Grant deliverables: Over two years, organize three Open Streets events in geographically diverse areas of Santa Cruz County including Watsonville, Live Oak and Scotts Valley, serving an estimated 15,000 people. Background: Open Streets is a free public event that temporarily transforms roadways into open spaces for people

to bike, walk, skate and play in a safe and festive environment. Automobile traffic is temporarily diverted onto alternate streets in cooperation with local law enforcement and affected residents and businesses. Open Streets events partner with local agencies and community organizations providing information booths with resources for leading sustainable, active and healthy lives. There are also free activities, such as bike skills courses, rock climbing and zumba. Open Streets is a national and international movement with over 100 US cities currently hosting events. Cities such as San Francisco, Los Angeles, Portland, and Boulder have invested in on-going and highly successful Open Streets events. Government transportation, health and parks agencies in these cities are lead partners in bringing Open Streets events to their local communities. In Santa Cruz County, Open Streets events have occurred in Santa Cruz, Watsonville and Capitola. The Santa Cruz event regularly draws more than 10,000 participants, and due to the success and popularity of the events the City of Santa Cruz has committed major on-going funding for the event beginning in 2015. The next event will take place in 2016. Originally housed under the nonprofit Ecology Action, Open Streets is now part of Bike Santa Cruz County’s programming. The previous event director developed branding and an event toolkit and passed it on to Bike Santa Cruz. Workplan Summary: This program will establish two new Open Streets events, in Scotts Valley and Live Oak, laying the groundwork for lower-cost, repeating events in the future. The Watsonville event will build on the momentum of the 2015 event and provide continuity leading up to an ATP-funded event in 2018/19. The goal is to establish regular, repeating events that are tailored to each community’s unique needs. Event organizers will work with stakeholders in each jurisdiction to establish partnerships and secure resources for future Open Streets events. Major Tasks to Organize Open Streets (to be undertaken for each of the three events): - Recruit event partners and establish a local organizing committee - Conduct public outreach and solicit input - Select event date - Determine event route - Develop street closure, traffic and safety plan - Recruit sponsors - Organize programming (outreach/information booths and activities) - Develop promotional plan - Organize volunteers - Secure permits - Coordinate event logistics - Debrief with event partners and organizers Program Timeline: Grant start – September 2016 Fall 2016 – Winter 2017 - Planning Spring 2017 – 1st event (location TBD) Summer 2017 – 2nd event (location TBD) Spring 2018 – 3rd event (location TBD) Grant end – June 2018

10. What accommodations, if any, are included for bicyclists, pedestrians, and/or transit in the

proposed project? Open Streets complements existing RTC-funded programs such as Commute Solutions, the Metro Transit District, the Community Traffic Safety Coalition, and Bike to Work to expand the outreach and impact of these programs. A central component of Open Streets events will be targeted messaging and organized activities that will guide participants to connect their experiences of alternative modes of transportation at Open Streets events into daily transportation decisions and habits. Bicycling: Open Streets events will promote bicycling by providing a large, safe and motivating space where new and infrequent bicyclists feel comfortable cycling. These bicyclists gain skills and knowledge at the events, which motivates and empowers them to bicycle instead of drive for future transportation trips. Walking: Open Streets participants on foot will experience first-hand the health benefits and enjoyment of walking and are encouraged through targeted event messaging to replace short car trips with walking as part of an active, sustainable and healthy lifestyle. Transit and TDM: Participants will be heavily encouraged through a targeted promotion campaign to arrive at Open Streets events by sustainable means, such as bus or carpooling. For example, links to relevant Metro schedules will be provided and Commute Solutions will be promoted as a ride share resource. Metro has also regularly participated at events to inform the public about it’s services and provide the opportunity to practice putting bikes on buses.

PART III: Project Benefits

Given the large backlog of transportation needs in the region and the extremely limited amount of funding available, it is important to ensure that funds are used cost effectively to maximize benefits to the transportation system. Additionally state and federal rules, as well as RTC policies, require consideration of how projects will contribute towards implementation of the long-range transportation plan (Regional Transportation Plan), the achievement of one or more transportation goals, and implementation of state and federal policies including the California Complete Streets Act of 2008, SB375, and the Federal FAST Act. Information in this section will be used to evaluate projects. Projects are not expected to address all of the following. Please write N/A if something is not applicable to your project. 1. Generally, what are the benefits of this project? (ex. goal/purpose/benefit of project; problem to

be addressed; importance to the community) Open Streets events help communities achieve key sustainable transportation goals; reduce SOV trips, mitigate traffic congestion, reduce carbon emissions, and increase access and safety. Specifically, Open Streets events will: 1. Create a culture of bicycling, walking, riding the bus and carpooling whereby the community perceives these transportation modes as attractive, convenient and advantageous. 2. Provide an impactful first-hand experience of the convenience, enjoyment and feasibility of traveling short distances by bicycle or foot, as well as riding the bus and carpooling. 3. Create an excellent outreach opportunity for agencies to deliver key messages promoting alternatives to SOV use as part of an active lifestyle. 4. Improve roadway safety by building skills and confidence in a safe and positive environment. 5. Increase roadway access for people of all ages, abilities and experience levels. 6. Increase use of sustainable forms of transportation by providing public participants motivating experiences and resources for bicycling, walking, carpooling and using mass transit. Additionally, Open Streets will: - Promote health by creating a large, safe and fun space for people of all ages and experience levels to engage in and try new forms of physical activity. - Promote quality of life, community and civic pride. - Promote connection and understanding between the diverse communities of Santa Cruz County (North and South, inland and coastal) through participation in Open Streets events in the different locations.

Safety: Improves transportation safety

How? Open Streets will increase safety in three key ways. Events will: - Provide a safe space on local roads for families and individuals to travel and/or recreate on bike, foot, skates, etc. by temporarily diverting automobile traffic. - Feature outreach booths hosted by local safety organizations, such as the Community Traffic Safety Coalition, Bike to Work/School, Mission Pedestrian and community hospitals and clinics, which will educate community members about important safety skills, tips, and resources. – Improve skills and confidence of participants walking and biking at the event, which will lead to improved roadway safety in the future.

Open Streets events will increase roadway access for users of all ages, abilities and experience levels by creating new spaces and opportunities for people to bicycle and walk in safe, non-motorized and enjoyable environments. The quality of bicycle and pedestrian travel is generally enhanced when the roadways are free of automobiles due to the reduced noise, exhaust and safety concerns. For example, by removing the primary safety risk, automobiles, many individuals who would not otherwise bicycle are encouraged to do so.

In 2012, RTC funded two Open Streets events which took place in Capitola (2014) and Watsonville (2015). Total attendance for the two events was over 7,500 people, and nearly 100% of the 500 survey respondents indicated support for more Open Streets events.

10. Describe the public input plan for this project.

The highly successful Open Streets events (http://scopenstreets.org) in Santa Cruz, Watsonville and Capitola demonstrated the overwhelming community support for Open Streets. The Santa Cruz events regularly draw over 10,000 participants, the Capitola event had more than 6,500 participants, and the Watsonville event drew more than 1,000 people. The results of over 1,000 participant surveys clearly express a universal call for regular Open Streets events, with all respondents in favor of repeating events, and two-thirds of respondents calling for events on a monthly or quarterly basis. Public engagement and input is an essential component of establishing Open Streets events. For each event, organizers work with stakeholders such as local government, neighborhood groups, schools and community-based organizations to generate support and buy-in. For a new event, and organizing committee is established to select a route and determine the design of the event. As a result of this broad participation, the events have been well received by neighbors, community members, police and city staff alike. 11. Bike Santa Cruz County is currently planning its first Open Streets event, which will take place on October 9, 2016 in Santa Cruz. Open Streets founder and former event director Saskia Lucas is assisting with planning and coordination. If our application is funded, we will be able to immediately begin planning for additional events.

Capitola, CA 95010 July 13, 2016 SCCRTC 1523 Pacific Ave. Santa Cruz, CA 95060 Re: Support for STBG Application for Open Streets Santa Cruz County Dear Regional Transportation Commissioners, As a former Chair of the Scotts Valley Parks and Recreation Commission and current cycling instructor for SCCCC I strongly support Bike Santa Cruz County’s application to RTC for Open Streets events in Watsonville, Live Oak and Scotts Valley. Open Streets are free public events that temporarily transform roadways into parks for people to bike, walk, skate and more in a safe and enjoyable environment by temporarily blocking automobile traffic. Open Streets events have taken place in Santa Cruz County since 2012, with events occurring in Santa Cruz, Capitola and Watsonville. The largest events have drawn over 10,000 participants and allowed residents and visitors to experience biking and walking in a completely safe, car-free environment.

I have spoken with Scotts Valley council members regarding roads that might best invite an Open Streets experience and there are many options that would make this a successful event for all ages. Scotts Valley children we know have come to Capitola’s Open Streets and agree that it would be wonderful for their community also. Events in Scotts Valley and Live Oak would allow Open Streets to expand into new areas of the county and serve more Santa Cruz County residents. The Watsonville event ensures continuity of Open Streets events in Watsonville (another event is funded for 2018-19) and will work towards establishing regularly recurring events in that city. Bike Santa Cruz County’s goal is to demonstrate the success of Open Streets events and look for sources of ongoing funding to ensure regularly recurring events across the county. Dear SCCRTC Commissioners: Jóvenes SANOS (JS) strongly supports Bike Santa Cruz County’s application to RTC for Open Streets events in Watsonville, Live Oak and Scotts Valley. Open Streets are free public events that temporarily transform roadways into parks for people to bike, walk, skate and more in a safe and enjoyable environment by temporarily blocking automobile traffic. Open Streets events have taken place in Santa Cruz County since 2012, with events occurring in Santa Cruz, Capitola and Watsonville. The largest events have drawn over 10,000 participants and allowed residents and visitors to experience our streets in new ways!

We are writing to express JS’s support for the Santa Cruz County Open Streets proposal. This program will be a free community event that will temporarily transform roadways into non-motorized open spaces for adults and youth to bike, walk, skate and more in a safe and enjoyable environment. Also, these events will feature information booths hosted by local agencies and community organizations where participants can learn about resources for leading more active and healthy lives. Open Streets events encourage the use of not only alternative transportation, but also active living. JS is working to prevent and raise awareness about childhood obesity in Watsonville, by advocating for policies that promote healthy eating and increased physical activity. Seeking to increase these opportunities for healthy living, our youth advocacy and leadership group is committed to supporting more opportunities like Open Streets in our county.

Open Streets events increase the use of sustainable types of transportation by providing community members motivating experiences and resources for bicycling, walking and other alternative modes of movement. These events encourage a culture of bicycling and walking, which is very important to JS, because in order to make long lasting system-wide change the whole community needs to be involved. JS advocates for city planning initiatives that promote and increase opportunities for youth to engage in healthy living, safe bicycle riding and walking, and physical activity, all of which Open Streets SCC represents. The highly successful pilot Open Streets event in the City of Santa Cruz on October 7, 2012, with over 9,000 public attendees, featured impactful education and resources for using active and sustainable forms of transportation. This first-time event's high attendance and tremendously positive community response demonstrated citizens' desire for more access to safe streets for active, non-motorized transportation and recreation. We urge you to approve the Open Streets proposal in order to increase equitable opportunities for healthy living in our county and make healthy communities a reality. Events in Scotts Valley and Live Oak would allow Open Streets to expand into new areas and serve more Santa Cruz County residents. We are extremely proud that the Watsonville event ensures continuity of Open Streets events in Watsonville (another event is funded in 2018-19) and will work towards establishing regularly recurring events in our community. JS supports Bike Santa Cruz County’s goal to demonstrate the success of Open Streets events and look for sources of ongoing funding to ensure regularly recurring events throughout Santa Cruz County.
