ObjectivePrimary objective of poll workers is to help every registered voter cast a ballot and ensure each ballot is safely secured until it can be counted.

Poll workers are the face of the Elections Department on Election Day. YOU are our representatives at the polls. YOU are who the voters see and associate with elections. YOU can make or break the voter experience.

Expectations Work as a team and help fellow poll workers. Respect other poll workers and all voters. Be Non-Partisan. Do not talk about the candidates, propositions, or any

contests on the ballot. Provide voters with a positive atmosphere to vote. Respect Rights of Voters. Assist student and new workers with their job. Perform job as assigned by Inspector. Be flexible. Treat all voters with courtesy regardless of differences in political

affiliation, race, gender, age, ethnicity, ability, or religion. Be attentive and provide exceptional customer service. Do not assume

or make up answers. Perception is everyone’s reality in the polling place.

Any poll worker that does not comply with these expectations, or is considered to be unsuitable for a particular polling place, will be

reported to the county elections department and may be asked to leave the polling place.

Help America Vote Act (HAVA)Never deny a voter the right to vote!

The Help America Vote Act is a United States federal law which was passed on October 29, 2002.

The Help America Vote Act (HAVA) mandates that all individuals who come into a polling place be allowed to vote. If a voter’s eligibility is in question, the voter MUST be allowed to vote a provisional ballot.

If the voter is not in the poll pad and you cannot identify which precinct the voter is registered, then call the Citizens Contact Center or any of the numbers for Voter Registration.

Make every attempt to locate the voter in the database and direct them to their correct precinct to vote, if this applies.

PRECINCTS AND POLLING PLACESVOTING PRECINCTSPinal County is geographically divided by address into voting precincts and assigns polling places within these precincts.

POLLING PLACESPolling places are assigned voting locations, open on Election Day, where voters can receive and cast their official ballot.

Can voters go to any polling place? No. Voters must go to their assigned polling place. Polling places are only equipped to provide official ballots to those registered voters that are in the specific precinct for that polling place location. If a voter goes to the wrong polling place, they will not be able to receive the correct ballot style for their voting precinct. The poll worker should notify the voter of their correct polling place location; however, if a voter chooses to stay at the incorrect polling place, they have the right to vote a provisional ballot. This provisional ballot may not count if the County Recorder determines the voter was not at the correct polling place.

How do I find my polling place?Visit my.Arizona.vote for your correct polling place for the upcoming general election in November 2020. Additionally, if you are not on the Permanent Early Voting List, Pinal County will mail a sample ballot about 3 weeks before the election. This sample ballot will also include the location of your assigned polling place.

ASSISTING VOTERSCommon Courtesies & Guidelines

• Be considerate of the extra time it may take an elderly or disabled person to vote and offer unhurried attention to anyone who has difficulty speaking.

• Speak directly to a person with a disability rather than to the companion who may be along. Speak calmly, slowly and directly to a person with a hearing problem. Do not shout or speak in the person’s ear. If understanding is doubtful, write a note.

• Before pushing a person in a wheelchair, ASK if you may assist and how you should proceed.

• Greet a person who is visually impaired by letting the person know who and where you are. Provide a guiding device such as a ruler or card for signing forms. When offering walking assistance, allow the person to take your arm and inform the person of approaching steps or inclines.

• Remember that Federal Law allows voters to be accompanied and to receive assistance by another person inside the voting booth. They can bring anyone they would like to assist them in a booth.

• Invisible Disabilities. Be aware that many disabilities are invisible to the onlooker. Examples, epilepsy, psychiatric disabilities brain injury multiple sclerosis, etc. These disabilities are absolutely as valid as those that are more readily apparent.

• Take voters at their word – an accommodation request should never be followed by a challenge to a person’s disability status.

If a voter asks for assistance from a

board worker, It must be two

people of opposing parties.

(i.e. one Democrat & one Republican)

AUTOMARK MACHINESAutoMARK® is an ADA-Compliant ballot-marking system that provides autonomy to voters who are blind, visually impaired, or have a disability or condition that makes it difficult to traditionally mark a ballot.

Set up is as easy as opening the case and turning the machine on. The AUTOMARK does not store votes, the votes are printed on a ballot, so there is no uploading data at the end of the day.

Audio Function

• Voter hears a list of candidates (or props) through the headphones• Synthesized voice enables voter to control speed, and volume• Choices may be repeated easily• Selections are read back to voter at end of session, ensuring proper

selection was made• Summary Verification Process. Ensures that no races are accidentally

under-voted, over-voted, or left blank, providing an opportunity to adjust selections before voters cast their ballots.

Voting Process• Voter inserts paper ballot into machine• Voter proceeds through prompts to cast their vote• Once completed, paper ballot records voters selections and prints ballot• Voter takes ballot and drops ballot into official ballot box

POLITICAL PARTY OBSERVERS Political party observers must immediately present the document appointing

them as a political party observer to election officials (usually the Inspector) upon entering a polling place. Election officials must return the document to the political party observer after authenticating the document.

Political party observers can enter and leave a polling place as long as their entering and leaving does not interfere with or impede the election procedures or staff.

Under no circumstances should a political party ever place a mark or any type of material on a ballot or touch a voted ballot during observation of any of these election processes.

Political party observers may observe closing activities inside the polling place and until ballots are officially picked up for transport.

Political Party Representatives may request a copy of their party’s poll list. The Inspector will contact election headquarters to print report requested by representative

Observers may not interfere with or impede the election procedures, workers or voters. If a political party observer has a question about the proceedings, the political party observer should communicate the question to the Inspector or Elections Headquarters Office.

If a political party observer is asked by the officer in charge of the election or procedure to cease an activity that interferes with the election process, the political party must comply or the political party observer may be ejected.

The Inspector may lend a copy of this manual to the observer to help answer any of their questions.
