Progress on the Heideveldhousing project has beenstalling for two years.

And while long-suffering back-yarders lose patience as they waittheir turn to move into their ownhomes, the City of Cape Town saysthe project may take as long asthree years to be completed.The construction of the houses

on the site running alongside theN2 is estimated to cost R90m andwill be built in accordancewith thenew building specifications forgovernment-subsidised housing.Mayoral Committee member for

Human Settlements SiyabulelaMamkeli confirms 709 beneficiar-ies have already been approved forthe project.He explains that the civil engi-

neering infrastructure was com-pleted in November last year andin December the City advertised atender for the construction of 738houses.“Following the evaluation of the

tender and subsequent recommen-dation to appoint a contractor, anappeal was received during the ap-peal process. This appeal was up-held by the City’s legal services de-partment and this tender is nowbe-ing re-advertised,” he says.“If no valid appeals are received

with the second tender process, weestimate that a contractor could beon site by February 2015 and theproject could be completed by Feb-ruary 2017.”Most beneficiaries have been on

the council housingwaiting list formore than 25 years.People’s Post recently met with

six families who have been identi-

fied as beneficiaries of the project.All of these families are current-

ly living in backyards inHeideveldandhave little ornoaccess towaterand electricity.Beneficiary Rachel Parsons says

there has been no progress on theproject since council completed theroad infrastructure in 2012.“I’ve been living in my shack for

30 years already. My husband wasrecently diagnosed with TB for thefifth time and all my children havehad TB because of the conditionswe live in. It is very unhygienic.We have to sleep with our urinebuckets in the house at night and

that isn’t healthy either,” she says.Parsons was elated when she

was informed that she would final-ly be receiving her own home.But her joy has since been re-

placed with disappointment.“Every time we inquire about

when construction will start weare given a new date. The last dategiven was September and now weare in November again. I don’tthink this project is going to mate-rialise in my lifetime,” she la-ments.Resident Lynn Jaggers says she

is tired of being strung along andjust wants a place to call home.

“When will we get our homes?No follow-up meetings have takenplace to inform us of the progressof the project. I pay my landlordevery month but I don’t even havewater where I live now. My rentmoney is being used for drugs andalcohol and itmakesme sad. I rath-erwant to live inmyownhomeandlive comfortably,” she says.In addition to health implica-

tions, Salama Adams says the de-velopment site is overgrown andlittered with dirt.The bushes have made it a spot

for criminals to hide and attack in-nocent residents, she says.

“So many people are attackedand robbed on this piece of land,”she says.“Last week my mother was hit

over the head with a brick androbbed. Thisweek twomore peoplewere attacked. If council can getstarted on the project I am sure itwill help because thieves strike inisolated areas.”Manenberg police spokesperson

It will be anything but a merry Christmasfor fed-up Manenberg residents who mayhave to spend the festive season in the

temporary container village.Residents of Eva Court moved into the

temporary housing off Duinefontein Roadfour weeks ago while upgrades are beingdone to the triple-storey flats.

Tenants were originally informed that theproject would take four to six weeks, but con-tractors recently downed tools as a result ofthe escalating gang violence in the area.

This has caused a delay in the project andmay lead to tenants being forced to stay inthe temporary accommodation until earlynext year.

Outraged resident Yazid Brophy says ten-ants are in the dark about progress on theproject.

“I have gone to the local municipal offices,have sent emails to the mayor and even triedspeaking to people I know who are workingon the project. But no one is able to give meanswers,” he says.

“The conditions in the village are bad. Thepipes leak and the electricity outlets arefaulty. Our appliances are getting damagedwhile we wait.”

The uncertainty surrounding the project'sprogress has residents worried.

“We have heard rumours that we will haveto stay here until March next year and thatis unacceptable. Both my children have be-come ill because of the living conditions andalmost all my electrical appliances have bro-ken. This is costing people money. We onlyagreed to four weeks.”

Mayoral Committee member for HumanSettlements Siyabulela Mamkeli says the

volatility in the area caused by the spike ingang violence is disrupting many councilservices to residents, especially the flats up-grade.

“ The City is doing everything in our pow-er to ensure that services resume as a matterof urgency and we believe that the overallproject completion date of June 2015 is stillachievable. The level of gang violence, how-ever, remains a great concern,” he says.

“The upgrades in Manenberg started inApril 2013. Despite the challenges, it has

been progressing well and 1 242 out of the1 584 rental units earmarked for internal up-grades as part of this programme have beencompleted.”

Manenberg police spokesperson Lieuten-ant Ian Bennett confirms there has been anincrease in the number of gang-related inci-dents over the past month.

“Across the precinct there has been an in-crease in gang activity and shootings, espe-cially over the last few weeks. There hasbeen a lot of tension between rival gangs in

the area and this has been the primary rea-son for the increase in violent crimes,” hesays. “We have increased our patrols aroundhotspots and regularly raid homes identifiedas possible places where firearms could behidden.”

Bennett confirms vandalism and theft atthe container village have also been report-ed.

Tenant Sandy Russell says crime in thecontainer village has escalated.

“My clothes are stolen from the washingline. During the day when no one is homepeople have gone through my drawers andpersonal items. I’m not the only person com-plaining – this is common in the village,” shesays. “I want to go back to my own place. Iwant to be home by Christmas. We haven’tbeen given any updates and have to figureout what is fact and rumour. No work hasbeen conducted on site for a week now andwe are still waiting for people to come andspeak to us.”

But not all residents mind staying a littlelonger. Fatima Abrahams says she has nocomplaints about the living conditions with-in the village.

She says most are willing to embracechange for something better.

“I think all the complaints are unneces-sary. All of my appliances work fine. I ha-ven’t had any leaks and problems with elec-tricity. Yes, it is a little uncomfortable andspace is tight ,but my family and I don’t mindthe sacrifice for a newly renovated flat,” shesays.

“It would have been nice to be home forChristmas and that might still happen. If wearen’t home by then it will be a change ofscenery for the holiday. My children enjoybeing able to play outside.”

Two decades.This is allegedly how long a house,

identified by neighbours as the oldestdrug den in Athlone, has been in business.But residents have had enough and are

demanding immediate action.Athlone police spokesperson Sergeant Zi-

ta Norman confirms multiple raids havetaken place at the house in Durant Road.“More residents have started speaking

out and identifying suspicious activity atthe house. As a result we have already con-fiscateddrugswith a street value ofR200 000from the property,” she says.“We are also working on a number of op-

Dirty crooks targetedA new refuse bin tagging system could

save millions in rates.The City of Cape Town is currently

fitting all 24F wheelie bins with electronictags to helpmonitor service delivery and re-cover stolen infrastructure.The initiative to fit wheelie bins with

identification tags was done to ensuremoreefficient service provision and revenue ac-curacy.The tags will allow the City to monitor

each bin serviced and to identify bins thatare lost, stolen or illegally serviced withoutbeing City property.Mayoral Committee member for Utility

Services Ernest Sonnenberg says the Cityservices in excess of 800 000 wheelie binseach week and this service is provided bymeans of personnel.Trucks and wheelie bins are serviced at

a cost of almost R1bn a year.In rendering the service, virtually every

public street in the entire municipal areais serviced each week.“The tagging of bins will allow for the

service of each individual bin to be moni-tored. This will provide the means to im-

prove operational efficiency and effective-ness inmanaging labour, vehicles and serv-ices because the date, time, and location ofeach bin lifted will be recorded,” he says.The project will be managed by an exter-

nal service provider, namely RAMM Tech-nologies.“RAMM Technologies has been appoint-

ed by the solid waste management depart-ment’s collections and drop-offs branch toperform the refuse bin identification exer-cise. It will see numerous crews, consistingof RAMMcontracted staff, moving through-out the city invarious suburbsover thenextcouple of months.”These crews will be tagging each individ-

ual refusebin inorder to compile a geo-data-base of all the City’s mobile refuse bins.For the public to easily identify these

The Cape High Court has given ProudlyManenberg its marching orders.

Ten families living on the Manen-bergWaterfrontwill receive an eviction no-tice after a lengthy court battle betweenConsol and Proudly Manenberg ended onWednesday.

The land was made available for use tothe organisation in 2009 as an interim ar-rangement, with the understanding andcommitment that the land – owned by Con-sol – would ultimately be transferred intoa trust once one had been established.

The trust was established in June 2011.Four months later, a letter to vacate was

sent to Proudly Manenberg after it was dis-covered the erfwas being used for activitiesnot allowed in the right of use agreement.

In an effort to delay the process, ProudlyManenberg circulated a petition to keep theglass manufacturer from evicting 10 occu-pants living in wrought iron structures onthe land.

After a two-year court battle, the rulingwas in Consol’s favour.

But Proudly Manenberg chairpersonMario Wanza is not leaving it at that.

Wanza says the land “belongs to the peo-ple of Manenberg” and Consol is the partyat fault. “Consol has been illegally operat-ing on our land. We have been living inpeace and friendship under our own law forthe past two days. This is theway forward,”Wanza says.

But the business, determined to see theevictionorder enforced, reportedWanza fortrespassing.

Manenberg police were sent to the prop-erty onThursdayandWanzawas taken intocustody.

Manenberg police spokesperson Lieuten-ant Ian Bennett confirmed the incident.

“Police were sent to the land to removeWanza, but he was not arrested. Officersbrought him to the station but didnot incar-cerate him,” he says.

This isn’t the first time Wanza has goneto court.

In August he appeared in the WynbergMagistrate’s Court on behalf of the organi-sation and faced charges of malicious dam-age to property and trespassing, laid byConsol (“Fight is on for promised land”, 31August).

Consol Human Resources Manager Tha-mi Mkhuzangwe says it is Consol’s inten-tion to execute the order “with minimalconfrontation and in a humane way”.

“The official court order, in the form ofanotice,will be served to Mario andProud-ly Manenberg during the course of thisweek.Mario and the 10 other occupantswillbe given the opportunity to vacate the prop-erty voluntarilywithin a reasonable periodof time,” he says.

Occupants have one month to vacate.Wanza says a seven step plan has been de-

vised for the way forward and a meetingwith Consol is on the cards.

Mkhuzangwe confirms the meeting.“We will write to Mario and the affected

people, inviting them to a meeting to dis-cuss any support theyneed in termsof alter-native accommodation and timing of thedismantling and removal of the non-com-pliant structures on the property,”he says.

“The City of Cape Town will be engagedto avail alternative land for the affected in-dividuals. tive in February, City Health has trainednearly 200 staff on the insertion technique.The device provides contraception for

women for three years after insertion.The device is a rod that is inserted under

the skin with a pre-loaded applicator.A trained practitioner makes a small in-

cision in the upper arm to insert it.It stays there, releasing a progesterone-

like hormone for up to three years to pre-vent pregnancy, says Mayoral Committeemember for Health Benedicta VanMinnen.“This method of contraception differs

from the more established methods in thatwomen do not have to remember to take apill every day or return for an injection eve-ry few months. It gives them more controlover their health, well-being and reproduc-tive choices, especially women for whom

unplanned pregnancy is undesirable or ahealth risk,” she says. “However, it is im-portant to note that while the device pro-tects against pregnancy, like other contra-ceptive methods, womenmust still take thenecessary precautions to prevent sexuallytransmitted infections.”The device is free to clients at public

health facilities. Side effects are rare andgenerally mild, with only a small percent-age of women requiring removal of the de-vice. “Forwomenwhowish to conceive, fer-tility is restored within two weeks after theremoval of the device,” Van Minnen says.Between February and September there

has been an increase in requests for the Im-planon, as shown in thenumber of implantscompleted at clinics across the metropole.Implanon has provenmost popular in the

Southern sub-district with 3 320 implantsdone and Tygerberg sub-district with 2 241,followed by Mitchell’s Plain and Khayelit-sha with just over 2 000 devices.Only 0.5% of the devices were subse-

quently removed.

slow action plan has reached a climax.Belgravia Civic Association chairper-

son Pat O’Connor says every week thereare new people using the substation as arefuge.“There are no locks on the substation

and it has been that way formonths,” shesays.“Whether it is being used as shelter or

just a spot to urinate it is a serious safetyrisk. It is not only a risk to those illegallygaining access to it, but it is a potentialhazard to children who might be curiousabout what is in there.”Resident Anthea Roland says she is

tired of logging complaints with council.“I have written to council to fence the

area and put a lock on the substation. Ihave a big issue with people dumpingtheir dirt alongsidemy fence and the elec-tric box in the road. It seems to me theminute they see the box, they rememberthey want to urinate. There is anothercorner in the next road,which they previ-ously used as a dumping ground, but nowthat it has been closed off they movehere.”Ward councillorMagadienDavids says

he has alerted Law Enforcement to theproblem and is in the process of brain-

storming possible solutions to secure theopen space.“Vagrancy is a problem experienced

across the city. As soon as you curb themin one area they move on to the next.Locks are also replaced on a regular basisbut are stolen all the time. I have instruct-ed officials to replace the locks and havebeen talking with other line departmentsto determine whether it will be possibleto fence the area,” he says.But it will take more than just improv-

ing security and hygiene at the publicopen space to bring about satisfactorychange, insists Davids.“I have been in discussion with local

Ifyour area looks filthy and neglected,criminals think people don’t care andtake the opportunity. This has been prov-en by the fact that homes around illegaldumping sites in the area have been vic-tims of crime,” he says. “I raised it withthe councillor againwho said communityprojectswill be the best tool to control thedumpingonopenspaces.While involvingthe community in projects is a good idea,

up until now it has just been alltalk and no action. We need toknow when these projects willtake off and get started.”Athlone police spokesperson

The upgrade of Athlone Sewage Workshas shown a marked improvement inthe discharge of contaminated water in

the Black River.This was revealed at the Friends of the

Black and Vygekraal rivers meeting lastweek.Guest speaker KevinWinter, lecturer and

researcher in the Environmental and Geo-graphical Science Department at UCT, saidover the last ten years the Athlone SewageWorks has been upgraded multiple times ata cost of millions of rands.“Inmid 2000s the sewage plant was known

as the Athlone ‘pong’ because of the strongtoilet smell, and that was one of the reasonsthe upgrade was necessary,” he explained.Winter said the plant was operating over

its capacity with too much water coming inand too little resident time to effectivelytreat the water.“The discharge of contaminated water

from the sewage works contains high con-centrations of nutrients such as nitrogen,ammonia, phosphorous and bacteria. Thiswater is discharged into the Black River,”he said.Excess nutrients provide liquid fertilizer

which stimulate the growth of water hya-cinth and other aquatic weeds.Winter explains that the State of the Riv-

ers Report in (2005) described the Black Riv-er water quality as “unacceptable” and thatthe condition of the river as a “detriment tothe region when it could be an asset”.However, more recently there have been

some noticeable changes with the arrival of

colonies of Greater Flamingos on the river.This has been a talking point.“These birds feed off the algae in thewater

and micro-organisms. The water quality ismuch clearer and they are able to pick fromthe bed of the river. These birds have detect-ed a difference,” Winter says.However, he explains that water quality

data obtained from the City of Cape Townshows some improvements downstream ofthe Athlone sewage works, but levels of pol-lution are still unacceptable in the BlackRiver.Winter says water quality does, however,

vary from month to month.“A further more pressing issue is that pol-

lutants entering into the Black River do notall come from the sewage works,” he said.The Salt River catchment is a large area

that drains into the Black river from multi-ple sources of under-serviced areas wherethere are significant pressing social and eco-nomic issue, Winter explained.“While investment in the continual up-

grade of the sewage works is necessary, theissues lie further upstream. The potential tomake the green corridor of the Black Rivera viable asset remains a massive challengein which the solutions are not in technicalupgrades alone,” he said.In his chairperson’s report, Jonathan

Hobday explained over the past 18 monthsa comprehensive report and basic guide hasbeen compiled on the Black River.The Friends conducted several walks

along the river banks to assess the issuesand record their observations.“This verydetailed report provides abasic

guide for us in development of a proper envi-ronmental and business plan for the rivers.”

These memories will however never bemade for one out of seven of the millionmothers who give birth prematurely.But the Newborns Groote Schuur Trust

is working tirelessly to change these heart-breaking statistics.The trust supports the Neonatal Unit at

Groote Schuur Hospital with funds to im-prove survival rates amongst premature,low birth weight and critically ill babies,trust spokesperson Julie Gibson says.The neonatal unit cares for 3 200 of some

of the smallest and sickest babies in theWestern Cape each year.Many of these children weigh less than

a bag of sugar, with some only the weightof a block of margarine.ShiyaamValentine’s sonYaqeenweighed

only 970g when he was born last year.With underdeveloped lungs, he lost an-

other 200g at only a few days old.“I was so scaredwhen I sawmy son,” Val-

entine says.“I didn’t even know if I should hold him.

I was just amazed that he was alive as hewas such a small baby. It was very emotion-al.”The unit and trust became Valentine’s

second family as they nursed her son tohealth.“They were teaching me things like how

cial media “alerts” have warned resi-dents couldmeanahouse is being target-ed by criminals.Facebook postings have reported that

everything from empty chips packets toshoes – as well as how they are posi-tioned – can indicate if the homeowneris armed, if the occupants are home andwhere there are escape routes.But police say there is no evidence

that these markings are used by crimi-nals.Provincial police spokesperson Lieu-

tenant Colonel Andrè Traut says: “Al-though criminals are very creative withtheir modus operandi, there is no evi-dence to support the allegation thathomes are marked in some way or an-other so that aburglary canbeperpetrat-ed.”This is backed up by security compa-

pated fun day.The children enjoyed a dog display by po-

lice patrol dog Bobby with Sergeant JaquesPetersen of the Maitland Dog Unit.He also educated the young people on the

role of a patrol dog and its functions.Police also had the explosives unit with

Sergeant Leon Jobs, who did a demonstra-

tion on how the dogs sniff out contraband.The Bomb Disposal Unit was also there

to teach children not to open or look intobags that are laying around.The children also received hotdogs, juice,

party packets and fruit.Volunteers were active on the day, play-

ing games with the children and Athlonepolice spokesperson Sergeant Zita Normanwas there to encourage the youth to stay inschool and to aspire to fulfil their dreams.

In terms of thisProposedTransaction,TSH will acquire a 14.9% financial interestin SunWest andWorcester respectively from Sun International(South Africa) Limited (“SISA”), and Afrisun Leisure (Pty) Ltd(“Afrisun”), both subsidiaries of SIL. SunWest and Worcesterwill undertake a specific share repurchase of the 25.1%financial interest held by GPI and its subsidiaries in SunWestand Worcester.TSH will then acquire a further 25.1% financialinterest in SunWest andWorcester respectively, by subscribingfor new shares in both.

Through this Proposed Transaction, shareholders of TSH,reflected below, will also have acquired a 5% or more financialinterest in each of SunWest andWorcester:

TSH and its shareholders have applied to the Board for consentto procure a 5% or more financial interest in SunWest andWorcester as required in terms of Section 58 of the Act.

donate and put a smile on the faces of disad-vantaged children when NPO MustadafinFoundation hosts its annual Positive Dayevent at Mnandi Swimming Pool onWednesday 10 December.More than 300 children, aged three to 14,

titute and broken families, and have neverreceived a gift in their life.“PositiveDay is an annual celebration for

children who have conquered many thingsduring their lives. It’s [all] about positivity.We also give them safety messages to makesure they are well equipped for the festiveseason,” says foundation director Ghairu-nisa Johnstone.“These safety messages are focused on

drug awareness, how to be safe in the waterand general safety measures when guardi-ans are not around. It’s also a day when achild can be a child and not have to worryabout [their living circumstances].”Many of the children have never seen or

met their biological parents.“We work with [them] during the year,

give them a gift, meal and all the love andsupport that we can,” she says.“Giving them a toy is a token of making

them [feel] special and loved.”A total of 300 toys will be distributed on

will provide the system, which will havethe ability to send SMSes to customers be-fore they are impacted by a pre-plannedoutage – provided their details are up todate.It can also identify meter numbers and

ta, and relate this to a customer’s nameandaddress on the customer information sys-tem.It will also be able to predict the restora-

Cricket scouts in and around CapeTown will do themselves no harm bypencilling in Sunday 30 November

for a visit to Blue Bells Cricket Club’s Su-perStrikers tournament.

It’s there where they might just discov-er the next Paul Adams – now coach ofthe Cape Cobras and former Blue BellsCricket Club player.

The tournament will be the first of itskind hosted by the club for under-11, un-der-13 and under-15 teams.

With the regular season already athing of the past at the end of this week,Blue Bells Cricket Club junior convenorGhalied Sambo says the drive behindtheir campaign is to keep children fo-cused on cricket when the season is doneand dusted.

Sambo tells People’s Post: “The mainaim of the tournament is to build dreamsand allies. We want the kids to enjoy thetournament and mix with the other play-ers a bit. With the season ending on Sat-urday 15 November, we want to keep thechildren focused on cricket a little long-er, because if they don’t have anything

to do – that’s where mischief comes in.”Sambo says they hope to attract pro-

vincial selectors and scouts to the tour-nament. It is for this reason that they al-so invited some Cape Cobras cricketersto attend the tournament.

“You never know who will be there,”he says.

“That’s why we will have an open tour-nament for everyone – clubs andschools.”

The event organisers hope to have fourteams in each division, with a round-rob-in section before the start of the knock-outs.

In the past Blue Bells have hosted a six-a-side tournament, but it will be the firsttime the will have a tournament in whichjuniors from other clubs and schools arealso invited to participate.

It promises to be a slog-fest of note,with matches being contested over fiveovers per innings, with the wicketkeeperbeing the only one not allowed to bowl.
