1.1. INTRODUCTORY ASPECTS.

The project proposal elaboration, submission and success accomplishment represent the most important part of the important and large field of EU projects management.

From this most important part, the extremely important part consists in

the right achievement and accomplishment of the project proposal.

Every day, many people face with EU projects failures.

What they do in these cases? They have 3 ways of the new steps:

- Pessimistic Position: To blame the people, or /and the evaluators,
