Executive Summary

Staff are successfully working with the Kōtui system, and options for marketing the system’s features are being prepared. Both of our libraries are experiencing some staffing difficulties. Options for an external Wi-Fi aerial and library carpeting are under consideration. Various children’s services activities have been undertaken.

Kōtui

Ruth Lewis from the Kōtui office in Christchurch made a follow-up visit to Otorohanga on 10 June. This was a worthwhile opportunity for our staff to gain further instruction around cataloguing within a consortium environment, and to review problems we have encountered since our “go-live” in March.

I am currently preparing a simple presentation to demonstrate the main features of our online library catalogue and to highlight the digital resources which are now more readily accessible through the Kōtui platform. Staffing

We are currently experiencing some pressures with staffing our libraries as a result of two library assistants (from Otorohanga and Kawhia) requiring extended periods of absence. At Otorohanga we have engaged supplementary student help and will be calling upon our experienced relieving librarian. At Kawhia the library will be staffed with a combination of volunteers and temporary replacement personnel. External Wireless Access Point (WAP)

The Department of Internal Affairs, via the Aotearoa Peoples’ Network, is offering all APNK libraries the opportunity to purchase external Wireless Access Points. These devices can be mounted outside a library building, on a pole or against a wall, in order to extend Wi-Fi coverage to outside areas, up to a range of approximately 100 metres. There is a one-off cost of $270to purchase the device, but there are no ongoing fees.

An electrician has been requested to provide a quote to install a WAP on the outside of the Otorohanga Library building, on the double-height wall facing the village green. Library re-carpeting

Options continue to be reviewed prior to a decision being made regarding the preferred product for re-carpeting the library. Programmes & Activities

School Library Network Meeting

The Otorohanga/Te Kuiti/Te Awamutu School Library Network meeting, convened by Vicki Stephens, the National Library’s Advisor for Services to Schools from Hamilton, was held at the Otorohanga Council Chamber on 6 May.

Attendees included school librarians and teachers with library responsibility from St Patrick’s (Te Awamutu), Kio Kio, Otorohanga South, Otorohanga College, Pukenui (Te Kuiti) and Pio Pio College.

Participants shared news about each other’s library then proceeded to discuss digital storytelling and collection management topics. Sheila Pulham attended the meeting on our library’s behalf – she feels the value of these meetings lies in the collegial support they can offer. Visit by KioKio School

On Thursday 4 June and Monday 29 two classes from KioKio School separately visited the library, accompanied by teachers Margaret Gibson and James White

The children from the Years 6-7 and 7-8 classrooms enjoyed a tour of the library and then worked on a library quiz which had been prepared by our staff.

Children from both classes who were not previously library members have now been registered, and we hope that they and their families will become more regular visitors in the future. Wriggle & Rhyme Guest Presentation

On 12 June, Robyn Polley, Under-5 Fundamental Skills Advisor from Sport Waikato lead a guest presentation of our regular Wriggle & Rhyme session. Robyn also provided our staff with some suggestions for further enhancing our programme.

Our Term II Wriggle & Rhyme sessions have been well-attended, with an average of eight under-twos and their accompanying parents/caregivers participating in each session. Association of Public Library Managers’ Strategic Meeting

I was pleased to have the opportunity to attend the APLM annual meeting, held in Auckland from 13-15 April, along with over 80 public library managers from local authorities throughout New Zealand.

Featured speakers included the Bill McNaught, National Librarian, Mike Read from Local Government NZ and Efeso Collins, chair of the Otara-Papatoetoe Local Board. In addition, reports were presented on interesting initiatives being undertaken at libraries throughout the country (for example, partnerships which have been developed with local businesses in Lower Hutt to deliver technology-themed lectures and programmes). A highlight for me was a day-trip to four newly-built libraries in Auckland – Te Atatu, Ranui, Devonport and Waiheke.

I very much appreciated this opportunity for interaction with colleagues to further my understanding of issues currently facing our sector. Annual Usage Statistics 2014/15

A proposal to make a new Bylaw was notified for public submissions on 21 May 2015 with the period for submissions closing on 26 June 2015. No submissions have been received.

Staff Recommendation

It is recommended that:

The Otorohanga District Council Structures and Works in Public Places Bylaw 2015 is made in accordance with the Statement of Proposal, and shall come into immediate effect.

Report Discussion

At its meeting on 19 May 2015 Council resolved to invite submissions on a proposal to make a new bylaw – The Otorohanga District Structures and Works in Public Places Bylaw 2015 - in response to a need to exercise greater control over activities and hazards associated with buildings and building works over public places.

A Statement of Proposal was prepared and submissions invited. The period for submissions closed on 26 June 2015, with no submissions being received.

In accordance with section 158 of the Local Government Act 2002 the new bylaw will be required to be reviewed within 5 years of the date of commencement. Dave Clibbery CHIEF EXECUTIVE

Executive Summary

A recent independent survey of the levels of resident satisfaction in activities for roads and footpaths in the for each district across the Waikato region has been undertaken, and provides useful information for Council to inform future discussions around setting levels of service.

The Otorohanga District is performing appropriately with both a good level of customer satisfaction, and compares very favourably across the region. The survey has also identified which activities the residents consider to be the most important. Together the information is very useful in setting work priorities and establishing appropriate levels of service.

Staff Recommendation

It is recommended:

That the report be received for information.

Report Discussion

On behalf of the Councils in the Waikato Region, RATA has undertaken a roading customer satisfaction survey in April and May of 2015 with the results published in July 2015. Primarily this survey was to aid in establishing benchmarks in setting future levels of service for performance reporting, which were consistent across the region.

The survey was undertaken by telephone and intercept interviews of 150 residents over the age of 16, with care taken to encompass a broad age range and to exclude Council staff and contractors and their families.

The survey was considered to have a margin of error of +/- 8% for the Otorohanga District

Respondents were asked to rate the performance of various road and footpath maintenance activities from 0 to 10 with 0 being completely inadequate and 10 being completely adequate. The following scale represents the way the 0 to 10 scores given by the respondents were interpreted in the results.

Respondents were also asked to rate the three most important road and footpath maintenance activities carried out.

Overall satisfaction

The following chart shows the percentage of respondents who scored their satisfaction levels with the roads and footpaths between 6 and 10, and the range of results across the region.

The results for Otorohanga are very positive with 85% satisfaction with roads and 77% satisfaction with footpaths in the district. The results are the highest level of satisfaction in the region for roads, and almost the highest score for footpaths.

Road activity importance

The respondents were asked to rank their three most important roading activities from the following list

The condition of the road surfaces

The safety of the roads

The cleanliness of the roads

The condition of the road markings

The clarity of signage

The quality of repairs to damaged roads

The maintenance of roadside verges / trees / vegetation

Keeping roadside drains clear and working

Time taken to repair roads

The results of the answers for Otorohanga are shown on the chart below with the range of results from the Waikato region.

It is noted that the results are consistent across the region. These results will be of particular use when considering future levels of service to ensure that effort is directed towards what the residents value highest. It is quite possible that the continuing excellent work carried out by Lillian Te Paea in keeping the districts roadsides clean is a factor in the low result in importance of that factor, and if there was litter it would become a higher priority. The results for Otorohanga compare very well with the range for the region, and are all above a 6, and are considered to show a general level of satisfaction with the range of activities. These results are in line with Councils own satisfaction level surveys. Footpath issues

It is interesting to note that the provision of a second footpath in a street is not considered to be as important as the safety and condition of the existing footpaths. Footpath satisfaction

The following chart shows the average score from the 0 to 10 range for each issue as above, and the range of results across the region.

Item 225 APPLICATION FOR TEMPORARY ROAD CLOSURE - TARGA NEW

Executive Summary

An application has been received from Club Targa Inc for the following road closures within the Otorohanga District, to enable the Targa New Zealand 2015 event and associated activities to proceed. To assist with the stage security, Club Targa Inc have also requested the closures to include 50 metres of each adjoining road, from where it intersects with the road being applied for.

TURITEA ROAD – starting 260 metres from its intersection with SH31 (Kawhia Road), to its intersection with Honikiwi Road.

HONIKIWI ROAD – from its intersection with Turitea Road, to its intersection with Mangamahoe Road.

MANGAMAHOE ROAD – from its intersection with Honikiwi Road to finish at its intersection with SH31.

Includes intersections with Bromley Road (no exit) and Te Raumauku Road (no exit).

Period of Closure: 8.20am to 12.20pm

Stage – Waitomo

HAURUA ROAD – from the district boundary to its intersection with Waitomo Valley Road.

WAITOMO VALLEY ROAD – from its intersection with Hauroa Road, to the district boundary.

Period of Closure: 9.10am to 3.40pm

Stage – Otewa

WHAWHARUA ROAD – from its intersection with Puketawai Road, to its intersection with Mangawhero and Tahaia Roads.

TAHAIA ROAD – from its intersection with Whawharua and Mangawhero Roads, to its intersection with Otewa Road.

OTEWA ROAD – from its intersection with Tahaia Road, to its intersection with Barber Road.

BARBER ROAD – from its intersection with Otewa Road to the district boundary.

Includes intersections with Smith Road, Veale Road, Bush Road and Shank Road.

Period of Closure: 9.45am to 4.15pm

Stage – Kawhia

HARBOUR ROAD – starting 260m from its intersection with SH31, to the district boundary.

Includes intersections with Te Kauri Road (no exit), Bernsten Road (no exit), Kihi Road (no exit), Hauturu Road, Rakaunui Road (no exit), Whanuaapo Road (no exit), Grey Road (no exit), Hikuparea Road (no exit), Owhiro Road (no exit), Waipuna Road (no exit) and Brown Road (no exit).

Period of Closure: 2.05pm to 6.05pm With the following conditions imposed:

1. Persons will be allowed through in the event of an emergency.

2. Club Targa Inc is to pay an application fee of $400.00 towards administration of the road closure to Otorohanga District Council.

3. Club Targa Inc is to pay for all advertising costs in appropriate newspapers. Public notice advertisements are to be published in the Waitomo News.

4. Club Targa Inc is responsible for obtaining public liability insurance (and paying the cost thereof) to a minimum value of $2,000,000. This is required to indemnify Council against any damage to property or persons as a result of rally activities during the road closure period.

5. Club Targa Inc is to comply with the objection provisions contained in the Transport (Vehicular Traffic Road Closure) Regulations 1965.

6. Club Targa Inc is to liaise, and provide evidence of liaison with all operators and businesses that may be affected by the road closures.

7. Club Targa Inc is to consult with all residents of all properties on the roads intended to be closed and also residents on roads connecting with the roads intending to be closed, including any no exit roads. Mail drops to residents are also to be carried out. All mail drops to residents are to be approved by Council staff before distribution to residents commences and must include the date that objections close with Council. The subsequent mail drop is to be completed no later than ten full days before the proposed closures.

8. Club Targa Inc is solely responsible for signposting and policing of the roads to be closed, to ensure that only vehicles connected with the Rally have access to the road closure areas. This includes arranging the delivery, erection and staffing of all road closure barriers and the removal thereof after closures. All gates and entranceways are to be taped and tape is to be removed thereafter.

9. Signs advising of the road closures are to be erected at the start and end of the closed portions of roads and on each intersecting road two weeks prior to the road closure. All signs are to be removed immediately after the closure. A Club Targa representative is to meet with Council Engineering Staff regarding the required signs format, size, location and quantity of signs for approval before they are manufactured and erected.

Report Discussion

These road closures are proposed pursuant to the Tenth Schedule of the Local Government Act 1974. Club Targa are prepared to comply with the objection provisions contained in the Transport (Vehicular Traffic Road Closure) Regulations 1965, to build on the good relations they have with residents from the affected areas.
