Tendering phase The NZ Transport Agency is using a competitive alliance model to select the contractor to undertake the construction of the Hamilton section. Two consortia have been selected to bid for the work via a shortlisting process. The two consortia are currently engaged in an interactive tendering phase with the Transport Agency and its expert advisors. During this phase the consortia develop and cost their concept designs for the expressway. Although their concept designs may differ from the specimen design already prepared, they must be consistent with the designation and resource consent conditions and meet the high alignment, safety and environmental standards the Transport Agency requires for new sections of expressway. The selection of the preferred tenderer is based on a combination of the tender price and the quality of their team, their construction methodology and their concept design. Once the contract is formally awarded the successful consortium forms an alliance with the Transport Agency to undertake the detailed design and construction work. This contract model is similar to that used for the construction of the Te Rapa section of the expressway, but different to the design and construct model used for the construction of the Ngaruawahia and Cambridge sections. A key advantage of the alliance model is that it allows more flexibility to amend design details as the works progress. The Transport Agency and the consortium then share any cost over-runs, or savings that result from the amendments. The archaeologists are being assisted on-site by representatives from local iwi to investigate and record the history of this site.Iwi from Ngati Wairere, Ngati Hauaa and kaumatua and kuia from Turangawaewae and Taupiri Marae held a karakia (blessing) on 11 May to recognise the start of archaeological works on the Hamilton section.The karakia was held at the outset of the works to ask for an uncomplicated excavation for the team and to ask for the area, the team and anyone going on site to be protected and kept safe while the works are underway and into the future.

The blessing concluded with a Paimarire, a prayer recital performed by Tainui people, and kai (food) was shared with all attendees. The site at Horotiu is one of up to four known sites the team will be investigating along the 21.8km section. The project team attempts to minimise the expressway’s footprint on areas of archaeological interest, but in some cases this is unavoidable. The Transport Agency undertakes this work at the outset of the project to ensure anything of cultural or historical value is investigated and recorded. Any artefacts discovered that are of significance to local iwi will be returned to them and recorded for historical purposes.

The Hamilton section of the Waikato Expressway has reached another significant milestone. Following a public hearing in December 2014, the Transport Agency obtained an alteration to their designation for the Hamilton section to construct an interchange at Ruakura that will provide a direct link to the inland port development and surrounding road network. No appeals were received following the decision and the Transport Agency has also obtained the necessary resource consents from the Waikato Regional Council. The Ruakura Interchange will be constructed as part of the overall works for the Hamilton section. The designation alteration and resource consents are subject to a number of conditions that the Transport Agency must comply with. The conditions are comprehensive and provide the standards which the detailed design of the project must adhere to.

Archaeological investigations have started on the Hamilton section near Horotiu with Opus archaeologists leading the on-site investigations in accordance with the archaeological authority obtained from Heritage New Zealand.

WHAT’S HAPPENING NEXT?The current programme for the development and implementation of the Hamilton section is as follows:• June 2015: Notice of

Requirement submitted for the SH26/Ruakura Rd Roundabout

• July 2015: Consortia tender proposals due for the construction of the Hamilton section

• October 2015: Construction contract awarded

• Late 2015: Notice of

Requirement submitted for Resolution Drive connection to the Expressway and Horsham Downs Link

• October 2015 – March 2016: Preparation of detailed design and various management plans required as part of the designation and consent conditions, and to enable works to commence.

• Full construction due to commence late 2016, with completion targeted for 2020.

STATE HIGHWAY 26/RUAKURA ROAD ROUNDABOUTThe Transport Agency is currently preparing a Notice of Requirement for a proposed roundabout at the intersection of State Highway 26, Ruakura and Lissette roads. The intersection has been the site of two fatalities and a number of crashes. Installing a roundabout will significantly improve safety at this intersection. Whilst the proposed roundabout is a separate project to the expressway, it is anticipated that its construction will take place as part of the Hamilton section. The Notice of Requirement will be lodged in June 2015 and the Transport Agency will request that the designation process be publicly notified, which means

anyone can make a submission on the proposal and speak in support of their submission at a hearing.
