Fare Structure

In the Railway Budget for 2013-14, a proposal to implement Fuel Adjustment Component (FAC)-linked tariff revision, bi-annually, in sync with the movement in fuel costs in either direction was introduced. However, the proposal was implemented from 01-04-2013 in case of freight tariffs only leaving passenger fares unchanged. However, in October 2013, FAC linked revision in passenger fares was as under:

No increase in either Second Class Ordinary (Suburban) or Second Class MST fares;

On select distance slabs, fares for second Ordinary (non-suburban) are increased by a maximum of ̀ 5, while in the other distance slabs there would be no change in existing fares.

In all other classes, fares are increased by 2%.

The fare structure of AC classes of Duronto trains has been revised at par with the fare structure of comparable train services like Rajdhani, Shatabdi etc.

Ticketless Travel

During 2013-14, 20.48 lakh checks were conducted against ticketless/irregular travel (including carriage of unbooked luggage), About 208.05 lakh cases were detected and `688.11 crore were realized on this account.

Punctuality

The punctuality of Mail/Express trains (arriving at destinations on right time) during the year 2013-14 was 83% as per Integrated Coaching Management System (ICMS). This computer based on-line system was adopted by Railway Board from January 2009 for analyzing the punctuality Performance.

Unit Revenue

The average earning per passenger kilometer was 31.5 paise in 2013-14 as against 28.5 paise in 2012-13. Average revenue for different classes, was as follows:

Catering Services

A Catering Policy 2010 has been issued on 21.07.2010 which has revised the role of agency for management of catering service on the Indian Railways. IRCTC would continue to be a service provider to the Indian Railways and responsible for managing the premium and high end outlets like Food Plazas, Food Courts and Fast Food Units including institutional catering outside the Railways.

vending contractors was `350.45 crores in 2013-14 as against ` 229.77 crores in 2012-13.

Rail Tourism

Ministry of Railways has taken several important initiatives to promote tourism in the country. These include introduction of new tourist train services on popular tourist circuits in different regions of the country to offer one week’s fully packaged rail travel itinerary inclusive of travel, accommodation, on board catering, on-board and conducted sightseeing tours at the destinations. IRCTC tourism portal www.railtourismindia.com provides one-stop solutions to passengers’ travel and tourism requirements including tour packages, special trains, Bharat Darshan, Cab Rentals, Hotel Bookings etc.

Luxury Tourist Trains on IR-At a Glance

Palace on Wheels

This train was introduced in 1982. After gauge conversion, a new BG rake was introduced from 1996. This luxury tourist train is fully vestibuled, centrally air-conditioned and completely self-sufficient and comprises 14 saloons, 2 dining cars, a Spa car and a lounge car, comprising of 22 coaches. Saloons: The saloons are named after the former Rajput States and evoke visions of the royal kingdoms. Each saloon has 4 coupes, done in colours characteristic of that State and highlighted by the emblem of the erstwhile States. Each compartment has an attached bath with running hot/cold water and showers, built-in wardrobes, overhead and night lamps, piped music, reading light and wall-to-wall carpeting, etc. At the end of each coach there is a separate lounge where passengers can relax when they wish to move out of their bedrooms.

Dining Cars: The Maharaja and Maharani Restaurants offer seating arranged in groups of two and four near the window. Chefs in the attached pantry prepare gourmet continental and Indian specialties with emphasis on the cuisine of Rajasthan.

Deccan Odyssey

Deccan Odyssey luxury train, introduced in 2007, is one of the ambitious projects of the IR and Maharashtra State. It is a joint venture between IR and Government of Maharashtra. The objective of running “The Deccan Odyssey” train is primarily to showcase the best of tourism assets of Maharashtra and India.

Saloons: The Deccan Odyssey has 21 coaches out of which 12 are passenger cars and others are Public Coaches. The train has on-board facilities like T.V., Cable connection with central audio disc player, cell phones, Channel Music, Foreign exchange facilities etc.

Golden Chariot

The train, named after the famous Stone Chariot in Hampi, a world heritage site, in Southern India was launched in March 2008. It comprises 18 thematically designed coaches having passenger Saloons, Restaurants, Bar, Gym, Ayurvedic centre, Business centre, etc. with all modern amenities. Its itinerary covers timeless historical heritage sites, resplendent places, wildlife and golden beaches.

Royal Rajasthan on Wheels

Indian Railways has introduced Royal Rajasthan-on-Wheels in collaboration with Rajasthan Tourism Development Corporation (RTDC) during January 2009 with upgraded facilities. The upgraded version from Palace-on-Wheels has more luxurious comfort having only 3 cabins in each coach while the super deluxe coach has 2 coupes designed elegantly.

Maharajas’ Express

A luxury tourist train, Maharajas’ Express in association with IRCTC has been introduced in March 2010. The Maharajas’ Express is a top end luxury offering from Indian Railways and IRCTC. The train operates on a number of PAN India itineraries. The train consists of 23 coaches. Maharajas’ Express is a fully air-conditioned train consisting of 15 passenger coaches providing four classes of accommodation namely deluxe rooms, junior suites, suites and presidential suites equipped with latest amenities and comforts for a lifetime journey. facilities include 2 fine restaurants, a bar car, a conference cum observatory car and a kitchen car.

A design marvel, the train offers several unique features from having most spacious cabins to having personal valets attached to each cabin to take care of the guests. State of the art facilities like live TV, Wi-Fi internet, individual temperature control in each cabin, environment friendly toilet system, CCTV cameras in public areas to ensure security, direct dialing telephones to make international calls, make the experience all the more enjoyable. With hair dryers, electronic safe deposit boxes in each room, bath tubs and mini bars (in suites and presidential suite), the train offers almost everything that one would desire to travel in luxury.

Buddhist Special Train

The Buddhist Circuit Special Train (Mahaparinirvan Express) comprises of air conditioned coaches. It offers an all inclusive 7 nights / 8 days package covering major destinations related to the life of Lord Buddha and also includes hotel stay and local sightseeing. The itinerary starts from and terminates at New Delhi and covers Bodhgaya, Rajgir, Nalanda, Varanasi, Sarnath, Kushinagar, Lumbini, Sravasti and Agra. It operates from Delhi during October to March every Year. The booking can be done online on www.railtourismindia.com.

Bharat Darshan Trains

A special train to enable common man to visit the places of Tourism/Religious /Historical importance in the country at an affordable price was operationalized in 2005. The packages include rail bookings, meals, and sight-seeing at economical rates and provide a single window service for the tourists. This train is operated by IRCTC in association with local Tour Operator.

Pilgrim Trains

It has been announced in the Railway Budget 2014-15 to run tourist trains on special Pilgrim Circuits like Devi circuit, Jyotirling circuit, Jain circuit, Christian circuit, Muslim/Sufi circuit, Sikh circuit, Buddhist circuit, Famous Temple circuit etc. The train will comprise Sleeper, 3AC and 2AC coaches. The packages will include train journey, local transport, meals, accommodation, and sight-seeing / Darshan, guides etc. The introductory fare are `910/-, 1970/- and 2650/- for SL, 3AC and 2AC classes respectively. Fairy queen/Steam Train

In 1855, the Fairy Queen rolled out of the erstwhile East Indian Railway. For the first time after 1908, the Fairy Queen rolled again on February 1, 1997 from Delhi to Alwar. The steam engine has the oldest working engine in the world. It finds a place in the Guinness Book of World Records and also got the National Tourism Award. Fairy Queen

The steam train service is being continued with another steam loco. It runs on every 2nd and 4th Saturday for a two-day trip from Delhi to Alwar and back during October/November – February/March every year. It offers 1N/2D all inclusive package besides one way journey with/without sightseeing. It operates in association with RTDC and IRCTC.

Indrail Passes

To explore the splendour of multi-faceted India, Indrail Passes provide excellent value for money and enhance the charm of holidays for visitors from abroad. It offers the visitors the facility of unrestricted travel over the entire Indian Railway system within the period of validity of the pass.

Tour Packages

Indian Railway Catering and Tourism Corporation (IRCTC) has developed around 167 tour packages for destinations all over the country. The package include confirmed rail bookings, road transfers, hotel accommodation, meals as well as sightseeing at an economical rate and provide single window services for tourists. Seats on various trains are offered by IRCTC for developing tour packages.

Passenger Amenities

The allocation under the Plan Head “Passenger Amenities” in 2013-14 was `1200.40 crore (Budget Estimate) and `894.89 crore (Revised Estimate).

1052 stations have so far been identified for development under the Adarsh Station Scheme, out of which 894 stations have already been developed.

During the Year 2013-14, 53 stations were provided with water coolers, 82 stations were electrified and 21 passenger lifts and 91 passenger escalators were provided at 11 and 43 stations, respectively.

Customer Care

Indian Railway imparted training to staff which included frontline staff with a view to improve their inter-personal skills and to equip them to deal with the rail customers in a better manner. This training will now be imparted at New Delhi, Howrah, Mumbai and Secunderababd in a decentralized manner. Accordingly, Northern, Eastern, Central and South Central Railways will conduct the Customer Care Training at

these locations for other zone also. The programme aims at increasing the performance level of employees by sensitizing them to the needs of the customers. This will also help in improving the customer interface of the Indian Railways.

(i) Passenger Reservation System(PRS)

Passenger Reservation System (PRS) is running at more than 3,146 locations, and is handling more than 3,000 trains. During 2013-14 approximately 14,460 million passengers were booked through PRS with earnings of `22,204.39 crore. The locations include non -railhead centers like main cities of North East region, almost 90% of Districts, etc. Computerized reservation terminals have been expanded in remote stretches also through India Post PRS centers (presently functional at 274 post offices) as well as non-railhead PRS facilities have been extended through State Government and local bodies. In addition, the facility of I-ticket and e-ticket has been made available for all mail and express trains through IRCTC website. (ii) Unreserved Ticketing System (UTS)

A pilot project was sanctioned for Unreserved Ticketing System in 2002-03 and a nationwide project in 2003-04, UTS is now functioning at more than 5,778 locations with approximately 10,703 UTS counters on Indian Railways. It serves approx. 66.38 crore passengers / month earning revenue of `1,272.75 crores/ month. This covers most of the important stations of IR. In addition, work is in progress at other stations. The progress of proliferation of locations over the previous years is as indicated below:

(iii) Automatic Ticket Vending Machines

So far, 918 ATVMs have been installed and are functional. Further 5,000 more ATVMs are planned for implementation across all zonal railways. The ATVMs facilitate purchase of unreserved Automatic Ticket Vending Machine

tickets, platform tickets and recharging of season tickets by the passenger by way of touch screen facility. Thus queueing at the counters is significantly reduced during the rush hours.

(iv) Ticketing on Mobile phones

(a) Reserved tickets – The e-tickets for reserved accommodation on trains can be purchased through mobile phones after registering on the IRCTC website www.irctc.co.in.

(b) Booking of reserved tickets through SMS – This facility has also been started by IRCTC from 29th June 2013 on pilot basis. About 189 tickets are being booked per day.

(v) SMS updates

SMS updates are sent by IRCTC to all passengers booking/cancelling e-tickets issued from IRCTC website at the time of booking/cancellation. About 7,00,000 SMSs are sent by IRCTC daily. In addition, SMS Gateway has been launched by IR for updating change in reservation status of waitlisted tickets. About 1.5 lakh SMSs are sent daily through this Gateway.

Coaching Vehicles

LHB Coach:

Following the introduction of the first rake of indigenously designed LHB coach in December 2003, 19 Rajdhani and 15 Shatabdi Express trains with conventional ICF design coaches have been since converted to LHB design. Conversion of the remaining Rajdhani/Shatabdi rakes to LHB design is in progress.

Cleanliness and Hygiene

Intensive mechanized cleaning of coaches:

Intensive mechanized cleaning of coaches in the coaching depots through professional agencies is being carried out. Heavy duty machines such as high pressure jet cleaners, floor scrubbers, vacuum suction cleaners etc. are deployed for the purpose. This has already been implemented in 105 coaching depots on different Zonal Railways.

Clean Train Stations scheme

To bring about improvement in enroute cleaning of trains, ‘Clean Train Stations’ Scheme was launched for mechanized cleaning attention to passing through trains during their halts at selected stations. 36 such Clean Train Stations have been made operational so far.

On Board House Keeping Service scheme has also been launched by the Railways in about 416 Mail/Express trains to carry out frequent on board cleaning of Mail/Express coaches through professional agencies.

Development of Crashworthy Coaches:

To improve upon the standards of safety, a ‘crashworthy’ ICF coach design in conjunction with a Centre Buffer Coupler (CBC) was evolved. A total of about 530 such crashworthy ICF coach design have been manufactured so far. LHB AC Double Decker coaches introduced first time on Indian Railway have been provided with crashworthy features.

On similar lines, principal design for a crashworthy LHB coach shell has been developed and one coach shell manufactured. Crash test for design validation on this coach has been completed at RDSO.

Provision of automatic fire and smoke detection system in 20 pairs of long distance trains as pilot project

Pilot Trial for comprehensive Fire and Smoke detection system on pilot basis were conducted on one rake of New Delhi-Bhubaneswar Rajdhani (LHB), beginning 27.03.2010 and completed on 26.09.2011. The system is still functional in the same rake. Based on the feedback from the field trial, RDSO revised technical specification. Extended field trials as per revised technical specification are planned to be carried out on 750 Nos. of coaches (30 rakes). RCF has installed this system (as per old specification) on one more LHB rake presently running in New Delhi-Jammu Tavi Rajdhani. Procurement as per new specification is under process at RCF.

Introduction of High capacity Low Fare Double Decker trains

For the first time in India, LHB AC Double Decker chair car coaches were introduced to cater to higher transport demand. Passenger capacity of these coaches is higher with passenger carrying capacity of 120 seats against 78 in existing II class Shatabdi chair cars (53% more). First indigenously developed Air Conditioned Double Decker train, consisting of these modern coaches was introduced in between Howrah and Dhanbad.

Based on the initial field experiences, coach was redesigned with better passenger amenities such as reclining chairs, snack tables bottle holders, automatic AC compartment entrance doors Four new services with improved design have been introduced between Jaipur-Delhi, Mumbai- Ahmedabad and Chennai-Bengaluru and Habibganj-Indore.

Introduction of LHB design coach variants for Non AC travellers

Hitherto, LHB coaches were being utilized for running in premium services such as Rajdhani, Shatabdi and Duronto trains. To extend the benefit of inherent design features of higher carrying capacity, safety, comfort and ride quality of these coaches to Non AC Class travelers, Non AC design variants of these coaches such as sleeper coach, Second class sitting coach and Chair Cars were developed and manufactured. Now these non- AC coaches are not only being introduced in new Mail and Express Trains, certain existing trains viz. Patna- New Delhi Sampoona Kranti, Mahabodhi Express, Poorva Express, Purushottam Express, they have also been converted to LHB stock. A total of 324 such Non AC coaches have been manufactured till date.

Setting up of mechanized laundry for washing of linen

To improve upon the quality of washing of linen supplied to the passengers in trains, Indian Railways have identified 64 major coaching depots locations for setting up of mechanized laundries. 28 such laundries have been commissioned so far.
