Following protests by Siqalo residents last Tuesday night, police closed Jakes Gerwel Drive between Morgenster Road and the R300 as protesters barricaded the road with burning portable toilets, rubble and bricks. It is believed the group was protesting about employment agreements. Protests subsided by midnight, police con- firm, and the roads were reopened. On Wednesday morning, a second group of about 25 joined the protest, demanding a list of services from the City of Cape Town. Police and other law enforcement agencies closed the road again. This caused major traffic delays. With the second day having turned vola- tile, Colonel Dennis Abels, Philippi police station commander, and his management contacted all parties involved and visited Siqalo informal settlement to address resi- dents’ issues. The protest was ended peacefully and no arrests were made. It is believed the second group consisted of opportunists, who saw a chance to vandal- ise property, as police confirm the first group protested peacefully. The first group remained close to the R300 while the other group destroyed robots and road surfaces and dug up and burned robot cables. “The community has informed the City that they are unhappy with one of the sub- contractors providing sanitation services in the area. This follows a dispute between the company and its employees. “The City’s water and sanitation depart- ment received these complaints [last Tues- day] and is currently interrogating the alle- gations. We will determine appropriate ac- tion once the investigation concludes,” says Ernest Sonnenberg, Mayco member for util- ity services. The investigation is still underway and a meeting between City representatives and residents will soon be held. “At this stage, we are still assessing the damage. We can confirm that a City vehicle was damaged by stone-throwing protestors. There was also some damage to a traffic light control box. The Metro Police gang and drug task team recorded footage of the vandalism and we are hopeful that this will help track down the culprits. We will also need to assess the road surface for damage as a result of burning tyres and debris,” says JP Smith, Mayco member for safety and security. Last year, the City spent millions repair- ing robots along the road after another pro- test. “These damages force the City to spend money on repairs that would otherwise have gone towards infrastructure development. These vandals are effectively stealing re- sources from the poor,” says Smith. Police will address policing issues in a scheduled meeting with Siqalo residents lat- er this week. A diamond anniversary, but they still feelvery young.

This is the story of Rashad and FatimaHarrison, who celebrated their 60th wed-ding anniversary onFriday. The couple saysthey “didn’t feel the years”.“I couldn’t believe it when we said this

year we will be married 60 years. For me itstill feels likewe are only together 35 years,”chuckles Rashad.Their love story started in 1952 when Ra-

shad met Fatima at her family home.“I worked at a shipping company that was

based in Strand Street and would often popover to this one place for lunch. One daywhen I was there I met this lady who wasvery good looking. The lady in the shopmusthave seenmeand said: ‘Hey, don’t fall in lovewith this lady. She ismarried.’ This ladywasin fact Fatima’s eldest sister,” Rashad re-calls.Animatedly, he explains that Fatima’s sis-

ter then said: “I do have a sister.”“Her sister then invited me to their home.

This is where I met Fatima and I still feelthe way I felt that daywhen Imet her. I wentto visit her many times after that and even-tually a few weeks later I asked her parentsif I could be Fatima’s friend and theyagreed,” he says.Fatima recalls they courted for about a

year before they got engaged.“When he proposed I was 18 and we mar-

ried two years later. He was 23 when we gotmarried. Since we got married he has takencare, really good care, of me,” Fatima says.“Iwas just sitting earlier on, looking at the

time and thinkingwhat I was doing that spe-

cific time on my wedding day. I wore threedresses on that day,” says Fatima, who hasbeen a housewife since they married.The two lived in Strandfontein for about

30 years before settling in a quaint place“ideal for just the two of us” in Ottery.“My son did not want us to be on our own

and so far away from them and said weshould come live with them. Because we arevery independent I told him I did not wantto live with him and his family in one houseand so we had a cottage built at the back oftheir home and this is where we will spendthe rest of our days ... if theNewZealandbugdoesn’t bite,” Rashad laughs.Asked what their secret is to keep their

marriage going for so long, he says they “doeverything together”.“When we do things, we do it together.

When we travel, we always go together andthat has kept us going for so long. It is so sadto see couples who give up so easily on theirmarriages in today’s age. I believe our gener-ation is way different.”The two agree that they keep active lifes-

tyles as well “to keep us young”.“We often go out together and spend lots

of time doing things with our families. Ra-shad is, however, very active, because hestill swims and cycles in the area. I don’tthink he wants to know he is getting old,”laughs Fatima.The couple have three children, all of

whom are now also married.“I always make a point of praying for all

our children and grandchildren who havemarried,” Fatima says.The Harrisons have eight grandchildren

and 10 great-grandchildren. Their youngestgreat-grandchild was born on their anniver-sary on Friday.

A local church will next week hosta group of American actors whowill be on stage in a free perform-ance entitled Shotgun.The drama is a stage production

that originated in the San Francis-coBayarea, off thewest coast of theUnited States, where drug addic-tion, gangsterismandbroken fami-lies are prevalent, says VictoryOutreach pastor Nathan Asher.“The drama brings to life the

harsh realities of these lifestylesand exposes the deception that itaccompanies and how young peo-ple are lured into those lifestyles,how gangs operate and plot againstone another.“But most important how

Behind the banner of the Animal Anti-cruelty League (AACL) is a group of in-

dividuals working tirelessly to care for andfind homes for abandoned animals.These “everyday heroes” have been cap-

tured by local photographer Frank Pople.His workwill be on display in an exhibitionin aid of the AACL.Pople’s relationship with the AACL start-

ed when he found a puppy inside a plasticbagwhile running.He approached the orga-nisation for help. When he saw its work, hewas inspired to take some portraits of thepeople working with the animals.“Seeing those animals in cages waiting to

be adopted, like orphans, mademe so sad,”he says.Mpho Hlalele, AACL’s assistant general

manager, says: “He gave us some gorgeousimages and we realised that we couldn’tjust have them and do nothing with them.So began the idea, a year later, to find aspace somewhere and share the photoswith the public, creating this fundraiser.”The exhibition will allow the public to

meet each person that has a role in animalwelfare – highlighting ordinary people tak-ing on extraordinary tasks, Hlalele says.Everyone from the receptionist to thecleaner and veterinarian is featured.“The photos play a part in admiring the

heroes responsible for saving thousands ofsentient beings annually – from the ladywith a warm smile who washes hundredsof blankets, to the knowledgeable handsthat save lives with a scalpel blade. Our he-roes bestow compassion on thosewho needit the most – the voiceless victims of oursociety,” she says.Theportraits also serve as away to thank

staff for their contribution, Hlalele says.“Welfare workers are often undervalued

and unappreciated, often blamed by societyfor humanity’s mistakes. It is a thanklessand heartbreaking undertaking. Our he-roes do not bask in the glory of admiration;rather their tasks are carried outwith pain-ful decisions and many tears. They have toendure much suffering to be able to savelives and they have to continue this never-ending battle for good to prevail. So in doingthis, we just want to recognise that everyperson who makes a contribution to makea difference, is a hero,” she says.V The fundraising exhibition will take place at 6 SpinStreet Restaurant in Cape Town on Friday at 19:00.Entry is a donation of R50. 600 arrests in a weekPolice arrested almost 600 suspects in a

week-long operation recently.Police arrested 567 suspects between Fri-

day 12 and Friday 19 February for variouscrimes, including the possession of illegalfirearms, ammunition and drugs.

In one case officers of the tactical re-sponse team received a tip-off that a firearmwas being kept at a house in Andes Street,Tafelsig. The officers searched the houseand found five rounds of live ammunitionhidden inside the house. A 38-year-old manwas arrested.

Another arrest also started in AndesStreet, when Mitchell’s Plain police noticed

a suspicious-looking man walking in thestreet. He ran away when he spotted the po-lice and they gave chase.

The 38-year-old man was arrested in Kat-berg Street while hiding in the yard of oneof the houses. He had a Baby Brown pistolwith the serial number filed off.

Police also executed 16 operations focus-ing on wanted suspects which led to the ar-rest of 77 suspects.

Almost one hundred houses weresearched for drugs, during which 226 peoplewere arrested. Drugs confiscated include116 units of heroin, 719 packets of tik, 356mandrax tablets and 539g dagga.

Zip gun found in streetA 25-year-old Tafelsig man has been ar-rested in connection with an illegal fire-arm.

Members of the Mitchell’s Plain crimeprevention unit were doing a routine pa-trol in Crevasse Street, Tafelsig last Mon-day afternoon when they noticed a suspi-cious-looking man walking in the street.

The suspect was stopped and searchedand the members confiscated a BabyBrown pistol.

The next morning members of the Eas-tridge Neighbourhood Watch discoveredan abandoned homemade firearm andone round of ammunition lying in MalvaStreet, Eastridge.

Visiting the Maitland workshopwhere the floats and parapher-

nalia are being made for the CapeTown Carnival is an exciting expe-rience.

At first glance it seems as ifyou’ve walked onto the set of somefuturistic science-fiction film withgrinders setting off sparks in all di-

rections from, at times, garish cre-ations. Hammering rings throughthe air from all corners of the prop-erty. And then you realise that thisis where the festival is really“made”.

On Saturday 12 March the publicwill experience the glamorous andglittering parade on the Fan Walkin Green Point, but last week themedia got to see the more seriousside of how it all gets put together

at a workshop in Maitland.

Fun workShaam Stringer is a fabric artist

from Ocean View who has beenpart of the festival for six years.

In front of him streamers arestarting to form a fantastic flower(or is it a face?) amid an array ofwires. He assures me it will allmake sense on the day.

“It’s been a wonderful experi-

ence for me,” he says. “I got in-volved through a friend and now itis an important part of my life.

“When I watch the parade andhear how people cheer for what Iam part of creating – that makesme the proudest. And of course it’sso much fun!”

The carnival also attracts atten-tion from overseas, with, for in-stance, carnival artist YasminLong from the United Kingdom

adding touches.She is an intern from Brouhaha

International in Liverpool whereshe is studying various aspects ofcarnival production.

“This has been an exciting timefor me to experience how peopleare excited about the event and allthe communities that are involved.

“I can’t wait to experience theevent when it takes place on 12March.”

Health officials are reminding resi-dents to look after their eyes aheadof World Glaucoma Week, ob-served worldwide from 8 to 14March.

Glaucoma is a group of eye dis-eases that cause progressive dam-age of the optic nerve.

If left untreated, most types ofglaucoma get worse – withoutwarning or obvious symptoms –gradually doing damage to eye-sight, which may lead to blindness.

The visual damage is mostly ir-reversible, and this has led to glau-coma being described as the“blinding disease” or “the sneakthief of sight”. Glaucoma is the sec-ond most common cause of blind-ness worldwide.

There are several types of glau-coma.

Some may occur as a complica-tion of other visual disorders, butthe vast majority are categorisedas primary instances, meaningthey occur without a known cause.

It was once believed that thecause of most or all glaucomas washigh pressure within the eye.These days such pressure is con-sidered a “risk factor” for glauco-ma, together with other factorssuch as racial ancestry, family his-tory, high myopia and age.

In most cases glaucoma appearsequally among men and womenafter the age of 40.

There is no cure for glaucoma asyet, and vision loss is irreversible.

However, medication or surgery(traditional or laser) can halt orslow down any further vision loss.Therefore, early detection is essen-tial to limiting visual impairmentand preventing the progression to-wards visual handicap or blind-ness. The provincial governmentplans to develop the 22-hectaresite of the former Conradie Hos-pital in Pinelands into a newneighbourhood of mostly resi-dential flats.

At a joint media conference be-tween Donald Grant, provincialMinister of Transport and PublicWorks, and Bonginkosi Madikiz-ela, provincial Minister of Hu-man Settlements, a proposal waspresented of more than 3000 resi-dential units, as well as businesspremises, schools and green pub-lic spaces to be constructed onthis site.

The plan is to break ground by2018.

“Currently, there is a shortageof well-located, affordable housesclose to employment and eco-nomic opportunities in the city,”the ministers say in a statement.

They promise the multibillionrand development will create af-fordable, integrated housingclose to the Cape Town CBD.

The development will include:. A high-density, high-rise de-velopment of mostly residentialunits. Space for shops and other busi-nesses. Parks and other recreationalspaces. New schools. Government services beingbrought closer to residents

Out of the more than 3000 resi-dential units built, half must beallocated to grant-funded hous-ing. The other half will be sold onthe open market.

“As we know, there are thou-sands of people living in the prov-ince who earn too much to re-ceive a free house but who do not

qualify for a bond to buy one. Webelieve this development willmake a major contribution to-wards providing this group ofpeople a meaningful housing op-portunity and will help reducethe current housing backlog. Wehave also focused on addressingthe potential increased trafficcongestion.

“There is also a growing needin the metro for decentralisedcentres of business, as with theincrease in office accommoda-tion in the southern suburbs ofClaremont, Rondebosch, andNewlands. People are increas-ingly looking to work outside ofthe CBD to avoid traffic conges-tion and travel times in and outof the city during peak times.”

The development will offer10 000m² of retail space and14 500m² of business space.

Mitchell’s Plainpolice secured the successfulprosecution of 21-year-old Angus Taka for at-tempted murder.The investigating officer, detective Ded-

rickApril,was responsible for this. Takawassentenced to five years imprisonment for at-tempted murder and possession of an illegalfirearm and ammunition for an incidentwhich occurred in May 2014.The attempted murder occurred in Tafel-

berg Road, Tafelsig, while police memberswerebusydoingpatrols. Theofficerswere in-formed that there were men robbing peopleat gun point.While speaking to them, the suspects ap-

peared and one of them pointed a firearm atthe officers and shot at them.The suspect was arrested and the firearm

with two magazines and 13 rounds was con-fiscated.. Police also secured the successful prosecu-tion of 48-year-old Anthony van Roodt forpossession of an unlicenced firearm and am-munition.The investigating officer, detectiveConsta-

CEOof the TaxOmbudsman, re-cently visited Mitchell’s Plainin a bid to educate the public onthe roles and powers of the om-budsman.The office was only recently

launched, says Mkhawane, andnotmanyknowof it ormakeuseof its services yet.

Mkhawane has been with theoffice since December 2013 andhas been practising law forabout 20 years. He started hispractice in Johannesburg in the1990s and worked at South Afri-can Revenue Services (Sars) be-fore passing the bar exam to be-come an advocate.He says he has experience on

both sides of the tax spectrum,having represented Sars andthe taxpayer, which helped himget an educated understanding.

woes, and the service is free ofcharge.The office of the Tax Ombuds-

man is an independent body estab-lished in 2013. Its CEO recently vi-sitedMitchell’s Plain to informres-idents of its services.Advocate Eric Mkhawane says

the office has been a long time com-ing. “The office was initiated in1995. After 1994 there was a tax re-form and it was found that thereneeded to be a tax structure to pro-tect the taxpayers’ rights andmedi-ate between the revenue serviceand the taxpayer,” he explains.The office was, however, only

put intomotionwith the passing ofthe Tax Act in 2011, which madeprovision for the body.“Weneeded towait for [theSouth

African Revenue Service (Sars)] tobe ready, andwhen their processeswere ready, we were waiting forthe next thing. It was put togetherin 2012 and became operational in2013,” he tells People’s Post.Mkhawane visited Mitchell’s

Plain last Wednesday.He says: “People must know

about us and our services. If peoplehad issues with the revenue ser-vice before the office, they wouldneed to go to court. We also wantpeople to know how to complainand what we can and can’t do.”About 20 people attended the

workshop hosted by ENSafrica.“The office of the Tax Ombuds-

man is an important institutionthat contributes to assisting tax-

payers. ENSafrica, as part of ourpro bono programme, felt it impor-tant to ensure that communitieswere informed of the services ofthe office of the Tax Ombudsman,and thus we coordinated the infor-mation session, which was pre-sented by the CEO of the Tax Om-budsman. The session impartedvaluable information to the partic-ipants, who found it to be of im-mense value,” says Natasha Wagi-et of ENSafrica.

Specific circumstancesMkhawane explains there are

specific circumstances that allowhis office to step in to help taxpay-ers.The law states problems before

2012 cannot be dealt with by his of-fice, butMkhawane says they haverequested permission to allowsuch issuesto be dealtwith by hisoffice.There is no

representa-tive of the or-ganisation inCape Townyet, butMkhawanesays technol-ogy allows them to help taxpayerscountrywide. “In the new financialyear we are looking to extend ourfootprint. It is a process we areworking toward,” saysMkhawane.He explains the organisation is

governed by the law and com-plaints first need to be directed toSars before he is able to help – ex-cept in compelling circumstancesthat cause undue hardship for a

taxpayer.He adds the most popular cases

he deals with relate to refunds, butthe cases vary and are categorised.“We can make recommenda-

tions, but Sars does not need to im-plement it. But if they do not, wereport directly to the minister andhe would then ask why it was notimplemented,” he says.“We aim to have issues resolved

within 15 working days, but thatwould depend on Sars.”Mkhawane says after receiving a

complaint they do an investigationby accessing the Sars records andthen contact the complaining tax-payer if they are able to help.“We have a good working rela-

tionship with Sars but there aresome teething problems. People al-so are afraid to complain to us be-cause they feel they will be victi-

mised. If thathappens wewill deal withit,” he says.The Tax

Ombuds-man’s ser-vice is notwithout itslimitations.The office

cannot makeexceptions to the law or help inmatters already before the court.Sars still remains the first point

Debt review not so easyI wish to comment on the editorialcomment “Ignoring debt will not make itgo away” (People’s Post, 16 February).I wish to advise that the article paints

a very easy and trouble-free future forpeople who are in debt, suggesting thatdebt review would ease their pain.This is not entirely the full story.I was on debt review for nearly seven

years and for most of that time it reallydid not matter as I was using my ownmoney to pay for things.The trouble started when I wanted to

get off the debt review as the companythat had applied for my restructuring hadsubsequently closed and my file washanded over to a new company.I was sent a letter by the new compa-

ny, but could not make sense of itimmediately.It was only later after months and

months of trying to locate the people thathad placed me under debt restructuring

that I found the letter from the othercompany that had taken over the ac-count.But they were of no service to me

because they were never paid to do so.I managed to acquire the self-exclusion

form which is required should you wishto opt out of debt review.The lesson to be learnt here was that

getting into debt review was easy, butgetting out was frustrating.Without the proper information re-

quired at hand, one could face one of themost miserable days as no creditor orbank can help you if your status report isdebt review, regardless of how yourfinancial situation has changed.Debt review is not the answer, but

learning to know how to work with yourown money and applying faith-basedprinciples will save you from hardship.

Mistreatment at UIF officesI agree with the letter writer in People’sPost (“Claiming UIF is ‘controlled cha-os’”, 16 February). I have been to theAthlone office thrice and the office isvery slow. Twice I went to one assistantand to another the other time. The firsttime I went was in October, but I am yet

to receive my maternity leave UIFmoney. I was not informed properly andhad to take my forms back to work threetimes. I hope I can get my payouts beforegoing back to work.

The first time she laid eyes on him, AlanaWitberg’s heart was ripped from her

chest.“He had the saddest eyes I had ever seen

on any animal,” she says about Snowy, thelittle Arctic fox that was rescued by theNSPCA from a petting zoo in Johannesburglast year and relocated to Butterfly WorldTropical Gardens outside Cape Town.Alana is the curator at the park.“When asked by the NSPCA if we could

accommodate him we said yes in a heart-beat.“He was in a terrible condition – over-

weight with overgrown nails and rottenteeth. It was clear that he had a tough life,”she says.The four-year-old male is a victim of the

illegal exotic pet trade in South Africa, andis believed to be one of 16 Arctic foxes re-corded in South Africa.Since he arrived in October last year, the

team at Butterfly World had gone the extramile to ensure that the remaining years ofSnowy’s life – another three to eight years– will be as comfortable as possible.“Arctic foxes originate from the arctic re-

gions of the Northern Hemisphere, and areadapted to living in very cold environ-ments.“The hottest summer days they experi-

ence in the ice tundras are 17° degrees,while they are quite comfortable at -50° de-grees during the long winters,” she says.

Now lives with female Cape foxIt is unimaginable to comprehend how

Snowy survived the hot African conditionsat the cramped petting zoo, where he waskept for years.“He was skittish and trusted nobody, and

very, very unhappy.”He was immediately set up in a tempera-

ture controlled environment at ButterflyWorld and Alana spent countless hourswith him to gain his trust.“In fact, we have cleared and refurnished

a two-bedroom flat with a bathroom all forSnowy’s use. Since it is very stressful for

him in the heat, he is kept indoors to remaincool,” she says.Here he especially loves lying on the cold

An initiative by the South African Foot-ball Association (Safa) to register allschool soccer players on a digital plat-form, starting at youth level, could leadto a fruitful outcome on all fronts.The aim of the exercise is to communi-

cate with Safa more effectively and tocombat age and other forms of identitycheating in the sport.According to Safa, soccer players will

be issued with a digital identificationcard that can be validated pitch-side us-ing a free mobile app, which is currentlybeing developed.Dennis Mumble, Safa CEO, says he is

proud that Safa is the first national sport-ing body in South Africa to launch a digi-tal identification project for school-ageplayers.“This project will eventually wipe out

age cheating, a scourge on our beautiful

A big star inwater polo is start-ing to shine brighter andbrighter.

Caitlin Siljeur is a 14-year-oldathlete from Retreat. From an ear-ly age she showed promise as asportsperson. As the youngest ofthree children in the house she of-ten competed with great determi-nation against her two older broth-ers while playing at home. She hasa natural drive that allows her todo well and be successful.At her primary school she had a

coach who recognised her raw tal-ent and developed the young star.At 11 and in Grade 5, Caitlin wonPlayer of the Tournament at theKnysna Open Water Tournamentin the u.13 section in 2012.Later the same year she was se-

lected for the WP u.13B water poloteam. She also represented her re-gional u.13 teams in hockey andsoftball in the same year.She says her favourite sport is

water polo.“I enjoywater polomore because

I find it comes more naturally tome than hockey. Also, a lot of myfriends play water polo with meand it makes it more enjoyable.”In 2013 she was selected for the

WPu.13Awater polo team. Shewasalso selected as a pitcher for theWP u.13 softball team and repre-sented her zone in hockey.

She was offered a sport scholar-ship at Reddam House in Constan-tia, where she is now in Grade 9.In 2014 she captained theWPwa-

ter polo team to a gold medal in Jo-hannesburg. She also played in theregional hockey team.Balancing training and academ-

ics takes dedication with earlymornings and few weekends off.

“I train for about five hours in aweek. I have early mornings onMondays and Wednesdays from06:00 to 07:00 and on Tuesdays andThursdays I have afternoon prac-tice from 17:00 to 18:00 and on Fri-days and Saturdays I have match-es,” she says.But she enjoys it a lot.“Sportmakesme feel really good

aboutmyself and it clearsmyhead.It doesn’tmatterwhat formof sportI play, but whenever I play I feelcomplete and in my right place.”Last year proved to be another

successful year for Caitlin. Shewas awarded WP colours in bothwater polo and hockey.And this year started on a high

note.

Her school team played in theShaun Fuchs u.15 water polo tour-nament in Johannesburg lastmonth against 19 other schools.Caitlin was awarded Player of theMatch on three occasions andnamed Best Attacking Player. Shewas also chosen for the tourna-ment team.She says that when she is not

playing sport, she enjoys running,hiking, surfing, stand-up paddlingand going on long walks.Next year Caitlin is eligible for

national colours and hopefully shewill follow in her older brotherDannon’s footsteps.“In Grade 12 I would like to rep-

resent my country at an interna-tional water polo tournament or atthe Commonwealth Games,” shesays.. You can also nominate yoursport star by sending an email [email protected]. Youneed to mention the achievementsof the nominee in detail and theemail should be shorter than 300words.The decision of the judges is final.All sporting codes will be consid-ered. Coaches, teachers and par-ents (anyone, in fact) can nominatehis most talented sport star. Nomi-nees should be between 13 and 18years old.
