-MAIL BALLOT: This is a ballot that a Vote-by-Mail voter hand delivers to a Poll Worker in order to vote at the polling site. If a voter receives a Vote-by-Mail ballot and would rather vote at their home precinct on Election Day, the voter must “Surrender” their Vote-by-Mail ballot and envelope to a Poll Worker.

THESE ARE NOT SPOILED BALLOTS! 1. Find the voter’s name on the Purple Active Roster (Clerk’s Copy). 2. Draw a line through the Vote-by-Mail notation on the Purple Active Roster (Clerk’s Copy)

and the White Roster(s) and write “SURRENDERED” next to it. 3. Have the voter sign next to their name, hand the voter their ballot inside a Secrecy

Sleeve along with a marking pen and continue with Step 5 on page 21, SERVING A VOTER.

4. Write “SURRENDERED” in large black letters across voter identification side of the

surrendered Vote-by-Mail envelope containing the unused ballot and place it in Envelope 6 (white box). If the voter has a ballot but does not have a purple or green VOTER ID ENVELOPE, place the ballot in a white and green Vote-by-Mail envelope and follow the same procedures.

5. If the Vote-by-Mail voter does not have a ballot to surrender, the voter may vote a Provisional Ballot. Follow the Provisional Ballot procedures (see pages 24-26). Be sure to have them complete and sign the Pink Provisional Roster.

6. If the Vote-by-Mail voter is NOT in the Roster and they brought their Vote-by-Mail ballot and envelope to the precinct to surrender and vote at the precinct, this voter is a Provisional Voter. Follow the Provisional Ballot procedures (see pages 24-26). Be sure to have them complete and sign the Pink Provisional Roster.

SECTION 5: SPOILED BALLOTS

SPOILED BALLOT: ONLY PRECINCT ISSUED BALLOTS CAN BE SPOILED. Paper ballots that have been torn, defaced or marked in error, and then returned by the voter to Poll Worker to exchange for a new ballot. 1. Place spoiled ballot in the yellow Spoiled Ballot Envelope and place in Envelope 6 (white

box). 2. Issue the voter a new paper ballot to be placed in the Ballot Box after voting (see page 22

for 3 strikes rule).

SECTION 6: CASTING A BALLOT FOR A FLED VOTER • SITUATION 1: Voter leaves a ballot in a voting booth. Two Poll Workers should retrieve

the ballot (without examining the ballot), place it in the secrecy sleeve and take to Ballot Drop-Off table. (See page 21, number 8).

• SITUATION 2: Voter has fled without completing their selection on their ballot. WAIT! If you don’t examine the ballot, how do you know it’s blank? See Situation 1, above.

SECTION 7: YELLOW POSTCARDS (15-DAY VNC)

• A 15-Day VNC is a Voter Notification Card (Yellow Postcard) mailed out to voters whose registration is entered after the rosters have been printed. Their names will not appear on your Roster. This yellow (not beige) postcard acts as proof that they are registered to vote. Voters able to present this Yellow Postcard vote a regular ballot.

When a voter arrives with a Yellow Postcard directing him/her to your polling site, you must:

1. Request the Yellow Postcard (15-Day VNC) from the voter and verify they are at the correct polling site listed on the card.

2. Place the Yellow Postcard in ENVELOPE 8. 3. Locate the voters name on Supplemental Roster:

a. If name is on Supplemental Roster, follow same process as with the Purple Active Roster (Clerk’s Copy) (see page 21).

4. If the voter’s name is not located on the Supplemental Roster: a. Clerk writes the voter’s information on the Purple Active Roster (Clerk’s Copy) on

the last page. b. Voter must sign the Roster and enter his or her address. Post Office Box

numbers are not acceptable, even though the Yellow Postcard may have been sent to a P.O. Box number.

c. Process as registered voter in typical fashion described on page 21. d. Voter votes a regular ballot, not provisional.

SECTION 8: ACCESSIBILITY TALLY LOG

PLEASE use the Accessibility Log, located in the Blue Signing Folder, to keep track of how many voters appeared during the day with special walking devices or who needed/requested special assistance. Tally such voters on the Accessibility Log AND if they are assisted in voting, you must write their name on the ASSISTED VOTERS LIST (see below).

SECTION 9: ASSISTED VOTERS LIST If any voter is given assistance, write their name on the Assisted Voters List (located in the Blue Signing Folder).

• An easy guideline to use to determine if you need to write the voters name on the Assisted Voters List is to ask the question—did anyone see the voter’s ballot besides the voter (children of voters aside)? If the answer is yes, log the voter’s name on the Assisted Voters List.

CLOSING THE POLLING SITE

1. At 8:00 p.m. announce aloud that the polls are closed. 2. Identify the last voter and allow those in line to vote, but no others.

a. You can easily identify the last voter by having one board member stand behind the last person in line that is eligible at 8:00 p.m.

3. Remove the Flag(s) and retrieve the outside White Roster. 4. Remove all wicket signs and parking markers and place with cart.

VOTING MACHINE – See Voting Machine Manual for closing procedures

ACCOUNTING FOR BALLOTS AND ENVELOPES 1. Lay out all envelopes in numeric order on a table (Envelopes 1, 2, 3, 4, 6, & 8) as

well as the Blue Signing Folder and the Ballot Statement. DO NOT SEAL ANY ENVELOPE until Ballot Statement procedures are complete (Steps 2-11). (See page 45 for Ballot Statement example).

2. Count all Unused Ballots. Enter the beginning & ending serial numbers on Envelope 6 label (white box) and the Ballot Statement, line 11. Place Unused Ballots in Envelope 6.

3. Count all Spoiled Ballots. Enter the number on Envelope 6 label (white box) and the Ballot Statement, line 10. Place Spoiled Ballots in Envelope 6.

4. Count all Surrendered Ballots. Enter the number on Envelope 6 label (white box). Place Surrendered Ballots in Envelope 6.

5. Open the Red Ballot Bag (Envelope 2), and place the broken opening Zipper Seal on Sheet A.

6. Count all Provisional Ballots. (Do not remove voter registrations from envelope.) Enter on Envelope 3 label and the Ballot Statement, lines 3 & 9. Place Provisional Ballots in Envelope 3.

7. Enter total number of Electronic Ballots cast on Voting Machine, on Ballot Statement, Line 4. Place Results Cartridge in Purple Results Cartridge Bag, Envelope 1. Refer to Voting Machine Manual for complete Closing Procedures.

8. Count all Vote-by-Mail Ballots. Enter on Envelope 4 label and the Ballot Statement, line 14. Place the Vote-by-Mail Ballots in Envelope 4.

9. After all above ballots are counted and placed in appropriate envelopes, open the Ballot Box. Place the broken White Zip-Tie Seals back on Sheet B. Remove ballots and Count the Voted Ballots. Enter the number on the Ballot Statement, lines 2 & 8. Place the voted ballots in Red Ballot Bag (Envelope 2).

10. Count the signatures in Purple, Pink, and Supplemental (if used) Rosters. The number of signatures and the accumulated total should be at the bottom of each page in the Purple Active Roster (see page 18). Enter the total of all signatures on the Ballot Statement, line 1 and on the Declaration of Precinct Board Members (located in the front of the Purple Active Roster). Place all Rosters in Envelope 8.

11. Place all Secrecy Sleeves bottom of Ballot Box.

12. Do the math on the Ballot Statement.

a. If you balance, seal Envelopes 3 & 4. Secure Envelope 6, (white box) with security tape and all Precinct Board Members/Poll Workers must sign label.

b. If you DO NOT balance, go back and recount to verify the numbers. c. If you are unable to balance, seal Envelopes 3 & 4. Secure Envelope 6 with

security tape and write an EXPLANATION on Ballot Statement where indicated. All Precinct Board Members/Poll Workers must sign Envelope 6 label.

d. All Precinct Board Members/Poll Workers must sign the bottom of the Ballot Statement.

13. Place Envelopes 3 & 4 and Security tape in the Ballot Box. 14. Place Ballot Statement on top of Ballots in the Red Ballot Bag. 15. Retrieve the closing White Zipper Seal from Sheet A and seal the Red Ballot Bag

(Envelope 2). 16. You are now ready to pack up. 17. Disassemble the voting booths and place on cart with wickets, display board, Red

Tote, and Activator bag.

MISCELLANEOUS INFORMATION

POLL WORKER GUIDELINES ELECTION DAY—All Poll Workers

All Poll Workers must report to their assigned Polling Site by 6:00 a.m. (other than afternoon 1/2 day Clerks)

At the very beginning of their shift, each Poll Worker must sign the “DECLARATION OF PRECINCT BOARD MEMBERS” found in the front of the Purple Active Roster (Clerk’s Copy) after being sworn in by your Inspector

Start your day by signing appropriate forms in the Blue Signing Folder and Purple Active Roster (Clerk’s Copy)

Payroll Claim Form must be completed and personal address confirmed by each board member

Complete an Identification Badge with name and precinct #. You must wear it all day Voting hours begin at 7:00 a.m. and continue until the last voter present at 8:00 p.m.

ASSISTING VOTERS WITH DISABILITIES A Special Note on the treatment of people with disabilities: Be Respectful. Focus on the person first, and the disability second. When referring to a person with a disability, use terms such as “the man with the wheelchair,” “the visually impaired woman”. Do not describe anyone as crippled, retarded, deformed, lame or crazy. These terms are unacceptable. If you do not know how to refer to a person, use the term “person with special needs.” Tips and techniques for people with disabilities . . .

1. Be respectful. People with disabilities want to be treated like everyone else. Make eye contact and speak in your normal tone and pace of speech.

2. Always ask first if the person wants your help 3. If you don’t know how to help a person, ask

Examples: • “How may I be of assistance . . .?” • “Is there anything I can do . . .?”

4. For people who use wheelchairs: • Make eye contact and speak directly to the person, not to the person’s companion • Try to place yourself at the person’s eye level • Never lean on a wheelchair or hover over the person

5. For people with developmental or cognitive disabilities: • Speak clearly and use short, easy to understand words • If the person has difficulty writing, offer to help complete paperwork • Give the person ample time to formulate his/her thoughts and respond to you • Refrain from finishing the person’s sentences

6. For people with visual impairments: • NEVER touch a service dog with out first asking permission • Tell the person about any obstacles in his or her path, e.g., “There are boxes or chairs

in the aisle ahead, so please let me guide you” • When asking person to be seated, help him or her to touch the chair • Verbalize what you are doing to help the person: “I’m entering your name and address

on the affidavit . . .” 7. For people with hearing impairments:

• Look directly at the person, and speak and enunciate clearly • Use simple words and short sentences

8. For people with speech impairments: • Ask the person to repeat if you do not understand, then repeat his/her words to be

sure you understood correctly • Use simple questions that require short answers

In all cases, BE PATIENT – and don’t be embarrassed or overly apologetic if you make a blunder.

SERVICE ANIMALS Service Animals are not pets. The Americans with Disabilities Act defines a service animal as any guide dog, signal dog, or other animal, not necessarily a dog, individually trained to provide assistance to an individual with a disability. Service animals perform some of the functions and tasks that individuals with disabilities cannot perform for themselves. Here are some tips for assisting a voter who is using a service animal:

• Address the person, not the animal • Do not pet the animal • Do not whistle or direct other noises to the animal, as such noises may be distracting • Avoid questions about the individual’s disability or what the animal does for them • Do not automatically assume that a person with a service animal is blind • If you do not like animals or are afraid of certain animals, it is appropriate to excuse

yourself and move away from the service animal • If the service animal’s behavior is disruptive or destructive, the animal may be

excluded from the poll site • If there is a complaint about an animal being present, explain that federal and state

laws protect the rights of individuals with disabilities to be accompanied by service animals

ELECTIONEERING Electioneering is prohibited within 100 feet of the polling site. This is state law, present in California Elections Code 18370 and 18541. It is also present in case law in SPEAK UP! et al. v. Marsha A. Young (Mendocino Superior Court, 1998) and Burson v. Freeman (US Supreme Court, 1992). Every election generates some degree of emotion in the voters. Some generate an extremely high degree of emotion. Regardless of the contests on the ballot, the same rules apply. No voters are permitted to wear items in the polling site or within 100 feet of the polling site that display messages related to measures or candidates that appear on the ballot.

• Electioneering means campaigning. It cannot take place

within 100 feet of the entrance to the polling site. • Members of the public cannot pass around petitions, put

up political signs about candidate qualifications, or try to influence a voter within 100 feet from the entrance to the polling site.

• Members of the public may not wear campaign related items including hats, shirts, or lapel buttons within 100 feet of the precinct, or while voting.

• Voters who appear to vote wearing political buttons, hats or t-shirts should be politely requested to remove the item or, in the case of a shirt, to put on a jacket or turn the t-shirt inside out while in the polling site.

• Cars within 100 feet of the polling site with political bumper stickers should be moved, if possible.

VOTER ID REQUIREMENTS (FEDERAL ELECTIONS ONLY)

In the event that a voter is marked “ID REQUIRED” on the combined Roster, the voter should be asked to provide a California Driver’s License, California ID Card or Social Security number. If the voter is unable to provide any of these, they must vote a provisional ballot, and provide one of the following forms of ID:

SATISFACTORY PROOF OF IDENTITY • driver’s license or identification card of any state • passport • employee identification card • identification card provided by a commercial establishment • credit or debit card • military identification card • student identification card • health club identification card • insurance plan identification card

“Other Documents” that satisfy the proof of identity requirement will be sufficient if the document includes the name and address of the individual presenting it, and is dated since the date of the last general election (after 11/08), unless the document is intended to be of a permanent nature such as a pardon or discharge. Other documents include a:

• utility bill • bank statement • government check • government paycheck • document issued by a governmental agency • sample ballot issued by a governmental agency • voter notification card issued by a governmental agency • public housing identification card issued by a governmental agency • lease or rental statement or agreement issued by a governmental agency • student identification card issued by a governmental agency • tuition statement or bill issued by a governmental agency • insurance plan card issued by a governmental agency • discharge certificate, pardon, or other official document issued to the voter in

connection with the resolution of a criminal case, indictment, sentence, or other matter

• public transportation authority senior citizen discount card issued by a governmental agency

• identification document issued by governmental disability agencies • identification document issued by government homeless shelters and other

temporary or transitional facilities • drug prescription issued by a government doctor or other governmental health care

provider • property tax statement issued by a governmental agency • vehicle registration or certificate of ownership issued by a governmental agency

NOTE: THE PROOF OF IDENTITY REQUIREMENT ONLY APPLIES TO FEDERAL ELECTIONS. THEREFORE, ALL REGISTRANTS SHALL BE PERMITTED TO VOTE A REGULAR BALLOT IN ALL NON-FEDERAL ELECTIONS WITHOUT SHOWING ID.

Per the Secretary of State, elections officials shall make available to voters a list of acceptable identifications in languages appropriate for their county. Any doubt as to the sufficiency of the identification presented shall be resolved in favor of permitting the person to vote a regular ballot (Title 2, California Code of Regulations, Section 20107(b)). EMERGENCY PROCEDURES We hope that a scare or crisis never happens on Election Day, but we all need to be prepared and ready just in case it does. There is no specific threat but the potential for trouble is always there. It would not take a catastrophic emergency to disrupt an election. A simple fire alarm might prompt Poll Workers and voters to evacuate a precinct. What should you do?

• Remain calm • Be aware of your surroundings • Cooperate with local officials • Be vigilant for unusual activity • Look for anything suspicious such as a briefcase or box that does not belong • The most important line of defense against any problem is public vigilance!

ACCIDENT OR MEDICAL EMERGENCY If you need emergency assistance such as an ambulance, police or fire department personnel, contact them directly by dialing “911.” Immediately after taking care of the accident or emergency call the Elections Department at (530) 225-5730. If you have a problem or incident that is not an emergency but you need to contact the local law enforcement agency for assistance, use the non-emergency number on the back of this page and then report the matter immediately to the Elections Department.

PHYSICAL THREAT OR DISTURBANCE If anyone is unruly, abusive, or in any way threatens the safety of the Poll Workers, Voters or the orderly conduct of the Election, call “911” and then report the matter immediately to the Elections Department.

BOMB THREAT, FIRE, FLOOD Leave the building, as instructed. If you are able to remove any supplies when you leave the building without jeopardizing your safety, take the supplies in the following order of necessity:

PHONE NUMBERS ROVERS Each precinct will have a ROVER assigned to assist with all critical problems, ensure precincts open on time, process voters correctly, and close the precinct efficiently and effectively on Election Day. All ROVERs are County managers. They are the Poll Workers first contact for troubleshooting. Your ROVER will:
