Organisation and Functions Establishment The Reserve Bank of India was established on April 1, 1935 in accordance with the provisions of the Reserve Bank of India Act, 1934 . The Central Office of the Reserve Bank was initially established in Calcutta but was permanently moved to Mumbai in 1937. The Central Office is where the Governor sits and where policies are formulated. Though originally privately owned, since nationalisation in 1949, the Reserve Bank is fully owned by the Government of India. Preamble The Preamble of the Reserve Bank of India describes the basic functions of the Reserve Bank as: "...to regulate the issue of Bank Notes and keeping of reserves with a view to securing monetary stability in India and generally to operate the currency and credit system of the country to its advantage." Establishment

Financial Supervision

The Reserve Bank of Ind ia per forms th is funct ion under the guidance of the Board for F inancia l Superv is ion (BFS). The Board was const i tu ted in November 1994 as a commit tee of the Centra l Board of Di rectors of the Reserve Bank of Ind ia.

Objective

Primary object ive of BFS is to under take consol idated superv is ion of the f inancia l sector compr is ing commerc ia l banks, f inancia l inst i tu t ions and non-banking f inance companies.

Constitution

The Board is const i tu ted by co-opt ing four Di rectors f rom the Centra l Board as members for a term of two years and is chai red by the Governor . The Deputy Governors of the Reserve Bank are ex-of f ic io members. One Deputy Governor , usual ly , the Deputy Governor in charge of banking regulat ion and superv is ion, is nominated as the Vice-Chairman of the Board.

BFS meetings

The Board is requi red to meet normal ly once every month. I t considers inspect ion repor ts and other superv isory issues p laced before i t by the superv isory depar tments.

BFS through the Audi t Sub-Commit tee a lso a ims at upgrading the qual i ty of the s tatutory audi t and in ternal audi t funct ions in banks and f inancia l inst i tu t ions. The audi t sub-commit tee inc ludes Deputy Governor as the chai rman and two Directors of the Centra l Board as members.

The BFS oversees the funct ion ing of Depar tment of Banking Superv is ion (DBS), Depar tment of Non-Banking Superv is ion (DNBS) and Financia l Inst i tu t ions Div is ion (FID) and g ives d i rect ions on the regulatory and superv isory issues.

Functions

Some of the in i t ia t ives taken by BFS inc lude:

The Audi t Sub-commit tee of BFS has rev iewed the current system of concurrent audi t , norms of empanelment and appointment of s tatutory audi tors, the qual i ty and coverage of s tatutory audi t repor ts , and the important issue of greater t ransparency and d isc losure in the publ ished accounts of superv ised inst i tu t ions.

Current Focus

superv is ion of f inancia l inst i tu t ions consol idated account ing legal issues in bank f rauds divergence in assessments of non-per forming assets and superv isory rat ing model for banks.
