George has nearly 30 years of experience in the disciplines of construction materials testing, geotechnical engineering, construction inspection, construction management, design, and bridge inspection. Demonstrating that he has the directly relevant experience to lead the successful management of this contract, George was employed with Florida DOT’s State Materials Office where he assumed responsibility for the state’s Structural Metals Fabrication contracts. As a result of such experience, he is particularly sensitive to the needs of a state agency for a contract of this nature. Upon leaving the Department, he was the responsible Senior Project Engineer for multiple FDOT Statewide Materials and Testing Contracts for over 10 years that involved structural metal fabrication inspection, protective coatings inspection, and construction materials testing. As a Vice President and Director of TRC’s Southeastern US Materials Operations, he has the authority needed to make this contract a top priority for our firm and is committed to its ultimate success. George will be responsible for establishing and administering controls to ensure the overall quality of TRC deliverables, monitoring the contract status, developing (with GDOT) and maintaining a detailed project Work Plan and schedule, and providing status reports to GDOT as requested. Examples of his experience that make him ideally suited to manage this contract include the following:

• FDOT Statewide Steel Quality Assurance Contracts C8140, C8P40, and C9935 Project Manager – While employed with a private consulting firm, Mr. Tedder was the responsible project engineer for managing the performance of structural metal fabrication inspection, protective coatings inspection, erection inspection, in-service road and bridge inspection, DDM and EAR evaluation/reporting, and construction material testing for hundreds of FDOT bridges, pedestrian bridges, steel and aluminum gantries, steel buildings, movable bridges, roadways, MSE walls, cofferdams, and other miscellaneous structures. Duties involved his leveraging both internal resources and external subconsultant to handle approximately 100 tasks under Contract C8140 (January 2002 to May 2010); over 90 tasks during Contract C8P40 (February 2008 to December 2012); and over 60 tasks during Contract C9935 (January 2013 to January 2014). » FDOT Statewide Structural Metals Fabrication Contracts – While in the employment of the Florida Department of Transportation, State Materials Office, Mr. Tedder was the Contract Manager responsible for the FDOT’s Structural Metals Fabrication contracts. These contracts were used by the Districts to manage the fabrication, erection, and coating inspection of bridges, gantries, culverts, and cantilevered sign structures fabricated from steel and aluminum. Mr. Tedder oversaw the inspection of roughly 1,000 structures which included fixed and movable bridges. During his tenure, Mr. Tedder also chaired the Geotechnical Staff-hour Task Team for the Department and was a member of the EDMS (LIMS, Hummingbird, ARCIS, and Site Manager) development, implementation, and training teams.

» Specification Review and Development, Florida Department of Transportation, State Materials Office, Gainesville, FL - Mr. Tedder performed project management and assisted in policy and specification review and change implementation that began January 2001. The program was known as QC2000 and has come to be known as Contractor Quality Control (CQC) in recent years. The changes that were implemented under Mr. Tedder’s management fundamentally changed the way the Department's materials are tested and accepted for construction projects in support of the innovative contracts initiated by the FDOT. The primary goal was to obtain high quality projects and retain confidence during the construction process without the Department having to provide quality control-level testing and inspection.

» Illinois State Highway Toll Authority (ISHTA), I-90 Jane Addams Memorial Tollway - Senior Project Manager responsible for performing aluminum and structural metal fabrication and protective coatings inspection services for the tolling gantries, high mast light poles, and sign structures on the project. The project represented the 25-mile eastern segment of the Jane Addams Memorial Tollway (I-90) reconstruction and widening project from Elgin to the Tri-State Tollway (I-294). Construction also included continued work to improve interchanges, to reconstruct the Fox River Bridge and replace local crossroad bridges on the I-90 corridor. Structures were fabricated at Hurtt Fabricating Corporation in Marceline, MO and Valmont Structures in Farmington, MN.

» Illinois State Highway Toll Authority (ISHTA), I-88 Regan Memorial Tollway - Senior Project Manager responsible for performing aluminum and structural metal fabrication and protective coatings inspection services for the tolling gantries, high mast light poles, and sign structures on the project. Structures were fabricated at Hurtt Fabricating Corporation in Marceline, MO and Valmont Structures in Farmington, MN. The Reagan Memorial Tollway (I-88) included roadway construction between Illinois Route 251 near Rochelle and U.S. Route 52 near Dixon, as well as local crossroad bridge repairs and interchange improvements at Illinois Route 251.

» Miami International Airport People Mover - Senior Project Manager and Materials Engineer responsible for the structural metal fabrication oversight and protective coatings inspection services. Also performed engineering reviews and analysis of pile driving and drilled shaft installation plans, construction materials submittals, concrete and asphalt mix designs, and cracked concrete investigation (specialty engineering). The 1.25 mile elevated railway connects the airport terminal with the multi-modal rental car off-site center.

» Western Beltway Signature Gantry / SR 429 - Senior Project Manager for FDOT (consultant team) performing construction materials inspection and testing, structural metal fabrication and protective coatings inspection services. The scope of work involved constructing a limited-access, north-south multi-lane toll road from I-4 to US-192 north. The project included six miles of roadway, embankment, two steel tub-girder flyover bridges, five precast concrete beam bridges, intersections, drainage, signing, pavement markings, signals and roadway lighting. The 15-mile-long SR-429 provides a beltway around Orlando on the West side.

» CSX Mobile River Swing Bridge Replacement, Hurricane, AL - The old CSX Corporation Bridge, known as 14-mile Bridge, was built in 1927 and swung on a pivot installed in the middle of the river which provided commercial barges only 135 feet on either side to pass. The new vertical-lift bridge rises high enough to allow 60 feet of vertical clearance. Mr. Tedder was part of the inspection team for the old bridge and was the Project Manager responsible for the structural metal fabrication inspection, coating inspection, and erection of the new structure. Multiple shops were involved in the fabrication and coating of the new $72MM bridge.

» Port of Miami Tunnel, Miami, FL - Principal investigator and author of FDOT required property condition assessments. Investigations included building assessment; seawall dive inspections; noise studies; benthic surveys; sign structure fabrication and coating inspection; and bridge and roadway assessment. By connecting SR A1A/MacArthur Causeway to Dodge Island, the project provides direct access between the seaport and highways I-395 and I-95, created another entry to the Port of Miami besides the Port Bridge, and kept the Port of Miami, the community’s second largest economic generator, competitive.

d. Relevant experience utilizing GDOT specific processes, manuals, or guidance. George has not worked with GDOT in the past; however, he has previously worked for a different state agency (FDOT) as an employee and has managed other DOT contracts for similar work. He offers substantial experience with and knowledge of the other codes and specifications that will govern work under this contract, notably the various ANSI/AASHTO/AWS Welding Codes. Between TRC and HRV both, our team has provided services at some point at EVERY one of Georgia’s Qualified List of QPL-60 Steel Bridge Fabricators.

c. Relevant experience. With over 35 years of experience, Bob is widely recognized as an expert in the field of steel fabrication/welding, inspection, and testing. Aside from his typical project management duties, he provides as-needed NDT services for numerous transportation agencies, primarily involving RT film interpretation and UT; conducts weld and repair procedure review services; and performs quality audits for several state Departments of Transportation which are in most cases used for the purpose of adding suppliers to the owner’s approved vendors list. His expertise is also routinely called upon to assist with various emergency remediation efforts such as bridge impact damage or structural failure due to fatigue or corrosion. Examples of similar on-call contracts for steel fabrication inspection and testing services that he has managed include the following:

• Pennsylvania DOT; Fabricated Structural Steel Inspection: 30 years of experience working with PennDOT, including 13 years managing HRV’s internal staff and a subconsultant providing laboratory testing. Provides services for over 100 PennDOT bridges annually (weld inspection, nondestructive testing, weld procedure and welder qualification review, FRP inspections, and coatings inspection) at over 40 different shops located in AL, IN, MA, MN, NY, OH, OK, PA, TX, and VA. Existing Contract Term: 2014-2019 | Value: $8MM.

• New York State DOT; Materials Testing Nationwide: 30 years of experience working with NYSDOT, including 8 years managing HRV’s internal staff and a subconsultant providing inspection services (TRC). Services include material sampling, testing, and inspection services at over 25 shop locations in the states of IL, MN, MD, MN, OH, NY, FL, TX, PA, NJ, TN, VA, and NH. Existing Contract Term: 2015-2018 | Value: $3.6MM.

• Massachusetts DOT; Inspection & Testing of Structural Steel & Miscellaneous Metals: 27 years of experience working with MassDOT, including 11 years managing HRV’s internal staff and a subconsultant providing laboratory services. Services include shop/mill inspection (structural steel, miscellaneous metals, and timber), field inspection, witnessing/performing nondestructive testing, metallurgical and mechanical testing, and plant audits at approximately 22 different shops and several project sites in the states of AL, CT, DE, IN, MA, MD, ME, MO, NC, NE, NH, NY, OH, OR, PA, and WA. • North Carolina DOT; Materials Inspection Services: 20 years of experience working with NCDOT, including 9 years managing HRV’s in-house project team. Services include the inspection prestressed concrete products, structural steel and various other metal products, and treated and untreated timber at over 12 different shop locations in the states of GA, VA, OH, TX, NJ, AL, TN, PA and AR. Existing Contract Term: 2016-2018 | Value: $1.6MM.

• Mississippi DOT; Bridge Inspection and Testing Statewide: 3 years supervising HRV’s internal staff. Services include steel fabrication inspection and field coatings inspection at various facilities and project sites in the states of MS, NY, KY, and AL. Bob has not worked with GDOT contracts in the past, however he has worked for dozens of other similar state DOT agencies during his distinguished career. c. Relevant experience with on-call contracts. Jim is an internationally recognized welding and metallurgical expert with more than 33 years of consulting experience in more than 25 countries. He has extensive work and consulting experience in welding engineering, writing and reviewing welding procedures, audits of fabrication facilities, welding consultation, welding inspection, painting inspection, materials evaluation, cost estimating, failure analysis and management of engineers and engineering technicians. Jim has served as a consultant to clients in troubleshooting welding problems, development of welding procedures, review of appropriate codes including: AWS, ASME, API and other international codes, specifications and detail drawings, and in providing recommendations for QA and testing programs. He has provided both classroom and field training for purpose of auditing fabricators, manufactures and contractors in their ability to provide contract required quality fabrication, erection, manufacturing and general construction. As an active member of the AWS D1 Main Committee and AWS D1 Sub-committees, Jim has also participated in the development of a number of important code revisions.

Caltrans Statewide Quality Assurance Contract for Bridge Retrofit Work: Served as the project manager and principal technical consultant supporting the Caltrans Office of Materials Engineering and Testing Services (METS). Managed a team of up to 130 CWIs, NDE technicians, and Welding, Civil and Mechanical engineers in support of the State’s Bridge Seismic Upgrade Program. Contract Value: $50MM.

Oklahoma Department of Transportation - Fabrication and Rehabilitation of Fracture Critical and Non-Fractured Critical Bridges, State of Oklahoma. Served as a welding engineering consultant which involved his review of all welding procedures utilized in bridges in the State of Oklahoma. Work also involved recommendations for repair procedures, working with/making recommendations to design engineers regarding weld design, type and amount of inspection, and QA management on a project-by-project basis. 1. PennDOT Statewide Contract for Structural Steel Fabrication Inspection a. Client name, project location and dates.

Pennsylvania Department of Transportation | Statewide and Out-of-State | 1/2015 - Present

b. Description of overall project and services performed. TRC is contracted to provide QA inspection and testing services at steel fabrication shops supplying products to PennDOT projects. The contract encompasses potential work at approximately 100 PennDOT-approved steel fabrication shops throughout Ohio, Pennsylvania, New Jersey, Maryland, New York, Connecticut, Delaware, North Carolina, Missouri, Nebraska, Minnesota, Texas and Virginia. Services involve the inspection of fabricated structural steel, aluminum, timber, and fiberglass reinforced plastic under the direction of the Chief Structural Materials Engineer in accordance with PennDOT Standards, Specifications and Contract Documents, as well as AWS Welding Codes. Associated responsibilities also include advanced inspection and/or consultation for a variety of coatings applications including traditional three-coat painting systems, powder coatings, hot dipped and mechanical galvanizing and metallizing, along with non-destructive testing on both ferrous and non-ferrous metals. The Inspectors assigned to this work are required to maintain active certification from AWS (CWI), NACE and the ASNT (Level II).

Structural steel fabrication inspection assignments have been staffed at Regal Industrial (Donora, PA) - metallizing coating on structural bridge assemblies; Structures USA (Elizabethtown, KY) - overhead sign structures; and Contech Bridge Engineered Systems (Fort Payne, AL) - bridge girders.

3. WVDOH Sampling, Inspection, and Non-Destructive Testing of Materials for Highway and Bridge Construction

a. Client name, project location and dates. West Virginia Division of Highways | Statewide and Out-of-State | 1/2008 – Present (since first award)

b. Description of overall project and services performed. TRC is under contract to provide quality assurance (QA) inspection and testing services at structural steel fabrication shops supplying steel products to WVDOH projects. Under this contract, TRC staff have performed QA shop fabrication inspections of welded girders, miscellaneous cross frames and channels, modular expansion joints, flat and extruded sign panels, and DMS cantilevered sign structures. Inspections have included visual, dimensional, fit-up and preparation, paint coatings, lettering size and configuration, and witnessing of NDT. Some examples of the shop locations that we have been responsible for staffing under this contract are Watson Bowman Acme (Amherst, NY), Hirschfield Industries (Colfax, NC / Bristol, VA), Williams Bridge (Manassas, VA), Tennessee Galvanizing (Jasper, TN), Delong’s, Inc. (Sedalia, MO), Dynamic Steel Structures (Proctor, MN), Valmont Industries (Valley City, NE), Hurtt Fabricating (Marceline, MO), and Brookfield Fabricating (Brookfield, MO).

2. Primary Office

Our Gainesville, FL based Project Manager, George Tedder, will oversee the needs of this contract using our Gainesville, FL office as TRC’s primary contract office, along with extensive outside coordination with TRC’s additional Structural Fabrication Specialist offices in Export, Harrisburg, and Allentown, PA, as well as our Riverside, CA if needed. TRC additionally has a network of an additional 100+ offices across the county that can be called upon for support by our Project Manager if needed at any time throughout the contract term.

TRC’s Gainesville, Florida office will be the primary office location responsible for the successful delivery of all work under this contract to the complete satisfaction of GDOT. Located within a 5-hour drive or 1-hour flight of Atlanta from the Gainesville Regional Airport, our Gainesville office is poised to make your needs a top priority. Staffing resources related ONLY to our FL office in Gainesville consist of the following:

Our subconsultant team members (HRV, NOVA and SEI), will support TRC and GDOT with efficient contract support over the entire contract term regardless of assignment location. Local Georgia based offices are maintained by our contract team throughout Georgia (Kennesaw, Athens, Buford, Norcross, Savannah, Douglasville and Marietta) which can be utilized as needed for in-state work. This method is the same methodology TRC successfully uses for numerous DOT contracts throughout a wide geographic footprint in the Northeast, Mid-Atlantic, Southeastern, and West Coast areas.

From our primary contract office of Gainesville FL, TRC has successfully staffed similar projects near Georgia for such state DOT’s as North Carolina, Mississippi, Tennessee, and Alabama by utilizing our in-house recruiting and training capabilities. The combination of this experience and the ongoing working relationships with our subconsultant team members will make our overall process efficient and seamless to the GDOT client.

TRC’s Gainesville office also plays a key role in the on-going training that TRC provides for our Structural Fabrication Inspectors and Highway Inspection Staff. Our Project Manager Mr., George Tedder, possesses extensive experience with the training of inspection staff and is in fact an approved instructor for FDOT’s Construction Training Qualification program (CTQP). In this regard he can also provide both classroom and field training for the purpose of auditing fabricators, manufactures and contractors for their ability to provide quality fabrication, erection, manufacturing and general construction. TRC Inspectors in-general attend bi-annual training sessions that are conducted by our managerial staff at various office locations, with periodic outside vendor presentations and support. These sessions are used to ensure that our Inspectors are up-to-date with any new specifications and procedures, including those being used throughout the Structural Steel Fabrication Industry, with a strong emphasis placed on meeting the needs of the current DOT-related Materials Inspection and Testing Contracts that we service. As part of our training, a comprehensive Safety Orientation is also conducted to review established procedures, introduce new topics, and present lessons learned with regard to both shop and field applications. This commitment to continuing education has proven to be a very successful tool with respect to carrying out our work on similar contracts for NCDOT, WVDOH, MDOT, ADOT, PennDOT, NYSDOT, DelDOT, NJDOT, MDSHA and VDOT, as well as for many private-sector clients as well. Our Project Manager, George Tedder, will reach out to GDOT prior to the initiation of such training to gain insight on issues, if any, which the Department may want to suggest be incorporated into our training sessions.

3. Narrative on Additional Resource Areas

As part of an organization that employs over 4,500 personnel in over 100 offices nationwide, including Georgia offices in Norcross and Douglasville, TRC Engineers offers an excellent depth of approximately 100 highly-skilled materials engineers and NDT technicians who can be resourced to provide assistance throughout all stages in a product’s life

cycle. Our firm assists DOT’s thoughout the U.S. with ensuring the quality standards of products fabricated for its projects, as well as provides QA inspection and NDT services on some of the most complex, high profile bridge structures fabricated and erected throughout the world. The technical compency of our staff is maintained through in-house and external training, participation in bodies that write specifications, and membership in several industry associations.

As presented below, TRC has assembled an exceptional team for this contract that offers unmatched resources in the field of structural steel QA inspection and non-destructive testing. Advantages of our team include:

To deliver the services under this contract, TRC will rely on a core group of key staff comprised of our Project Manager, Key Team Leader and Key Team Member who will work as a cohesive unit to ensure that this contract is delivered to the utmost satisfaction of GDOT. GEORGE TEDDER, PE, CWI of TRC will be our team’s overall Project Manager and serve as our team’s primary liaison with GDOT. George will be responsible for establishing and administering controls to ensure the overall quality of TRC deliverables, as well as monitor the overall inspection costs throughout the contract’s duration to ensure that maximum cost efficiencies are being achieved for GDOT. Reporting organizationally to George will be ROBERT STACHEL, PE, CWI of HRV in the role of Key Team Leader (KTL) and JIM MERRILL, PE, CWI of TRC in the role of Key Team Member (KTM). As KTL, Bob Stachel will help coordinate the staffing needs and inspector assignments with GDOT. He will also focus on ensuring the implementation and achievement of QA performance measures while assisting George Tedder with successfully delivering all work under this contract. Bob will also serve as a mentor and instructor in the training of inspectors, with particular emphasis on code requirements and the purpose of these requirements. As a KTM, Jim Merrill will serve as a subject matter expert to troubleshoot welding problems; develop welding procedures; review appropriate codes including: AWS, ASME, API and other international codes; write specifications; and provide recommendations to GDOT for your QA and testing programs.

Subconsultant team members and the associated abilities and resources that they offer our team include the following:

Established in 2003, HRV Conformance Verification Associates (GDOT DBE certification submitted for and pending) is a leader in delivering worldwide QA inspection and testing services for over 50 transportation authorities. HRV’s participation as a key subconsultant will avail our team to more than 150 skilled and technically qualified engineers, technical experts and inspectors who are adept at inspecting structural steel, aluminum, and associated coatings, as well as other miscellaneous

material inspections at the point of fabrication and construction. Their staff is highly versatile and further enhances our team’s ability to inspect every bridge structure type there is from the simple to the complex, including those with fracture critical members. TRC is currently a subconsultant to HRV on a NYS steel inspection contract.

NOVA Engineering and Environmental, LLC (NOVA) was originally founded in 1996 in Kennesaw, Georgia and has grown to a 340+ person multi-discipline consulting firm with additional offices in Athens, Buford, Norcross and Savannah.

NOVA’s diverse staff includes 170 personnel in Georgia that includes AWS-Certified Welding Inspectors, NDE Inspectors, and NACE Coating Inspectors among others which will serve as a key in-state resource for our team to respond to project sites and field inspections within Georgia under this contract. NOVA’s experience with GDOT’s requirements from having worked with the Department for over the past 20 years will also serve to help familiarize our team with GDOT’s Standard Specifications and Standard Operating Procedures that will be applicable to this contract. TRC is presently using NOVA as a subconsultant on similar contracts in Alabama and Mississippi.

Southeastern Engineering, Inc. (SEI) is a 100-employee, woman-owned, GDOT certified DBE providing an extensive range of engineering services, construction administration, construction management, land surveying, landscape architecture, and 3D scanning. As a result of previous work with GDOT, SEI is also intimately familiar with the Department’s specifications, standard procedures and practices, and will provide as needed support to assist with fulfilling the DBE

requirements of this contract locally.

4. Identify Additional Resources.

EXPANSIVE DEPTH OF RESOURCES TO STAFF CONTRACT ASSIGNMENTS. TRC has assembled an exceptional team for this contract that will avail GDOT to a depth of resources across the full spectrum of steel fabrication inspection and testing that is unmatched. Offering highly skilled and motivated fabrication and welding inspectors, coating inspectors and NDT Technicians (including specialized Phased Array UT if needed), we can address all of the work outlined in your Scope of Services for this contract. In addition, we can leverage the specialized expertise of several materials engineers who can provide expert analyses associated with a wide range of metallurgical issues that may face your projects and develop solutions that will allow your projects to move forward. Whether its understanding service fatigue, selecting the right material or recommending a component for maximum long-term durability, our team offers the needed expertise.

Upon resume approval by the Department and prior to being assigned to any project under this Agreement, each Plant Inspector will be issued TRC’s Steel Inspection Processes and Procedures Manual, a copy of TRC’s in-house Safety Policies, current GDOT specification sections, other necessary training handouts, and all necessary field measuring devices. To further enhance our team’s ability to address bridge structure types of challenges, we offer the following additional resources that can be leveraged for work under this contract as needed.

John Kinsey, CWI (ASNT - ACCP Certified Professional Level III in MT, PT, RT and UT (#19992); ASNT - ACCP Level II, GI and PE in MT, PT, RT, UT and VT (#19992); ASNT SNT–TC-1A Level II and Level III in MT, PT, UT, RT and VT): An employee of TRC for the past 8 years, John has been actively involved in the nondestructive testing (NDT) field for 31 years, including more than 26 years of experience in the fabrication and field inspection of large steel bridges. This experience includes conducting comprehensive audits and evaluations of QC/QA programs as well as manufacturing and fabrication facility capabilities to ensure competency to achieve contract requirements before and after contract award. He has served as a consultant to clients in troubleshooting NDT problems; conducting welding inspection and materials evaluation; developing inspection programs; establishing NDT certification programs and developing NDT procedures; reviewing appropriate codes, specifications, and detail drawings; and providing recommendations for QA and testing programs. John is internationally recognized as an NDT expert through his work with the Certification Management Council (CMC) at the American Society of Nondestructive Testing (ASNT) and currently serves as Chairman of the ASNT CMC Level III Examination Division responsible for the development, maintenance, validation, and oversight of all Level III ASNT Certification Examinations. He also currently serves as Chairman of the Ultrasonic Method Committee with the CMC and is responsible for the development, maintenance, validation, and oversight of all Ultrasonic Level II and Level III Examinations. John fulfills the requirement in the scope of services for employment of a NDE Level III having completed the ASNT Central Certification Program (ACCP).

Jared Rigo, NACE 3 (NACE Level 3; SSPC certified Protective Coatings Specialist; SSPC C3 and C5 Certified Trainer): Anticipating the need for coatings expertise and understanding the requirement to have our NACE/SSPC Level I inspectors report directly to a QC Supervisor who is certified as either a NACE Coating Inspector Level 3 or a SSPC Level 2 Bridge Coating Inspector, our team proposes the services of Jared Rigo of HRV to serve as a QC Supervisor for coatings work. A NACE Level III, Jared has devoted his entire career to coatings application and inspection and will provide supervisory leadership and direction to our team’s coatings inspection staff. As part of his duties, he routinely reviews and approves contractor and fabricator coatings removal and application procedures, including lead containment. Jared fully understands the issues that coatings inspectors face every day including all bridge paint systems, galvanizing and metalizing. As an SSPC trainer, Jared would also be available to train any of our team’s personnel or offer training assistance to any GDOT employees if they needed it for new certifications or re-certifications.
