Welcome and thank you for joining us tonight for the Primary Care Development Corporation’s
2009 Annual Spr ing Gala ! We hope you enjoy tonight’s memorable event , as we welcome
the oppor tunity to ce lebrate with a l l o f you, an incredible year of progress toward our
v i s ion of “Exce l lent Heal thcare in Every Neighborhood.”
As momentum builds for comprehensive health care reform, there is one thing that vir tual ly al l
part ies agree on – the need for more pr imary care . Current ly, 60 mi l l ion Americans lack access to
pr imary care , and that number i s growing at a rapid and overwhelming rate .
But we are here tonight to celebrate the beginnings of a revolution in health care. From federal st imulus dol lars
suppor t ing community hea l th centers , to New York State’s h i s tor ic investment and expans ion of pr imary care
services, to health insurance companies and providers working together to develop Medical Homes, we are seeing
a leve l of a t tent ion and investment that seemed imposs ib le jus t two years ago.
Tonight we honor four outstanding individuals from four different sectors for their unique and exemplary contributions
to advancing primary care. They not only share a stage, but a commitment to the ongoing expansion of primary
care that will continue to improve the health of communities, reduce health care disparities, and lower health care
costs for everyone.
As we ce lebrate our achievements tonight , we a l so look ahead toward new oppor tunit ies to s t rengthen pr imary
care , not only as a core e lement of hea l th care re form, but for the promise i t holds to improve the economic
v iabi l i ty and hea l th of underser ved communit ies throughout the nat ion.
We extend our grat i tude to those who have made thi s an incredible year for PCDC and to those who have made

On April 1, 2007, Daniel T. McGowan was named President of EmblemHealthServices, LLC, and was confirmed as one of the three board membersoverseeing this new corporation. On November 15, 2006, HIP HealthPlan of New York and Group Health Incorporated (GHI) became sistercompanies under a common corporate parent, EmblemHealth, Inc.EmblemHealth Services is the corporate vehicle that HIP and GHI will
use to consolidate and integrate their products, business processes and staff. During this process,Mr. McGowan remains in his role as President, Chief Operating Officer and member of the Boardof Directors of HIP.
As President and Chief Operating Officer since 1997, Mr. McGowan has played a key role in thereorganization of HIP Health Plan of New York and its emergence as one of the nation’s leadinghealth care companies. Mr. McGowan, who joined HIP in early 1996 as Senior Vice President forOperations, is responsible for the operations of HIP’s multifaceted health care activities, covering1.4 million members, including those of Vytra, ConnectiCare and PerfectHealth.
Previously, Mr. McGowan was Executive Director of Catholic Charities for the Catholic Diocese ofRockville Centre, New York, the largest and most diverse health and human services organizationon Long Island. He was also Vice President for Planning and Program Development at Long IslandJewish Medical Center. Before working at Long Island Jewish Medical Center, he served as ExecutiveDirector of both the Nassau-Suffolk Health Systems Agency on Long Island and the Health SystemsAgency of New York City. From 1985 to 1988, he was President of the New York State Association ofHealth Planning Agencies.
Before coming to New York, Mr. McGowan was Director of the Midwest Center for Health Planningin Madison, Wisconsin and Vice President of the Institute for Health Planning, where he directedtechnical assistance and educational services to 118 regional and 23 state health planning anddevelopment agencies. He was also Director of the Bureau of Planning Coordination for the Stateof Wisconsin, and has lectured and written extensively on health-system and hospital planning,development and regulation over 35 years in the field. Mr. McGowan has taught in the graduatehealth care and public administration program at Long Island University, and has held facultyappointments at the University of Wisconsin at Madison and at Governor’s State University in Illinois.
A graduate of the Rockefeller Fellows Program, Mr. McGowan is a board member of the NationalArthritis Foundation and serves on the boards of the Drum Major Institute for Public Policy, theLong Island Association and Molloy College. He is also on the Board of Advisors of the EnergeiaPartnership of Molloy College and the advisory board of The Health Industry Forum. In addition,Mr. McGowan serves as Chair of the National Medical Fellowships, the Primary Care DevelopmentCorporation and the New York Chapter of the Arthritis Foundation. In 1988 and 1989, Mr. McGowanwas elected president of the American Health Planning Association. He has chaired both the NassauCounty Regional Planning Group for developmentally handicapped children and the Nassau CountyTuberculosis Task Force. He is past president of the Health and Welfare Council of Long Island, aswell as past chairman of the Agency Executives Council and a past member of the board ofdirectors of Long Island’s United Way, and has served on the Suffolk County Board of Health.
Born in Illinois, Mr. McGowan graduated from Marquette University with a Bachelor of Arts inPsychology, and received a Master of Science from Northern Illinois University in administration ofhealth and mental health services. He has done extensive postgraduate work in psychiatricrehabilitation and is a Certified Rehabilitation Counselor.

D avid A. Paterson became New York’s 55th Governor on March 17,
2008. Since that day, Governor Paterson has been outspoken about
the chal lenges New York faces and his plan for New York’s future.
In par t icular, Governor Paterson has focused on improving pr imary hea l th-
care for a l l New Yorkers . He secured a dramat ic overhaul to our hea l th care
sys tem, invest ing hundreds of mi l l ions of dol lar s in pr imary and prevent ive
care and moderniz ing Medica id ' s re imbursement methodologies to ensure that
New York i s buying cost -e f fect ive , qual i ty care for benef ic iar ies . These re forms make government more ac-
countable to taxpayers whi le de l iver ing pos i t ive re form for New Yorkers .
Governor Paterson has been ser v ing the people of New York for near ly a quar ter-century. At the age of 31 in
1985, Governor Paterson was e lected to represent Har lem in the New York State Senate , becoming the young-
es t Senator in Albany. In 2003, he became the minor i ty leader of the New York State Senate , the f i r s t non-
white leg i s la t ive leader in New York’s h i s tory. He made his tory aga in in 2004 when he became the f i r s t v i sua l ly
impaired person to address the Democrat ic Nat ional Convent ion. He became New York' s f i r s t Afr ican American
Lieutenant Governor in 2007 and i s now New York' s f i r s t Afr ican American Governor.
Governor Paterson was born May 20, 1954 in Brooklyn, N.Y. , to Por t ia and Bas i l Paterson. He earned his bach-
e lor’s degree in History f rom Columbia Univers i ty in 1977, and completed his J .D. at Hofstra Law School in
1982. Governor Paterson l ives with hi s wi fe , Michel le Paige Paterson, and thei r two chi ldren, Ashley and Alex .

He began his career as a fami ly phys ic ian and worked for f ive years in the
Depar tment of Family Pract ice , inc luding ser v ing as Associate Chairman of Family Pract ice , for Chicago’s Cook
County Hospita l . Dr. Stocker was a l so Medica l Director for f ive years a t ANCHOR, a s ta f f model HMO at
Rush-Presbyter ian-St . Luke’s Medica l Center in Chicago.
Dr. Stocker earned his undergraduate degree f rom the Univers i ty of Notre Dame. He rece ived his Medica l
Degree f rom Medica l Col lege of Wiscons in and his res idency t ra ining f rom the Mayo Cl inic and the Univers i ty
of Cal i fornia . He rece ived a Masters in Publ ic Heal th f rom the Univers i ty of Michigan and was Board Cer t i f ied
in Internal Medic ine and Family Pract ice .
Dr. Stocker s i t s on the Boards of the Ar thur Ashe Inst i tute for Urban Heal th and the United Hospita l Fund. He
i s a l so a member of the New York State Stem Cel l Research Funding Committee and the New York Stem Cel l
Foundat ion. He previous ly ser ved on the boards of the New York City Par tnership and Chamber of Commerce
and the Alber t Einste in Col lege of Medic ine . From 1972-73 he was pres ident of the Phys ic ian’s Nat ional House
Staf f Associat ion.
Dr. Stocker current ly l ives in Manhattan with Louise , h i s wi fe , and son Luke. He i s a l so the proud father of
Mol ly Marino and John Stocker, and has s ix grandchi ldren.

S teven M. Safyer, MD, is President and Chief Executive Officer of
Montefiore Medical Center in New York City. Montefiore is the
University Hospital and Academic Medical Center for the Albert
Einstein College of Medicine (AECOM) and a ful l-service, integrated del ivery
system caring for patients from the New York metropolitan region. An
accomplished physician leader and highly respected healthcare executive, Dr.
Safyer has been at Montefiore for 25 years , most recently as Senior Vice
President and Chief Medical Officer.
Throughout h i s med i c a l c a re e r a t Monte f i o re , Dr. Sa f ye r ha s b e en a s t rong
advocate for underser ved populat ions , inc luding those incarcerated and those a f fected by the publ ic hea l th
cr i ses of HIV and tuberculos i s . He has bui l t extens ive pr imary care networks in poor ly-ser ved areas , deve loped
innovat ive bus iness and c l in ica l s t rateg ies to manage care and assume r i sk , championed the adopt ion of
cutt ing-edge c l in ica l informat ion sys tems and created nat ional ly recognized qual i ty and sa fety programs.
Dr. Safyer received his Bachelor of Science degree from Cornel l University and his medical degree from the Al-
bert Einstein College of Medicine. He did his internship and residency in Social Medicine at Montefiore. He is
board cert i f ied in Internal Medicine and a Professor of Medicine in the Department of Medicine and Professor of
Epidemiology and Population Health in the Department of Epidemiology and Population Health at AECOM. He
is a fe l low of the New York Academy of Medicine and founding member of The Health Management Academy.
Dr. Safyer has been a member of numerous panel s and committees for reg ional and nat ional organizat ions ,
inc luding the Hospita l Associat ion of New York State , the Greater New York Hospita l Associat ion (GNYHA)
and the Associat ion of American Medical Colleges. He currently serves on the GNYHA executive committee and
governing board. He was named Chair of the Bronx Regional Health Information Organization, an independent
organizat ion for hea l th informat ion shar ing. Dr. Safyer has authored and co-authored numerous ar t ic les in
peer-rev iewed journal s , cover ing subjects ranging f rom e lectronic medica l records to managing the hea l th of a
populat ion, to tuberculos i s in pr i son populat ions .

K aren Nelson, M.D., MPH, has been the CEO/Medical Director of the
UNITE HERE Health Center s ince 1999. The Health Center -
begun by the Internat ional Ladies Garment Workers Union at the
turn of the 20th century - i s a centra l provider of pr imary and spec ia l ty care
for 15,000 of the predominant ly immigrant and low-income act ive and ret i red
members of the UNITE HERE union and thei r fami ly members who l ive in
the greater metropol i tan area .
With the ass i s tance of PCDC, Dr. Nelson and her s ta f f have been involved in mult ip le redes ign projects of the
Heal th Center’s operat ional and c l in ica l processes and i t has become recognized as a model pr imary care center.
The Heal th Center has bui l t a medica l home model of care and engages non-phys ic ian s ta f f to teach pat ients
sel f-management techniques, which has led to reductions in overal l health costs and improvements in cl inical
outcomes . Dr. Nelson i s now working with other groups across the country to repl icate thi s hea l th center
model for low wage workers , spec i f ica l ly in At lant ic City and Las Vegas .
Pr ior to 1999, Dr. Nelson was Vice Chair of Medic ine and a consul tant to the Execut ive Off ice a t Maimonides
Medica l Center in Brooklyn, NY where she he lped expand the hospi ta l ’s ambulatory network and es tabl i sh
a community-based t ra ining program for the internal medic ine res idents . She was the Medica l Director of
Dorchester House Community Heal th Center in Boston f rom 1988 to 1995, a mult i - ser v ice center in one of
Boston’s poorest ne ighborhoods .
Dr. Nelson received her MPH from Boston University School of Public Health through a grant from the Robert
Wood Johnson Foundation, fo l lowing rece ipt of her M.D. degree f rom Mount Sinai Hospita l in New York. Her
pr imary research interes t s have been in deve loping customized screening protocols for new immigrants and
providing academic oppor tunit ies for career community hea l th center phys ic ians . Dr. Nelson ser ves on the
Board of Directors of PCDC and Housing Works .

Our Mission... Investing in primary care is essential to
health care reform. It improves health outcomes, reduces health disparities, and
lowers costs. Founded in 1993, the Primary Care Development Corporation
is a unique nonprofit organization dedicated to ensuring that every community
has timely and effective primary care. By investing in primary care enterprises,
strengthening service delivery, and leading policy initiatives, we are transforming
how pr imary care i s de l ivered in communit ies throughout New York and
beyond.
Invest . . . We provide the capi ta l to upgrade outmoded equipment , expand of f ices , and bui ld
new fac i l i t ie s , l eading to bet ter ser v ices for more pat ients . PCDC is the only nonprof i t in New York State , and
the larges t of only a handful in the U.S. , spec ia l i z ing in pr imary care f inancing. PCDC has mobi l i zed over
$240 mi l l ion to f inance near ly 80 pr imary care projects that have a d i rect impact on the hea l th and economy of
communit ies . This investment has created 2,200 permanent jobs and bui l t or renovated 630,000 square feet of
space . As a resul t , these fac i l i t ie s now serve an addit ional 550,000 pat ients and can now accommodate 1 .7
mill ion medical visits annually. PCDC’s successful model for f inancing primary care expansion is highly replicable

The Empire State places a high priority on quality healthcare for its citizens and appreciates resources that expand the availability of medical services for people of all means and backgrounds. Realizing this important goal has been the mission of PCDC for more than ten years, as it works to bring primary and preventive care to underserved communities across New York State through innovative programs and strategies.
Supporting regional facilities that are a vital component of New York State’s comprehensive healthcare system is an important means by which to ensure availability of the most effective medical treatment for residents of underserved communities. The PCDC is a testament to New York State’s commitment to making these critical services available to all people, especially those who are most vulnerable and in need of assistance. I commend the board members, staff and all affiliated with PCDC for their role in furthering our overall public health goals and in developing a full range of health services delivered with compassion and in accordance with the highest standards of care.

In this city of enormous wealth and opportunity, there are far too many neighborhoods where you can’t find a primary care doctor or a full service clinic. The Council and I have made access to quality primary care one of our highest priorities, and we are deeply fortunate to have partners in this effort like PCDC.
For more than 15 years, PCDC has worked closely with government and business leaders to expand the availability of primary and preventive care in underserved neighborhoods throughout our City. Driven by the fundamental belief that everyone, regardless of age or income, deserves to receive the best health care possible, PCDC has led a massive campaign to expand the availability of primary care. Thanks to these efforts, valuable resources have been poured into the communities where they are most needed, enabling countless New Yorkers and families to lead healthier, stronger lives.

The first and largest nonprofit in the United States specializing in primary care financing for low-income
communities, PCDC has mobilized more than $240 million in public and private investment to finance 77
community health center projects across New York State. This investment has generated more than 2,200
permanent jobs ; bui l t or renovated 630,000 square f e e t o f space ; and created the capac i ty to s e r ve
approximately 550,000 New Yorkers and provide 1.7 million medical visits annually. PCDC has also
helped hundreds of primary care teams increase productivity, effectively implement electronic medical re-
cords, and prepare for emergencies.
