a) Objectives of Travel:

I attended the 44th Interstate Parliamentary Bowling Carnival after the TasmanianParliamentary Bowls Club invited Interstate Members of State Parliaments to attend. TheCarnival was held from 11 — 16 January 2004 in Hobart, Tasmania.

The main objective was to meet with various parliamentarians from around Australia todiscuss: Housing and progress towards a National Health System; the National HealthInformation System; and the Tasmanian Governments success in significantly reducing thelevel of crime in our community.

b) Names of Organisations and Parliaments Visited:

I visited the Tasmanian Parliament House where I met and had talks with Mr Kerry FinchMLC (TAS), Ms Marie Andrews MP (NSW), Mr John Bradshaw MLA (WA), and Ms SueNapier MHA (TAS).

I was also invited to a reception at Tasmania's Government House by the Governor ofTasmania, His Excellency Richard Butler AC.

The Forest and Heritage Centre at Geeveston was also visited.

Sunday, 11 January 2004

Depart Adelaide, travel to Hobart.

2:30pm Unofficial practice followed by informal barbecue.

Monday, 12 January 2004

10:00am Official practice followed by conditions of play.

1.1 Affordable Housing / National Health Information System.

Affordable Housing:The problems discussed were demographic changes such as an ageing population, lonehouseholds, single parents, and high needs; increased house prices that have risen 45% in thepast 12 months; home loan affordability which has dropped by 14% over the past 12 months;funding changes where Commonwealth expenditure on Commonwealth Rent Assistance(CRA) has increased while expenditure on Commonwealth State Housing Agreement(CSHA) has decreased; and public housing provisions which looks at ho iting lists havegrown to 3000 people which is moving slowly because of low moveme e market.

National Health Information System:This briefing outlined what the HEALTHCONNECT electronic system for records does andhow it can relieve some of the pressure on health.Papers provided on requested from my office.

1.2 Tasmanian Governments success in significantly reducing the level of crime in ourcommunity.

The Corporate Performance Report for the Tasmanian Police (during 2003) thoroughlycovered areas such as Crime, DNA, Traffic, Marine, Southern District, Northern District,Eastern District, and Western District.Papers provided on requested from my office.

SummaryOverall the briefings throughout the carnival and exposition allowed me and other interstateMembers to discuss relevant issues together and to hold talks with the Tasmanian PoliceCommissioner. There were also many opportunities for me to discuss same sex legislationand my own Bill with interstate Members.
