QCDTCoffersalllevelsofAKCobedienceandRallyinoneday.

Rallycoursesaredesignedasanestedcourse:selectedstationsprovide an option for novice to mas-terssigns,allowingthehandlertochoosewhatlevelofdifficultytheywishtopractice.Thisenablestheclub to offer all levels in one course. For participants, it means they don’t needtowaitforcoursechanges,andcanevendoback-to-backrunswithdifferent dogs at different levels.

ForbothRallyandObedience,par-ticipants pay for each practice run. Costismuchlowerthanenteringashow,andhoursareveryflexible.These practice runs give the dogs exposure to different locations and people in the ring. It helps give bothhandersanddogsnewtoshow-ing the experience of going through anexercisewithoutthepressuresofatrial.Thisoftenidentifiesspecifictraining needs. Helpers learn the tasksexpectedoftrialstewardsatall levels.

QcdtC R emembeRs l Inda bourlAnd On April 15th, Queen City Dog Club suffered a huge lossinthepassingofLindaBourland,whoalongwithherhusbandWhite,havebeenapartofourdogclubfamilyfor16years.Lindafoughta5yearbattlewithovariancancer.SheandWhiteraisedtwolovelydaughtersandenjoyedfivegrandchildren.

OvertheyearstheyownedaBeardedCollie,anAfghan Hound, miniature Schnauzers and then dis-coveredtheirbelovedPapillonswhotheytrainedtobe some of the most consistent and successful agility dogs in the area.

Lindaenjoyedtalkingto and learning about all the peopleshecameincontactwith.Shelovedrunningher dogs at the trials and continued to do so through her chemotherapy.

Thank you to all oftheQueenCitymemberswhoweresokindandthoughtfulandprovidedvisits,cards,flowers,food,positivethoughts,prayersandmostofall,hugsforLinda.ThethoughtfulnessoftheQCDTCfamilyhasbeenoverwhelmingandarealcomforttoallwholovedLinda.Inlieuofflowers,please send donations to Hospice of Cincinnati.

legISlAtIve reporT - April 17, 2018Legislative reports are generally snapshots taken the day the report is written. Some legislation moves quickly, so situations can change by the time the report is published.

Kennel licensing billHB506amendsthestate’skennellicensinglaw.Afterseveral hearings and discussions, it passed the House onMarch21andhaditsfirstSenatehearingonApril17.ThankstoAKC,OVMA,thepetindustry,andasportsmen’s group, the version of the bill that passed the House contains provisions to protect dogs in the state’scommercialkennelswithoutharmingoccasion-albreedersofshowandperformancedogswhoalsosell to consumers.

Asusual,thebill’sfirstSenateAgriculture Committee hearingwasforsponsortestimonyonly.Subsequenthearingswillincludetestimonyfromproponents,opponents, and other interested parties. The bill seems to be on a fast track, so subsequent hearings are likely inthenextfewweeks.Mostbillsgetthreehearings;dog bills often get more so everyone can be heard and changes can be made if necessary..

HB 506 is an important bill introduced in part as anefforttoshortcircuittheHSUS-backedpetitionthatwouldaddkennelstandardstotheOhioCon-stitution.TheHSUSpetitionneedsmorethan300thousandvotersignaturestogetontheNovemberballot.Ifapproved,anyonewhohasmorethaneightintact female dogs could be considered a high volume breeder regardless of the number of dogs bred, litters produced, or puppies sold. Constitutional amend-ments are almost impossible to change, especially thoseapprovedbyvoterswhohavebeenswayedbyemotionalappeals.Ontheotherhand,lawspassedbylegislatures can and often are changed as legal cases andscienceprovidenewinformation.

HB 506 has several provisions that codify the stan-dards of care that exist in current regulations and a majorchangeinthedefinitionofhighvolumebreed-er.Thatdefinitioncurrentlymandateslicensingof

kennels that produce at least nine litters and sell at least60dogsinayear.Thenewdefinitionchangesthatrequirementtobreederswhokeepsixormorebreeding dogs anddoatleastoneofthefollowing:

(1) Sellfiveormoreadultdogs or puppies to a dog retailerorpetstore;

(2) Sell forty or more puppies in any given calendar yeartothepublic;or

(3) Keepmorethan60puppiesthatarelessthansixmonths of age if they have been bred and main-tained at the kennel.

Italsoredefinesbreedingdogsasfertile,unspayeddogs that are more than 12 months of age and are primarilyusedforproducingoffspring,thusallowingforshowandperformancedogbreedersandhandlerswhomaykeepsixormoreintactdogsprimarily to show, hunt, or train for performance events or sports and secondarily to produce occasional litters. (emphasis added)

Other dog billsSeveralotherbillsaffectingdogsanddogownersarein the hopper for discussion in Ohio this year, but not all have had hearings. The bills that are moving throughthesystemare:

HB 433allowsveterinarianstogetcontinuingeduca-tioncreditforperformingfrees/nservices.SponsorsareRepBrigidKellyandRepTomBrinkman,bothofHamiltonCounty.HB433passedcommitteeandisawaitingactionbythefullHouse.Sponsorofcom-panion bill in the Senate is Sen Cecil Thomas, also of Hamilton County.


HB 263allowsdogsinoutdoordiningareasiftherestaurantownersagreeandthedogdoesnotentertherestaurant itself. The bill passed the House on April 11withmajoradditionsaddressingsanitation.AKCsupports the bill.

HB 319 isaone-sentencebillthatwouldnamethe “shelter pet” as Ohio’s state pet “to raise public awarenessofshelteranimals.”ItpassedtheHouseStateandLocalGovernmentCommitteeandneedsavote of the full House to proceed.

HB 539isanotherone-sentencebillthatnamestheLabradorRetrieverasthestatedog.HB539haditssecondhearingonApril11withwrittentestimonyinsupportsubmittedbyAKC,OhioValleyDogOwnersInc., several students from an elementary school in HuronOhioandothers.Therewasnooppositionatthehearing.RepresentativeJefferyRezabekfromtheDayton area introduced the bill.
