Chapter-2 (Manual-1) Particulars of Organisation, Functions and Duties.
2.1. Objective/purpose of the public authority. The aims and objectives of the public authority are
(a) Implementation of provisions of the Motor Vehicle Act-1988 and the rules framed there under.
(b) Collection of Taxes and Fees for motor vehicles, (c) Regulation of passenger and goods transport. (d) Formulation of policy. (e) Fixation and Regulation of tariff on goods and passengers transport. (f) Facilitating passenger services to the traveling public (g) Control of Traffic Accident offences. (h) Issue of driving licenses and Registration Certificate by RTAs. (i) Imparting Driving training to educated unemployed youths with a view to
creating opportunities for self employment. (j) Check over interstate vehicles (k) Road Safety and Awareness measures. (l) Traffic Survey. (m) Use of CNG/LPG as auto fuel (n) Setting up of Auto LPG Dispensing (ALDS) Centre and supply of conversion
kits (o) Pollution control measure (p) Reciprocal Transport Agreements with the neighboring states. (q) Grant of permits by RTAs and STA to stage carriages, Interstate vehicles and

2.2. Mission/ Vision Statement of the public authority.
(a) Computerization of the office of the Secretariat establishment. (b) Computerization of office of STA, RTOs and Boarder check gates. (c) Propagation and observance of Road Safety measures. (d) Propagation and observance of Population Control measures. (e) Imparting driving training to the educated unemployed youths in order to
create opportunities for self employment. (f) Passenger traffic survey in different routes to assess the requirement of
additional stage carriage services. (g) Draft Survey Work on “Buses in Orissa present and future”. (h) Facilitating amenities to passengers (i) Expansion of railways net-work in the state. 2.3. Brief history of the public authority and context of its formation. Transport Department as it exits today was originally a part of Supply Department; subsequently it was functioning under Works Department. Taking into account spiraling increase in the number of vehicle clogging roads, economic progress, urbanization, industrialization and change in the quality of life of the people, it was felt necessary to create a separate Department to look after Commerce & Transport affairs of the State and regulate Road Transport and Traffic affairs, Commerce & Transport Department came into existence during the financial year 1971-72. 2.4/ 2.5. Duties, main activities/functions of the public authority. The most important work of the Department is to implement provisions of the Motor Vehicle Act, 1988 and the rules framed there under, collection of taxes and fees on Motor

Vehicles, regulation of tariff on goods and passenger transport by road, to provide passenger services to the traveling public, expansion and development of Railways Net Work in the State. The regulatory function under Motor Vehicle Act and rules are performed by the Transport Commissioner, Cuttack who is Ex-officio Chairman of the State Transport Authority, Orissa. Collection of M.V. Taxes, fees and fines, issue and renewal, of permits, registration of Motor Vehicles, and issue of license and enforcement activities are some of the works in the capacity of chairman, State Transport Authority. The State Transport Appellate Tribunal functions as the appellate forum against the decisions of the State Transport Authority and the Regional Transport Authority. It also functions as the Second Motor Accident Clams Tribunal for the Central Revenue Division. Two more Second Motor Accident Clams Tribunals are located at Samblpur and Berahampur for the purpose of adjudicating open claims for compensations in respect of accident involving death of / bodily injury to persons arising out of the use of Motor Vehicle or damages to any property of third party or both. The driving training school, Bhubaneswar imparts driving training of Motor Vehicle to educated unemployed youth in order to create opportunities for self employment. The Rail Co-ordination directorate has been functioning since 1979. It co-ordinates between the State Government and the Ministry of Railways, Government of India as well as zonal Railways. It looks over expansion of Rail net work by way of new Broad Gauge Rail link, provision of passenger amenities like introduction of new trains, reservation of berths under state quota, supply of wagons/ tanks for carriage of essential goods and commodities during emergency. The Orissa State Transport Corporation (OSRTC) established under the R.T.C. Act., 1950, commenced its business of passenger transports services from 15.5.74. It has been providing transport facilities to general public and confessional transport facilities to the students/ cultural associations/ freedom fighters/ accredited journalists and physically handicapped persons etc. 2.6. List of services being provided by the public authority with a brief write-up on them. The department renders services in different fields, such as
(i) Collection of taxes and fees for Motor Vehicles.
(ii) Regulation of passengers and goods transport in the State.
(iii) Regulation of tariff on goods and passengers in the State.
(iv) Facilitating passenger services to the traveling public.
(v) Control of traffic accident offences.

(vi) Issue of driving licenses.
(vii) Control over inter state vehicles plying in the state.
(viii) Imparting training to un-educated youths with a view to creating
opportunities for self employment.
(ix) Road Safety and Awareness measures.
(x) Pollution Control measures.
(xi) Grant of permit for stage carriages inters state vehicles and goods vehicles.
(xii) Traffic survey.
(xiii) Confessionals Transport facilities to the students/ freedom fighters/ accredited journalists and physically handicapped persons.
(xiv) The Rail Co-ordination directorate has been functioning since 1979. It co-

2.8. Expectation of the public authority from the public: The public are required to co-operate with the deptt. in implementing its plans, programmes & policies . They should obey the rules and regulations relating to traffic control, driving vehicles, uses of driving licenses, timely payment of fees, pollution control measures, safeguard the public property etc. 2.9. Arrangements and methods made for seeking public participation /contribution: Meetings, workshops and discussions are held with different private vehicle owners association for improvement of transport facilities, Voluntary organizations, NGOs and general public are associated on pollution free measures and road safety measures . For fixation of bus fares/truck fares recommendation of the technical committee consisting of seven members including four from members of public is taken into consideration. The OSRTC board also associates members of public for deciding its developmental works. There are also members of public in the state transport authority. Such as technical committee for revision of bus fare. 2.10 Mechanism available for monitoring the service delivery and public grievance resolution: Official business in the deptt. is performed strictly as per guide lines provided in the Orissa Secretariat Instructions and other related circulars, instructions , guidelines issued from time to time. Every section in the deptt. is manned by a supervisor officers to ensure timely delivery of services. Periodical reviews are made to watch performance of the section. 2.11. Vii) To keep himself closely associated with the formation of schemes and important expenditure proposals from their initial stages. viii) To watch and ensure the compliance of audit objection, inspection of reports, Drafts Audit papers etc. ix) To screen all expenditure proposals requiring to be referred by Finance Department for concurrence or comments. x) To ensure regular and timely submission of statements, reports and returns as prescribed / required by the Finance Department. xi) To pursue irregular payments, when noticed, with a view to rectifying the situation and to take steps to prevent that such lapse do not recur.

xii) To pursue audit and accounting irregularities brought to notice by the Accountant General with the office concerned for finalizing the action thereon so as to rectify the irregularities and if it is sufficiently erring to bring the same to the notice of the higher authorities and to initiate necessary departmental action with the least possible delay. xiii) To take effective steps for reconciliation of departmental figures with those recorded in the level of account of Accountant General every months and to ensure the reconciliation of the final accounts of the year before the end of June. xiv) To supply necessary materials required by the Accountant General in connection with the preparation of Appropriation Accounts within the prescribed time limit. xv) To control and supervise the functions of the internal Auditors of the Departments and to ensure effective check and audit of the accounts of the subordinate offices. xvi) To exercise necessary control on all financial matters. xvii) To ensure prompt and timely collection of revenue and receipts due to Govt. by prescription of monthly target to collection and review of the demand, collection and balance statements. xviii) To deal with the review of receipts and expenditure. xix) Any other financial matter that may be assigned to him by the Secretary of the Department.

Expansion of rail net-work
Guide lines/Direction, if any Procedure followed for Land Acquisition is as per provisions made in Land Acquisition Manual compiled by Revenue Department, Govt. of Orissa.
Process of Execution Mainly Land Acquisition works relating to expansion of Railway net works in Orissa have been entrusted to Railway and Rail-Coordination Sections. The L.A. estimates like preliminary estimates, Revised estimates received from field officers are sanctioned in Railway and Rail Coordination Sections for payment of L.A Compensation to the concerned land outsets. All sorts of petitions relating to Railway matters received either directly or through Chief Secretary, Chief Minister etc. are dealt with in these sections. Requests are made to the concerned Railway Authorities i.e. E.Co. Railway, S.E. Railway for taking necessary action as called for in the petitions. Proposals received from various quarters for expansion of Railways in Orissa are submitted to the House Committee of OLA for inviting due attention of Hon’ble Prime Minister of India and Ministry of Railways. Similarly requirements of fund for the on going Railway Projects, New proposed projects are submitted to Ministry of Railways for provision in Annual Railway Budget. Similarly proposals for introduction of new trains, halting etc. received in these sections are sponsored to the concerned Railway authorities/ Railway Board as per public demand.

Chapter-15 ( Manual-14)
Particulars of Recipients of Concessions, Permits or Authorization granted. Concessions/permits/authorization in any form is not granted under the direct supervision of the Department. OSRTC a corporate body under the control of the Department offers concession to students, cultural associations, freedom fighters, accredited journalists and physically handicapped persons confessional transport facilities, the detail of which can be accessed through information provided by the Corporation. Similarly, route permits, vehicle permits, authorization granted by the State Transport Authority can be accessed through information provided by them.

Policy decisions taken by the Department are normally made available to citizens through Gazette Notifications, Resolutions, and Memorandums etc. Orders/decisions involving public interest are also circulated through press note; Govt. Websites etc. members of public desiring information under Right to Information Act, 2005, can also avail the same by submitting applications for the purpose. Other than collecting taxes and fees for Motor Vehicles under the provisions of the Motor Vehicle Acts and Rules framed there under, facilitating passenger services to the traveling public is one of the most important functions of the Department. It is natural for the public in general to enquire about passengers services available to them for traveling on bus routes, prevailing fairs and freights for passengers for State Carriages, concessions available, if any, to the passengers and other related issues. It is therefore felt necessary to disseminate certain additional information relating to the activities of the Department for information of general public.

15 Driving Training School and Driving Licenses issue. The Driving Training School has been established in the year 1974 with a view to impart driving training to the outsider as well as Government drivers. During the last 3 years driving licenses issued in favour of successful candidates have been given in enclosed statement. First appellate Authority.
