B. RESOURCES/WORKLOAD CAPACITY

B.1 Resources Pond has carefully selected the staff members and consultant partners so that GDOT and the TIA Program are provided the best available resources. The ability to adjust a project to meet the stated objectives while minimizing construction costs and being cognizant of project schedule is crucial to the success of the TIA Program.

Managing Resources: Pond understands GDOT‘s responsibility to meet the design and construction budgets along with the demanding schedules developed in the planning process. We offer a logical solution of structuring our team with a single point of contact; Program Manager Ron Osterloh, PE supported by a strong spine of talented project managers and engineering staff organized into teams specifically assembled to meet the unique challenges of rigid budgets and aggressive schedules for each TIA project.

Supporting Mr. Osterloh, Pond has assembled a group of qualified, industry professionals, including Bryon Letourneau, PE (Lead Engineer) with over 16 years of experience in moving locally funded projects and local government projects through the GDOT Plan Development Process (PDP).

Other key discipline leads include local expertise in Roadway Design, Traffic Engineering, Landscape Architecture, and Lighting made up primarily of Pond staff. This internal strength and diversity leads to seamless cooperation between the many moving parts of a TIA Transportation project. Arwin Lopez, P.E. The TIA Program, though administered by GDOT, is similar to the structure and complexity of Local Government projects which Pond is very experienced at handling. In Ron Osterloh’s 19 years of experience, he has led over 35 projects that were “designed to budget” and met or exceeded the client’s and public’s expectations. Mr. Osterloh is experienced in coordinating the enormous collaboration of skills, talents, and specialties to create an efficient cost effective project development process.

Bryon Letourneau has 16 years of experience coordinating and designing transportation projects. He is adept at coordinating large design teams and the subconsultants needed for larger projects like those likely to be included in the TIA Program. Bryon is acutely aware of the challenges a rigid budget and schedule can provide for a design team, and brings extensive experience having worked with counties such as Gwinnett, Cobb, Forsyth, DeKalb, Douglas and Macon/Bibb, as well as the cities of Duluth, Roswell, Newnan, Milton, Alpharetta, and Peachtree City. Pond has completed project for all of these clients through a design process similar to that expected for the TIA Program.

External Team Members: Additionally, Pond has assembled a variety of specialty subconsultants that will provide additional services such as Survey, Geotechnical Investigations, Bridge Design, Environmental Documentation, Drainage Design, and Subsurface Utility Engineering. Each of our subconsultant teammates were carefully selected based on quality of work, availability, and their ability to commit to the delivery and success of the TIA projects. Service Overlap to Ensure Success: Pond’s headquarters in Norcross, Georgia will be the primary office responsible for handling the contract. Our Metro Atlanta location provides the TIA Program a local contact backed by all the resources of our 200+ person office. Although we are confident the necessary resources are available within our proposed staffing plan, we have also strategized for redundant resources in key work categories through our subconsultant partners. This overlap increases our team’s capacity, so that all potential tasks will be adequately staffed by a single team.

Environmental Documentation – Crucial to TIA Project Success: The Environmental Documentation process has historically been the critical path for Georgia transportation projects. However, it is anticipated that the use of TIA funding to implement projects will greatly streamline this process. The right approach to the environmental documentation will go a long way in defining the success of the project implementation.

Pond has teamed with GT Hill Planners for this critical task. Pond and GT Hill have worked together on over 30 Local Government projects in the past five years. This extensive collaboration experience and GT Hill’s relationships and experience with the GDOT Office of Environmental Services brings great value to the TIA Program. Todd Hill has an excellent track record in helping identify potential resources early in the process and working closely with the engineers and planners to develop creative solutions to avoid, minimize or mitigate potential impacts.

TIA Program – The Keys to Success: The key to successful completion of the projects in the TIA Program is a change in mindset for those used to completing “normal” GDOT projects. The TIA Projects must meet pre-determined project costs and maintain the specified program schedule. The TIA Office will need a team that has experience meeting these important objectives. Pond has extensive experience working with local governments who have the same constraints and has done so with great success.

The core of the Pond Team has been responsible for over 20 projects over the past five years moving through very similar circumstances for local government Special-Purpose Local-Option Sales Tax (SPLOST) programs. These local governments have high accountability with limited funds; the same situation faced by the GDOT TIA Program. Pond’s expert team stands ready to assist the GDOT TIA Office to make this program the resounding success it has the potential to be.
