The Trust’s academic research and clinical reputation is unsurpassed and as the first Academic Health Sciences Centre in the UK, the potential to build on this by ensuring research is directed for the benefit of patients and the wider population places the organisation at the forefront of NHS innovation. A world class organisation needs a world class Finance Department and I am committed to develop capability in this area. I plan to tackle the Trust’s current year deficit of £35m and develop a strong medium and long-term financial framework to ensure Foundation Trust status is achieved at the earliest opportunity. To help me in this endeavour, I am looking to recruit a Director of Operational Finance who will take responsibility for building the finance function, restructuring and out sourcing services to improve performance and deliver Value for Money, overhaul financial reporting and lead a finance function recognised as being best in class and where the best and most talented want to work. About Imperial College Healthcare NHS Trust

Imperial College Healthcare NHS Trust was created on October 1, 2007 by merging St Mary’s NHS Trust and Hammersmith Hospitals NHS Trust and integrating with the faculty of medicine at Imperial College London. Now one of the largest NHS trusts in the country, we have come together with the College to establish one of the UK’s first academic health science centres (AHSCs). Charing Cross Hospital Charing Cross is a general acute hospital that provides a full range of adult clinical specialties. It houses the serious injuries centre for west London, a result of Imperial College Healthcare NHS Trust's expertise in critical medical care. The hospital is also a key site for the teaching of medical students from Imperial College London. The hospital includes a day-surgery unit called the Riverside wing, the world-renowned Kennedy Institute of Rheumatology and the West London Neuroscience Centre. Maggie’s Cancer Centre, the first of its kind in England, opened on the Charing Cross site in 2008. Hammersmith Hospital Hammersmith is famous for its research achievements and has a large community of Imperial College London postgraduate medical students and researchers. It is home to the West London Renal and Transplant Centre, two large cancer treatment centres and a specialist cardiac service with a 24/7 primary angioplasty centre. The Clinical Imaging Centre, which opened in June 2007, is the largest in Europe. The Medical Research Council’s Clinical Sciences Centre is based at the site and works in partnership with the hospital and Imperial College London.

Queen Charlotte’s & Chelsea Hospital Queen Charlotte’s & Chelsea is world-renowned for its maternity and women’s and children’s services. The hospital is a tertiary referral maternity unit with a nationally renowned Centre for Fetal Care and the largest neonatal intensive care unit in the country. It has a labour ward with two fully equipped operating theatres adjacent to high-dependency care facilities. The hospital has excellent and extensive high-risk services and, as a result, cares for many women with complicated pregnancies. The hospital also has a midwife-led birth centre for women with uncomplicated pregnancies who would like a natural childbirth experience. Queen Charlotte's & Chelsea Hospital is home to the West London Gynaecological Cancer Centre. St Mary’s Hospital St Mary’s is a general acute hospital that diagnoses and treats a range of adult and paediatric conditions. The Jefferiss wing is an internationally renowned centre of excellence for the diagnosis, treatment and care of people with sexual health problems, including sexually transmitted diseases such as HIV and AIDS. The paediatric service includes a dedicated children’s A&E department and north-west London’s paediatric haematology service. The hospital has pioneered the use of robotic surgery, including the UK’s first da Vinci robot for keyhole surgery. Western Eye Hospital Western Eye is dedicated to ophthalmology. It offers the only 24-hour emergency eye care service in west London.

Clinical structure The clinical services of the Trust are organised into seven clinical programme groups (CPGs), which each contain a range of specialties. Our infection prevention and control service operates Trust-wide, across all seven CPGs. The senior team have an integral relationship with the head of nursing and head of operations for each CPG, and there is a senior infection control nurse post, plus one to two infection control nurse posts, within each group. 1. Overview and Job Purpose

Imperial College Healthcare is one of the largest NHS Trusts in the England, with an annual turnover in excess of £900m, staff of 10,000, and over 1 million patient contacts a year. The Trust comprises two of London’s best-known teaching hospitals and is consistently rated in the top 5 Dr Foster Good Hospitals guide, treating the most complex patients and achieving amongst the best clinical outcomes. The hospitals are at the forefront of medical progress, with a reputation for innovation nationally and internationally. The purpose of the role of Director of Operational Finance is to lead and build the finance function to become, and be recognised as being best in class.

2. Key Result Areas

• To lead and develop the finance directorate so that it provides management of the Trust with the advice, information and expertise to enable the provision of the best possible standards of healthcare.

• To interpret overall health policy and strategy on an ongoing basis ensuring that the Trust’s financial and service plans are developed and executed in line with national and local guidance.

• To assist the Chief Financial Officer to define and develop the strategic direction of the finance function so that it is able to set challenging objectives for the future in response to changing needs.

• To co-ordinate the preparation of the Trust’s Business Plan and Annual Budget for presentation in a clear and concise manner to the Trust Board prior to the start of the financial year.

• To direct, lead, plan, organise and control resources in order to implement strategy. To provide constant monitoring and review processes to assess function effectiveness. To ensure that financial systems are fit for purpose consistent with Building World Class Finance and to take the lead in managing and developing finance systems and processes across the whole Trust.

• To promote an environment of strong financial control within the Trust.

• To report the current financial position and prospects of the Trust in an accurate and timely manner to Senior management and the Trust Board, ensuring a consistent approach has been adopted across the whole finance function.

• To ensure a prompt and accurate response to requests for financial information from DH and NHS London and manage the completion of FIMS Plan financial templates to ensure the Trust meets its statutory financial duties.

• To manage the working capital and cash resources of the Trust to ensure that statutory obligations are met.

• To prepare and manage the delivery of the Trust’s Capital Investment Programme.

• To be the financial lead in developing the Trust’s academic strategy with an emphasis on maximising resources for education and training and research.

• To promote optimum standards of professionalism within finance to ensure compliance with external standards and best practice and support the delivery of a World Class Finance function.

• To recruit, deploy, develop, train, review and motivate staff to fulfil the function’s objectives.

• To provide the highest possible quality of service to meet customer needs within available resources.

• To deputise for the Chief Financial Officer in his absence.

3. Main Tasks and Responsibilities

3.1 Financial Control Systems

• Review and maintain SFIs and internal financial control procedures to ensure these operate as designed and provide appropriate levels of assurance on accuracy, completeness and anti-fraud measures. In conjunction with Internal Audit conduct reviews to ensure that the financial control environment is operating effectively.

• Ensure that strategic financial risks are identified and properly risk assessed and that adequate arrangements for managing them are in place

3.2 Statutory Accounts & Returns

• Ensure statutory accounts and accounting returns are properly produced from accounting records in accordance with NHS Manual of Accounts and International Financial Reporting Standards (IFRS) in accordance with published timescales. To work with the Trusts external auditors and to ensure implementation of any audit recommendations.

3.3 Financial Reporting

• To prepare reports to the Board and Trust’s managers to an agreed timetable on all key financial performance indicators, e.g. income and expenditure, financial duties, balance sheet, capital, charitable funds and cash flow. Best professional practice should be used in presenting this information, making it clear and concise.

• The Director of Operational Finance must exercise his/her expert & professional judgement in the interpretation of the financial information and give advice to the Chief Financial Officer based on that judgement.

• The Director of Operational Finance will ensure that the Trust’s financial reporting and budgetary control system reflects the implementation of Service Line Management. He/she will develop variance analysis and financial management reports and KPIs to enable managers and budget holders to understand the cost and drivers impacting on financial performance

3.4 Monitoring Information - initially for the NHS Executive & Department of Health and

subsequently for Monitor • The Director of Operational Finance is required to report on financial issues to the

Strategic Health Authority and Department of Health on behalf of the Chief Financial Officer. All such reports must reflect a true and fair view of the organisation’s financial position. The Director of Operational Finance must resist pressure from any quarter to report financial information which is anything other than accurate, or to make projections which are inconsistent with the facts and his/her own professional judgement.

3.5 Financial Strategy

• The Director of Operational Finance will advise the Chief Financial Officer on the formulation of financial strategy and then continuously monitor it against performance. The financial strategy should ensure best possible use is made of the organisation’s resources. The Director of Operational Finance should ensure there is realistic planning around likely resources and an appropriate assessment of risk including detailed reviews of business cases. He/she should be satisfied there are prudent reserves for inflation, workload variations and other risks. He/she will be responsible for co-ordinating the preparation of the Trust’s Annual Business Plan and Revenue Budget and Capital Investment Programme and providing such information as is required to support the negotiations of service level agreement with local commissioners, including Clinical Commissioning Groups.

• The Director of Operational Finance will manage the highly complex task of ensuring capacity and workforce plans are expressed in the revenue budgets of the Trust and that the detailed requirements of the Department of Health for the preparation of Operational Plans as set out in the Operating Framework are fully complied with. He/she will communicate planning information and assumptions to Clinical Programme Directors, the Executive Directors and senior managers and, where necessary, make challenging recommendations in order to meet the Trust’s financial targets. This will often mean challenging senior clinical and management staff with strongly opposing views and objectives.

• The Director of Operational Finance will review and analyse highly complex business cases and recommend a course of action to the Trust Management Board, presenting the facts in a clear and concise manner. The review and analysis will include reference to VFM issues, Standing Orders and Standing Financial Instructions.

3.6 Budgetary Control & Reporting

• The Director of Operational Finance is responsible for providing the Chief Financial

Officer, Chief Executive and Trust Management Board with reports on the budgetary performance of the organisation. Such reports should give actual expenditure compared to income and also compared with budget to date and a forecast for the year based on budget managers’ projections. The Director of Operational Finance is expected to give his/her judgement and interpretation of the figures providing advice to senior management on action being taken to resolve issues and whether any further action is needed.

• The Director of Operational Finance will act as budget holder for the finance directorate including authorisation of expenditure and monitoring of budgets.

• He/she should ensure that a programme of training and support for budget managers and clinicians to enable them to deliver their budgetary responsibilities is in place.

3.7 Financial Accounting

• The Director of Operational Finance is responsible for the provision of a strong financial accounting function to support the provision of accurate and timely financial information.

• He/she is responsible for the maintenance of internal financial control.

• He/she will need an expert working knowledge of IFRS and ensure that senior staff are up to date with latest versions of IFRS and capable of providing specialist technical support to other finance staff.

• He/she will also need an up to date knowledge of UK taxation relating to Health Organisations and be expected to provide technical support to directors, senior managers and finance staff on taxation issues as they affect employees of the Trust and on VAT.

3.8 Treasury Management

• The Director of Operational Finance is responsible for ensuring there is sufficient cash to meet the needs of the Trust whilst achieving Public Sector Payment Policy requirements.

• He/she is responsible for ensuring that the external financing limit is not breached.

• He/she is responsible for the operation of bank and PGO accounts and the management of the investment of funds in excess of requirements.

• He/she is responsible for ensuring that the Trust has a working capital facility with a major clearing house bank

• He/she is responsible for setting and maintaining effective credit control policies and for ensuring debtor levels and turnover do not exceed agreed limits.

• He/she is responsible for setting stock control policies and ensuring stock turnover levels

are maintained.

3.9 Financial Services

• The Director of Operational Finance is responsible for the management of the quality and cost of these services and will review their position to ensure Value for Money is obtained.

3.10 Asset Management and Capital Investment

• The Director of Operational Finance will ensure that robust policies and procedures are in place for the effective stewardship of the Trust’s assets and management of the Trust’s Capital Investment Programme within the Trust’s Capital Resource Limit.

• The post holder will be a member of the Trust’s Capital Investment Group and will be responsible for the preparation and delivery of the Trust’s Capital Investment Programme and for ensuring that the plan reflects the level and type of investment needed in order to meet the Trust’s strategic and operational objectives.

• The post holder will ensure there are sufficient resources to finance the Capital Investment Programme and where necessary will apply for loan funding from the National Loans Fund, subject to the approval of the Trust Board.

3.11 Charitable Funds

• The post holder should ensure that standards of reporting, financial control and auditing apply to Charitable Funds as to the main functions of the organisation. These need to be applied in an effective and efficient manner in order to maximise the benefits to patients of the donations received.

• The post holder has a duty of care on behalf of the Trustees to ensure any expenditure falls within the terms of the trust deed and that the requirements of the law, of the Charity Commission and the HM Revenue and Customs are met.

3.12 Staff Development

• Ensure that an effective Staff Development programme is in place and that succession planning is carried out on a regular basis, consistent with the intention of building a World class finance function.

Infection control

It is the responsibility of all staff, whether clinical or non-clinical, to familiarise themselves with and adhere to current policy in relation to the prevention of the spread of infection and the wearing of uniforms.

Clinical staff – on entering and leaving clinical areas, and between contacts with patients, staff should ensure that they apply alcohol gel to their hands and wash their hands frequently with soap and water. In addition, staff should ensure the appropriate use of personal protective clothing and the appropriate administration of antibiotic therapy. Staff are required to communicate any infection risks to the infection control team and, upon receipt of their advice, report hospital-acquired infections in line with the Trust’s Incident Reporting Policy.

Non clinical staff and sub-contracted staff – on entering and leaving clinical areas and between contacts with patients all staff should ensure they apply alcohol gel to their hands and be guided by clinical staff as to further preventative measures required. It is also essential for staff to wash their hands frequently with soap and water.

Staff have a responsibility to encourage adherence with policy amongst colleagues, visitors and patients and should challenge those who do not comply. You are also required to keep up to date with the latest infection control guidance via the documents library section on the intranet.

Clinical Governance and Risk management
