RELEVANT PROJECT MANAGEMENT EXPERIENCE Brampton Road Connector, Garden City, GA for GPA/GDOT: Project Manager of freight corridor project to alleviate blockage and reduce congestion along the SR 25 corridor and provide better access to I-516, I-16 and Gate 3 at the Garden City Terminal of Georgia Ports Authority in coastal region. Project passes through an urban area with one project portion consisting of widening an existing rural Brampton Road and Burnsed Boulevard from two to four lanes, and another portion will be new location four-lane roadway. Project will eliminate a railroad crossing and requires the design of two bridges. One roadway bridge is more than 1,500 feet over railroad tracks, one railroad bridge is over Dundee Canal and railroad track realignment, and will include modification of ramps at the I-516/SR 25 interchange. Completed conceptual design, preliminary design, plans and environmental document. Umit was point of contact coordinating all communication, scheduling, and product completion for the client. Duties included managing day-to-day tasks and technical oversight for preliminary plans, which involve field surveys, subsurface soil and bridge foundation investigation, bridge foundation design, preparation of soil and BFI reports, hydraulic studies, construction and ROW plans, context sensitive elements, drainage and erosion control plans, utility coordination and utility relocation plans, signing and marking plans, bridge plans, construction quantities and cost estimate and specifications, in accordance with the GDOT PDP. Walthour Road Bridge Replacement, Wilmington Island, GA for Chatham County: Project Manager for replacement of an existing coastal region 24-foot-wide narrow bridge over a tidal Betz Creek in Wilmington Island with a two-lane bridge with 8-foot-wide sidewalk on one side and 4-foot bikeable shoulder on the other side to increase pedestrian/bicyclist safety. The proposed coastal bridge was a 126-foot, three-span, prestressed girder bridge on pile bent foundation. Responsible for concept validation, field surveys, subsurface soil and bridge foundation investigation, bridge foundation design, preparation of soil and BFI reports, hydraulic studies, construction and ROW plans, drainage and erosion control plans, utility coordination and utility relocation plans, signing and marking plans, bridge plans, construction quantities and cost estimate and specifications. Relevance: Roadway over a creek within tidal and environmentally sensitive area, concept development and avoidance alternative development, challenging staging and detour plan development, tidal hydraulic studies, ability to work with environmental team to minimize impact and develop effective public outreach, using GDOT PDP and other processes, manuals, and guidance. SR 225 Realignment/Widening/Bridge Replacement, Gordon County, GA for GDOT: Project Manager for replacing two structurally deficient bridges, realigning SR 225 to correct safety issues, widening roadway to correct substandard shoulders, and preparing the Environmental Assessment (EA). SR 225 is bordered by the New Echota State Historic Site to the south and a community golf course to the north. Surrounding the park boundaries, a larger area was classified as a Traditional Cultural Property (TCP) after intensive archeological investigation. The challenge was to improve roadway safety while minimizing impact to the historic, cultural, community, and ecological resources. Context sensitive solutions were incorporated to provide heightened awareness of the location and its history. The environmental documentation was the first ever reader-friendly EA for GDOT. The project included providing concept validation; field surveys; traffic operation studies; geotechnical investigation; construction plans; right-of-way plans; staging plans; bridge design; bridge hydraulic studies; drainage and erosion control plans; utility coordination and relocation plans; signing and marking plans; and construction services including bridge shop drawings review. Umit ensured proper and timely work flow between the roadway and environmental groups, and was point of contact coordinating all communication, scheduling, and product completion. The project was completed on-schedule and approximately $135,000 under budget and was awarded the 2012 Engineering Excellence Award by the Georgia Engineering Alliance. Relevance: Rural roadway design and bridge replacement over streams, high truck traffic, challenging MOT and staging plan development, utility coordination and relocation design, within the same ridge and valley geological region for similar BFI and shallow and deep bridge foundation design, ability to work with environmental team to minimize cultural resources impact, develop context sensitive solutions and effective public outreach, pavement evaluation and design, using GDOT PDP and other processes, manuals, and guidance. I-75 Interchange Reconstruction at SR 136/SR 136 Widening and Bridge Replacement, Gordon County, GA for GDOT: Project Manager for widening an existing two-lane, mostly rural section to a divided four-lane facility with raised and flush medians. Project included replacement of the existing SR 136 bridge over I-75 to accommodate the future fourth travel lane in each direction on I-75, as well as to correct substandard sight distance for the exit ramps and replacement of existing bridge over Camp Creek, located west of the interchange, to accommodate the four-lane roadway section with flush median and rural shoulders. Provided concept validation, field surveys, traffic operation studies and design, geotechnical investigation, preliminary and final construction plans, right-of-way plans, staging plans, hydraulic studies, drainage and erosion control plans, utility coordination and utility relocation plans, signing and marking plans, bridge plans, and specifications. Umit was point of contact coordinating all communication, scheduling and plan completion for GDOT, as well as, technical oversight for all design aspects. The project was successfully completed and delivered four months prior to the scheduled completion date to allow GDOT to utilize the available 2012 construction budget. Armuchee Connector, Floyd County, GA for Floyd County Board of Commissioners: Project Manager to complete the design of a two-mile, two-lane rural roadway and four-lane urban connector with bike lanes including a 680-foot-long bridge over the Oostanaula River, and a 200-foot-long overflow bridge. Umit managed field and photogrammetric surveys, subsurface soil and bridge foundation investigation, bridge deep foundation design, preparation of soil and BFI reports, bridge design, bridge hydraulic studies, rural and urban roadway design and construction plans, signal design, utility relocation plans, environmental studies, right-of-way plans, traffic control plans, erosion control plans, construction cost estimate and bridge shop drawings review. One of the keys to successful completion is timely and accurate communication, coordination with government agencies, monitoring schedules and documentation. As a former Senior Project Manager with the Florida Department of Transportation (FDOT), she brings a consolidated approach from the public

and private perspectives. Her experience includes major and minor roadway transportation design projects ranging from urban and rural local streets to interstates, including six-lane widening, rehabilitation and reconstruction, ADA and sidewalk improvements, as well as roundabout, median modifications, turn lane additions and intersection improvements. GEC 2016 Task Order 5: Design-Build Bridge Replacements, Various Counties, GA for GDOT: Roadway Design Lead for the costing plans to reconstruct five off-system bridges throughout southern Georgia. The streamlined process included staged topographical and ecological surveys; and submittals allowed for continuous design that ran parallel to the surveying processes which reduced the time and cost required for plan preparation. Typical improvements included replacing very rural bridges with less than desirable sufficiency ratings while minimizing cost and impacts to ROW and environmental resources. Site specific design criteria was established for each bridge to establish the parameters by which the final bridge should be designed. Relevance: Finding innovative ways to streamline the delivery of multiple, simultaneous projects.

Juanita Avenue Bridge Replacement Design-Build, St. Lucie County, FL for FDOT District 4: Project Manager/Senior Roadway Engineer responsible for roadway design coordination for a bridge replacement within 0.5 miles of the Intracoastal Waterway. Project included a new structure with 10-foot-wide travel lanes, six-foot sidewalk over Taylor Creek along Juanita Avenue between North 15th Street and North 13th Street, approximately 445. Relevance: Proven experience with design-build replacement project over Intracoastal Waterway.

FDOT Senior Project Manager/Roadway Engineer, Various Locations, FL with FDOT: Senior Project Manager/Roadway Engineer: Directed, prepared, and reviewed the production of FDOT contract plans of major and minor roadway transportation design projects for adherence to current FDOT, Federal and ADA criteria, Standard Indexes, Plans Preparation Manual, Basis of Estimates, Manual of Uniform Traffic Control Devices, American Association of State Highway and Transportation Officials (AASHTO), practical design, and directives for the application of various design functions including: geometric analysis, plans preparation procedures, and pay item/quantity computation utilizing CADD systems. Scott has more than 30 years of experience as a bridge engineer, including project management, technical direction, quality control, and structural design in several states. Over the past 13 years here in Georgia, he has worked closely with the GDOT Office of Bridge Design leading numerous bridge replacement projects through concept phase, preliminary and final design, plan preparation, and construction phase services. His experience includes complete bridge replacements, widenings, and rehabilitation projects for

water crossings as well as highway, pedestrian, and railroad grade separation structures. SR 92 (Cedarcrest Road to Cowan Road), Paulding/Cobb Counties, GA for GDOT: Bridge Lead for concept and preliminary design phases, including more than 9 miles of roadway reconstruction and widening along SR 92, and the replacement or construction of bridges at Tanyard Creek (150 feet), Lake Allatoona/Lake Acworth (1,400 feet), and at CSX Railroad (224 feet). The new four-lane bridges feature a raised concrete median, sidewalks, and a multi-use path. Project challenges include coordination with CSXT and coordinating an MOU between the City of Acworth, U.S. Army Corps of Engineers, and GDOT to retain the historic bridge and sub-impounding dam/spillway which separates Allatoona Lake from Lake Acworth. Relevance: Similar bridge replacement experience over a lake that utilized the GDOT PDP, AASHTO bridge design and bridge hydraulic analysis.

CR 80 (Low Gap Road) over Tallulah River, Rabun County, GA for GDOT: Bridge Design Manager for the final design phase and seismic analysis of a replacement bridge over the Tallulah River in north Georgia. The new bridge replaced a narrow, single-lane structure with a two-lane structure with full width shoulders. The new bridge also provides additional vertical clearance above the river. Located just below the Nacoochee Dam, the new bridge is a four-span, 250-foot-long, prestressed concrete I-girder structure with multi-column intermediate bents on spread footings embedded into rock below the riverbed. Unique features include a trapezoid-shaped end span, wall type end bents, and a special glue-laminated timber railing and curb on the bridge and approach roadway to match the rustic setting. Relevance: Bridge replacement experience that utilized GDOT standards, bridge hydraulic analysis, GDOT/AASHTO bridge design and included railroad coordination with grade separation.

District 3 Turnkey Bridge Replacements, Various counties, GA for GDOT: Subconsultant Project Manager and Bridge Lead providing full bridge design services, coordination of hydraulic studies, environmental permitting services and roadway plan QC/QA on seven state route bridge replacement projects located in GDOT’s District 3. Six of the projects are waterway crossings and one is a railroad crossing. Services provided include conceptual phase design through construction phase services. To date, six of the seven projects have been developed through preliminary design with five projects currently completed and open to traffic. The five completed projects are: SR 85 at CSXT, Meriwether County; SR 18 at Potato Creek in Lamar County; SR 36 at Towaliga River in Butts County; SR 92 at Flint River in Fayette/Spalding Counties; and SR 36 at South River in Butts/Newton Counties. Relevance: Relevant experience with concurrent bridge replacement design.

B.2.d. RELEVANT EXPERIENCE UTILIZING GDOT SPECIFIC PROCESSES, MANUALS OR GUIDANCE Scott GDOT experience includes conceptual, preliminary and final bridge designs and construction phase services utilizing AASHTO Standard and LRFD Specs. He is well versed in GDOT specific requirements including the PDP for state and/or federally funded projects, the GDOT Bridge and Structures Design Manual, Detailing Policy Manual, GDOT Guides for Geotechnical Studies, and the Low Impact Bridge Program. He is very familiar with the GDOT Bridge Office graphics programs, standard drawings, and design programs and spreadsheets, as well as widely used commercial software like RC-PIER, CONSPAN, GEOMATH, Merlin-DASH, and DESCUS.

SR 17 Bypass Environmental Assessment (EA), Elbert/Hart Counties, GA for GDOT: Principal Author and NEPA LEAD on the successful delivery of a major EA Re-Evaluation for 18 miles of rural roadway combined new alignment and widening on existing alignment design. These GRIP projects were re-activated and required all field work and special studies to be redone. The study analyzed four alternatives ranging from new location alignments to improvements to existing SR 17. The study required a PAR for potential impacts to waters and wetlands of the United States. An impacts matrix was prepared to determine the alternative with the least amount of impact to environmentally sensitive resources that met the project’s need and purpose. All work including PR process and permitting was completed in 16 months. Relevance: While the project re-evaluation did not require additional public outreach, the project is in a comparable geographic area and with similar constraints.

Whitfield Avenue/Diamond causeway EA, Chatham County, Ga for Chatham County Engineering Department: Lead Environmental Manager directing preparation of EA for widening 3.2 miles of the Diamond causeway near Savannah. The proposed improvement involves the replacement of bridges across the Moon River and the Intracoastal Waterway and will serve as a hurricane evacuation route. The EA involved Section 106 coordination of potential impacts to two properties listed in the National Register of Historic Places: the Wormsloe Plantation and the Bethesda Home for Boys, the first orphanage in the colonies. Other impacts addressed included impacts to freshwater wetlands and saltwater marsh, public park facilities, and threatened/endangered aquatic species. A public outreach program was developed for impacts to the Pin Point Community, a low-income and minority community. Relevance: Effective example of a challenging widening with bridge replacements demanding an effective public outreach plan.

Jimmy Deloach Connector GEPA Environmental Effects Report, Savannah, GA for Georgia Ports Authority/GDOT: Lead Planner for approved Environmental Effects Report for a 3-mile new location roadway from existing Jimmy Deloach Parkway to Bourne Avenue. The project was a joint effort with GDOT and Georgia Ports Authority to construct a truck route with direct access from I-95 into the Savannah Ports’ gates. Bonnie developed an innovative approach to environmental clearance that included a blended document to satisfy both NEPA and GEPA requirements, as the funding source was not fully determined at project inception. The project was Let to construction under a Design-Build contract. Bonnie assisted GDOT in completing and gaining approval of the environmental re-evaluation process. The roadway is currently well under construction. Relevance: Environmental Lead who is not only an expert in state and federal environmental requirements, but also has proven ability to utilize innovative ideas for environmental clearance.

The State Road and Tollway Authority (SRTA) partnered with GDOT so motorists can utilize the I-75 lanes and other managed lane system roadways by participating in SRTA’s Peach Pass Program, which uses remote transponders to assess variable-rate tolls based on traffic volumes. CWM (Lead Contractor) and Arcadis (Lead Design Consultant) designed and constructed variable-rate toll lanes along I-75 between SR 155/McDonough Road and SR 138/Stockbridge Highway utilizing GDOT’s innovative design-build approach to expedite project delivery. The project includes two lanes added in the I-75 center median from SR 138 south of Clayton to just north of SR 20; and one reversible lane also in the center median, extending from that point to SR 155 in Henry County. The lanes are barrier-separated and reversible ─ carrying traffic NB in the mornings and SB in afternoons and evenings. Project includes three slip entrance locations to the express lane system on I-75 near SR 155, SR 20 and SR 138. The slip ramps provide ingress/egress from the managed lanes to/from I-75 general purpose lanes. A new dedicated express lane only access interchange is included south of Jonesboro Road with a connector road back to Jonesboro Road. On the northern terminus includes a flyover ramp to I-675 and slip ramps on I-675 near SR 138. The Mt. Carmel Bridge over I-75 is being reconstructed with a 2.4-mile traffic detour during construction. Our team designed significant intelligent transportation systems (ITS) features. Arcadis’ engineering design contributed to approximately $12 million in value engineering and optimization savings in the bid. This is one of Georgia’s largest design-build projects, and the only Georgia project in which an interstate section was converted to include two managed lanes in the center of freeway. The bridge length is approximately 1,000-feet-long and consists of a single 12-foot travel lane, 4-foot bike lane, and 6.5-foot raised sidewalk in each direction. Our proposed bridge structure includes numerous enhancements that increase the structures lifespan and reduces future maintenance costs, including designing the concrete girders for Zero Tension and utilizing Class V (6500 psi) concrete in the bridge substructure which exceeds the minimum material project requirements. A ramp was designed to allow cars traveling northbound on SR 105 (A1A to exit to the boat ramp, and another ramp allows cars to access the southbound lanes from the boat ramp. Project included design of a new parking lot at the north end of the bridge to provide easy access to pedestrians, cyclists, and fishing from the bridge. The design allowed Arcadis to minimize impacts to the environment, which was crucial and difficult due to the proximity of wetlands on both sides of the road; resulting in a $2 million savings to ROW costs. Project Manager and KTL Experience: We assigned a PM, KTL and coastal experts to this contract who have experience in delivering similar bridge replacement projects.

Resources Dedicated to Delivering These Projects: We assigned 60+ professionals to this contract, which allows our PM and KTLs to focus their available time on critical decisions and keeping the project on schedule.

C.1.b. PRIMARY OFFICE Responsible Office: Arcadis’ Atlanta office located at 2410 Paces Ferry Road, Atlanta, GA 30339. Number/Type of Local Staff: 209 total local staff to provide transportation design services. Project Benefit: Our office is a 15-minute drive from GDOT’s main office, allowing us easy/timely access to GDOT offices. This will provide overall efficiency in our project delivery. C.1.c. NARRATIVE ON ADDITIONAL RESOURCE AREAS AND ABILITY Arcadis has partnered with GDOT for 55+ years to deliver on an extensive array of transportation projects—from bridge and roadway design to environmental permitting and survey, traffic and ITS. THE ARCADIS TEAM IS ORGANIZED TO DELIVER: We have organized our team based on our assessment of the experience needed to successfully deliver these bridge replacement projects.

In an effort to best understand the contract, our team visited all of the bridge sites. For the Contract 9 bridges, we recognize that two of the bridge replacements involve large coastal bridges. Due to the unique challenges associated with these types of bridges, we built our team with individuals that have expertise in coastal regions. The table below shows why the Arcadis team is uniquely qualified and how it will benefit the delivery of this contract.

Arcadis Team Qualifications Benefit for Delivery of this Contract Our PM Umit Seyhan, has successfully managed multiple coastal region bridge replacement projects for GDOT and the Georgia Ports Authority.

A PM who is familiar with the stakeholders and challenges that are specific to delivering projects along the Georgia coast.

We added Arcadis’ coastal bridge design expert, Dan Maxey to supplement our bridge team. He has worked on numerous coastal bridges; most recently as the Engineer of Record on the University Boulevard over Arlington River Bridge Replacement. Based in Arcadis’ Jacksonville office, Dan is in very close proximity to these bridges.

The ability to rely on a coastal bridge expert for proven bridge design experience in extremely aggressive coastal environments.

Dr. Guoming Lin will lead the coastal bridge geotechnical investigations. He is located in Terracon’s Savannah Office and is a recognized leader in coastal geotechnical investigations. His experience includes a multitude of bridge projects along the entire coast of Georgia as well as in South Carolina.

A geotechnical expert that can provide invaluable recommendations in coastal environments to ensure long-term durability of the foundations.

Jeffrey Sheldon will lead the coastal hydrology/hydraulics analysis. He is located in Moffatt and Nichol’s Savannah Office and has extensive experience in the unique hydraulic modeling and analysis of coastal/tidally influenced bridges. He has worked on projects along the entire U.S. eastern coast as well as the gulf coast.

A bridge hydraulics expert that can navigate the complex nature of analyzing coastal bridges.

Bonnie Bynum, our Environmental Lead, has extensive experience delivering environ-mental documents for some of GDOT’s more complex coastal area projects. She led the effort in delivering the environmental document for the Jimmy Deloach Parkway project and is currently leading the environmental document for I-16 widening project.

An experienced Environmental Lead well versed in coastal environment with hands-on experience coordinating with specific agencies and T&E species.

ADDITIONAL RESOURCE AREAS IMPORTANT TO PROJECT: The Arcadis Key Team Leads (KTLs) are made more effective by our breadth and depth of assigned resources.

Depth of Resources: Our PM and KTLs are intimately familiar with delivering GDOT bridge replacement projects. To complement their experience, we assigned a team with a depth that provides redundancy in every discipline. Based on our experience, unexpected events and challenges often arise during design that threaten the team’s ability to deliver on time. By having redundancy of resources, we are able to mitigate the impacts of these challenges and recover our schedules as needed. Additional Resources as Needed: Another unique aspect of the Arcadis team is all our Transportation Design Resource Managers are located in the Atlanta office. Roadway Resource Manager Ty Denning has a roadway staff of 17. Bridge Resource Manager James McNabb is our National Bridge Practice Manager and can draw from a bridge staff of 22. NEPA Resource Manager Bonnie Bynum has an environmental staff of 10. With direct supervisory authority of these resources, they can be assigned to this project at a moment’s notice. We partnered with subconsultants with large local resources in environmental, survey and geotechnical disciplines. This provides critical flexibility in meeting schedules when unexpected challenges arise. Our team resources include a group of seasoned professionals, independent of the design team, who can provide valuable constructability reviews at critical points throughout the project schedule.
