Chairman Dicus called the meeting to order at 2:03 P.M.

2. APPROVAL OF MINUTES – December 3, 2014 The minutes of the December 3, 2014 TCC meeting were approved.

3. FY 2014/15 – FY 2018/19 TRANSPORTATION IMPROVEMENT PROGRAM (TIP) AMENDMENTS In Brian Beaty’s absence, Mr. Feigel explained this TIP amendment to the TCC members. He noted that the amendment concerned a project in Oldsmar.

Following a brief discussion and indication from the Oldsmar representative that the City was in favor of this amendment, Ms. Parisano made a motion to recommend MPO approval of the TIP amendment. The motion carried unanimously.

4. PRESENTATIONS A. U.S. Highway 19 Corridor Study Sarah Perch, MPO staff, noted that, in September 2014, she provided an overview of the scope that was first drafted for the

U.S. 19 pilot project. She said that it has changed somewhat and there has been discussion with FDOT regarding how the scope and the funding will be handled. She indicated that two scopes were included in the packet from both the MPO and FDOT who will work together on the project. She said that the scope of the 52-week project has grown larger and will start at the Shoppes at Park Place of Pinellas Park and will go to the Pasco/Pinellas County Line. The authorization has been received from FDOT that we can proceed.

The MPO portion of the scope will primarily be the public outreach component of the project and will look at the projects that

are already complete in the area, the RSAs, and what has occurred since the RSAs were done. With respect to discussion groups that will be held, Ms. Perch noted that she has asked some of the TCC members if they are familiar with potential stakeholders who would be interested in participating and to please provide the contact information even though it will be a while before the workshops take place. Ms. Perch said that a project advisory committee will be formed and the cities that are affected will be asked to participate, along with the School Board the PPC and PSTA. The MPO staff will also provide updates on a regular basis with updates as well. A project website will be developed as part of the FDOT safety website and there will be committee presentations.

Ms. Perch said that the FDOT portion of the scope covers more of the evaluation and documentation part of the project and

will include an inventory of the corridor. Bus transit riders will be surveyed and bicycle and pedestrian counts will be conducted, including the existing overpass and underpass areas. PSTA operators and supervisors will be interviewed to determine what the drivers see as problems along the corridor. Ms. Perch said that they have already started to work with the Access to Transit study that Tindale Oliver has done for FDOT and will continue doing that for this project. Short term improvements and long term strategies will be developed to serve as much of the corridor as possible. Lastly, they will be looking at the existing transit conditions, talking to PSTA about that and doing a cost benefit analysis.

Ms. Perch said that now that project authorization has been received, a project kick off meeting with Tindale Oliver and

FDOT will be scheduled. In the first quarter it is anticipated having the website up, scheduling an advisory committee meeting, inventorying the existing conditions, doing a data summary of what has already been done and start thinking about the short term access issues.

Mr. Bertels said that he attended a meeting with FDOT, PSTA and others regarding pedestrian issues along U.S. 19 where

the construction is taking place. Their discussion focused on the next segment which is S.R. 580 to Curlew Road. He said that it appeared that many of the engineers for DOT and the consultant were unaware of the dangers the pedestrians face. He encouraged Ms. Perch to keep that in mind because improvements such as pedestrian overpasses cannot be done if they are not planned well in advance.

In response to Mr. Bartolotta asking if they had worked out a pedestrian overpass in the Harn Boulevard area, Mr. Bertels

said that FDOT will install a pedestrian overpass and the City has the right of way to make it possible; however, there is no money at this point.

Chairman Dicus thanked Ms Perch for her report. B. Congestion Management Process (CMP) Project Priorities (Sate and Non-State Roads)

Alicia Parinello, MPO Staff, reviewed that the Surface Transportation Program (STP) priority list within the Transportation Improvement Program (TIP) includes management, operations and safety programs for the State Highway System. She noted that the Congestion Management and Operations and Safety Project Priorities for State Roads Lists were updated with the status of each project. The Congestion Management, Operations and Safety Project Priorities for Non-State Roads list was also been updated with the status of each project.

Ms. Parinello provided highlights for a number of projects regarding the STP Project Priority List for State roads that was included in the agenda packet materials. With regard to the Starkey Road intersection improvement at Park Boulevard which is in the Tentative Work Program, Ms. Ward said that FDOT made us aware last fall that they had money that could be used for off system improvements and by adding this to the priority list we were able to capture some state dollars, which the allowed the County to move its dollars elsewhere. Mr. Beaty said that was TRIP dollars. Ms. Ward said that now that we have a set aside for funding in the LRTP, the list is showing the STP and Non State Roads for Management, Operations, and Safety Projects, and FDOT agreed to assist on a number of these corridors including U.S. 19 and also Alternate 19 from Park Street to the Pasco County Line. We are starting to track these projects in this format and are looking for opportunities for partnerships with local governments and PSTA to get these projects funded. Ms. Parinello referred to a map graphic showing state and non state roads. She said they will be going through and providing additional status of the projects on the map so they can be tracked and also compile them into a larger spread sheet so we do not miss out on any opportunities. Ms. Ward mentioned two other projects including the PD&E study for I-275 in St. Petersburg. She said that she had received communication from St. Petersburg with concerns about the growing congestion on the interstate. She said that no major capacity projects have been done on the interstate in many years. St. Petersburg is asking for participation from the MPO and the FDOT to look at what is occurring on the interstate. She wanted to let the TCC know that it is on the list and it will be tracked with periodic updates provided. Ms. Ward noted that the other study that showed up in the Tentative is the Pasadena Avenue project. Also with regard to the Transit Access Study some of those overlap these same corridors so we are looking for opportunities to partner on the studies. At this time, Ms. Ward noted that Rodney Chatman is the new Section Manager for Management Operations and Safety that has taken Ms. Harvey’s position, and Alicia Parinello will be taking on the Congestion Management Process. Mr. Whalen said that St. Petersburg wants to address the growing congestion on I-275 in the area from Gandy Boulevard to downtown St. Petersburg which has been a level of service F for a number of years, especially the southbound congestion. Mr. Dicus noted that last year we looked at the Bicycle Facilities Element and where we wanted to add enhanced bicycle facilities including sharrows. He asked if there will be a priority list for that as part of congestion management. Ms. Ward said that would be handled through the BPAC. A number of years ago they established priorities we are still supporting including the completion of the Pinellas Trail Loop as a top priority. There was no movement on the Duke Energy Trail over the last few years, but we now have a new agreement. There has been some discussion as we look at prioritization for the new Penny and also certainly some of those projects are on the TA list. Ms. Ward said that there has been no prioritization of on road bicycle facility improvements and it is considered that they would be taken care of along with resurfacing and widening projects. She said that what we will be looking at next is the Bicycle/Pedestrian Crash Data Tech Memo that was done in the 2012 timeframe that looked at predominant crash types and identified negation strategies. We need to get back to those improvements and it will be part of what is brought forward as management operations and safety projects and what can be done to address those issues. Chairman Dicus said that he feels it would be important for the cities because they have also have transportation improvement funds to invest and would be helpful for them to know where the high priority bike facility needs are. Ms. Ward said that the Chairman’s point was valid. With limited funding, perhaps prioritizing and being more strategic in our approach in terms of what the critical connections are would be useful. She thinks that will come back as part of our Complete Streets discussions. In response to Mr. Bertels’ inquiry regarding the Duke Energy Agreement, Ms. Harvey said that it provides access to their property to complete the Pinellas Trail Loop. The only part that is funded now is the segment from Brighthouse Field to the overpass at Enterprise Road.

Mr. Beaty said that regarding the I-275 PD&E part of it involves a look at the express lane addition from Gandy Boulevard north. From Gandy Boulevard southbound, FDOT will be focusing on lane continuity to 54th Avenue S. He said that he will ask the project manager to come to a future TCC meeting to provide an update on that.

C. Prioritization of Projects for State and Federal Funding

Ms. Favero noted that, at the request of the MPO Chair, staff was asked to take another look at the STP Priority List. The Board’s request for a fresh look was because there may be potential earmark dollars and they wanted to know what the priorities were beyond this list because the projects are almost completed. The MPO policy is that projects remain on the list until completed in the event that additional funding is required. At this time, the top three remaining are Gandy Boulevard from U.S. 19 to I-275, U.S. 19 from north of S.R. 580 to C.R. 95 (one portion of this is in the Tentative Work Program to Northside Drive). The segment from Northside to C.R. 95 (Curlew Interchange) is still unfunded, as well as S.R 686 from I-275 to 9th Street. Using prioritization criteria used in the LRTP indicated the top three to be Gandy, Curlew and the segment of Roosevelt, the way they are on the current STP priority list. The others include four segments of U.S. 19 from the Curlew interchange to the Tarpon interchange, I-275 express lanes, and the segment of Gandy between 4th Street and the Gandy Bridge. Ms. Favero said that projects starting with number 13 through 18 were added to the bottom of the list. These are the cost feasible projects in priority order that are proposed to be add to the bottom of the STP Priority list for the pursuit of state and federal funds. Ms. Ward noted that the MPO Chair had asked for a couple of projects that might be construction ready if additional dollars could be secured and another member asked if they could secure dollars through Map 21. Following an MPO work session, Ms. Ward noted that one of the members felt that the projects should be on the priority list. Ms. Ward said this was being brought to the TCC so they are aware that the MPO is thinking there may be additional revenue at the State level this year through the pursuit of earmarks. Ms. Ward also noted that at least one of the MPO members wants greater weight given to U.S. 19. Ms. Ward said that she also had a meeting at PSTA where it was indicated that possibly transit projects could be added to the priority list. She said that MPOs have authority over the STP funds and other MPOs in the State allocate their dollars to all modes. Ms. Ward said that an updated priority list will have to be submitted earlier this year because 2016 Legislative session will begin earlier than it normally does. The priority list will come before the TCC probably in the late spring or early summer of this year. Ms. Sobush, PSTA, said that due to the Greenlight referendum not passing, PSTA has a funding shortfall. They have found that it is due to capital needs and primarily replacement of buses to maintain current service. PSTA is asking that the MPO Board and the advisory committees consider changing the highway priority list to a multimodal priority list and include transit projects on the list. Ms. Sobush said that, in the past, this was not needed because PSTA received large earmarks during the Bill Young days. PSTA indicates that about $15 million per year over the long term is needed just to maintain service and only receives about between $4 million to $6 million per year from its regular federal funding sources for bus replacement. In looking at other counties and MPOs in Florida, PSTA learned that HART receives STP funding each year, Hillsborough prioritizes van pool and other non highway projects for STP funding, and LINKS gets about an $8 million per year set aside for bus replacement. Throughout the State, MPOs also prioritize such things as intermodal centers or capital bus expansion projects such as BRT. Those are the types of projects that PSTA would ask be included on a list for competitive scoring against other projects for STP funding. Ms. Sobush asked that the TCC be supportive and continue the discussion in the coming months. Mr. Bertels said that this could be a possibility but there needs to be a trade off, such as PSTA raising its millage rate. Ms. Sobush said that is on the table, as well as increased gas taxes which will be discussed at the upcoming February 18th workshop. Ms. Ward said that nothing is actually being proposed. Since ISTEA in 1991, STP was made a flexible funding program although the Pinellas MPO has historically allocated it to highway projects. Transit and bike/ped projects are eligible and this year the MPO agreed to Management and Operations projects. Chairman Dicus said that it should be considered but it has to be balanced. Our approach is trying to focus on multimodal solutions. Ms. Ward said that with regard to transit, it is important to look first at what the impact of moving dollars from projects would be such as affecting the LRTP where funds have been allocated. She said the TCC will have an opportunity to weigh in on this before it is taken to the MPO for action.

Chairman Dicus said that the TCC would definitely want to have the opportunity to make comment before the MPO would make a decision. Mr. Bertels said that it would be important to have this on the next agenda for serious discussion. A short discussion regarding gas taxes followed.

5. OTHER BUSINESS

A. Update on Transportation Management Area (TMA) Activities Ms. Ward noted that the TMA Leadership Group met on January 16th. She said the agenda was included in the packet.

There was B. Mobility Plan Amendments Mr. Bartolotta noted that the Mobility Plan was endorsed by the MPO in 2013 to replace transportation concurrency, which

was removed as a state requirement under the Community Planning Act in 2011. He indicated that staff has been working to make this part of the area’s local codes and comprehensive plans. Mr. Bartolotta said that the Board of County Commissioners approved the proposed amendments to the Pinellas County Comprehensive Plan and Land Development Code, including the Transportation Impact Fee Ordinance (TIFO), Chapter 150 in the County code in October 2014. The Board transmitted the Comprehensive Plan amendments to the State Land Planning Agency for review. Mr. Bartolotta noted that correspondence received by the County from the State agency indicated that there were no comments related to important state resources and facilities within their authorized scope of review. Therefore, the proposed Comprehensive Plan and code amendments are ready to be scheduled for Board adoption. Mr. Bartolotta noted that, as a countywide initiative, when the TIFO goes into effect as the Multimodal Impact Fee Ordinance, it will be necessary for the local governments to adopt the necessary supporting amendments to their comprehensive plans and land development codes. Mr. Bartolotta said that he has been checking with all of the cities to find out where they are in the process and to see how much time they need. He wants to make sure everything is in order so the BCC can set an effective date that will be accommodating to all of the cities. It was noted by Mr. Bartolotta that there are several cities that do not participate in the TCC meetings on a regular basis so he has been meeting with them, including Belleair Bluffs, Safety Harbor and Tarpon Springs and he will continue to meet with the smaller cities to see where they are in the process and how much time they need to adopt the amendments.

Mr. Bartolotta told the group that a webpage has been set up on the MPO website under Pinellas County Mobility Plan which explains everything, where we are in the process and includes the associated documents. The site will be updated on a regular basis. Chairman Dicus thanked Mr. Bartolotta for his report.

C. Update on Committee Bylaws Ms. Favero noted two minor changes in the text of the Bylaws that are proposed to be changed including Page 1, Section II.

A.5., change the last word in the sentence System to Process, and on Page 4, Section VI.A.1. In the first sentence, change the reference to BAC to TCC.

A motion was made and seconded to approve the proposed changes to the TCC Bylaws and carried unanimously. D. New Committee Members

Ms. Favero noted that In accordance with PSTA’s request, at its meeting of January 14, 2015, the MPO appointed Heather Sobush as PSTA’s representative on the TCC and Chris Cochran as the alternate. The MPO also appointed Michael Schoderbock as the PPC’s alternate on the TCC.

In response to Mr. Bertel’s inquiry regarding the County Traffic Engineering Department’s TCC representatives, Ms. Harvey

noted that changes were being made and she would be one of the alternates.

E. Other Chairman Dicus had asked that staff provide updates on next steps now that Greenlight did not pass and that it takes transit

out of the solution for congestion management. Ms. Favero said that we still have the existing transit service and had to move forward with the existing revenues for transit for the Long Range Transportation Plan given the time line and need to adopt the Plan by the December meeting. We are working with PSTA and as they go through their workshops to identify potential future funding sources we can always amend that into the Long Range Plan if dollars are found. Also, we did set aside between $1 and 5 million annually from STP funding for those congestion management projects that will be identified. Through various studies that are being done. Between 2020 and 2040 there is funding available for congestion management projects.

Mr. Beaty said that you need to amend the STP Priority List to show that $1 ½ million of STP is desiccated to the

Congestion Management Program Ms. Sobush said that the Workshop will be held on February 18th at PSTA, so she will be able to provide an update at the

February TCC meeting. 6. INFORMATIONAL ITEMS A. Traffic Fatalities Map Ms. Favero noted that, as previously indicated, the Traffic Fatalities Map would be provided to the Committee each month. She noted that the most current map was included in the packet.

B. MPO Board Actions Ms. Favero noted that the MPO Newsletter Action Sheet was included in the packet.

C. Tentative Future Agenda Topics Ms. Favero noted that topics that will come to the TCC over the next couple of months are noted. Ms. Favero noted that Hillsborough County and the Hillsborough Planning Commission have done a Vulnerability Analysis of their major transportation facilities and how sea level rise or hurricanes could impact their communities. They will be coming to a future TCC meeting to provide a presentation to the TCC in that regard.

Mr. Beaty said that the FTP Strategic Intermodal System Update is in the outreach mode and there will be a large gathering on February 3, 2015 from 1 to 5 p.m. at the Marriott Hotel Tampa International Airport. He said that the FTP is the guiding document from a policy perspective for everyone in the state of Florida and all MPO plans need to be consistent with the FTP. The second part of that is the SIS update. Another component to getting things done in your county is to make sure the SIS facilities are looked at by the District and they are advocating on your behalf to the central office. Need to make district aware of what the current and future priorities are.

Mr. Beaty noted that he had also heard about some contractual changes that are anticipated will occur in the department. They were previously able to do optional services in contracts which left some flexibility, such as adding trails to projects which would provide time to add to the option services. That ability is being taken away from the Department statewide. This means that any city, county or MPO that wants additions to scopes for resurfacing or widening projects to come see the department as soon as they know about the project. You can see what is coming in the work program also. If there are any changes to the scope, a supplemental agreement will be needed and it will cost additional money.

Chairman Dicus said that some resurfacing projects pop up very quickly and makes it difficult. Mr. Beaty said that he will try to send an e-mail to Rodney Chatman. Once we let the design for a project, FDOT is required to look in the urban area for bicycle and pedestrian facilities that may or may not be there, and if improvements (sidewalks) are needed.

Mr. Dicus asked if it would be possible to have an update at each TCC meeting regarding the projects that FDOT would be scoping for the next year. Mr. Beaty said that he attends most of the scoping meetings and the MPO is notified. The MPO could always send an e-mail to the TCC members. Mr. Chatman said that both the ones the MPO is tracking and those from FDOT can be included.

Mr. Beaty said that an improvement has been incorporated internally at FDOT to speed up their TA eligibility/feasibility process. They are taking advantage of their ERC system to notify all offices that may need to make comment. This helps them to track and stay on top of the projects and make sure the reviews are being done.

Mr. Beaty said that the MPO will be going through MPO certification on February 5, 2015 with FDOT. The Department will be taking a hard look at the MPO planning process as they do each year. They will incorporate a kick off meeting with the MPO staff as to what has happened and what is in store in the future, which can include input from various agencies and discussions regarding how things have been done or could be done to make things work more efficiently. PRESENTATIONS A. Hillsborough County Transportation Vulnerability Assessment Pilot Project

The Hillsborough County MPO was selected by the Federal Highway Administration (FHWA) for a pilot project to assess surface transportation resiliency to three climate-related hazards in Hillsborough County: sea level rise, storm surge, and flooding. This vulnerability assessment takes a two-pronged approach: 1) to evaluate the impact of system-wide transportation disruption under a typical storm scenario, estimate the economic consequences of that disruption, and propose measures to mitigate the disruption; and 2) to look at up to six critical and vulnerable transportation facilities for a more detailed analysis. The goal was to develop investment levels for the Long Range Transportation Plan (LRTP) Safety and Security funding category to lessen our vulnerability to extreme weather. A second goal is to integrate climate-related mitigation and adaptation measures into the planning process. A representative from the Hillsborough County MPO will provide an overview of the project, the results of which will also be shared as a national case study for of FHWA Climate Change Vulnerabilities Assessment Pilot program. The Florida Department of Transportation (FDOT) has undertaken a feasibility study to evaluate premium transit operations within the proposed Express Lanes Project for the Interstate system in the Tampa Bay area, including portions of I-275 in Pinellas County. The effort was initiated last year by FDOT partnering with the Hillsborough County MPO. The Express Bus in Express Lanes Study evaluated the feasibility of creating a regional premium express bus route from southern Pasco County through Hillsborough County and into Pinellas County. Routine study input and direction, often monthly, was provided by FDOT and the three MPOs and Transit Agencies within Hillsborough, Pinellas, and Pasco Counties. A presentation on the Study and the recommendations will be given by FDOT consultant Jacobs Engineering.

PRESENTATIONS C. Florida Transportation Plan Update

The Florida Department of Transportation (FDOT) is updating the Florida Transportation Plan (FTP) and the Strategic Intermodal System (SIS) Policy Plan. The FTP defines Florida’s future transportation vision and identifies goals, objectives and strategies to accomplish that vision. The FTP is the statewide long range transportation plan for all of Florida. The SIS Policy Plan identifies policies for planning and implementing Florida’s SIS, the statewide high-priority network of transportation facilities critical to Florida’s economic competitiveness. FDOT staff will give an overview of the process to update the FTP and the SIS Policy Plan and solicit feedback from the committee to help guide the update of these two plans.

D. 2014 Crash Report

The Pinellas County MPO provides countywide transportation crash data to the public as well as other public agencies on an ongoing basis. This includes the production of the MPO Crash Data Report, which provides information and analysis of crash trends and locations. This information is used for various purposes, including transportation safety studies and projects, prioritization of roadway improvements, targeted law enforcement activities, and design plans for road construction projects. MPO staff is providing the draft report to the TCC for input, additions, and corrections from the committee prior to finalizing the document. Once all comments are received, the report will be brought back to the TCC for final approval. Due to the size of the documents, they are available through separate external links. PRESENTATIONS E. Roadway Prioritization Criteria

At their February meeting, the MPO Board received an overview of the criteria used to prioritize the Cost Feasible roadway projects in the Long Range Transportation Plan (LRTP) and the resulting priority list of projects. There was some discussion regarding the fact that a segment of Gandy Boulevard ranked higher than a segment of U.S. 19, despite the safety concerns along the U.S. 19 corridor. It was noted that safety should be at the forefront of the MPO’s planning efforts and some concern that all of the criteria received equal weighting in the prioritization process. It was also expressed that since U.S. 19 has been under construction for such a long period of time, an effort should be made to finish the corridor as soon as possible and this should also perhaps impact the ranking of the projects. As the MPO will soon be updating the priority listing of projects for state and federal funding, the MPO Board asked that the TCC take another look at the prioritization criteria for the roadway projects in the Cost Feasible LRTP and reconsider the weighting of the criteria. MPO staff will review the criteria used to rank the roadway projects and seek input from the TCC on any changes, as deemed appropriate. F. Policy on the Use of STP Funds At the January meeting, this committee received a presentation on the prioritization of roadway projects in the LRTP and a

look at what a revised transportation project priority list might look like if the new Cost Feasible roadway projects were added to the end of the list in priority order. Also at that meeting, PSTA indicated they would like to make the list multimodal and allow transit projects to be added to the list so that they would also be able to receive transportation funding through the Surface Transportation Program (STP) and other state and federal sources. After discussion, it was decided the item would be brought back for further review.

At the February MPO Board meeting, PSTA requested $8 million in annual STP funding to support transit capital projects.

The MPO Board expressed interest in providing some funding for transit projects, but directed staff to work with its committees to identify the impacts to both the Transportation Improvement Program (TIP) and the Long Range Transportation Plan (LRTP) should transit projects be allowed to be added to the priority list. MPO staff will give an overview of current and anticipated STP revenue amounts, how project phasing may be impacted by opening this funding source to transit projects, and how other MPOs across the state are managing their STP funding allocations. The intent is to provide the Board with a recommendation to respond to PSTA’s request at their next meeting, leaving sufficient time to update the priority list and submit any changes to FDOT by August 11 for funding consideration.

The cities of Oldsmar and St. Petersburg as well as Pinellas County staff have requested amendments to the Facilities Element of the MPO Bicycle Pedestrian Master Plan. The proposed amendments are described below. • Oldsmar

o Addition of planned overpass at State Road 580 and State Street which is on the MPO’s current list of projects prioritized for Transportation Alternative Program funding.

o Removal of planned trail from Sheffield Park to Curlew Road. This planned trail is no longer included on the Oldsmar Master Trails Plan. The planned trail route was intended to utilize Bayside Boulevard, which currently provides a viable option for bicyclists to travel between Curlew Road and Sheffield Park. This is a local street with posted speeds of 25 mph and wide lane widths.

o Removal of Forest Lakes Trail from the Pinellas/Hillsborough County Line to Pine Avenue. This is also intended to reflect the City’s Master Trails Plan. There are existing bicycle accommodations along the parallel section of Forest Lakes Boulevard. Bike lanes currently exist on Forest Lakes Boulevard from the Pinellas/Hillsborough County Line to State Road 584.

• Pinellas County (Unincorporated)

o Addition of Joe’s Creek Trail from Joe’s Creek Greenway Park to 54th Avenue North. This project supports the County’s plans to increase mobility options in the Lealman area, which has been identified in the 2013 Pinellas County Impact of Poverty Report as an “At-Risk” zone where high concentrations of people living at or below the Federal Poverty Level reside.

• St. Petersburg

o Addition of bike lanes on Central Avenue from 34th Street to Park Street. The City is identifying this section of Central Avenue for bike lanes in the City Trails Program. The intent is to meet existing and anticipated demand for bicyclists to use this corridor for access to the adjacent businesses.

o Addition of bike or shared use lanes on 22nd Avenue South from 37th Street to 49th Street. The City is considering shared lane markings or bike lanes for this road section depending on the design of the planned reconstruction of the corridor from 34th Street to 58th Street.

H. Transportation Alternatives Program Applications for Regional Prioritization

Transportation Alternatives (TA) Program funding is allocated under the Moving Ahead for Progress for the 21st Century (MAP 21) legislation passed in 2012 for non-road building projects such as pedestrian and bicycle facilities and safety programs. In accordance with FDOT guidance, Transportation Management Areas (TMA) with multiple MPOs must coordinate and agree upon a single TA Program project priority list for the TMA. The MPO staff from Pinellas, Pasco and Hillsborough Counties worked together in 2014 to develop the attached TMA-TA priority list. A second, local TA priority list for Pinellas County is also attached and includes information regarding the status of the TA projects. This local TA priority list is used to add projects to the TMA-TA priority list as funding becomes available. Pinellas County received $1.7 million in TA funds for FY 2014/15.

The applications for most of the projects on the current Pinellas County priority list are still not complete, meaning they do not include all the required documentation. Without the required documentation, these projects are not eligible for funding and cannot be scheduled in the FDOT work program. Without a sufficient roster of completed project applications, the County could also lose TA funding to the other TMA counties. Therefore, staff is requesting that a deadline of 60 days starting March 1 be established for completing all applications for projects on the current priority list for Pinellas County. Projects without completed applications after the 60-day period would be removed from the list.

The annual transmittal of priority lists to FDOT will occur two months earlier this year as the Legislature is meeting two months earlier than normal in 2016. As a result, the annual adoption of priority lists will be reviewed by the MPO advisory committees in May this year instead of in August. The MPO will adopt the priority lists in June. The adopted TA Program priority list will be transmitted to FDOT in July. The FDOT will then utilize the adopted priority list in the development of their five-year work program for the next fiscal year. The Express Bus in Tampa Bay Express Lanes

Study evaluated potential premium express

bus service operating within proposed tolled

interstate express lanes. The study goals

include providing regional, long-distance

service that quickly moves commuters

between key destinations, and increasing

the overall capacity of the interstate.

This study also looked at the feasibility of

providing regional transit service to beaches,

business districts, and multimodal centers in

Hillsborough, Pinellas, and Pasco Counties.

Corridor Description

The proposed corridor includes I-275 and I-75

express lanes, connecting Wesley Chapel, the

University of South Florida, Downtown Tampa,

Westshore, the Greater Gateway area, and

Downtown St. Petersburg. The express bus will

operate on the proposed tolled express lanes

once they are completed.

Recommendation

The Study recommendation (shown to the right) was identifi ed following several rounds

of technical analysis and direction from

agency leaders. Riders will access the bus at

six stations (shown as light blue circles). The

recommendation also includes overlapping

service (shown as the red and blue alignments) in the areas with the most riders.

Local transit connections to Pinellas County

beaches are shown in green. Three service

options will be considered (Options A, B, and C described in inset).

Option A:

Buses at least every 15 minutes during

commute times and at least every 30 minutes

during the remainder of the day.

Option B:

Buses at least every 30 minutes during

commute times and at least every 60 minutes

during the remainder of the day.

Option C:

Buses at least every 10 minutes during

commute times only.

What is Premium Express Bus

service?

Premium express bus is a regional, long-

distance commuter service that would use

the proposed tolled express lanes, once they

are constructed, to avoid traffi c congestion.

Express buses would access park-and-ride lots

and transit stations with ticket vendors and

seamless connections to local buses.

What amenities will the

Express Bus have?

Premium express bus service will use the

latest in bus technology and design. Buses

will be equipped with internet access and

comfortable seating for longer trips.

How often will it run?

There are three options. Buses will run during

peak commute times and pick up riders

between every 10 to 30 minutes. During

the remainder of the day, two options

recommend running buses every 30 to 60

minutes with evening and limited weekend

service.

How would I get to it?

Riders will be able to use Pasco County Public

Transit (PCPT), Hillsborough Area Regional

Transit (HART), and Pinellas Suncoast Transit

Authority (PSTA) and transfer to the Express

Bus, or drive to the nearest station and park.

What are the benefi ts?

variety of stakeholders such as PCPT, HART,

1) Projects numbered as 34 were added to the list for the purpose of qualifying for other potential funding sources. 3) Phase V was added to the Oldsmar Trail project pursuant to MPO action regarding the 2006 priority list on September 13, 2006.4) The term "Bicycle Facilities" may include bicycle paths, trails and/or lanes.5) FPN = financial project number; PE = preliminary engineering; CST = construction; DGN = design; ROW = Right-of-Way Acquisition; LAP = Local Agency Program6) The Transportation Enhancement (TE) Program was eliminated and replaced by the Transportation Alternatives (TA) Program under the Moving Ahead for Progress for the 21st Century (MAP-21) legislation passed in 2012. All unfunded projects on the TA Program priority list have been re-submitted on the new TA Program application because the eligibility criteria in the TE Program was changed by the TA Program. The deadline for re-submitting projects on the new TA Program application was July 1, 2014.7) Project A was at the top of the SRTS priority list before the program was combined with the Transportation Enhancements (TE) Program and placed under the TA Program pursuant to MAP 21. This project was added to the top of the TA Program priority list by the MPO at its June 12, 2013 meeting in order to maintain funding eligibility. 8) Although landscaping projects are not eligible for funding under the TA Program, project number 10 (Fred Marquis Pinellas Trail Extension Landscaping) was fully funded in FY 2012/13 using Transportation Enhancement (TE) funds before they expired on June 30, 2013.9) Sections of project number 11 (Bicycle Facilities - Phase II) described in the FDOT Work Program in Section 3 of the Pinellas County MPO's Transportaiton Improvement Program (TIP) were not included in this table. 4th Ave S from 1st St SE to Dr. Martin Luther King Dr. St S; 8th St S from 1st Ave N to Dr. Martin Luther King Dr. St S; and 1st St N from 1st Ave N to 5th Ave N have been completed and SR 687 (4th St N) from SR 694 (Gandy Blvd) to I-275 (SR 93) and SR 686 (Roosevelt Blvd) from 28th St N to N of Gandy Blvd will be completed by another funding source. 10) At its June 11, 2014 meeting, the MPO allowed local jurisdictions to add new TA projects to the bottom of the priority list and also allowed project substitutions and modifications. 11) Shaded projects are on the TMA-TA Priority List. This local TA priority list is used to add projects to the TMA-TA priority list as funding becomes available. Although both TA priority lists are included in the FY 2014/15- 2018/19 Transportation Improvement Program (TIP), the TMA-TA priority list is the official list used by FDOT to fund TA projects.

CONSENT AGENDA The MPO approved the consent agenda, which included the January 14, 2015 MPO meeting minutes; invoices from Tindale-Oliver and Associates, Cherry Bekaert (MPO auditors), the February risk allocation, MPO share of copier with PPC, PSTA Section 5305 transit funds, and an invoice from Laughlin & Associates (in folders) for independent accounting services associated with the MPO’s audit; and various committee appointments (appointment to the ITS Committee was deferred until next month) as shown below: • John Tornga as an alternate on the Tampa Bay TMA Leadership Group; • Janet Long to represent Pinellas County and Heather Gracy to represent the City of

VI. PUBLIC HEARING ITEM

A. Proposed Amendment to the FY 2014/15 – 2018/19 Transportation Improvement Program FDOT reviewed the proposed amendment to the TIP; however, there were questions regarding the project details and access to a business located in the area for which a response from the City of Oldsmar is required. Therefore, following a public hearing, the MPO deferred this item to the next meeting to allow for response from the City.

VII. PRESENTATION AND/OR ACTION ITEMS

A. Bicycle/Pedestrian Safety Presentation – Billy Hattaway, Secretary FDOT District 1 The MPO received a presentation from Billy Hattaway, FDOT District 1 Secretary, on FDOT’s initiatives for bicycle and pedestrian safety.

B. Access to Transit and U.S. Highway 19 Corridor Study The MPO received a presentation by Tindale-Oliver and Associates, consultants to FDOT, regarding the access to transit study. The MPO staff provided a summary of the U.S. Highway 19 corridor study, noting a detailed update will be provided at a future meeting.

C. Prioritization of Projects for State and Federal Funding The MPO received a staff report on the prioritization criteria used to rank roadways for state and federal funding. The MPO asked staff to consider weighting the criteria and revisit the priority order for U.S. 19 and Gandy Boulevard. PSTA presented a request for the MPO to consider adding transit to the Surface Transportation Program (STP) Priority List for bus replacement. The MPO staff indicated that changes to priority lists must be reviewed by the committees and any action taken by the MPO must include a public hearing. The Technical Coordinating Committee had a preliminary discussion of the priorities at their January meeting; however, the item has not been presented to the Citizens Advisory Committee. Pending review by the advisory committees, this item will be brought back to the MPO for action. At that time, the MPO staff and FDOT will provide input regarding the potential implications to the FDOT Work Program (TIP) and the MPO’s Long Range Transportation Plan. MPO staff reported that an assessment of the potential impacts to roadway projects in the adopted Transportation Improvement Program has been completed and will be forwarded to board members. Pursuant to board members request, the MPO staff to review the various federal and state funding sources for projects at a future MPO meeting.

Evan Mory, City of St. Petersburg, provided an update regarding the security cameras along the Trail.

B. PST A Activities Report Brad Miller, PSTA CEO, provided a brief report on PSTA activities.

C. Director’s Report Sarah Ward provided information relevant to the MPO.
