BRIEF

AUTHORIZATION HARVESTER OPERATIONSBy Directive of the BOD & CEO

ORGANIZATION OF FRONTLINE:

Frontline Operations has been specifically mandated and provisioned to provide qualified Field Disaster Crews and Logistical Support inthe conduct of Company operations in the Humanitarian or Environmental areas of operations. The division is headed by the Directorof Frontline Operations who assumes full responsibility of all personnel and logistical operations worldwide, and serves as the finalauthority in the conduct of such operations. The (DFO) reports to the Director (SPD) for company control, budget and projectoversight.

The Director of the Frontline Division Operations (DFO) shall carry out such duties and responsibilities with the assignment in thecommission of command and operational personnel and specialist fully qualified in humanitarian sciences, who meet all applicablerequirements under the regulations and principals of the DHS and FEMAC and serve as operational command authorities under fieldconditions. We have employed the “time honored ranking and command structure” made traditional by elite responder organizations ,and shall designate and require the same structure within operations.

The Director of Project Frontline Operations (DOH) shall hold responsibility for all operational personnel and assets assigned .

OPERATIONAL SCOPE AND MISSION:

The Frontline Division shall serve the missions and goals as specified in the company operational mandates to provide operationalservice and personnel assistance and aid where directed, which shall only include those duties and responsibilities in a non-hostile ornon-military conflict situation. The Company shall NOT carry arms, ammunition , military combat troops, HazMat or nuclear materialsunless mandated by the US Government assumption of Operations.

Our mission as a company is to provide relief and environmental assistance to manmade and natures disaster events, and it is underthis mandate that the personnel serving our Quick Response Teams and Mission shall be trained and serve the company.

COMPANY REQUIRED TRAINING:

All personnel hired and serving in our elite QRT Units and missions are required to receive essential training and periodic refresherqualification in their specific qualifications. It shall be the assigned QRT Team Leaders responsibility to assure each team member isfully qualified and operational for company missions. All training and mission activities shall be approved by the Frontline Director ofOperations

EXERCISE TRAINING REQUIREMENT:

Each QRT Unit shall provide for training exercises and readiness exercises for their respective mission readiness. Such training shallconsist of classroom and field exercises during each ninety (90) day period once listed as operational. It shall additionally require aminimum of 14 days allowance for any requalification in that period for exercise training which may include joint operational exercisesbetween company operations, or with local or other organizations.

QRT UNIT DEPLOYMENT MISSIONS:

During operational standby periods the team units may be dispatched for a full sixty (60) day deployment up to fifty (50) days intoready standby. Once deployed, the sister relief unit shall serve equal time on next rotation. Over fifty (50) days standby call up shallrequire the next rotational units early call up.

DIVISIONAL AUTHORIZATION:

Project Archimedes has authorized and requires the establishment of the Frontline Division under the operational supervision andassigned control by Special Projects Director (SPD) for field operations and support, as mandated by the company. Assignment of the Director Frontline Operations (DFO) for all operations shall be authorized.

Air Assignments Mission Requirements

Mission Requirements:

The (DFO) shall train and maintain (24) QRT Team members for 24/7 worldwide emergency

dispatch as advance team liaison. Team is to based at the primary air facility of the company – and

supplements base teams available for domestic dispatch.

(2) Teams shall be assigned to each Domestic Region with tours of (3) years. Sufficient

equipment and facilities shall be established to maintain “First Responder” capabilities within

assigned regions.

Seaborne Assignments Mission Requirements

Mission Requirements:

The (DFO) shall endeavor to conscript regionally base nations who are fluent in English

(read/write/speak) to fill the QRT Personnel. However any and all shortfalls of regional team

personnel availability shall be supplemented by US team members.

Training Center Mission Requirements

Mission Requirements:

The (DFO) shall train and maintain (120) QRT Team members annually for a period of 5 years to meet the

expansion requirements of Frontline manpower mandate. Specialist training upgrades, replacements, or

promotions are to be projected and allowed to maintain personnel for operational assignments.

TRAINING CENTER SUPPORT PERSONNEL:

The (DFO) shall maintain all levels of camp and training support personnel to insure the cadet training

periods are maximized for technical and specialized skills and provide a complete training environment for

all personnel.
