NOTES ON CURRENT TOPICS.

Opening of the Session.THE Seventh Session of the present Parliament was opened on

Tuesday, Jan. 30th, when a message from Her Majesty the Queen wasread in the House of Lords by the Lord Chancellor, acting as one ofHer Majesty’s commissioners. In this message Her Majesty spoke ofthe heroism shown by her soldiers and sailors in South Africa, andexpressed her regret that so many valuable lives should have beensacrificed, and said, " I am confident that I shall not look to themin vain when I exhort them to sustain and renew their exertionsuntil they have brought this struggle for the maintenanceof the empire and the assertion of its supremacy in SouthAfrica to a victorious conclusion." With regard to India Her

Majesty said, " regret that owing to insufficient rainfall in theautumn over a great part of Western and Central India, the harvestsand pasturage have failed to such an extent as to create a famine.Timely measures have been takeu by my Government and by the rulersaf the Native States affected to relieve suffering and to prevent starva- tion. I regret to add that the epidemic of plague continues and that although its severity has not increased since last year there isat present no prospect of its diminution." The references inthe message to intended legislation were not numerous nor

were they of very great importance. Mention was made ofBills to amend the law of lunacy, factory legislation, the Housingof the Working Classes Act and the Companies Acts, and to lessen thenumber of accidents among railway servants. The Bill for the Amend-ment of the Companies’ Acts will, in all probability, contain a pro-vision with reference to companies carrying on medical practice.There was no mention in the message of any Bill to amend the Medical

Acts, but it does not follow that such a measure will not be introducedby the Government in the course of the session.

The London Water Question.The final report of the Royal Commission appointed to inquire into

the subject of the water-supply within the limits of the metropolitanwater companies has been laid on the table of Parliament.

Special Rules for Chemical Works and Match Factories.The Secretary of State has prepared two new sets of special rules - one

in regard to the employment of persons in chemical works in which iscarried on the manufacture of bichromate or chromate of potassium or- .odium, and the other in regard to the employment of persons in

lucifer match factories in which white or yellow phosphorus is used.
